Cheers to residents of Estevan and surrounding area for attending the Saskatchewan Stars On Ice at Affinity Place. The event was a huge success!
Jeers to people who smoke in the drive-thru. Contrary to your belief, not all of us enjoy your smoke as much as you do.
Cheers to Affinity Place leisure services staff. During our event Tuesday night, they were responsive, helpful and courteous. Nothing we asked for was too much. You made it so easy. Thank you!
Jeers to the owner of the eccentric black truck. I’m curious if signal lights were an option you decided to opt against? With all those bells and whistles, I’m still not able to predict where you’re going.
Cheers to my husband who works so hard to provide a great life for his family. We appreciate you.
Jeers to the curbs in the leisure centre parking lot. They are hard to see after a new snowfall and create a driving hazard.
Cheers to the fantastic staff at the Estevan Medical Group. My hat goes off to you ladies. You deal with a lot of strong, unhappy personalities every day. I just wanted to thank you all for always making me feel welcome and valued during my visits.

Exhibits explore the body and Saskatchewan icons By Jordan Baker Of the Southeast Trader Express The Estevan Art Gallery and Museum is introducing a series of new exhibits that present very personal expressions by the artists. To follow up the more playful exhibits of Liz Pead and Estevan’ Jennifer Durr, the upcoming shows present a more serious tone that may challenge Estevan audiences with subjects that raise questions about the human psyche. “The one coming up is going to be a bit more challenging for visitors than those two (previous) shows. We try to do a balance of exhibitions that are going to have a really, really popular appeal and some that are going to take a different direction and something people haven’t seen before,” said EAGM curator Ali King. Last week the installation of the newest exhibit was underway, as the Leesa Streifler’s Embodied was prepared for Gallery 1 to open March 14 with an artist reception. Streifler is a Regina artist and professor at the U of R who creates large-scale paintings and characterizes herself as a new expressionist. “An expressionist is an artist for whom the application of paint onto canvas is the expression of meaning. It’s generally a very psychological art practice,” added the curator. “It’s very much about the artists’ own psyche, even the brushwork is very expressive, like thick brushwork.” She said expressionism generally features very “emotional and very charged” painting. The Streifler exhibit, King said, displays the artist’s experi-
ence as a woman. “(It’s) particularly focused around the body, body issues like weight and age and motherhood, and that kind of thing. It’s a feminist art show that’s really about the artist herself. They are very heavily charged, psychological images,” said King. Already showing in Gallery 2 is the Humboldt Magnussen exhibit, From Many Peoples’ Strength, which is the English translation of Saskatchewan’s motto, in Latin reading Multis e gentibus vires. That show is touring as part of the Organization of Saskatchewan Arts Councils (OSAC) travelling art program. “Humboldt is a Saskatchewan-based queer artist, and he makes work playing on Saskatchewan icons,” said King. “It’s about Saskatchewan’s multicultural heritage.” Magnussen’s primary subject is the woodland caribou, a figure that has come to reflect the majestic splendour of the Canadian wilderness and is featured on the country’s quarter coin. The work also features the Western Red Lily, the province’s floral emblem. “He’s playing with these patriotic symbols. He’s thinking about the fact that although they’re icons for the province, they’re also in decline with deforestation and the cultivation of grasslands and destroying natural habitats,” said King. “Also, he re-imagines himself as the caribou. There’s an element of self-portraiture as well. He’s playing with ideas of being hunted, himself and also being a hunter.” She called the works complicated but detailed, featuring caribou with intertwined and tangled antlers. She noted there are small details, hidden messages

