Wetlands play key role in flood prevention Undesired effects of draining the sloughs on Saskatchewan’s farmland could be seen with greater frequency if the practice isn’t reversed. There were a number of factors that led to the flood situation in southeast Saskatchewan last spring and summer, one of which may have been the way wetlands are drained in the province. Ducks Unlimited Canada hosted a presentation as part of the Southeast Enviro and Safety Seminars last week at the Saskatchewan Energy Training Institute, dealing with the connection between the loss of wetlands and flooding. Jason Neufeld, conservation program specialist for DUC, noted that wetlands on farmland are being drained in order to make way for high production from fields, but doing so could have an adverse effect on a number of environmental factors, from health of the soil to a greater frequency of flood events. With the large decrease in wetlands, Neufeld said that what was at one time a one-in-50 or one-in-100year flood event, which is what was experienced in the southeast last year, could become a one-in-five or onein-10-year flood. The province’s wetlands act as a sponge, absorbing water so that it doesn’t drain and accumulate downstream. “In terms of water quality, reducing the impact of

flooding, ultimately reducing the impact of drought (is where wetlands make big difference,” he said. “We are losing wetlands at an alarming rate.” Neufeld said that between 1974 and 2002, the Qu’Appelle Watershed was reduced by 90 per cent. “It’s a pretty dramatic landscape change.” One of the biggest reasons wetlands are decreasing is because of the greater stresses on farmers to make every square yard of their land productive. What was refrained in the presentation is that the market gives no incentive for farmers to keep wetlands. Legislators, he said, need to step in with incentives to maintain those areas, rather than incentives to make them productive. DUC suggests a compensation formula for farmers, where they receive funding per acre of wetlands. “We need to put policies in place and have incentive programs to make it financially equitable for those farmers to keep wetlands on their property,” Neufeld said. That will be rewarded with a number of benefits, as wetlands are good on soil, keeping nutrients in the ground, thereby maintaining or increasing land values. Draining a slough on a plot of land can wash away fertile soil, devaluing the land. That should be enough incentive to keep the sloughs around. There is also the problem of convenience and the fact that fields are plotted by GPS and tractors are guided through that system now. When there is a slough in the way, it has to be steered around, and those aren’t plotted by the GPS system.

Money Problems?
Cats: The Experience I went to the musical Cats Tuesday in Regina. They were handing out tickets at work and I figured, “Why not?” I had never been to a professional musical before, at least not that I can remember. I’ve seen magic shows, concerts, plays and elementary school musicals, but no musicals of the professional calibre. So I went into the performance with absolutely no expectations, because I didn’t really know what to expect. And my boyfriend came with me, and said it would be fine. Here’s a rundown of how the night went. SPOILER: if you haven’t seen Cats and don’t know how it ends, don’t read this. ACT I OK, there are actors wearing leotards and fluffy wigs. I assume they are “the cats.” After terrifying audience members, they head onto the stage and explain to me they are “Jellico” cats, or something like that. I cannot understand a word of any of the song. I’m enjoying this: they’re talented singers and dancers. Trying to figure out the plot. Cats are still singing. There seems to be some sort of party going on. I’m patiently waiting for some acting, with spoken lines and interactions between the characters. Can’t really identify any main characters. Trying to figure out
the plot. The people around me are laughing at jokes that are apparently being told in song. Really wish I could understand what they are singing. I pretend to get the joke and laugh along. Trying to figure out the plot. I’m super cold in the theatre and the woman sitting in front of me seems to be getting steadily taller. Can’t really see centre stage. Fortunately, the cats are just singing and introducing more cats. Trying to figure out the plot. Getting sleepy. Trying not to yawn because I fear upsetting the cats. Every once in awhile they seem to venture out into the audience. Don’t want to draw their attention. Cats are still singing. They seem to want to introduce their entire cast before going to their party. Pretending to laugh at jokes. Trying to figure out the plot. Two old cats have been introduced. One is male and thick – I don’t think he looks anything like a cat. The other is female, and wearing heels,
which I find strange for a cat. She sings a song – I think it sounds pretty nice. Waiting for the cats to stop introducing one another. Really want a clear adversary to be present. Cats are still singing. INTERMISSION Boyfriend comments that the song Memories was awesome. Try to remember the song. Nod in agreement. Shocked the performance isn’t over. ACT II Optimistic that the plot will be obvious soon. Cats begin singing. Still really cold in the theatre. Yawning. Listening closer to song lyrics. Still pretty sure the cats are going to a party, but now I think the old man cat gets to pick a cat to go into space. Trying to not giggle at the idea of space cats. Cats have turned into pirates. Pleased that there’s finally a plot. Maybe they’re pirate cats from space? Also, questioning if the Siamese cats are a bit stereotypical. Regardless, laughing at their accents. Cats still singing.

