Spurs excellence in playoffs something anyone can look up to Heading into Game 5 of the NBA Finals on June 15, I knew the door was closing quickly on the Miami Heat’s chances of winning. The deficit they faced was substantial, and by the time the third quarter started, I knew I was no longer watching for the purpose of cheering on the Heat. I was simply watching the perfection on display. This perfection took the form of the San Antonio Spurs, and their excellence not only spanned the length of the entire basketball court but trickled down to the players’ bench and was even showcased in the words that were coming out of their mouths. I felt this was worth mentioning because it’s rare to see a professional sports organization dominate — I mean absolutely, without a doubt, truly, legitimately dominate — the entire league on a consistent basis, while maintaining a soaring level of respect for themselves, and those around them. The San Antonio Spurs did something this year that I appreciate wholeheartedly, and it legitimately inspired me to excel in everything I do. This organization suffered a soul-crushing defeat last year to the Miami Heat in the NBA finals, which I’ll admit, I was okay with at the time because I was cheering for the south beach superstars. The Spurs, on the verge of winning the championship, had it all snatched away during the final seconds of the game, when minutes ago, victory appeared to be

Writing Prevents That Sinking Feeling theirs. Heading into the season, they said from Day 1, their mission was to reach the top again and win. This, of course, seemed like an impossible task. Can a team regroup that quickly, physically and mentally, and claw their way back to the top while enduring the grueling 82-game season? They sure showed me. The Spurs not only walked away with the best winning record during the regular season – again – they outscored their 2014 playoff opponents by a combined 214 points, the largest plus/minus in a postseason ever. And, perhaps the most impressive statistic of all, the Spurs shot 52.8 per cent from the field during the Finals, a best in Finals history, breaking the record of the 1991 Chicago Bulls. Um, wow. Now, all these silly stats probably mean very little to those who don’t follow basketball much. Well, I haven’t forgotten about you, and as I mentioned earlier, their excellence spread beyond their physical skills on the court. The

players on that team are truly good people, and this statement shined through no brighter than when they played on the biggest basketball stage on the planet. Mastermind head coach of the Spurs, Gregg Popovich, is a hothead. He expects greatness and pushes his players to be the best they can be. This often results in yelling at his players in frustration when mistakes are made. I remember at one point during Game 3, a player named Danny Green was on the receiving end of a serious tongue lashing from his coach. Rather than roll his eyes and pout on the bench like so many other players would in this situation, he simply joined the huddle and continued to cheer his team on. Players on this team are never penalized for speaking rudely to referees or other players, and they deflect all praise towards each other. Role models in this day and age, especially in the sporting world, can have an enormous influence on younger people, and these guys are as good as it gets. The San Antonio Spurs’ basketball supremacy, shining personality and dedication to being the best on a consistent basis – did I mention this team has won five rings in the past 14 years, and have made the playoffs EVERY single year since then? – is something anyone can appreciate, and learn from. Even though they beat the Miami Heat, I … I … well, let’s just leave it at that.

Pizza farm connects kids So I recently headed out to a field near Yorkton to snap some pictures of young students taking part in the second annual ‘Pizza Farm’ initiative. The idea is the brainchild of local agrologist’s Naomi Paley and Rachel Kraynick, who got the wonderfully simple, and ultimately very successful, concept off the ground last spring. It is an idea I wrote of then, but this is such a great concept it warrants some added ink this year too. The idea is one, which helps connect young students more directly to the importance of agriculture in terms of food production. I think everyone in agriculture today is keenly aware of the growing disconnect between the realities of farming, and how the agriculture sector is viewed by the growing urban population. As generations pass, fewer and fewer urban dwellers have contact with a farm. That is a trend, which will only continue. But it is important, if not critical, that people continue to have an idea about where their food comes from. This is not a new theme for my column, but it remains one the industry must work hard to ensure. It is not a good thing if people believe milk comes from a carton, not recognizing a

