Foundation’s medical clinic will be full soon The St. Joseph’s Hospital Foundation’s medical clinic will be filled with medical practitioners by the end of this month. The foundation revealed this past week that the Estevan Medical Group, a five-physician team, will be moving into the clinic that is attached to the hospital, and will be receiving their regular clients and medical care traffic in the new setting on June 30. The Estevan Medical Group will be closing their doors at their current location on June 26 in preparation for the move, basically across the street on Nicholson Road. “The overall goal of the hospital foundation clinic was to house as many physicians as possible who also work in the hospital in order to improve patient care in Estevan and surrounding area,” said Becky Conly, the foundation’s director. “We are excited about this addition to our clinic’s existing line-up of physicians: Dr. Omoshgo and Dr. Sheikh. Having this many physicians in

one area will truly have a very beneficial impact on health care in southeast Saskatchewan.” The physicians who will be moving into the clinic at the end of the month will include Drs. Akinsette, Horri, Langeni, Ovueni and Yekinni. “We are pleased to make the Hospital Foundation Clinic our new place of practice,” said Horri. “At this new location we are able to provide better health care to our patients in the hospital with quicker emergency response time.” Besides the added physician services, the foundation’s clinic will continue to offer laboratory front-end work for the hospital, which will add to the medical services features. The four available clinic bays in the foundation’s clinic will now be opened on the west side of the structure and Charlie’s Weight Control for Wellness business will be vacating the clinic site and relocating to 1125-Fifth Street. The principal owners of the weight loss centre

were well aware of the clinic’s original mandate to provide space for Estevanbased physicians, so Conly said there was no major business model problem on that front when it was determined they had to make more medical clinic space available for the incoming physician group. The clinic was built approximately five years ago as an additional feature to the health-care community since it was attached to the hospital, making it easier to access their facilities and services. The five doctors will be taking 3,700 square feet of space in their new setting, said Conly, which will pretty well fill the clinic to capacity. “We are opening up some walls to allow more walk-through accessibility, and we’re adding services and infrastructure to the examination rooms, such as additional sinks and supporting features.” Additional seating will be provided in the main waiting room section to accommodate all seven physicians. Conly noted that

with each doctor seeing between 25 to 30 patients per day the clinic will now have a yearly visitation of over 40,000 patients. She said that might encourage a local business or organization to look seriously into the investment of naming rights for the clinic that can be obtained for $300,000 for a 10-year agreement. Earlier this year the St. Joseph’s Hospital Foundation noted that several working areas and wards within the hospital were eligible for the sale of naming rights and some local groups and businesses have stepped up and expressed interest in attaching their names to parts of the city’s major health-care facility.

A week-and-half ago I moved from Toronto to Estevan. Not long before that I graduated from Humber College, where I completed the three-year journalism program, and upon graduation, my quest for full-time employment began. Several weeks later I was offered a job at the Estevan Mercury, which is ultimately how I ended up situating myself in this city. I’m incredibly grateful for the opportunity to work full-time, and everyone I’ve met has been incredibly nice and super accommodating. At least one person I know from the office took the same path I did; moving from Ontario and relocating himself in the Energy City to work. My landlord, other tenants within the house, even other landlords I spoke to during my search for housing, all said they used to live in Ontario at one point or another. What brought them out here? Jobs, of course, and without a doubt the promise of employment is likely what has brought hundreds of residents to Estevan from across the nation. It’s a bustling little town, ehm I mean city – sorry everyone, that’s something I’m going to have to get used to – with opportunities for work aplenty especially in the industrial field. On my second day here I went out for a walk and took in the sights. I walked to the edge of the city, then made my way around Estevan, and after a brief stop at No Frills I finally made my way back home. I instantly got that bustling town vibe, oh jeez sorry, city vibe, with plenty of cars zipping up and