Have given up on any dialogue ever taking place. The old cat is stolen! Finally, some conflict! But wait! Some flashy-dressed magic dancing cat rescues him! And sacrifices the Siamese cat? More racial tension? The old male cat chooses the old female cat to go into outer space. Sings a song – I recognize it as Memories. Sounds pretty good, I’m glad I agreed to enjoying it earlier. About 80,000 public servants in Ontario have made the Sunshine List this year, the annual salary disclosure of all public employees who make more than $100,000. That figure is up 10 per cent from last year, though just under 67,000 make less than $150,000. I like the list for its ease of use, even if the only reason would be to give us something to write about for a week. The idea is that bloated salaries of high-ranking individuals of hospitals, or the president of Ontario Power Generation who topped the list with $1.8 million, are supposed to be very transparent. Shouldn’t taxpayers be able ask if they can get somebody just as qualified and who will do as good of a job for $1.5 million? Or $1 million even. I made mention of hospital CEOs because the only other public sector employee to break the million dollar barrier was one. The Sunshine List is something I miss about Ontario. I remember it being a real big deal in college and working for papers there. I recall a Friday recap of our college paper, with the end of the meeting concluding with one of my professors
Jordan Baker Thoughts From My Fingers clapping his hands, kind of like a gavel, and announcing, “Sunshine List next week. Let’s get ready for that!” The release of the Sunshine List is an event, and if Ontario wasn’t quite so far down the economic pooper, it would probably have a red carpet rolled out for it. It’s a little party for newsrooms. We like to report all the obscene salaries, but I’m not sure if anybody else cares. I wouldn’t bring up the Sunshine List out for dinner with my friends, but if I were out with my journalism class buddies, we could talk about that thing through appetizers, dinner and a couple of drinks afterward. I checked in to see if any of my college teachers are over the $100,000 mark. One of my journalism profs I see just broke the $100,000 barrier by $814.67. Good for her. It proves what they told
us back in college: there is money to be made in the media world. Saskatchewan has the Crown’s Payee Disclosure Report, which I must have missed last June. It might benefit from a sexier name. It goes a step further, disclosing all salaries as low as $50,000. His salary still wasn’t really hidden. In an article from the StarPhoenix from 2011, it said Watson received $129,711 in his partial year with SaskPower, receiving $372,952 that same year from his previous post as CEO of SaskTel. What exactly does Tom Mitchell, the Ontario Power CEO, really do for that extra $1.2 million or so? That’s a question Ontarians should ask. Maybe Watson just doesn’t know his worth and should ask for a modest pay bump to get him in line with industry standards. More likely, Mitchell’s salary is just gross hyperbole. Mitchell is the highest paid public sector employee in Ontario, but I wonder how Watson ranks on the Saskatchewan list. Who is the highest paid public employee in Saskatchewan? I have June to look forward to in order to figure that one out.