Calvin Daniels Trader Agriculture Columnist cow someplace is ultimately responsible for its production. That is where the idea Paley and Kraynick had is such a good one. For younger students, pizza is usually a preferred food. And within a pizza, much of what farming supplies can be seen in miniature. Milk and the dairy industry are integral to the cheese, grains to the flour, beef to the sausage, pigs to the bacon and so on. The simple pizza in many ways encapsulates the variety of agricultural and food production into something even young students can relate to. So taking the students to a field in spring to learn about crop planting, and then to return in fall to see the results, really is an experience, which is likely to stick with many. That’s ultimately the idea. Hopefully, the students will talk about the field trip at home, and that will in turn interest

their parents and siblings. With access to the Internet so widespread it is easy for interested parents to expand on the field trip experience too. Such an experience is a small one, but at least it helps young students start to think about their food in a different way. And, of course, the Pizza Farm is not an isolated learning tool either. Student education is an important aspect of events such as Grain Millers Harvest Showdown and Canadian Western Agribition in Regina. Events like that give students, who may never have set foot on a farm, a chance to actually touch a cow and sheep and a pig. Such an experience truly does change a perspective of food. And then there is the effort of Agriculture in the Classroom, a group dedicated to connecting what youth learn in school back to our agrarian base. Each effort helps re-establish connections, which once existed becoming farming was in everyone’s close family. Today that is not the case, making the need to teach about where our food really comes from an increasingly important part of education. The Pizza Farm and other efforts are certainly on the right track in that effort.

Mayor Rob Ford files official return notice National TORONTO - Toronto Mayor Rob Ford plans to return to city hall on June 30, according to a letter he sent to the city clerk’s office. The letter says he will return to resume his duties as mayor “in the later portion of the afternoon.” Ford asked the clerk to change back his office locks by 1 p.m. The embattled mayor has been in rehab since announcing on April 30 he was seeking help for an alcohol problem, just as new allegations of substance abuse surfaced in several published reports. Ford has been faced with allegations of drug use since May 2013, when the Toronto Star and the U.S. website Gawker reported seeing a video that appeared to show him smoking crack cocaine. Months later, Ford admitted to trying the drug while in one of his “drunken stupors’’ and to using drugs while in office. That led council to strip him of most of his mayoral duties. Though the mayor then publicly swore off alcohol, he was later forced to admit to drinking after another videotaped incident in which he

used Jamaican swear words and slagged the city’s chief of police. The letter announcing Ford’s return is dated June 2, but the clerk did not receive the letter until Monday, City of Toronto spokesperson Jackie DeSouza said in an email. *** Alleged victims want to drop complaints against Brazeau, says lawyer GATINEAU, Que. - The lawyer for suspended Sen. Patrick Brazeau says the alleged victims in an assault and threats case against his client want to withdraw their complaints. Defence lawyer Gerard Larocque told the court on Tuesday that one of the two people has actually written the Crown about dropping the complaint, which was filed following an incident in April. Brazeau was charged with assault, possession of cocaine, uttering threats and breaching bail conditions following an altercation involving a man and a woman at a home in Gatineau. The embattled senator, formerly a member of the Conservative caucus, has pleaded not guilty. He was not in court as the

case was put off until Sept. 5. The Crown, which has the final say on whether the complaints would ultimately be dropped, would not comment on that possibility. Prosecutor Stephany Robitaille said the final decision will come from her office and it doesn’t mean the charges would be dropped. “If a victim wants to withdraw the allegations ... it is still the Crown attorney who will decide if there is a withdrawal or not,” Robitaille said. Brazeau, 39, is continuing to get treatment and remains under a curfew and other conditions imposed when he was granted bail. Robitaille said Brazeau has completed a stint at a rehabilitation facility in the Quebec municipality of Saint-Andre-d’Argenteuil, which is located along the Ottawa River just south of the town of Lachute. He is now continuing his treatment as an outpatient at a centre in Gatineau. The former Conservative is still facing charges of assault and sexual assault in relation to an incident from February 2013, with a trial date expected to be set in September. Those charges led to his

