Decision on regional water system to await clear funding Decisions will have to be made and a plan forward must be forged as several rural municipalities and towns in southeast Saskatchewan eye the possibility of a regional water system connecting Estevan to Weyburn, feeding all the communities in between. The idea was kicked around in 2012, with the Town of Midale acting as the leading force behind the potential project. The Rafferty Regional Water Committee was formed with members of Midale, RM of Cymri, Macoun, Halbrite and Hitchcock sitting alongside representatives from the RMs of Estevan and Weyburn and officials from those cities as well. A feasibility study was commissioned and completed last year. The group has two options to consider, one being a water pipeline from Estevan to Weyburn, from which RMs, towns and villages along the way will be able to draw. The other is to construct a new water treatment plant in the rural area between the cities, which would feed the system without the infrastructure already in place in Estevan and Weyburn. Linda Dugan, Midale administrator, noted that if the committee decides to move forward on either of the options, they will have to decide if they want to utilize the two cities or build a separate plant. Of course, making the decision marks the beginning of the project as much as it marks the end. “Even at that point, we have

our plan in place, but we can’t do it without infrastructure funding and so far there have been no announcements,” said Dugan, noting funds from the announced Build in Canada Innovation Program have not been made available. She said they were expecting the grants would open again in 2014, but the federal budget didn’t provide the exact funding allocations they were hoping for. Through those programs Dugan added, the funding structures are usually based on everyone paying a third of the cost, with a third of the money coming from each of the federal government, provincial government and the municipalities. She noted the project is potentially going to cost $55 million. “Funding is the big thing. I’m
sure if we had the money, the decision would be made by now,” she said. Kevin Sutter, Estevan water treatment plant manager, has prepared a report for Estevan City council based on the feasibility study. He said that looking at probable costs for either option over a 50year lifespan, a new water treatment plant for the RMs would be the most cost-effective. “That was the engineering consultant’s recommendation and conclusion,” said Sutter. “Capital costs, it was going to be more expensive but operational wise, less expensive.” The municipal reps and the committee will have to decide, which route will be best for them. Sutter said that if the group decides on a pipeline, it’s likely they would draw water from the new reservoir on the west end of Estevan that opened in the fall. “That’s probably where it would tie into the system. But if they don’t want water from the City of Estevan, it doesn’t really affect us,” Sutter said. “It’s the RMs’ decision, not the City of Estevan’s decision, in how they get their water. We will respond to their decision. If they want our water, we will probably have to make adaptations to deal with it,” he added. Sutter said the City of Estevan is willing to supply water up to and including Midale if the decision is made to proceed with the installation of a regional pipeline.