Humboldt Magnussen, We All Stay, watercolour on canvas and Easter eggs hidden in the works. She said the women at the gallery most recently noticed in one of the canvases a group of caribous antlers spell out YMCA. “There are really interesting layers to it, that if you spend a little time with it you can pick out those sorts of things,” said King. North Portal artist Lindsay Arnold also has works now on exhibit at the gallery, with the EAGM reaching into its collection to display Through the Looking Glass on the project wall. “The three wall pieces are from our collection and from a show she had here with Griff a few years ago,” said King. “She has also kindly lent one of her book works as well.” The pieces on display depict Victorian-era women in advertisements and reimagines them in some way. “They’ll have these really stoic expressions and body language, like you would expect a Victorian woman to have, but there will be something fantastic growing out of her hair,” noted King. “They all have quite a dark element to them. I think it’s a comment on the emancipation of women and the fact that they were so very oppressed during that time, and your imagination is a way you can flourish
under those conditions.” Prior to these new arrivals in the EAGM was a collection of hockey-inspired exhibits, including one from Estevan’s Jennifer Durr, which focused on the Estevan Bruins junior A team. “These were very popular exhibits for us, mainly, I think because the theme was so accessible. We had two hockey exhibitions,” said King. “That was something that people were keen to see.” She attributed much of the interest and foot traffic to word-of-mouth, as some excitement spread around the community regarding the exhibits. “There were lot of people coming in who said they had heard from other people about it and wanted to come and see it. Of course, the Bruins were a draw as well.” She said the gallery was very happy with the turn out to these shows and acknowledged they may have brought in some people who don’t often frequent the gallery. At the artists’ reception on Friday evening, beginning at 7 o’clock, Streifler and Arnold will attend as a kick off to Embodied, which will run until April 25. The Magnussen exhibit will close on April 17 along with Arnold’s work.

Host more parties, have a cleaner home Nobody ever cleans their house more thoroughly and with a more critical eye than when guests are going to be knocking on the front door. We should all be hosting more parties, welcoming judgmental friends into our homes to closely inspect our tidying up and dusting. It’s what we need in order to keep our lives in order and our homes from plummeting directly into disarray. Nobody enjoys cleaning. I certainly don’t, though I thought my mom might have considered it a passionate hobby when I was growing up. Like everyone else, she hated it, too, but damned if she was going to let family friends talk behind her back about a line of dust forming atop the piano. I’m not disciplined enough to keep my apartment clean without the added incentive of not grossing out guests. I’m a reasonably tidy person to begin with, but I like to ignore the things that can’t be seen well with the naked eye, like dusting before the grey powder is an inch thick or forgetting all the tiny dust devils clinging to the carpet and hiding in the corner, keeping their backs to the wall so you can’t come up behind them. We need friends to keep us honest, not just to keep help our moral temperature from going critical, but to help
Jordan Baker Thoughts From My Fingers make sure our homes don’t descend into a whirlpool of filth. Sure, friends help us maintain a sense of social purpose and provide us with our own communities and cliques from which we draw support. But after thinking about it, what we really need friends for is ensure we aren’t living in a mess of empty pizza boxes and chipped wall paint. Our homes are our kingdoms. They say as much about people as someone’s daily appearance. Some people may use them as a way to make up for their daily, disheveled appearance. When we invite people into our homes for a good meal and some brandy we need our home’s appearance to look better than it does on an every-day basis. It’s the original way to deceive people and make it look like we have a good grasp on both our lives and reality. We’ve been deceiving people with our lovely homes ever since we started
painting on our walls to give our guests something to look at and sweeping the rocks out of the cave. Nowadays we can use our online personas featured on Facebook and all the other social medias the kids use to fool people into thinking we have our chaotic lives together. But that online mask only works up to a certain point. You’ve made lots of friends with your up-to-date and quirky selfies, but someday people will want you to entertain them in the world of the living and then it will be time to clean your house. We keep our houses as clean as we need them to be to make them livable for us, but everybody knows that’s not good enough for the rest of the world with their judgmental eyes and low tolerance for inhaling dust without breaking into sneezing fits. At least they’ll politely tell you it’s just their allergies, probably. We all clean a little more thoroughly when we’re expecting company, so it’s downright necessary to keep inviting people to your house for dinner, for the game or just to inspect the awesome job you did cleaning behind the oven and under your couch cushions. Our social lives have as much to do with maintaining good relationships as they do with maintaining a livable home.
CFIA should be more involved, not less
The role of the Canadian Food Inspection Agency is changing to the point I suspect most will imagine it does less for our safety than is actually the case these days. In the March 2014 edition of Agrinews, published by the Communication Branch of Saskatchewan Agriculture, an article caught my eye that illustrates a change I suspect most of the public is not aware of. “In 2012, the Canadian Food Inspection Agency (CFIA) announced that, effective April 1, 2013, its staff would no longer provide disease control or response activities for anthrax. In addition, CFIA staff would no longer conduct risk assessments, collect and submit samples or continue animal control activities such as quarantines for rabies cases effective April 1, 2014,” detailed the article. Both rabies and anthrax can be transmitted from animals to humans. Rabies was once a highly feared disease, and anthrax remains one that gets enough play as a doomsday disease in books and movies that it remains a worrisome one for anyone paying attention to its potential as a killer. Certainly both diseases exist in Saskatchewan and for that matter across the
Calvin Daniels Trader Agriculture Columnist Canadian Prairies. The aforementioned article noted there is a risk of anthrax across Saskatchewan, and urges livestock producers to discuss that fact with their veterinarians, since vaccination becomes more important at a time when the CFIA has pulled away from most of its efforts in the area of the disease. Producers also face some added costrisk with the changes since the CFIA no longer covers the cost of proper carcass disposal. Rabies should be a disease we all pay attention to. “Rabies virus is transmitted through saliva, usually by bites. Wild animals such as skunks, or sometimes bats, can infect unvaccinated domestic animals. Rabid dogs and cats can infect people via bites or scratches or even licks on broken skin,” noted the article. From personal experience I can as-
sure there is a level of worry when in contact with wild animals that seem unusual. One morning a wayward bat found its way into the house, and ended up landing on the bed. You can imagine the basic fear that grips you when you roll over and put your hand on a bat that flaps away. The basic response was panic. That was followed by awkward bat capture, and then waiting until tests came back that the bat was indeed free of rabies, allaying our fears of whether it might have transmitted anything. While vaccination of pets and animals that might come into contact with people and infected wild animals is prudent, it is again worrisome the CFIA is not involved in the system to protect us from rabies. Public safety, spearheaded by a federally-funded organization which provides standardized regulations from coast-to-coast, is exactly what we should expect from our central government. That such a mandate seems to be eroding away under the current Conservative government in Ottawa cannot be seen as anything but a step back in terms of protecting the health of both Canadian livestock and people.