ouster from the Conservative caucus. Brazeau also faces charges of fraud and breach of trust in connection with his Senate expense claims. In 2013, the Senate ordered Brazeau to pay back almost $50,000 over disputed expense claims. He refused and the Senate garnisheed his salary until last November, when he was suspended without pay. Brazeau was named to the Senate by Prime Minister Stephen Harper in 2009. *** Today on the Hill: Northern Gateway pipeline decision after markets close OTTAWA - Environmentalists and the markets will be watching today as the federal government announces whether the Northern Gateway pipeline project can go ahead. The decision on the British Columbia project is expected to come down after markets close. The $7-billion proposal has faced steep opposition from some First Nations and environmentalists who are concerned about the pipeline’s effect on natural habitats. International Pentagon: Libyan militant suspected in Benghazi attack in US custody WASHINGTON - A Libyan militant suspected in the deadly attack on Americans in Benghazi has been captured and is in American custody, the Pentagon said Tuesday, marking the first time the U.S. has apprehended one of the alleged perpetrators. Officials said Ahmed Abu Khattala, a senior leader of the Benghazi branch of the terror group Ansar al-Sharia in Libya, will be tried in U.S. court. He is currently being held in an undisclosed location. Last year, the U.S. filed charges against Khattala and a number of others in a sealed complaint filed in U.S. District Court in Washington. However, until now, no one had been arrested in the September 2012 attack in which a group of militants set fire to the U.S. diplomatic mission in Benghazi, killing Ambassador Christopher Stevens and three other Americans. The Obama administration has come under intense criticism from opposition Republicans for being unable to apprehend those responsible for the attack. The Pentagon said the U.S. military, in co-operation with law enforcement personnel, captured Khattala on Sunday. Officials said there were no civilian casualties related to the operation and all of the Americans involved have safely departed Libya. His capture was first reported by The Washington Post.

Obama secures U.S. interests in Iraq

Obama moves forces into Iraq to secure US interests as he weighs broader response WA S H I N G T O N Nearly 300 American forces are being positioned in and around Iraq to help secure U.S. assets as President Barack Obama nears a decision on an array of options for combating fast-moving Islamic insurgents, including airstrikes or a contingent of special forces. The U.S. and Iran also held an initial discussion on how the longtime foes might co-operate to ease the threat from the al-Qaida-linked militants that have swept through Iraq. Still, the White House ruled out the possibility that Washington and Tehran might co-ordinate military operations in Iraq. Obama met with his national security team Monday

evening to discuss options for stopping the militants known as the Islamic State of Iraq and the Levant. Officials said the president has made no final decisions on how aggressively the U.S. might get involved in Iraq, though the White House continued to emphasize that any military engagement remained contingent on the government in Baghdad making political reforms. Still, there were unmistakable signs of Americans returning to a country from which the U.S. military fully withdrew more than two years ago. Obama notified Congress that up to 275 troops would be sent to Iraq to provide support and security for U.S. personnel and the American Embassy in Baghdad. The soldiers — 170 of which have already arrived in Iraq

— were armed for combat, though Obama has insisted he does not intend for U.S. forces to be engaged in direct fighting. About 100 additional forces are being put on standby, most likely in Kuwait, and could be used for airfield management, security and logistics support, officials said. Separately, three U.S. officials said the White House was considering sending a contingent of special forces soldiers to Iraq. Their limited mission — which has not yet been approved — would focus on training and advising beleaguered Iraqi troops, many of whom have fled their posts across the nation’s north and west as the al-Qaida-inspired insurgency has advanced in the worst threat to the country

since American troops left in 2011. Taken together, the developments suggest a willingness by Obama to send Americans into a collapsing security situation in order to quell the brutal fighting in Iraq before it morphs into outright war. If the U.S. were to deploy an additional team of special forces, the mission almost certainly would be small. One U.S. official said it could be up to 100 special forces soldiers. It also could be authorized only as an advising and training mission — meaning the soldiers would work closely with Iraqi forces that are fighting the insurgency but would not officially be considered combat troops. The White House would not confirm that special operations forces were under consideration. But spokeswoman Caitlin Hayden said that while Obama would not send troops back into combat, “He has asked his national

security team to prepare a range of other options that could help support Iraqi security forces.” It’s not clear how quickly the special forces could arrive in Iraq. It’s also unknown whether they would remain in Baghdad or be sent to the nation’s north, where the Sunni Muslim insurgency has captured large swaths of territory ringing Baghdad, the capital of the Shiite-led government. The troops would fall under the authority of the U.S. ambassador in Baghdad and would not be authorized to engage in combat, another U.S. official said. Their mission would be “non-operational training” of both regular and counterterrorism units, which the military has in the past interpreted to mean training on military bases, the official said. However, all U.S. troops are allowed to defend themselves in Iraq if they are under attack. The three U.S. officials

all spoke on condition of anonymity because they were not authorized to publicly discuss the plans by name. Obama made the end of the war in Iraq one of his signature campaign issues, and has touted the U.S. military withdrawal in December 2011 as one of his top foreign policy successes. But he has been caught over the past week between Iraqi officials pleading for help — as well as Republicans blaming him for the loss of a decade’s worth of gains in Iraq — and his anti-war Democratic political base, which is demanding that the U.S. stay out of the fight. The crisis has sparked a rare alignment of interests between the U.S. and Iran, which wants to preserve Iraq’s Shiite-dominated government. The U.S. and Iran are engaged in sensitive nuclear negotiations and used a round of talks Monday in Vienna, Austria, to hold a separate bilateral discussion on Iraq.