My bracket has been a bust, but there’s something so infectious about March Madness that I don’t care if I no longer have a shot at the big money. The brief NCAA Division I hoops tournament is something special each year. The event is full of high drama, greater than you would see at any theatre. Efforts are rewarded and hopes are dashed, so much so that it can be as hard to turn away from as it is a train wreck. On one hand last weekend, you had the teary-eyed Kansas fan in a fit over the loss of the heavily favoured, No. 2 seed Jayhawks during their game against Stanford. That was contrasted by a member of the Stanford marching band gleefully slapping away at his cowbell as the 10th seeded Cardinal surprised many with an exciting 60-57 win to enter into the Sweet Sixteen. Heck, even the stages of the tournament create a sense of impending excitement as teams make their way toward the final game, like Mario or Link as they journey toward the final boss. With the Sweet Sixteen, Elite Eight and Final Four, those titles have become synonymous with approaching greatness.
Jordan Baker Thoughts From My Fingers Three of the four top seeds remained heading into this weekend, but this tournament has once again proved that nobody is safe. Mercer beat Duke in the first game upsetting everyone’s bracket except for maybe that of Sam Mitchell, who is the former Toronto Raptors coach and now analyst who spent his younger years attending Mercer and not even coming close to matching baskets with a Blue Devil. In the opening round, there was also the upset of 12th seeded Stephen F. Austin over VCU in a nail-biting 77-75 final. I don’t always accurately predict upsets, but when I do, I brag to the ends of the earth about my visions of the future and ability to prognosticate like Nostradamus. I’ve said before that the best way to engage in a spectator sport is to pick a team to root for and then even the most boring
sports, like basketball, can turn into something captivating. That isn’t necessary during March Madness, though it’s very welcome. My pick to win it all and be the team cutting the mesh from the hoop at the end of the affair is still very much in the picture, so I have that going for me. Arizona has the best defence and if what I hear about defence being the thing that wins championships is true, my pick for the No. 1 seed to achieve some glory is a safe one, unless they lost Thursday night to San Diego State. There’s something special about watching non-professional sports. Sure, some of them are playing for future careers and contracts, but right now, they’re really playing to win and that’s all. It’s why the Olympics are great and it’s why the World Junior Championship around Christmas is such a spectacle. It’s just easier to be in awe of these athletes, of these kids, as they compete under such a high-powered microscope. March Madness gives us an opportunity to share in the greatest moments of their lives and perhaps some of the lowest lows. It’s not something we get to see everyday, but it’s utterly intoxicating to observe.
Finger pointing in the way of real action We exist today in a world where when something goes wrong the thing we do is point the finger at someone else. It is a time and place in our history where little we do — even when it’s a complete failure — that we look at the person in the mirror and admit to being the problem. It’s the reason we read about people suing some restaurant over their coffee being too hot, as if we should not expect coffee to be hot. The agriculture sector is seeing a lot of finger pointing going on this winter as everyone involved in the grain handling system looks to assign blame to someone other than themselves in terms of slow deliveries to port. The farmer sits ready to deliver and when they gather in coffee shops they are quick to assign blame. Some look to the demise of the control the single-desk selling of the Canadian Wheat Board imposed on the system. Others look at contracts on production and blame them because grain companies in essence own the grain, forcing storage onto the farmer, and being able to essentially squeeze farmers by not calling on deliveries. The federal government, of course, takes it’s share of farmer blame. In Canada, we are used to government asserting control on so many elements of our lives, we expect them to control grain movement, too.
Calvin Daniels Trader Agriculture Columnist In the end, farmers ultimately care less about whom is to blame and more about getting the system working better for the rest of the crop year. There is a realization delivery lost in the months since harvest will not be realized, no matter what transpires in the weeks ahead. Now, the federal government has its role to play. They have been in bed with rail companies since the first tracks were laid across the country, providing the companies with large tracks of lands and creating a system that has evolved to two major companies, which afford little in the way of competition for one another since few locales remain serviced by both. The feds also create many of the rules and regulations under which the rail lines work. In the case of grain movement, it has been rather obvious for years the rail companies have little interest in serving the sector, with other commodities proving more profitable. The government’s posturing to control costs to farmers and ensure movement has been largely posturing
with limited real time effect of the system. In the case of slow movements, the federal government has pointed its finger squarely at the rail companies. Not surprisingly, the rail companies quickly deflected blame. It has been a cold winter after all, which must impact a train engine rolling down the track more than the farm trucks poised to deliver grain to the elevator. The rail system also suggests the grain companies did not move enough grain in the first few weeks of the crop year, based on the mammoth crop. And, of course, everybody but the rail lines missed just how big a crop was anticipated, so the inaccurate information hamstrung the rail companies in the sense of being ready for it. I suspect one day a university student will do a thesis on the year the grain system failed in the face of a record crop and will find blame can be spread among every aspect of the system. But pointing fingers and assigning blame accomplishes little, unless in that process all sides find themselves united in fixing the system so that in the future, grain moves smoothly to the benefit of all. If no plan to patch the holes currently being exposed comes out of this, then the finger pointing will be no more than a reflection of not-my-fault society, and the grain sector will have lost out not just this season but into the years ahead as well.