Manitoba wants a recount of StatsCan population figures National WINNIPEG - Manitoba wants the federal government to appoint a panel to rule on whether Statistics Canada undercounted the province’s population in the last census. The province says it is getting $100 million less than it should in federal funding each year because the agency undercounted by 18,000 people. Finance Minister Jennifer Howard says the stakes are high and the federal government has a responsibility to help resolve the dispute. She says the 2011 flood — one of the largest in the province’s history — contributed to inaccurate population figures. Howard says a panel made up of a representative from Manitoba, Statistics
Canada and a neutral chair could settle the dispute. Statistics Canada has said it used a methodology agreed to by all provinces and its census numbers are accurate. *** SEOUL, South Korea - Prime Minister Stephen Harper is touting a freetrade deal with South Korea as a major boost for Canadian exporters looking for a toehold into the lucrative Asian marketplace. The announcement puts an end to nearly a decade of on-again, off-again talks, and marks Canada’s first free-trade foray into the Asia-Pacific region, which the governing Conservatives have targeted as essential for the country’s economic well-being. “This agreement is a great deal for both our
countries,” Harper said Tuesday. “It will create jobs and opportunities for Canadians today, and just as importantly, for the generations that follow. “It gives Canadian businesses access to a booming G20 economy but more than that — and I can’t emphasize this enough — the key supply chains that begin in Korea fan out all across Asia.” Once in force, it will eliminate virtually all tariffs between the countries, with Korea cutting 81.9 per cent of duties upon the first day of the deal coming into force, and Canada removing 76.4 per cent of levies. Some tariffs, particularly in agriculture, will take more than a dozen years be fully phased out. Government docu-

ments noted that Canadian firms stand to make gains because South Korean tariffs currently average about three times Canada’s — 13.3 per cent as opposed to 4.3 per cent respectively. Officials say the pact is fully fleshed and not an agreement in principle, as was the case with the European Union deal, and could come into effect within a year. The agreement is also different in that it does not involve sub-national procurement, so Ottawa will not require provincial approval. Media was briefed on the details simultaneously in Ottawa and Seoul on Monday night ET. ⇢ Page 10