Sacrifices in free trade potential problem For several years, free trade has become the key focus of foreign trade policy in both Canada and around the world, starting in earnest with the initial free trade deal inked with the United States. In general terms, that deal and the follow-up North American Free Trade Agreement have both been a positive from the Canadian perspective, although if anyone assumes trade is now completely free flowing, they are wrong. Over the years since NAFTA was signed, Canadian sectors including lumber, pork, and the Canadian Wheat Board have spent considerable time in court, and spent a lot of money in the process, ensuring trade access. There is also the reality that total trade access between two countries is not likely to be something we should aspire to. There are differences in standards and regulations to consider. It is one thing to have a free flow of goods, but one does not want to reduce the safety level consumers are accustomed to with existing Canadian laws.
Calvin Daniels Trader Agriculture Columnist At the same time, there are sectors a country might wish to protect. In Canada, when it comes to agriculture, there has been a desire to protect this country’s supply-managed sectors dairy, poultry and eggs - and with some solid reasoning. On the one hand, the system comes as close to assuring farmers a return based on cost-of-production as has been achieved. In agriculture, where returns ebb and flow all too regularly often leaving farmers losing money, the stability of supply management is a positive. Consumers should also feel a level of confidence the sectors that rely greatly on freshness, and are key elements of a balanced diet, are maintained here in Canada. The idea of fresh milk at the grocery store starting out from a cow
in California, or Mexico, seems to run counter to the idea of fresh. However, as Canada looks to broaden its free trade access, supply-management always seems the chip other countries want this country to sacrifice. Canada is now considering entering into a Trans-Pacific Partnership Asian negotiation. Greater access to Asian markets would generally be a good thing, especially as the Pacific Rim appears the likely economic driving hotbed in the years ahead. But the United States and New Zealand, already in the loop, have said they want Canada to negotiate less protection for supply-managed sectors, a door once opened is likely to see the system eroded away over time. Greater trade access is good for Canada as a country with the ability to far out-produce domestic needs in agriculture. And being mineral and resource rich, we need to be at the table. The question that will always remain though, is how much we will give up to sign a deal.

Earth Hour is an initiative of the World Wildlife Foundation that is certainly a noble one. That doesn’t mean it is helping push people to conserve energy that is wasted on things we don’t use or demand policy changes that would help the environment. There is an excellent political cartoon in The Mercury this week commenting on how many individuals are satisfied to retweet something, update a status or a share a link online so that they feel like they are making a difference. The cartoon called it slacktivism. Earth Hour, which was intended to be a statement by the masses that we expect things to be done to clean up the Earth, is now, five years on, a simple outlet for slacktivism. The global movement to turn off the lights for one hour every year is just a jumping off point. People still have to perform a barrel roll or some actual gymnastic manoeuvre and stick the landing. That’s difficult, and it takes work. Earth Hour has done a great job at raising awareness, but I haven’t seen it translate to action. If people think Earth Hour is the action, they are greatly mistaken. They are slacktivists. Just like the Kony situation, where people thought that by sharing a video and forgetting about it meant they were solving a problem in Africa. It’s great that people turn their lights off in an organized effort to let the policy-makers of the day know we are interested in making a difference, but if that’s not followed by further action from more than a miniscule minority, those policy-makers will assume that all we care about is their participation in the 60 minute lights out period. Our leaders work directly for us, kind of like our employees, and we do get to make demands of them. Earth Hour is not a demand. It’s not that politicians don’t want to form policy that helps the environment, but if they are going to do that, it’s going to be hard. And I’m rushing to work and there just isn’t time, so I promise I’ll floss before bed, but I stay out too late and am half-asleep when I get home so I don’t remember to floss. And pretty soon I’m back to flossing once a month. And I acknowledge that flossing would be great, but I’d rather spend my time doing other things. Earth Hour is the same. Most people can agree that making an effort to use less electricity and benefit the world is a great thing. But doing so means sitting in the dark for an hour, not doing anything. Maybe you’re like me and that hour would be better spent doing two weeks worth of laundry or washing a pile of dishes. And while I could do that in the dark, I’d still be running water and using power to get my chores done. Passover Leek and Olive Bites Take advantage of leeks, in season in spring, with these Passover-appropriate appetizers. 3 leeks, each preferably 1 to 1 1/2 inches in diameter, white and pale green parts only, trimmed 1 tablespoon margarine or butter, cut up 1/2 cup water 1/4 teaspoon fresh thyme leaves Salt Pepper 15 pitted Kalamta olives, cut in half 30 kosher-for-Passover crackers, such as Tam Tams 1. Cut each leek cross-
