Starting a path to tip-jar extinction Gratuity is a staple of North American dining, but it’s still confusing, unpredictable and maybe on its way out. It isn’t only servers who provide a tippable service, because we also tip our cab drivers, barber or hair stylists, and masseuses. Tipping is a subject in which everyone has something to say. I’ve had a semi-heated discussion about tipping with my sister. It’s fine. I don’t mind tipping, barely giving it a thought, but I still don’t understand it at all. It is a very western phenomenon. Businesses in European countries pay their employees an appropriate wage and provide benefits for their servers. No tipping is necessary, even if you’re given a complimentary gelato and a glowing smile. Tipping is a bit of an art and I feel only the most socially sophisticated have mastered the science. My own tipping is entirely random and certainly not reflective of the service I receive. My tips are generally inspired by what is a quick and convenient number to punch into the debit pad. I tip in whole dollars but sometimes will punch in a quick 50 cents at the end of my number. I don’t know why I do that, but sometimes it just happens. We generally tip based on the amount of the bill rather than the service, so ser-

How can those pesky Europeans get away without requesting tips from all those tourists? Well, their food is more expensive, probably about 15 per cent more expensive than it would otherwise be. That doesn’t mean they automatically add in gratuity. They just charge more because they pay their employees more and need to cover that cost. I like it. Tipping is already obligatory in our culture, so when we pay for our services we know it’s costing more than the price on the tag. I know I’m not in any kind of service industry, and honestly never have had a job that involved tips, so I’m not the best person to determine how people in those professions should be paid. As a consumer, though, I would certainly prefer that everyone working was receiving a decent wage, rather than
having to concern themselves with the unpredictability of a tip jar. In the United States, servers can be paid below minimum wage because tips are just expected to prop them up. There is a lot of uncertainty there. A restaurant in New York is doing away with tipping, kindly requesting their diners not to pay more than what is shown on the bill. The restaurant upped their prices and began paying their workers a more appropriate wage and so far, nobody has said boo. Tipping seems like an outdated system, a formality of the past that doesn’t actually help those who are the recipients of the tip. The culture of tipping is exhausting. Maybe it encourages those in the service industry to work harder or put on a brave face, but that’s just poor management. All employees should be encouraged to do a great job because that means return customers. We should all hope that the businesses we work for do well and do our part to make sure that happens. It isn’t a system that will end immediately with one wave, cresting over a sea of change, but with more businesses experimenting with new models, we may find that what’s best for everyone is a slow move away from gratuity.
Perception remains a challenge While the hog industry remains buffeted by high grain prices and, at least in Saskatchewan, a tight labour market, the longer-term concern has to remain public perception of the industry. The disconnect between consumer and farm reality continues to grow. Even here on the Canadian Prairies the trend toward urbanization moves methodically on. For some reason we, as people, are drawn to large centres like moths to a flame, even in a time when technology should allow more and more jobs to be carried out from remote locales if we so choose. But that is a discussion for another column. This is about what urbanization may mean to the hog sector. Actually, the pressure the hog industry is likely to see grow into the future is the same one chicken producers and even dairy farmers will face. There is concern in the public about high density, closed in housing, for livestock. While there are reasons for farrowing crates, and dry sow gestation stalls, for
Calvin Daniels Trader Agriculture Columnist hogs and laying cages for hens and threea-day milking for cows, those reasons are lost on someone living in the heart of the urban sprawl of Los Angeles, Toronto or increasingly even Saskatoon. There are, of course, efforts to better educate, including starting young with the concept of “agriculture in the classroom” but that process will be slow to change attitudes, at best. Let’s not forget education focused for decades against racism and has had, at best, mixed results depending on where you are. There is an old adage about perception being reality, and that is an issue for farmers. Most of the general public are probably rather ambivalent to the issue of livestock housing, but when a question
is asked that amounts to whether sows should have room to move around, or be tied in a stall for weeks on end, you can guess where most will check for an answer. And it is that sort of reaction that groups actively seeking to change how farmers raise stock play upon. That is the dilemma farmers face. They realize the opponents to high density production are a minority, but with an ability to rally the non-committed to their cause rather easily. And if that reaction goes far enough to entice legislation to change regulations, farmers recognize it would merely be a first step for their opponents. The battle might be about gestation stalls, or laying cages, but the most vocal of farm opponents want a complete dismantling of livestock systems. Since that is the ultimate end goal, voluntary change by farmers to appease opponents will not likely help. It will simply be seen as a victory to rally opposition on to their next objective. And so livestock producers face a conundrum, one without an easily visible solution that will fall in their favour.