Crimea parliment votes to split ⇠ Page 5 International KIEV, Ukraine - The Crimean parliament voted Tuesday that the Black Sea peninsula will declare itself an independent state if its residents agree to split off from Ukraine and join Russia in a referendum. Crimea’s regional legislature on Tuesday adopted a “declaration of independence of the Autonomous Republic of Crimea.” The document specified that Crimea will become an independent state if its residents vote on Sunday in favour of joining Russia in the referendum. Western nations have said they will not recognize the vote as legitimate. But the move might be used as an attempt to ease tensions

with Crimea existing as a self-proclaimed state without Russia moving quickly to incorporate it into its territory. After a brief war between Russia and Georgia in 2008, some leaders sin Georgia’s breakaway provinces of Abkhazia and South Ossetia also asked to join Russia, but their request was never granted. Meanwhile, Ukraine’s acting president on Tuesday called for the formation of a national guard and for the mobilization of reserves and volunteers into the country’s armed forces. Oleksandr Turchynov asked the national parliament to approve turning the country’s Interior Ministry troops into a National Guard “to defend the country and citizens against any criminals, against external and internal aggression.” Turchynov said that the mobilization will include those who have previously

served in the army and volunteers. *** KUALA LUMPUR, Malaysia - Authorities hunting for the missing Malaysia Airlines jetliner expanded their search on land and sea Tuesday, reflecting the difficulties in finding traces of the Boeing 777 more than three days after it vanished with 239 people on board. Recovering debris from the plane is vital to finding out what caused it to go missing and to prevent a repeat, as well as providing some closure for the families of passengers on board. In the absence of evidence, speculation over possible causes ranges widely, including terrorist attack, pilot error and plane malfunction. The plane vanished off radar screens early Saturday morning en route to Beijing from Kuala Lumpur at 35,000 feet (11,000 metres), roughly in between the east coast of Malaysia and
that of southern Vietnam. The airline says the pilots didn’t send out any distress signals, suggesting a sudden and possibly catastrophic incident. In a statement, Malaysia Airlines said the western coast of the country, near the Straits of Malacca, was “now the focus” of the hunt. That is on the other side of peninsular Malaysia from where flight 370 was reported missing, meaning if the plane went down there it would have had to fly over the country. Malaysia’s air force chief said Sunday there were indications on military radar that the jet may have done a U-turn. Civil aviation chief Azharuddin Abdul Rahman said the Malaysia Airline statement didn’t imply authorities believed the plane was now more likely to be off the western coast. “The search is on both sides,” he said.

National VEYSONNAZ, Switzerland - Dominique Maltais has secured the World Cup snowboard-cross title for a fourth straight year. The native of Petite-Riviere-St Francois, Que., clinched the Crystal Globe after winning a World Cup event Tuesday. A silver medallist last month at the Sochi Olympics, Maltais edged Nelly Moenne Loccoz of France and Alexandra Jekova of Bulgaria to secure her fifth career overall title. “My goal coming here was clear — to come back with a win and clinch the Crystal Globe,” said Maltais. “Right now, it’s like I’m on a cloud. I had a wonderful season. Actually, my last four seasons have been amazing, and I keep improving.” American Lindsey Jacobellis is second in the overall standings after finishing sixth Tuesday. “I didn’t get off to good starts in the quarter-final or the semifinal, but I knew I was fast in the rest of the course,” said Maltais. “In the final, it was rough but I knew I was going for the win. I knew I could do it. My riding is really amazing right now. I can’t believe how well things are going for me.” Maltais will close out the season later this week in Spain. “I’ll try to do it again in the last race,”
she said. “And I’ll use it to test some equipment for next season.” The 33-year-old said she hasn’t decided if she will return next season. *** TORONTO - He’s the top-ranked prospect for the 2014 CFL draft but McGill offensive lineman Laurent Duvernay-Tardif won’t be strutting his stuff at the league’s evaluation camp. Two CFL sources requesting anonymity said the six-foot-five, 315-pound native of St. Hilaire, Que., will be holding his own pro day workouts instead. The CFL will hold its annual combine March 21-23 in Toronto. Duvernay-Tardif, a converted defensive lineman, finished the season atop the CFL scouting bureau’s list of the top Canadian prospects for this year’s draft. But the 23-year-old has also garnered plenty of interest south of the border. McGill’s website said at least eight NFL teams either expressed interest or requested information on Duvernay-Tardif this past season. Duvernay-Tardif is a two-time AllCanadian who captured the 2013 Metras trophy as Canadian university football’s top lineman. Duvernay-Tardif was invited to participate in the 89th East-West Shrine game Jan. 18 in St. Petersburg, Fla. ⇢ Page 13