Germany turns up heat on Portugal 4-0; US beats Ghana; Nigeria and Iran fail to score RIO DE JANEIRO Germany was supposed to be a team that would melt in Brazil’s tropics, and the United States was supposed to be a team that can’t beat Ghana. Both teams flipped the scripts on Monday and find themselves tied atop Group G. In Salvador, Thomas Mueller scored a hat trick and Germany dominated Portugal — which played with 10 men after a red card in the 37th minute — 4-0, leaving German President Angela

Clint Dempsey scored in the first minute and rookie substitute John Brooks scored in the 86th as the U.S. defeated Ghana 2-1 in Natal, with Vice-President Joe Biden watching and giving the team a postgame pep talk. Ghana had eliminated the Americans from the last two World Cups. The two games helped the World Cup continue to deliver lots of goals — 44 in the first 14 games. Nigeria played Iran in the day’s other match, and

neither team added to that tally. The teams played the first draw of this World Cup, finishing scoreless. Argentina defeated Bosnia 2-1 on Sunday in the other Group F match, and both will feel confident after watching Nigeria and Iran fail to produce. Two seeded teams — defending champion Spain and Uruguay — were upset earlier. That fate would not befall Germany on Monday. It was Germans’ 100th World Cup match, and they had it wrapped up by halftime.

Mueller, who led the 2010 World Cup with five goals, scored on either side of Mats Hummels’ headed goal as Germany took a 3-0 lead at the break. million contract. Should he go unclaimed on 24-hour waivers, the Sabres would buy out Leino’s contract by paying him two-thirds of what he’s owed. One of the people also told the AP that the Vancouver Canucks placed forward David Booth on waivers for the purpose of buying out the remaining two years on his contract. The Sabres’ decision on Leino did not come as a surprise. In April, general manager Tim Murray called buying out Leino as “a very good possibility.” Leino was bracing for the possibility of being a buyout candidate after the season ended. Inconsistent play and a series of injuries contributed to Leino being a huge disappointment in Buffalo. The seventh-year player managed no goals and 15 assists in 58 games last season. And he finished with just 10 goals and 46 points in 137 games with the Sabres. That was a considerable dropoff from Leino’s previous

Weyburn’s Agriculture Society barn was teeming with activity on May 24 when about 45 4-H members showed up for the Southeast judging clinic hosted by the District 7, 4-H Council and their representative Brittany Stepp. The morning session was successful with Lindy Schira bringing dairy goats and she was also the official judge of stock. The kids enjoyed seeing a rare breed of milking goats and asked many questions so they could absorb as much as possible. After the dairy goats there was a change in schedule and instead of market hogs, the members were able to get a look at market rabbits instead. Allan Tytlandsvik supplied Flemish giants and Stepp explained the main judging traits to look for in

Farmers in southeast Saskatchewan could be excused if they seemed a bit cranky these days. Dealing with the frustrations of rain-delayed seeding operations could often set local producers on an uneven tangent as they watch the skies and weather forecast services with increasing desperation. They’re looking for just a few more sun filled, warm and dry days to complete the job and so far Ma Nature has not been very generous. On the bright side though, as of early June, about 78 per cent of Saskatchewan’s crop was in the ground by late May and the seeding success rate was up to 93 per cent as of June 13. which meant that the seeding operations had been progressing slightly ahead of schedule, said Shannon Friesen, crop management specialist for the Ministry of Agriculture. “Mother Nature has not being all that kind to you folks in the southeast,” she said from her Moose Jaw office. She noted at the end of May that “it would just nicely dry up and then it rains again.” That meant that by early June, about 71 per cent of the crop was in the ground in this area of the province, slightly behind the provincial pace and only ahead of the lagging 67 per cent pace being registered in the east-central region. By mid-June, the provincial seeding pace was at 90 per cent. Almost all of the durum and field peas, that were going to be seeded, have been put in the ground and 84 per cent of the spring wheat has been sown as of early June. Lentil seeding was a bit slower, at around 79 per cent while 76 per cent of the canola crop was in while barley seeding and flax seeding operations were lagging a bit at 66 and 56 per cent respectively. Those seeding mustard this year were also barely half way home. Topsoil moisture conditions were rated as surplus over 19 per cent of Saskatchewan’s croplands heading into mid-June and more rain was expected up to June 20, which pretty well signals and end of seeding operations on the Prairies since any crops seeded later than that date would be considered a crap shoot on the farm gambling front. Hay and pasture lands are also in surplus or adequate heading into mid to late June. Only one per cent of Saskatchewan’s productive lands are considered