down the road, loud factories in the industrial area and packed parking lots belonging to a variety of stores across Estevan. Then another thing I noticed very quickly was how grey this city is. Grey buildings, grey factories, and grey roads, occasionally mixed in with brown ones when the thick layer of dust engulfs them in certain sections. Sure, there’s the occasional tree here and there, but they were so scarce on my walk that I almost felt like I was walking around a scaled down concrete jungle, which mimicked the ones I left behind in Toronto. Now, I know what many of you may be thinking. “Who cares about the lack of trees? Like you just said Alex, a lot of people come to Estevan to work.” Yes, you’re totally right to an extent. This city is an employment hub, which despite its difficulties when it comes to housing, does offer many people a new beginning, and I find myself in that category. That however, does not mean that it needs to look like the generic small town, I mean city, which is loaded with the grey and brown colour tones. Estevan can be so much more than that. It’s got a good thing going on King

Street, with trees dotting the sidewalks and longer stretches of grass extending down the street. There are of course some wonderful parks located throughout the city too, but these hidden gems were difficult to find. Before I started schooling at Humber, I lived in Hanover, a small town with a population of 7,500. Despite its compact size, it prevented itself from becoming just another small town by introducing many pockets of green space, which many people actually used on a daily basis. Okay, it also had a race track, casino and strip club, not your usual findings for a small town, but nevertheless, these green spaces were utilized effectively, and even though Hanover is smaller in scale compared to Estevan, people walked the streets a lot more frequently than they do here. Seriously, I only remember walking by about five people on my two-hour trip. Estevan can have a unique exterior believe it or not, and it can easily be achieved. Introduce some life into the sidewalks. Install some hanging flower baskets during the summer on some of the busier streets and on the bridges located on the edge of town. Turn the abandoned grey areas into a simple green space where a tree or two can flourish and provide some shade for people on foot occasionally. Estevan is beautiful when it comes to new opportunities and the kindness of the people who live here. This beauty should also extend itself to the city’s exterior, which doesn’t need to only reflect its heavy industrial presence.

4-H extending its presence far and wide

As a supporter of 4-H, I think the program is one of the best for youth in that it allows youth to learn by doing, I was interested to read about a 4-H steer in Alberta fetching $60/pound at a recent sale. The sale is likely a Canadian record and is interesting because of that fact, not that it is likely to signal a trend toward ever higher prices for 4-H steers. In this case a couple of companies involved in the oil sector went head-to-head in the bidding. It would appear a case of good old bravado between companies, mixed with enough marketing savvy to realize over-paying for a steer would set the media wheels in motion. That I am writing about it in a column based in a newspaper hundreds of miles away is testament to the publicity angle of the purchase working nicely for all involved. But what I was really interested in regarding the Alberta sale was not the highpriced calf, which I suspect is an anomaly in terms of 4-H sales, but rather that further into the same story, was mention of a calf

Every 4-H club needs dollars to operate, so one is likely to assume the club-raised steer was to help the club fund its activities. But 4-H is about helping others too, and that was the case here. Members of the Elk Point 4-H club raised the calf and sold it at the auction with the proceeds benefitting STARS air ambulance. The idea of a group of youth working co-operatively to raise and fit a steer in order to raise money for STARS is a rather heartwarming thing. There is no doubt rural areas benefit most for STARS in the sense people clustered in our larger centres have closer access

to larger medical centres and the associated medical specialists they might require. STARS is designed to help those in more remote locales get to the medical attention they need in emergency situations as quickly as possible. It is a service rural areas need, and 4-H beef clubs are rural-based. That the youth of the Elk Point Club realized the importance of the air service and came up with a great, group-based way to help out is simply a cool thing to rule about. To me it shows some of the best aspects of 4-H, working together to a common goal, community involvement, helping others. And it helps STARS, which is of course a positive of its own. It is an idea which may have been done by other clubs in the past, and may well be again in the future, but hats off to the youth at Elk Point. The only downside to the story is that the bidding war to $60/pound would have served all better had it been on the STARS calf, and not just that of a single member.