wise into 1/2-inch-thick rounds; keep rounds intact. Place in large bowl and cover with water. Gently swish to remove any grit. Lift out leeks into colander. Repeat with fresh water at least once or until leeks are clean. Drain in colander. Pat dry. 2. In 12-inch skillet, melt margarine on medium. Add leeks in single layer. Cook 5 minutes or until browned. Turn carefully and add water, thyme, 1/8 teaspoon salt and 1/8 teaspoon freshly ground black pepper. Heat to boiling. Cover and cook 5 minutes or until leeks are tender. Uncover and, if necessary, cook 2 minutes longer or until water evaporates. Center rings of leeks will rise; gently press
back into place with back of teaspoon. Remove from heat and cool 10 minutes or until warm room temperature. 3. Top each cracker with 1 leek slice and 1 olive half. Serve immediately. Makes 30 bites (2 bites per serving). Each serving: About 55 calories, 2g total fat (1g saturated), 0mg cholesterol, 100mg sodium, 8g carbohydrate, 1g dietary fiber, 1g protein. Susan Sohn Welcome to Real Life mealtimes. You see, we ate almost every meal together. Meals were a priority in our home and everything, including four kids’ busy schedules, Dad’s work, plus running a farm, was balanced around that almost sacred time called dinner/ supper. Due to the teaching, training and my experience as a child, this is something I have brought into my family. I recognize how important it was for my family to gather around the table and in hindsight can see the benefits from it. Now, with my young family we do just that, we come together, calm down and simply enjoy one another amidst the craziness life can throw at us. As a child, at mealtimes, we would talk about our days, share the ups, the downs and everything in between. It was also a time where discipline was given. Childhood/teenage foibles were shared openly and there were no “side deals” going on when it came to correction. The younger children had the opportunity to learn from the older ones’ mistakes.
Being the third child in the family does have its benefits! Additionally, we learned a lot about manners, what’s acceptable and what isn’t; we also learned the art of communication through engagement and sometimes just politely listening. The table was our family classroom without us knowing it. As a mother, I have come to appreciate the effort my mother went to, in order to get a meal on the table every night. We all know what a challenge it can be. As an example, tonight is one of my busiest nights (in terms of kids’ activities). It’s busy because today requires the “Mom Taxi” to start at 6:30 a.m. for volleyball practice, then another round of kids being dropped off at 8 a.m. followed by two volleyball games after school plus piano and art lessons and then, of course, the homework. Needless to say, today is my busy day. Thankfully, the rest of the week is much calmer. With this in mind, my focus is on dinner. How will I accommodate these schedules and make sure our family comes together
around the dining table? I will make this happen simply because it is a priority in my life, and I know the lasting benefits and the unspeakable joy that dinner with my family brings. I will make it happen because this busy day in my week hasn’t caught me by surprise, it’s like this every week and it’s a matter of me being organized and prioritizing. It will happen because on days like this I choose not to go “gourmet” and push boundaries. No, today will be a soul food day. It will be a meal that I can pull together with ease and one that will be nutritious and full of goodness. It will most likely be a family favourite and one that I know my children will gobble down as soon as the dinner hits the table. So friends, I encourage you to gather your family around the table. If you are doing this already, then well done and please keep it up. If you have slipped and find that you are eating in front of the computer or the television or perhaps everyone is spread around the house, why not try and bring everyone together? I promise you will enjoy the conversation, you will reconnect and this will be a time in the day you look forward to rather than dread. Now go ahead and enjoy your family. Kicking corporate welfare bums to the curb The Saskatchewan film industry is up in arms because on March 21, the provincial government announced in its budget that the film tax credit was getting chopped. Eliminating the credit would save $3 million this year, and $8 million annually once it was fully phased out by the end of 2014. Over the next week, you could tell these people work in drama, because the world is now going to end. There’s been a sixto-one ratio of spending, according to advocate likes actor Kim Coates, who spoke on John Gormley Live on March 26. For the $100 million spent by the provincial government over the last 10 years, over $600 million has been generated, resulting in people staying in hotels, eating at restaurants and the like. “If you give a little, you get a lot back in return,” said Coates, adding that the industry will essentially die, and, “1,200 people will

He explained that for a million dollar project, half of which was spent on labour costs, you could get up to a 55 per cent tax rebate (depending on where it shot). The result is $275,000.