very short on moisture. Emerged crop are appearing to be in good condition, said Friesen but there has been some localized damage from such things as area floods, high winds, and flea beetles. Friesen told Agri news earlier that the acreage being put back into crops in southeast Saskatchewan would probably be up a bit compared with 2012 and 2013 since the flood ravaged regions in 2011 were slowly coming back into production. She noted though that in some distinct areas, the water is till not totally gone and she cited pockets near Macoun, Midale, Benson and Lampman as examples of slowly draining waters. She said on the bright side, frost generally comes later in the southeast, usually between September 15 and 23, so there was still a small window of opportunity to get some last minute seeding done. “But by midJune, you’ll usually see a little bit of panic,” she said. The crop specialist said there were now a few more grain cars being spotted at elevators and terminals around the province, and that would mean some of last year’s crop was now beginning to move to ports but “it could be a year set back before this returns to normal. We have a new crop year at the beginning of August” Friesen said soybeans are the latest “hot topic among the farmers in southeast while producers east and north of Weyburn are looking at a lot of flax this year. Prices are still decent for that crop. Acreage is also up for lentils and peas thanks to minimum input costs and the fact the market is there.” Friesen added there is still a lot of canola being seeded this year. “It’s hard to tell what could happen here, it could be another great year for canola growers.” Spring wheat will still rule to some extent with nine million acres being put into that crop this spring while interest in durum will lag a bit. Canola acreage will again be up, by about 200,000 acres, she estimated. Soybeans will be seeded over 170,000 acres but, she warned, that crop needs a lot of sun and heat during the longer days, and so far, those have been in short supply. In total, however, producers in Saskatchewan, while they may have to get cranky on occasion, are still a big bunch of optimists when it comes to the annual grind of getting the crop in the ground and then getting it off the fields 100 or so days later.

Wild boar problem escalating, especially in the southeast THE TRADER EXPRESS, FRIDAY, JUNE 20, 2014

Wild boar are more widespread in Saskatchewan than commonly believed and the need to control numbers of the destructive animals is becoming urgent according to research conducted by University of Saskatchewan biologist Ryan Brook. “If nothing is done then we risk having more feral boar than people in the province and at that point the costs of taking action are far greater,” Brook said. “Early action will have huge economic savings.” Brook, together with colleague Floris van Beest from Aarhus University in Denmark, surveyed community leaders in all 296 Saskatchewan rural municipalities in what they believe is the first peer-reviewed scientific study of the animals in Canada. From these local reports, they determined there is a high probability that feral wild boar exist in 70 per cent of the

province’s rural municipalities, including all in the southeast, and the clock is ticking on getting them under control. Feral boar are widespread but most likely at low densities. So as of right now, total impacts are probably generally low,” Brook said. “The big concern is what will happen in the near future if the boar population continues to expand and increase.” Wild boar, imported an alternative livestock option for farmers in the 1990s, have easily adapted to Saskatchewan’s harsh climate where they are able to not only survive but reproduce. Wild boar have one of the highest reproductive rates of any large animal, with sows producing two litters of six or more piglets every year. Omnivorous and aggressive, their rooting behaviour leaves parks, farmers’ fields and sensitive wildlife habitat looking like

a rototiller has gone through. They chase livestock from pasture, carry disease and can pose a danger to humans. Areas in and near Moose Mountain Provincial Park in southeast Saskatchewan are a particular hot spot. There, local ranchers and farmers have banded together to hunt the animals in a formal eradication program. “I think many people in Saskatchewan are not aware of how severe the impacts of feral boar can be,” Brook said. “In the U.S., the impacts are in the billions of dollars from disease, crop damage, livestock harassment, impacts on natural eco-systems and species at risk, and attacks on humans.” Brook and van Beest, also observed that control plans are spotty and sporadic across the country, and call for “aggressive and co-ordinated action,” to meet the threat. Brook explained that sport hunting