NHL will have few rule changes A second violation would remain a two-minute minor penalty. Another recommendation on faceoffs involves players on the outside of the circle being separated by roughly one metre instead of right next to each other. The idea was originally proposed by Doug Armstrong of the St. Louis Blues, and it quickly gained support. One rule clarification that doesn’t need competition committee or board of governors approval is a more liberal interpretation on kicked-in goals. Having a skate blade on the ice while directing a puck into the net would count instead of being disallowed. More discussion will come at the GMs’ meeting in June on shovelling or doing a dry scrape of the ice before
⇠ Page 12 International BOCA RATON, Fla. - NHL general managers have agreed to make only a few rule-change recommendations to the competition committee after reaching a consensus to alter overtime and faceoffs. Pending approval from that committee and the board of governors, teams will switch ends at the start of overtime to make for longer line changes. As expected, there was not enough support to add any three-on-three or extra time to overtime. Faceoffs could look much different, with GMs agreeing to try making centres who violate rules move 12-to-18 inches back instead of being kicked out of the circle.
overtime, expanding video-review possibilities for the situation room in Toronto and putting monitors in the penalty box so referees can get a second look on goaltender interference. *** DALLAS - Dallas Stars forward Rich Peverley is undergoing testing to determine what caused him to collapse during a game. General manager Jim Nill said Tuesday that Peverley is in stable condition and has been communicating with teammates and friends since he was admitted into
hospital Monday night. The Stars’ game against Columbus was postponed in the first period after Peverley went down on the bench, stunning the crowd and players. Nill said doctors are focused on finding a long-term solution to Peverley’s irregular heartbeat. The condition was diagnosed in training camp, and he underwent a procedure that sidelined him for the preseason and the season opener. Peverley, 31, also missed a game last week in Columbus because of the effects of the condition. He played in two games before Monday night.

Doreen Eagles, MLA for Estevan presented the Ashworths with their award recognition plaque and a floral arrangement to mark the occasion. In accepting the award, Kelly and Janice acknowledged not only the family members but also the farm’s hired hands and noted that “family helps get you through the tough times, and we’re lucky we have another generation preparing for the tougher times, too.” When she got her turn at the microphone, McCusker regaled her audience with some behind-the-scenes peeks into the past five winter Olympic Games beginning with her own competitive gold medal work in the 1998 Olympics in Japan as a member of the Sandra Schmirler curling team and
Joan McCusker then four more as a colour commentator and analyst for CBC and Sporstnet television networks. Having just recently returned from covering the curling events at this year’s Olympics in Sochi, Russia, McCusker compared the experience with others that had been held in Italy and other global locations. McCusker and the Schmirler rink consisting
of Jan Betker and Marcie Guderit as well as the now deceased Schmirler, won three Canadian and three world championships, which she said was a pretty neat situation “for a Saskatchewan farm girl from Saltcoats.” Now a mother of three kids with her husband Brian, McCusker substitute teaches in her current home city of Regina when she isn’t
busy on the speaking and television contract tours. “I love to talk. In fact one of the little girls I was teaching one day, after learning I had won an Olympic medal, asked me if I had won it for talking,” she said. The three surviving members of that team along with their children still curl, but not at the elite level, although McCusker claims she still curls to win because once you have groomed those competitive juices, you can never let them go. During her travels with other elite athletes, McCusker said she has discovered that they are all “pretty well ordinary people, just like you and your neighbours and classmates.” She cited examples of sharing a coffee and curling strategy with Wayne Gretzky as one fine example of Canadians understanding the games and the shared citizenship and being on teams where they are expected to excel. “Who knew
Gretzky was a curling fan,” she said. “He’s just like my brother, only richer,” she added with a laugh. She said she has observed how Canadians, with our insistence on equalities, “put our elite athletes on pedestals so we can have a good shot at them to bring them down. In the United States, they put them on pedestals and all their sins are forgiven. That’s the difference,” she said. McCusker said she never locked her gold medal away and in fact, carries it around to events such as the Farmer Appreciation Day in Estevan. So the medal was circulated among the event’s attendees who were welcomed to even wear it for photos. But, she warned, if you’re going to put it around your neck, take the picture and have it framed and put up in the living room, you might want to decide ahead of time what sport you won it in. Just in case a few friends might not believe you.”
McCusker went on to compare how growing up on a farm in rural Saskatchewan can prepare one’s self for Olympic competition. She noted how the hard edge of farming and having to be prepared and still encounter the unexpected demands and pressure of the jobs, can be directly compared with Olympic style pressures. She related her experiences in Turin in Italy and in Salt Lake City in Utah, the site of another Olympic experience, as well as in Vancouver in 2010 where “Saskatchewan House pretty well rocked the place.” She claimed the Sochi experience was the most rewarding in terms of being able to mix and mingle with all athletes since all the venues were built in a cluster, unlike other Games where certain events were staged away from the main arena. She noted that covering high-level games now is definitely more demanding since there are → Page 17