From other sources it has been reported up to half of the film or TV show’s budget can be covered. The business case for these productions is apparently largely contingent on these forms of rebates or tax credits, not just here, but anywhere. Ever wonder why they use Toronto or Vancouver to fill in for some American city? Why
not just go to the actual spot and film there? A very large factor is how much money producers can squeeze out of the local government. Let’s call this what it is: film tax credits are supporting corporate welfare bums, and are one of the worst examples. Let’s look at another labour intensive business - restaurants. What if we said restaurants required a 50 per cent tax credit on all their labour to stay in business? Does anyone think that would be sustainable? Open a restaurant and get half your labour costs covered? Claim it is impossible to run a restaurant without a tax credit?

not have been made if it were not making money. Consider what else could have been done with that $100 million? That’s probably enough money to have twinned Highway 39 between Weyburn and Estevan, or build a couple of high schools. This is what government is supposed to be doing with tax money building infrastructure, not propping up unsustainable businesses suckling off the public tit. If your TV show or film can’t sustain itself without my tax dollars, take it elsewhere and let someone else pay for it. Masters week: wall to wall Tiger Woods It’s Masters week, which means it’s: a) the unofficial start of spring; b) golf’s first major of the season; and c) the beginning of wall-to-wall Golf Channel coverage of Tiger Woods. Woods, who went nearly three years without a PGA Tour triumph, is the most famous and most polarizing athlete on the planet (at least in the western world) and got himself into a little bit of trouble a couple of years ago, as you may have heard. His golf game went south and it seems like a good time to talk about his golf game, but I need knee surgery, so maybe some other time. Since his “trouble,” Woods underwent a swing change with Canadian instructor Sean Foley and last December finally won something - a limited field (18 of the world’s best) tournament in California that he hosts. So the Tiger fans started getting excited again, with the Masters only four months away. So we were thinking about exploring that angle of his comeback, but then I strained my Achilles tendon, so maybe later. In early March, Tiger shot a 62 in the final round of the Honda Classic to roar back from nine strokes behind to finish second to Rory McIlroy and put his fans into a state of near hysteria, with the Masters only a month away. But then he pulled out of the Cadillac World Golf Championship at Doral midway through the final round and the air went out of that balloon. Two weeks later, though, Woods not only

Bill Goodwin expects the 1909 Honus Wagner baseball card — one of the most sought-after sports collectibles in the world — to fetch at least US$1 million, and perhaps as much as $1.5 million, in the online auction. The card is owned by a Houston businessman who has declined to be identified. The auction continues through April 19. The 2-1/2-inch by 1-1/2-inch baseball card was released in cigarette packs sold by the American Tobacco Co. from 1909 to 1911. Wagner is a Hall of Famer and one of the greatest players of his era. Nicknamed “The Flying Dutchman,” he spent most of his 21-year career with the Pittsburgh Pirates, winning eight batting titles and hitting a career .327.

