Woodlawn opens for long weekend The 2014 camping season will be back to normal in the Estevan area as Woodlawn Regional Park will welcome campers with the opening of all sites this weekend. For the park’s board and employees, getting back to normal is what they have been working toward for three years. Greg Hoffort, chairman of the Woodlawn board, said it’s an exciting time to once again be able to offer everything people have come to expect of them on opening day. “We re-opened maybe halfway last year, and we’re pretty excited that on May long weekend, the entire park will be open,” said Hoffort, noting the 90 sites, which everyone has in the past been familiar with camping in, will be available. “The campsites are looking great. We’ve recreated the campsites to fit any size of camper. We have more drive-through sites than we used to have. It’s a redesigned layout of the park and we’re hoping for good things. “We will start tending to the needs of our campers

and running a park again instead of building one,” added Hoffort. “We look forward to doing what we’re there for and that is to provide camping and recreation.” He said everyone is excited to see campers back in the park where too often the last couple of years there have been backhoes and other machinery. “The plans are to start the regular operations of the park again,” said Hoffort, and that will come under the guidance of Aaron-Lee Soparlo, who is the new Woodlawn Regional Park manager, having taken over the helm on May 5. Soparlo comes to Estevan via Swift Current where she worked with Innovation Credit Union. She noted there is still some work to be done with
the public washrooms in the park, and Hoffort said that’s part of their continuing recovery from 2011 flooding. “As far as the plans for the finishing of the flood recovery, we have some washroom repair to do yet that they’re working on as we speak. There’s still some river debris, and just finalizing the sites,” said Hoffort. “(We’ll) give it a good test in the coming weeks to see if everything’s working as we hope it will.” He noted they haven’t had campers in the sites yet this year, and while they think they are ready for guests, there may be some tree trimming that will still need to happen. Reservations opened on May 1, and Hoffort said they are optimistic with how many they have already received.
“We were reasonably fortunate that when the flood hit (in 2011) we had just opened up the Boundary Dam site, so we were able to accommodate a lot of our long-time campers out there, but we certainly did suffer in terms of providing the short-term camping opportunities to a lot of people who had always used Woodlawn Park. It was nice to have Boundary pick up some of the slack, and we’re looking forward to being fully opened again.” This year there are also plans for the expansion of sites at Boundary Dam, as 40 new ones are slated for construction. “There’s a need out there, but it remains to be seen if they’ll be operational this year or not,” said Hoffort. “We’ll see where it takes us. We’re hoping for a good weekend here.”