She said having competed against her and then watching her develop her game over the years, Mc-

They were up against at least 16 teams that could have beat them on any given day. They just seemed to be in the moment and having fun with it. “I believe in finding the positive in situations and ignore the things I can’t control. Athletes can’t dwell on the past, nor do farmers. In conclusion, McCusker added that she loved the Saskatchewan way “I love the underdog status. It’s the best position to work from because then you get to kick ass with some selfdeprecating humour and the entire place (Saskatchewan) is your hometown.” McCusker then took some time to field questions from the floor.

Sask. sets record Saskatchewan has set a record for agricultural exports for a third consecutive year. With total sales of $11.7 billion in 2013, this year’s exports were five per cent more than the 2012 recordbreaking production and sales. Even more impressive is the fact that the current sales level is 83 per cent more than what was registered in 2007, said Saskatchewan Agriculture in a media release. Saskatchewan’s agriculture exports represent 23 per cent of Canada’s total $50.4 billion in producer exports and more than one-third of all of the provincial exports. Agriculture Minister Lyle Stewart noted that this third consecutive year of record exports is a clear example of how agriculture continues to drive the provincial economy. The top selling commodities were wheat (not including durum), canola seed and canola oil at $2.1 billion, $2.1 billion and $1.5 billion, respectively. Exports to traditional key markets were up significantly in the past year. Exports to India, for example, increased by 54 per cent to $243 million and sales into the United States were up by 13.5 per cent or $424 million. Sales to China were upped to $104 million or 5.5 per cent. In fact, sales in excess of $100 million were made into 15 different global destinations. The top three export destinations continue to be the United States, China and Japan. In making the announcement regarding the record sales, Stewart was quick to point out that if the record pace is to continue under the Plan for Growth program, there needed to be a vastly improved grain transportation system in place. Stewart said his ministry would continue to push for level of service agreements with reciprocal penalties and tough legislative measures to ensure that the other partners in the commodity hauling programs do their jobs.