Think tanks call for scrapping, replacement of subs National OTTAWA - A pair of think-tanks say the Harper government should either announce plans to scrap its glitch-plagued submarine fleet — or begin the process of replacing them before any more tax dollars are wasted. The Canadian Centre for Policy Alternatives and the Rideau Institute say the Victoria-class submarines, purchased second-hand from Britain in the late 1990s, are within a decade of ending their service life, and have never lived up to expectations. A report written by defence and law academic Michael Byers and researcher Stewart Webb asks whether Canada, bordered on three sides by oceans, even needs submarines. Byers says he doesn’t see a strong case for submarines, but remains open-minded and would like to see the government make a coherent case for the capability. He says the stealth coastal surveillance

International ATHENS, Greece - Greece is to close down all its state-run TV and radio stations with the loss of some 2,500 jobs as part of its cost-cutting drive demanded by the bailed-out country’s international creditors. The shock announcement Tuesday widened cracks in the year-old conservative-led governing coalition, with both minority partners condemning the suspension of Hellenic Broadcasting Corporation, or ERT. Nonetheless, government spokesman Simos Kedikoglou — a former state TV journalist — described ERT as a “haven of waste” and said its TV and radio signals would go dead early Wednesday. He said its 2,500 employees will be compensated and the company will reopen “as soon as
possible” with a smaller workforce. It was not immediately clear how long that would take. “ERT is a typical example of unique lack of transparency and incredible waste. And that ends today,” Kedikoglou said. “It costs three to seven times as much as other TV stations and four to six times the personnel — for a very small viewership, about half that of an average private station.” It is the first case of mass public sector layoffs in the recession-mired country, which has pledged to cut 15,000 state jobs by 2015 as part of its bailout commitments. Debt-stifled Greece has depended on rescue loans from its European partners and the International Monetary Fund since May 2010. In exchange, it imposed deeply resented income cuts and tax hikes, which exacerbated a crippling recession and forced tens of thousands of businesses to close, sending unemployment to a record of 27 per cent.

Notice is hereby given that in accordance with the provisions of The Saskatchewan Watershed Authority Act, 2005 and regulations, an application and plans required by Section 61 of the said Act, were filed with the Water Security Agency at Moose Jaw, Saskatchewan, by the undersigned, for approval to construct and operate works described as: T-N-T Ranch Inc has applied for the construction of 5 wells within the SW 13-08-05 W2M. The majority of the water drawn from these wells will be provided to third party industrial clients for use in enhanced oil recovery. The wells will operate at a constant rate of 27.3 m3/yr (100 Igpm) to meet demands. The projected time period for this project is 2 years, however T-N-T Ranch Inc may seek extension to a longer term depending on demand. The proponent has requested a total extraction of 239,000 cubic metres per year. Gas grill loses oomph with bad connection Q: My propane grill doesn’t seem to have the same oomph anymore. It takes a long time to heat up, and the flame seems low even on the high setting. Is there anything I can do, or should I just go invest in a new grill? -- Lucas G., Pittsburgh A: If the burner (or burners) looks clean and in good condition, the issue may be that the flow of gas from the propane tank to the grill is restricted. There are a couple of common reasons for this. One problem is a poor connection between the grill and the supply tank. Or, the overpressure device -- located on the propane tank’s regulator -- might have been activated. The overpressure device was implemented on all LP (liquid propane) tanks in 1995. Its purpose is to keep you safe in the event of a gas leak -- due to a damaged line, tank or other issue -- by restricting gas flow. However, the device inadvertently can be activated. For example, turning the grill’s control knobs to the “on” position before opening up the control knob on the propane tank can sometimes trigger the device. Fortunately, the fix for this (and for the connection) is pretty simple.
Home Tip: Keep propane cylinders from being damaged by placing them out of the way of foot traffic and near to the ground. If they’re dented or the regulator is damaged, take the cylinder to a dealer for exchange or repair. Send your questions or home tips to ask@ thisisahammer.com. Open the grill lid and turn off all the control knobs on both the grill and the propane tank. Disconnect the regulator from the propane tank, being careful not to damage or strip the connecting nut. (Wrap a soft rag around the nut if you need to use pliers to loosen it.) Wait 30 seconds, then reconnect the regulator, being careful not to overtighten or damage the connection. Test the gas flow by opening the tank’s valve all the way -- if you smell gas at this point, close the valve and re-tighten the regulator connection. If all seems fine, then light the grill according to manufacturer instructions.

Asphalt Overlay
The City of Estevan is undertaking asphalt overlay construction at:

Duncan Road – Perry Crescent to McDonald Road
The purpose of this work is to provide a smooth finished driving surface which will improve drainage. This work would require closure of immediate areas of excavation and may necessitate parking restriction in adjacent areas. This work will commence during the week of June 5, 2013 and will take approximately Half a Week to complete (subject to weather). Souris Valley Paving will perform this work within the current Bylaw regulations.
It takes someone with the desire to do something important for the community, someone with courage and dedication who isn’t afraid of hard work, and is willing to accept the challenge of a difficult job. If you are this kind of person, you are needed as a paid on-call firefighter.