With the arrival of summer, the Salvation Army food banks in Estevan and Weyburn are feeling the heat. “We’re down to 30% full,” said Salvation Army Lieutenant Brian Bobolo, who along with his wife June, recently took on leadership roles at the Weyburn Salvation Army branch. “We really need all items to last throughout the summer.” Aside from soup, a prevalent food item in Estevan’s food bank, things like canned fruit, peanut butter, instant potatoes, coffee, tea and juice boxes, are in high demand. With many regular donors leaving the city for the summer, donations have slowed down considerably according to Bobolo. The need for food items however has hit its peak, as it usually does this time of year, with regular recipients who can’t afford to leave town still requiring assistance. “We also have people coming in from other parts of the country entering both communities looking for work, and they quite often come with nothing,” Bobolo continued, adding entire families entering the area sometimes need extra assistance to help feed their children as they settle in. “It’s very difficult to find permanent housing here, so this is also the time where you see people sleeping in the ravines, or sleeping in their cars,” the

The Liberal leader has crafted a private-member’s bill that would make several amendments to the Access to Information Act, aimed at forcing the government to be more open. Most significantly, his bill — dubbed the “Transparency Act” — would give the information watchdog the power to order the government to disclose documents. Currently, the information commissioner can only try to cajole the government into disclosing documents and, if that fails, can refer the matter to the Federal Court.

Trudeau’s bill would also strengthen the language of the access act to make clear its guiding principle is that government must be “open by default” — that is, transparency should be considered the norm and secrecy the exception. And it would eliminate all fees related to access-toinformation requests, except for the initial $5 application fee — and even that would have to be refunded if the government did not respond to a request within 30 days. Trudeau is to table the bill later today but it won’t come up for debate or a vote until the fall. Should the bill be passed, it would require Parliament to begin a thorough review of the entire access act within 90 days and to conduct similar reviews every five years thereafter. “I am convinced that by working together, we can achieve all-party consensus to pass this bill that will raise the bar on openness and transparency for all Canadians,” Trudeau said. His bill picks up some recommendations made by information commissioner

Suzanne Legault, who has pushed for the power to order the government to disclose information, more periodic reviews of the act, incentives for timely disclosure and fewer exemptions. It does not, however, adopt her recommenda-

tion that the access act be expanded to cover Parliament, ministers’ offices and administration of the courts. In addition to the Access to Information Act amendments, Trudeau’s bill would also change the Parliament of Canada Act to require that

meetings of the secretive, multi-party board of internal economy, be conducted as much as possible in public. The board oversees House of Commons finances, including setting rules on MP spending and disclosure of expenses.

Funeral service for slain RCMP officers hears of outrage, despair take their places. Once seated, the arena was a patchwork of colours, mainly red but also a variety of blue and green uniforms. In front of a stage were three large portraits of the officers in their dress uniforms. On one side of the arena were several large wreaths and colourful bouquets. Outside the arena, Brenda Jaillet of Oromocto, N.B., said the shooting deaths have deeply saddened her husband, a retired RCMP officer.

“It’s a brotherhood,” Jaillet said before the service. “What has affected these three members has affected him. It could have been him at any time during his career.” Among the mourners were RCMP Commissioner Bob Paulson, Opposition Leader Tom Mulcair, Liberal Leader Justin Trudeau and a number of premiers. On the streets of Moncton, shopkeepers placed signs in their windows proclaiming, “Moncton Strong.” A large makeshift

memorial continues to grow outside the local RCMP detachment, where heaps of flowers, candles, teddy bears and personal notes have spread from the front steps to the sidewalk. As Mounties and other police officers gathered for the parade, local residents reached out to say thank you, often shaking hands or sharing a brief embrace and a few kind words. Six other sites in Moncton and four more outside the city were set up for mourners to watch the