What to know about Bill C-23, the Fair Elections Act National OTTAWA - Five things you should know about Bill C-23, dubbed the Fair Elections Act: — The 242-page Fair Elections Act is the biggest overhaul of election rules since 2004, when corporate and union donations to political parties were banned and individual donation limits were capped. — The chief electoral officer has been calling for electoral reforms during his annual committee testimony for years; the ongoing investigation into fraudulent phone calls during the 2011 federal election spurred a renewed parliamentary push for changes before the next general election, scheduled for 2015. — On March 12, 2012, Parliament unanimously passed a motion calling on the government to give Elections Canada stronger investigative powers, including the ability to force political parties to provide supporting documents for their expenses. — Bill C-23 would effectively split Elections Canada in two, separating the chief electoral officer who administers the rules from the commissioner who investigates and enforces those rules. It raises penalties and creates new offences but does not give the commissioner any new investigative tools. — The bill increases the amount political parties will be able to spend during election campaigns and the amount individuals may donate, while removing the power of registered voters to vouch for the residency of a citizen who lacks ID proving his or her local address. *** VANCOUVER - Federal Transport Minister Lisa Raitt says a governmentbacked 14-point action plan remains the best way to resolve a strike that has disrupted Canada’s largest port, but container truck drivers insist a negotiated settlement is the only way out. A strike by more than 1,200 unionized and non-unionized drivers at Port Metro Vancouver’s four container terminals initially brought truck traffic to a standstill, but the port says activity is increasing. Raitt says the resumption of activity indicates steps taken by the government and the port to resolve the dispute are working. The union representing several hundred truck drivers disagrees, and Unifor’s national president, Jerry Dias, accuses Raitt of picking a fight with workers instead of trying to work something out at the bargaining table.
The B.C. government has introduced back-to-work legislation that would force about 250 unionized truckers to return to their jobs, while the port has said truckers who aren’t at work won’t have their licences renewed. In addition to the unionized truckers, the dispute also involves more than 1,000 non-unionized workers. International NASHVILLE, Tenn. - State lawmakers on Tuesday decided not to rewrite the legal definition of Tennessee whiskey this session, meaning the rules supported by Jack Daniel’s will govern other distillers in the state for at least another year. The proposal that could have led to the outright repeal of the labeling law was moved to summer study panels that will convene after the legislative session ends. Jack Daniel’s master distiller Jeff Arnett, who has heavily lobbied lawmakers to uphold the current law, welcomed the decision to put off suggested changes like removing a requirement to age whiskey in unused oak barrels. “We stand behind last year’s law, we truly believe it’s best for Tennessee whiskey all over the world,” Arnett said. “And for the players who’ve located in the state of Tennessee, we need to uphold these quality standards.” The debate has pitched two global liquor giants against each other. Jack Daniel’s which is owned by Louisville, Ky.-based Brown-Forman Corp., first proposed the establishment of a Tennessee whiskey law last year. George Dickel is owned British conglomerate Diageo PLC, which led this year’s attempts to dismantle that law. Guy L. Smith IV, executive vicepresident of Diageo, said he hopes the study committee gives serious consideration to changing the law. “Rather than having one company dictate for everyone, we can do this the right way and come together in an open forum to discuss how to create the best standards for Tennessee whiskey,” Smith said in a release. While some smaller distillers like Full Throttle in northwestern Tennessee had spoken out against the restrictions, others like Nelson’s Green Brier Distillery in Nashville argued that strict rules akin to those governing bourbon whiskey would ensure a baseline of quality. *** KYIV, Ukraine - Lawmakers in Ukraine
accepted the resignation of the defence minister Tuesday as thousands of troops began withdrawing from the Crimean Peninsula, now controlled by Russia. In address to parliament, Igor Tenyukh said he rejected criticism that he had failed to issue clear instructions to troops, but that he reserved the right to step down. Lawmakers initially refused his resignation, but later accepted it. A majority then voted to appoint Col. Gen. Mikhail Kovalyov as
his replacement. Authorities in Ukraine have come under criticism for their often-hesitant reaction to Russia’s annexation of Crimea, which was formalized following a hastily organized referendum this month. In Crimea, Ukrainian soldiers piled onto buses and began their journey to the mainland on Tuesday, as former comrades saluted them from outside a base overrun by Russian forces.

Commander shares lessons with Chamber The business community in Estevan may be strong, but it is not without its challenges. During the Chamber of Commerce’s annual general meeting, guest speaker Andrew Leslie, the retired lieutenant-general who commanded Canada’s army in Afghanistan, shared his experience in adapting to the task at hand as he spoke with the roughly 150 chamber members last week. Leslie shared two case studies with the attentive members. The first study was the successful attempt to change the army in order to deal with the conflict of the last 12 years in Afghanistan, while the second was attempting to carry those changes over into the larger structure of the army, navy, air force and support systems. That second mission, Leslie said, was a failure. He was heavily involved in both transformations and brought forward three ideas and three elements that must work together in order to initiate change and see that it’s followed through. The first was the role of the forcing function. “You’re all business folk. You all understand the require-