NATIONAL FORT MCMURRAY, Alta. - A judge says the Alberta government should pass a law limiting the number of drinks a person can be served in a bar. The recommendation is in an inquiry report about the death of Ronald Joseph Macaulay. Macaulay died in November 2007 after drinking at least 20 ounces of hard liquor in less than three hours at a hotel bar in Fort McMurray. He had a blood alcohol level of about .50 — more than six times the legal driving limit. He died in hospital. “In my view, this was a case of binge drinking,” provincial court Judge James Jacques wrote in his report released Monday. He described the province’s Gaming and LiquorAct as an “insufficient safeguard.” It currently requires bartenders stop serving liquor to patrons who appear intoxicated. *** OTTAWA - Changes to Canada’s Old Age Security program expected to be outlined in this week’s federal budget will mean higher costs for the provinces, territories and municipalities, analysts
warn. Phased-in changes to the taxpayer-funded retirement program are widely expected to include raising the eligibility age for OAS benefits by two years, to 67. The changes will mean other levels of government will be forced to top up social program supplements for low-income earners to make up for moving the qualification period by two years, says Allan Maslove, a professor at Carleton University’s School of Public Policy and Administration. *** MONTREAL - Humanrights groups are turning to Canada’s highest court in their effort to sue a Canadian mining company on behalf of the victims of a massacre in Congo. After winning the Big Six Hockey League championship last week, the Bienfait Coalers are setting their sights on a second banner: the provincial senior A title. After edging the Shellbrook Elks 3-2 in Game 2 of the provincial final on Saturday in Shellbrook, the Coalers will host the third and deciding game at Spectra Place in Estevan tomorrow night. Game time is 7:30 p.m. In last week’s Big Six championship-deciding game, Lucas Stubel scored a hat trick to lead the Coalers to a 5-2 victory over the Midale Mustangs in Game 6 of the league final. “I don’t know where it came from. I haven’t had a hat trick since probably atom or something,” said Stubel. The Coalers dominated most of the first period and got goals from Lorne Tytlandsvik and Brennan Wrigley to take a 2-0 lead to the intermission. About five minutes

Woodlawn Reservoir The City of Estevan is undertaking construction of a Treated Drinking Water Reservoir. The affected area includes The Woodlawn Avenue Right of Way North of the St. Joseph’s Hospital. This Right of Way is not a though road and no traf¿c will be allowed in the area that is not involved with the reservoir construction. This work will commence March 5, 2012 and will take approximately ten (10) months to complete. Ledcor Construction Ltd. and JV&M Constructors Inc will perform this work within the current Bylaw regulations and speci¿cations. Safety Construction site could be dangerous. If you have children, please ask them to keep a safe distance from the site. We will take every precaution to ensure public safety, but we need your assistance to constrain the natural curiosity of younger children. Please DO NOT attempt to go close to areas affected. Although price will be a major factor in the decision making process, building design features, qualiÀcations, construction approach, schedule, past experience, and warranty shall also be considered. The candidate will be selected following a review of all submitted proposals including Ànal recommendation and approval by City Council. Gutter cleaning safer and easier Nobody enjoys gutter cleaning. Yet it's much more important than many homeowners think. Rain flowing over windows, doors, and siding can rot fascia as well as door and window framing. It can erode the soil around your home and damage its foundation, and also cause a wet basement, mold, and mildew. To help keep gutters operating properly and to protect your investment, try these tips: 1. Think Safety First. Always use a solid, quality ladder to reach your gutters. Safety glasses and gloves are a good idea, too. And watch out for power lines. 2. Use the Right Tools for the Job. In addition to needing something to contain gutter debris, you'll also need a tool to scoop it out. The Gutter Getter Scoop from Working Products, Inc. is a good option. It's the only flexible scoop shaped to fit all gutters, plus it will keep your hands away from the debris. 3. Don't Over-reach.
Over-reaching can destabilize your ladder and cause you to fall. Instead, consider using a special tool to extend your reach. The Gutter Grabber is a cleaning tool on an extension pole that lets you clean up to 18 feet of gutter without moving
your ladder. 4. Check the Downspouts, Too. If the spout is clogged, a coat hanger or the handle of your Gutter Grabber can help get the debris out of the spout. Then, use a garden hose to flush out any remaining debris. For