B . - The city of Moncton came to another standstill Tuesday, this time to bid a sorrowful farewell at a regimental funeral for three Mounties killed in a shooting rampage that left New Brunswick’s secondlargest city under siege for 30 hours. The funeral, attended by Prime Minister Stephen Harper and Gov.-Gen. David Johnston, was preceded by a parade of 2,700 law enforcement officers from across Canada and the United States. They were led by pipers and drummers and four RCMP officers on horseback. During the three-hour service, held inside an old hockey arena packed with 7,000 mourners, the brother of one of the three men killed said the death of Const. Douglas James Larche, 40, has left him feeling overwhelming despair. “I stand here before you with an unbearable sadness, disbelief, rage, because a great man was taken away from us far too soon,” said Daniel Larche, a master seaman in the Royal Canadian Navy. “Never in my worst nightmare did I envision a stitch in time that I would be giving his eulogy.” The other officers killed last Wednesday were Fabrice Georges Gevaudan, 45, and Dave Joseph Ross, 32. The third annual free, self-guided Visual Arts Summer Tour has been scheduled for July 25 & 26. This tour features local artists from Estevan and surrounding communities all showcasing their art work. Please watch for more information. STARS FOR SASKATCHEWAN

Stars for Saskatchewan has just announced their concert lineup for the 2014-2015 season. This 6 concert series offers a diverse selection of performers – ALL high quality and professional. Highlighting this year’s series will be the world renowned Vienna Boys Choir. With around 100 boys between the ages of ten and fourteen, divided into four touring choirs, they give around 300 concerts a year. The choir has performed in front of almost a half a million people, world-wide. Their repertoire includes everything from medieval to contemporary and experimental music. Also scheduled to perform this year are Jimmy Rankin, Fung-Chui Piano Duo, The Gala Trio, Ensemble Caprice and Memory Lane. Contact the office, for more information on our Season Subscription rates.

The Council of the City of Estevan, pursuant to Section 207 of the Planning and Development Act, 2007, gives notice of its intention to amend Zoning Bylaw #20101834 & the corresponding Zoning Map as hereinafter provided: Consideration is being given to amend the Zoning Bylaw Map by rezoning Lot 1 & 23, Block 68, Registered Plan M4929 [1138 First Street], Estevan, Saskatchewan, from the existing ‘Residential Low Density Single-Detached Zone (R1)’ to the ‘Residential Medium Density Zone (R3)’;

The Keep It Clean Campaign is a Community Pride Program to keep our City clean all year long. Volunteers are critical to this campaign and each person can make a difference in the appearance of the City by not littering and picking up litter whenever you can. The City will start City Wide Pick up from June 16 to June 20 2014. Only the following will be picked up: • Bags of leaves & garden waste • bundled branches less than 4’ long and 6” in diameter • There will be no call backs whatsoever • Material for removal must be placed at the REGULAR GARBAGE PICK UP SPOT by June 16, 2014 at 8:00am. Please ensure that only materials that you wish to dispose of are placed at that location.

In conjunction with this campaign the landfill will also be open free to Residents of Estevan

For the Weekend of June 20, 21 and 22, 2014 You can assist by: • Walking through a park near you and picking up litter • Picking up litter on your property, back lanes and boulevards around your property • Picking up litter anywhere you see it Guidelines for free Disposal (Proof of Residency) • Items allowed to be dropped off for free include furniture, tree branches and regular and regular household garbage and does not include appliances that contain Freon. • Items “not” allowed anytime: all hazardous materials, tires, paint, computer components, televisions, propane tanks, oil and petroleum by products. • All loads must be completely covered or secured to prevent littering while in transport • Any waste from rural customers “ Will not be accepted Free”

Reason: Rezoning is being undertaken to support a proposed row house (4 units) Residential dwelling development. The amending Bylaw (#2014-1942) may be inspected by any person at the Legislative Services Business Division, City Hall, 1102 4th Street, Estevan, Saskatchewan, between the hours of 8:00am-4:30pm Monday to Friday.

City Council, at it’s meeting to be held on Monday, June 30, 2014, at 7:30pm in the Council Chambers, City Hall, 1102 Fourth Street, Estevan, Saskatchewan will hear any person(s) wishing to be heard with respect to the proposed rezoning bylaw and will further consider any written submissions respecting the proposed zoning amendment, provided such intentions and/or submissions are received by the City Clerk’s Office, Legislative Services, City Hall, 1102 Fourth Street, Estevan, Saskatchewan, S4A 0W7 no later than 12:00 pm on Thursday, June 26, 2014.