Safety before and during seeding is vital By Norm Park For Agri News The same safety-first elements that should be practiced during a busy harvest season are applicable during a busy seeding season too, said Shannon Friesen, crop specialist with Saskatchewan’s Ministry of Agriculture from her Weyburn field office. “Producers will be putting in long hours, they’ll work until the latter part of the day, so I’d say make sure you have food, water, enough gas in the equipment and a cellphone and make darn sure you let others know where you are going to be,” she said. In terms of managing and operating equipment, she said the best advice is to ensure there are no obvious problems with the equipment before heading out onto the land and be extra cautious
during operations. She said although much of today’s equipment features auto steering, which is a great advantage, the driver/operator “still has to pay attention when it comes to inclines, slopes and other tricky areas on your land that only you will know about.” Friesen said that if this spring is late in arriving like it was last year, there will be some last minute changes to seeding plans to accommodate the slower warm up. “If farmers can’t get on the land by late April or early May, we expect there will be shifts in what they’ll plant. Also the late shipments of last year’s crop will dictate what they will seed this year, to some degree. For instance, there may not be as much canola and wheat as last year.” Friesen said last year’s late seeding and therefore later harvest of some crops
such as soybeans and corn, meant that the later maturing fields were hit with damaging frosts since the cooler fall weather arrived fairly early, in mid-September. “The crops weren’t mature enough to take off, so they were hit with frost,” she said. Although there hasn’t been an over abundance of snow this year, at least not like last winter’s leftovers, this year’s moisture conditions in southeast Saskatchewan are rated as good to very good and, in fact, were much better than most recent springs. On the ranching side, it’s been a tougher road this year, especially for those with calves arriving in February and early March. “I’ve heard of some experiencing difficulties and losses just due to the extreme cold we had. It’s tough to be calving when it’s minus 40 or minus 50. You’re going to
lose some if you can’t get to them quickly.” Friesen said food supplies for this year’s cows and calves is rated as good so far. On the overall farming scene, she said prices have trended downward due to concerns and the realities of the current delivery system and instability on some global fronts such as those going on in Ukraine and other producer nations. “I also understand the winter wheat situation in the United States is undergoing some stress. They need some moisture quickly. If they can’t get most of it off successfully, that will affect wheat prices going forward,” Friesen said. That might encourage local producers to put wheat back in their crop strategy bag and trust that the leftover crops still in the bins and elevators will eventually find their way to the ports and overseas markets.