has no real impact on controlling population growth and in many cases makes the problem worse by dispersing animals. Instead, an international effort is needed. Authorities need to consider option such as hunting from aircraft, at night, using trained dogs, ground trapping and on-farm risk management. “We’ll probably need all of these in the tool box to be reasonably effective,” Brook said. “All regions need to address this in a co-ordinated fashion or animals will continue to be re-introduced from other areas.” Brook and van Beest’s research paper appears in the Wildlife Society Bulletin. Funding for the work was provided by the Natural Sciences and Engineering Research Council of Canada, the Cyril Capling Trust Fund and the U of S.

Wheat Growers say legislation falls well short of expectations The Western Canadian Wheat Growers Association sees some positive elements in legislation tabled on March 26 in the House of Commons, but Bill C-30 does not go nearly far enough to address the serious breakdown in grain shipping capacity on the prairies. “These measures do not adequately tackle the backlog in grain shipments,” said Levi Wood, the Wheat Growers president. “They also do not position our industry to meet the long-term needs of prairie farmers or our customers.”

The Wheat Growers are disappointed the minimum grain shipping requirement remains fixed at one million tonnes per week from April 7 to Aug. 3 2014. This means the grain carryout on prairie farms will exceed 20 million tonnes heading into this year’s harvest, resulting in the continuation of severe price discounts (i.e. wide basis levels) for the foreseeable future. The Wheat Growers had asked that the minimum grain shipments be increased to 13,000 railcars per week (approximately 1.2 million tonnes) instead of 11,000 railcars

per week. The backlog of grain orders is over 68,000 railcars, representing six million tonnes of grain. “Grain prices to farmers will remain artificially depressed until the backlog is cleared up and the elevator system has the capacity available to offer competitive bids for our grain,” said Wood. “As long as the elevator system remains plugged, price offers to farmers are likely to remain below market value.” The Wheat Growers had proposed several recommendations to expand rail shipping capacity in the longer term, includ-

The second module began June 11 and runs through to July 4. The module is comprised of 36 hours of hands-on workshops and nine hours of online delivery. In-class sessions were conducted from June 11 to 13 and June 16 to 18. They covered essential farm knowledge for spraying, scouting and equipment maintenance. The program is headquartered at Parkland Regional College in Yorkton.

The Agriculture Operator Program has accepted applications for its second module, spraying and scouting. “Through the Ag Operator Program, we’re helping Saskatchewan workers get hands-on experience and training needed to work on today’s farm,” said Gerry Ritz, federal agriculture minister. “Labour is a major driver of our agriculture industry and this program will help fill shortages and make an important contribution to Saskatchewan’s economy.” “Having a comprehensive training program that meets the needs of farmers continues to be a priority for our government,” Saskatchewan Agriculture Minister Lyle Stewart said. “I encourage all individuals looking for the skills to work on a farm, as well as current farm employees, to consider enrolling in this program.”

The third module will be the harvesting sessions and it is scheduled to run from July 7 to August 15. Both senior governments are providing $200,000 in funding for the development and delivery of the program’s pilot project through the Growing Forward 2, a federalprovincial initiative. ing an incentive-based revenue cap and measures that would allow shortlines and other rail operators to add capacity to the network when CN and CP are unable or unwilling to meet customer demand. These improvements were not included in the legislation. The Wheat Growers see some positives in the legislation, including the proposed increase in interswitching distances and the potential for incorporating meaningful performance provisions,

including reciprocal penalties, in service agreements negotiated between grain shippers and the railways. The implementation of a dispute resolution process in the Canada Grain Act should also help improve grain company contracts with farmers, although the Wheat Growers note that having adequate shipping capacity and restoring good working capacity throughout the elevator system is the best means of restoring balanced contractual relationships between farmers

and grain companies. “Having plenty of competition for our grain is the best way to improve contract terms,” said Wood. “That can’t be achieved until we fix the underlying problems in our rail transportation system.” The Wheat Growers said they will continue to press for changes in legislation that meet the needs of farmers and their customers while positioning Canada to once again be a reliable supplier of grain in world markets.