But a forcing function is something that is more or less universally accepted by the team as a change or an excuse for change, which will bring people together either through fear or a specific desire or profits,” he said. “It is a single instance in which the normal institutional resistance to change, which most people have, can be either ameliorated or you can harness that energy and get people moving.” The second idea was the role of leadership, a skill he said in many cases is both innate as well as one that comes from experience. And the third and final idea was the value of co-operation. “That may sound a little bit unusual coming from a soldier, but your modern army works on co-operation,” said Leslie. When Leslie took command he called the armed forces of the time “tribal,” highly resistant to change and peacekeeping centric, which left it unprepared for the conflict it was about to engage in as the focus shifted to Afghanistan. “It was very isolated from you, and that was not through your choice but through our inclination. We tended to be withdrawn, live in clusters around our bases and you never saw us,” said Leslie, who noted recruiting numbers were dropping. The forcing function in this case was the war in Afghanistan. “Specifically, it was the shedding of blood, which caused all of us to pay a great deal more attention to what was going on than ever in the past,” he said. In 2006, Leslie became chief of the land staff, commander of the army, as the Canadian forces moved from Kabul to Kandahar. “It was much akin to entering into uncontrolled, absolute chaos. We were relatively unprepared for the transition from Kabul, which was advanced peacekeeping and still very dangerous, into the killing fields of Kandahar,”said Leslie. It was deaths of Canadian soldiers that marked the forcing function. It was suddenly clear to Leslie and others in the army that things had to change. “Quite frankly, we had a bunch of great folk, middle-aged males, set in their ways, who couldn’t handle the transition and the demands of the deployment cycles and constraints and pressures they were facing.” He said those unwilling or unable to adapt ultimately had to move on or be repositioned to other duties. “The forcing function acted as a unifier because blood was being spilt. were suddenly riveted on the fact that their citizens were dying overseas in significant numbers.” The attention of the nation, he said, was turned toward re-equipping, rebuilding and reorganizing the armed forces. After a very difficult couple of years in 2006 and 2007 where a lot of people were moved very quickly up the ladder and others were moved aside, the military was changing very quickly. He said the most important thing the upper echelons started doing was listening to the troops, because it was their lives being risked. “They wanted to get the job done, and they reminded us what it is we’re really supposed to be there to do. ‘Oh, we’ll fight, absolutely. We’re very good at it, especially at night.’ But that was only a tool to achieve the conditions that we wanted to get done.” Achieving those conditions acted as a unifier for all the various factions of the army, which didn’t have a history of co-operation. He said the whole system kicked into gear with almost universal acceptance across the country to give the military what they needed. As Leslie was charged with transforming the Canadian forces, the desire to welcome change waned. Able to instill changes in army operations in the face of soldiers dying, there was much less stomach for further change with no immediate challenge. “It’s mainly middle management in any structures that are going to be the most resistant to change. The CEO can have the vision and the front-line workers can buy into it, but it’s that strata of middle management that requires the most care.” Leslie encouraged the business leaders in attendance to approach the problems of the area, namely growth, with open minds and innovation. “What a great series of problems you have, and I mean that seriously. You’re dealing with growth,” said Leslie. “You’re dealing with more people, with more energy, with more money flowing into your community. Now you’ve got to catch up with the infrastructure requirements to sustain yourselves and move up to the next level.” “You’re here because you have a sense of duty, a sense of community, and you have chosen to give to your community, not to compensate them, not to make your life better, but to make the collective whole a better place in which to raise your families. This is grassroots domestic politics with no party affiliation. It’s you all dedicating your time to make your fellow citizens’ lives better.”

Library seeking donations for upgrades Staff at the Estevan Public Library is looking to spruce up library space, making it both more inviting and comfortable. To do that, the library is looking toward the public to help make the space around the books one that everyone can enjoy. That will mean some new furniture and the ability to keep the sun out at certain times of the day. It’s the cloth furniture they are looking to replace because it’s growing more out of date and more difficult in terms of upkeep,
said Kate-Lee Donohoe, the library’s manager. “A lot of the furniture that we have is cloth, and I’m thinking that we’re hoping to switch to something that is easier to keep clean,” she said. “The stuff we have has been here for quite a while and it would be nice to have something that’s a little more attractive, a little more modern and easier to keep clean than what we have now.” She added that they are looking for furniture that is flexible and user friendly, considering the furniture in
the library experiences some things outside the boundary of normal wear and tear. “I don’t know if there’s anything you can get that keeps kids from jumping on the couches,” she said with a laugh. “I don’t know what’s friendly for that.” As far as being able to clean the potential furniture, Donohoe noted they recently attended Estevan Diversified Services who have some furniture that can be cleaned with Lysol wipes, and that’s something they would be looking for as a replacement.
“Even for the whole sanitary feature of it, it’s a little bit cleaner for the various people who are using it all the time.” Donohoe said they are

The location for the event has not yet been determined. “We’re trying to make it different from our programming, so we’re trying to have it in a different location, get us out in the community. She said she can answer any questions about what they are looking to install regarding both blinds and furniture.

Team Homan to deal with split after season National Team Rachel Homan is making a lineup change just a couple days after winning silver at the world women’s curling championship. Longtime second Alison Kreviazuk is leaving the team at the end of the season in order to move to Sweden to be with her boyfriend. The team says Joanne Courtney will join Homan, lead Lisa Weagle and third Emma Miskew beginning next season. Kreviazuk’s last event with Team Homan will be the season-ending Grand Slam Players’Championships next month in Summerside, P.E.I. Courtney played for Team Val Sweeting this season and finished second to Homan at the Scotties Tournament of Hearts last month in Montreal. In addition to back-toback Scotties titles, Kreviazuk also helped the Homan rink to a bronze medal at last year’s world championship in Riga, Latvia. *** Canada is poised to make history at the FIFA women’s under-17 World Cup. But whether or not that happens, Canada’s coach Bev Priestman is proud of