Railways finally given an order to hit delivery target Canada’s two major railways have been ordered by the federal government to meet prairie grain moving targets. The edict was issued in Winnipeg by Transport Minister Lisa Raitt. The order in council, passed on March 7, gives the Canadian National and Canadian Pacific one month to make arrangements to meet the weekly and monthly grain hauling targets or face $100,000 per day penalties. The target set by Rait and the federal cabinet, is to move a minimum of one million tonnes of grain in 11,000 rail cars (5,500 cars for each of the two rail lines) each week to finally get more than $5 billion worth of Prairie grain currently sitting in bins, barns, sheds and elevators to ports. Prairie farmers have been calling for senior government action on the file for several months now but Agriculture Minister Gerry Ritz noted earlier that he was “loath” to interfere with the natural business flow between grain handling companies and the rail lines. Saskatchewan Premier Brad Wall said that while the order may assist with the short-term problem, there remains a long term dilemma that still needs to be addressed. He said
the production of grain and other field commodities is only expected to grow over the next few years, not decrease, unless they are negatively affected by extreme weather setbacks. “We have a duopoly, and for much of the province there’s actually a monopoly,” said Wall, referring to the fact that various sectors within Saskatchewan are only served by one of the two major railways. Critics of the new order state it is too light and not demanding enough since the two railways had already indicated they would be preparing to use that many cars to move that much grain eventually, anyway. The Saskatchewan NDP noted that the penalties were too insignificant for the rail companies and the volume that will be moved weekly, too low. Their agriculture critic Cathy Sproule said the federal government was treating the two rail companies with kid gloves and the provincial government was patting them on the back for it. She said the current situation called for at least 14,000 grain cars weekly and wondered why there was no additional reference to adding open-running rights for other
WIT shareholders give sale majority approval By Norm Park For Agri News
It now appears that the sale of the Weyburn Inland Terminal (WIT) will be a done deal within the next few weeks after WIT shareholders voted overwhelmingly in favour of consummating the deal with Parrish & Heimbecker Ltd. The Winnipeg-based company proposed a $94.6 million purchase of the Weyburn-based grain and commodities valued-added enterprise earlier this year. A special meeting requested by a group of dissident WIT shareholders was held on Feb. 28 with the ensuing vote indicating that over 80 per cent of the
existing shareholders wanted to proceed with the sale that offers them $17.25 per share, a premium over their stated current value. The Feb. 28 vote was carried out through the shareholders’ personal attendance and by proxy. An application was made to the Court of Queen’s Bench in Regina on March 5 to approve the transaction, which is expected to be completed this week. The dissident directors and shareholders who called for the meeting failed to gain the one-third approval of the shareholders that would have halted the deal. Claude Carles, president of WIT told the Regina Leader-Post’s Bruce Johnstone
that everyone got their opportunity to address the general meeting of shareholders and that he expected the sale to now proceed without any more holdups. “There are some sad feelings about it, but … this was a business decision,” Carles said. The industry as a whole is going through major changes following the legislated dismissal of the Canadian Wheat Board as Western Canada’s single desk mover and marketer of wheat and barley. Many companies are now consolidating to ensure stronger market positions under a new regime and it appeared as if Parrish & Heimbecker made their pitch to the solo commodity handler, the WIT, based on
rail companies (short-line services) so they could step in and become part of the solution. She also suggested that giving CN and CP as much as four weeks to start complying with the order was too generous since the problem had been festering for several months already with no action being taken. The federal government has opened a $1.5 million, fiveyear study of the grain transportation system, but producers said there needed to be some immediate action to fix the existing bottlenecks. The rail lines have cited this winter’s extremely cold weather as one reason for the hold back on moving grain, that and the need to move other commodities, such as oil and container traffic products. One of them (CP) is in the midst of reducing an employee base and locomotive power. The railway spokespersons also noted that the crop volumes broke all records this year, which meant an inevitable backlog situation. Saskatchewan’s agriculture minister, Lyle Stewart welcomed the news that an action plan was now in place, noting the railways have always had the ability to boost grain shipments but had just lacked the will to do it. He said he felt the penalties that could be imposed will provide enough encouragement for CN and CP to act on improving their grain car movements. Saskatchewan Liberal MP Ralph Goodale, a former agriculture minister in previous governments, said he still felt the government’s order was “too little and too late. “All of this militant talk, the railway bashing that’s been going on, they’re not prepared to back it up with any kind of specific measure that is over and above business as usual,” Goodale said. He suggested that any penalties collected by the government should be directed toward the farmers who have been bearing the financial brunt of the non-delivery situation.
that premise. The WIT came into being in 1976 as a unique farmer-owned and operated enterprise that grew quickly and solidly after a few troublesome early years. SJHF looking for donations through Radiothon The St. Joseph’s Hospital Foundation will be putting out the call for donations on March 19 during its annual Radiothon. Becky Conly, SJHF executive director, reminds the community the fundraiser, which brought in just over $38,000 last year, and the goal of the foundation is to purchase muchneeded items for all areas of the hospital. “We’re trying to raise money for items on our wish list. There are a lot of things we really need,” said Conly. “It’s absolutely imperative to have health-care services in southeast Saskatchewan. We’re fortunate to have the facility here along with the support staff. But without the equipment, all of that doesn’t matter,” she added. “When it comes to wear and tear on equipment or equipment that is outdated, they definitely need more funding and that’s where
the hospital foundation comes in.” The day of the Radiothon will kick-off with a pancake breakfast at Affinity Place, running from 7:30 to 9:30 a.m. The breakfast is open to the public and donations will be graciously accepted. Items topping the wish list this year include a vital signs monitor for the maternity unit, a blood pressure machine, syringe pumps for the dialysis unit and fluid warmers for the emergency room. “Many items that are needed are from the food and cafeteria division, and that’s not something that people usually want their money to go toward because it’s not an exciting unit to donate toward, but we have to be able to care for our patients while they’re here,” Conly said, noting that they need convection ovens, food choppers and meal
delivery systems. Some of the cafeteria equipment still in use has been used since the hospital was built 22 years ago. “We’re also looking into putting some funding toward spiritual care, which is a very important aspect of the hospital.” The actual Radiothon will be centred at St. Joseph’s Hospital, in the chapel outside of the cafeteria. The event will be broadcast on local networks with interviews involving patients, staff and volunteers. Featured on the broadcast will be Shannon Daae and her daughter Shaya, who will be the Faces of the Radiothon, a new addition to the event this year. The Radiothon will run from 6 a.m. to 6 p.m. on March 19, and donations can be made over the phone during the event by calling 306-340-0510.