The Western Canadian Wheat Growers Association (Wheat Growers) are calling on the federal government to bring about more competition in the Western Canadian rail sector, in light of chronic performance failures of CN and CP railroads, and their cavalier attitude toward the resulting losses suffered by prairie grain farmers. The Wheat Growers were reacting to comments made by CN’s CEO Claude Mongeau in a speech delivered in Winnipeg on April 9. The Wheat Growers said Mongeau spoke out strongly against a provision in Bill C-30 that would give shippers modest improved acces to U.S. railways, referring to it as “poaching.” “What Mr. Mongeau calls poaching, we call competition,” said Levi Wood, president of the Wheat Growers. “Sadly, Mr. Mongeau seems to think no one else should have the opportunity to haul our grain no matter how badly his company performs.” Hunter Harrison, CEO

of Canadian Pacific Railway has also displayed a poor attitude toward shipping grain, said the What Growers. According to a Globe and Mail story on March 12, Harrison spoke to a New York audience of the importance of intermodal shipments. “Because that’s one commodity that we’re sensitive to,” Harrison said. “If you miss, you miss. It’s not like grain or it’s not like coal, (where) if you’re a little bit late, you’re still going to haul it.” “Only companies with monopolies or near monopolies can get away with such an entitlement attitude,” said Jim Wickett, chairman of the Wheat Growers. “Parliament needs to give the railways an attitude adjustment.” The Wheat Growers went on to note that CN and CP effectively operate side-by-side monopolies in Western Canada. Only seven of the 342 grain elevators on the prairies have direct access to both. The expanded interswitching provision, now contemplated in Bill C-30,

the Fair Rail for Grain Farmers Act, would give about 40 of those elevators improved ability to access the shipping services of the American based Burlington Northern Santa Fe (BNSF) Railway. Grain shippers have experienced poor railway service for years, said the Wheat Growers. Currently there is a backlog of nearly 70,000 rail car orders from grain shippers, representing more than six million tonnes of grain. That grain is backed up and sitting in the farmers’ yards when it should be in customers’ hands, the Wheat Growers said in an April 11 statement. The shipping backlog has resulted in artificially depressed prices to farmers that some market analysts are saying will last into 2015. The Wheat Growers have conservatively estimated bottom-line losses to farmers to be $2 billion and counting. The Wheat Growers have recommended several measures that would bring about more competition and more shipping capac-

ity in the western rail network, including expanded running rights. “CN and CP have first dibs on our business,” said Wood. “But if they are unwilling or unable to give us good service, then other railways should be given a crack at it.”

Transportation Backgrounder Rail grain shipments to Canadian ports this crop year (Aug. 1, 2013 to March 30) are 18 million tonnes, which is virtually identical to the amount of grain shipped in the same time period the previous crop year, even though the 2013 grain crop was 34 per cent larger. In essence, the rail lines have not shipped any more grain this year, despite a large increase in demand. Mongeau tried to downplay shipments of crude oil as one of the contributing factors for the poor service to the grain shippers, saying it represents a mere 1.5 per cent of their freight revenue. According to CN’s annual report, shipment

of petroleum products accounted for 10.5 per cent of their annual freight revenue, compared with 13.3 per cent for grain. CN shipments of petroleum products and chemicals were up 18 per cent in 2013 compared with an increase of one per cent for grain and fertilizers. One Wheat Growers suggestion is to give the Canadian Transportation Agency authorization to call for more shipping capacity through demanding more locomotives, crews, cars or trains whenever the grain backlog reaches a predetermined level. This would ensure an adequate “reserve capacity” in the network to meet needs when there are large crops or heavy customer demand. The Wheat Growers have also called for running rights provisions in the Canada Transportation Act to be amended to give other railways the right to solicit business in a running rights application. In

a 2001 decision, the agency ruled that existing provisions do not give other railway operators any traffic solicitation rights. The Wheat Growers said they believe the adoption of such a provision would add competition and shipping capacity. An example they used said the addition of that provision might give OmniTRAX greater ability to get grain and other goods in position to ship out of the Port of Churchill as soon as the shipping season starts. OmniTRAX was one of the railway operators denied traffic solicitation rights in its 2001 application. Wheat Growers have also called for amendments to Bill C-30 that would give shippers the ability to obtain reciprocal penalties as part of a contractual service agreement with the railways. Currently the legislation does not explicitly state that penalty provisions are among the terms that can be arbitrated in shipper arbitration applications to the Agency.