There are a number of reasons why this weekend, May’s glorious long weekend named for some dame Victoria, is perhaps the best time of year. It’s the unofficial start of the sunny season, and puts us only a month away from the summer solstice, the longest day of the year. Everything starts to get a little greener, giving us all a reason for hope and fewer excuses to curl up indoors to watch the final games of the NHL playoffs. It’s this weekend that many go to their cottage for the first time in the new year. Sure, it’s too chilly to jump in the lake, but it’s still nice to have a comfortable campfire and clear the grounds, falling any partially tipped over trees and making the place that has been empty for six months livable once again. And there’s yard work. There is so much yard work. I can be a little finicky when it comes to outdoor chores. While the idea of cutting grass sends me into a fit of irritable tantrums, I’ve never minded garden work. I’ve spent time landscaping and working in greenhouses and fields. While I grew up in a farming community,
Jordan Baker Thoughts From My Fingers I’ve never been one to have an idyllic perception of agriculture, but I still find something peaceful about turning earth in a garden. There’s a special connection with the Earth that everyone has when they’re preparing it to bear new life. There are a few simple pleasures, otherwise insignificant experiences that seem to be ingrained into us, experiences that hearken back to ancestors tens of thousands of years ago. Everyone has felt the relaxation sitting around a campfire and there is a similar sense of tranquility when we work the earth. We’re only where we are today because of our ability to grow our own food and become masters of fire. Because these things go back so far and have been necessary for our survival as a species, they continue to provide us warmth inside and out. And this long weekend, lovingly
referred to as May Two-Four where I’m from, gives us a chance to go back and experience those same things all people have been doing throughout our history. When you’re cleaning out your garden and when you plant your 2014 annuals, you’re making a connection with someone from the past. When you’re sitting around the campfire this weekend, you connect with someone who used that fire for protection, warmth and an oven. We owe a lot to the people who came before us, growing their own food and plants, and starting fires, both things they did out of necessity rather than pleasure. This long weekend we’ll engage in activities that are ancient and tribal. They are considered simple pleasures nowadays and generally taken for granted, but it’s still something special every May Two-Four when we get outside and continue doing what we’ve done throughout our lives. This weekend gives us hope for the tidings that summer will bring in the months to come, but it also provides so much opportunity to connect with the past and a few simple activities that make us human.
Seeding season draws attention to farming’s entrepreneurial side It’s the middle of May and that means farmers across the Canadian Prairies are hitting the fields in what is one of the biggest annual economic stimulators for the regions. There is still a vision among many of farms as quaint, idyllic operations, the stuff of children’s storybooks, but that is about as far from the truth as the moon being made of cheese. Today, farming is big business with investments in most farms larger than most businesses in a city such as Yorkton. There is, of course, the massive capital investment of a farm these days. Land values are climbing steadily as recent numbers indicate. “Average farmland values continued to rise nationally in 2013,” according to the most recent Farmland Values Report released by Farm Credit Canada (FCC). Those increases were particularly significant in Saskatchewan. “The average value of farmland in Saskatchewan increased by 28.5 per cent in 2013. Saskatchewan experienced the highest average increase in Canada, yet the average land price in Saskatchewan is still less expensive than in the neighbouring provinces.
Calvin Daniels Trader Agriculture Columnist The latest increase is part of a trend that shows farmland values rising in that province since 2002. Saskatchewan farmland values increased by 19.7 per cent in 2012 and 22.9 per cent in 2011,” detailed the FCC release. Farmland values last decreased in 1992, when they dropped by 2.1 per cent. Go to buy a new four-wheel drive tractor, an air seeder and a combine, and you will chew through a million bucks rather quickly. And so you get the idea of investment. But there is also the annual operation costs associated with growing a crop. And those costs are huge on an individual farm, and become economically significant provincially when taken across the entire farm sector. When a farmer goes to seed a canola crop he can be investing up to $300 an acre, depending on variety, the level of
fertilizer and micronutrients applied and what crop protection products might be required to deal with weeds and insects of in-crop diseases. It doesn’t take long doing the math to see that would translate to near five grand per quarter. On a modest five section farm that means a farmer is investing near $100,000 to plant a crop. Across Saskatchewan and the Prairies, that multiplies quickly. And it is money that rolls through the economy in numerous ways, from paying the wages at crop insurance, to keeping bulk fuel operators in business, to paying the wages of custom fertilizer and chemical applicators, not to mention buying seed from area seed growers and paying staff on the farm itself. All those investment dollars by a farm are fed through the various agricultural businesses within communities large and small across the Prairies. When we drive by a local restaurant or clothing store we recognize the entrepreneurship behind such a business, but we don’t always think the same thing seeing a farmer working in the field. But at this time of year we should take a minute to appreciate just what farming does for our economy each time the season turn to spring.

Stampeders select centre with first overall pick National TORONTO - The Calgary Stampeders selected Laval centre Pierre Lavertu with the first pick overall in the CFL draft Tuesday night. Calgary acquired the No. 1 pick 30 minutes before the start of the draft, sending offensive lineman Jon Gott, a five-year CFL veteran, to the expansion Ottawa Redblacks. Gott has played for Ottawa offensive co-ordinator Mike Gibson with the Stampeders. The Stampeders, who also had the No. 7 selection, acquired the rights to veteran centre Marwan Hage, who played 10 seasons with Hamilton before being taken by Ottawa in the CFL expansion draft in December. Hage announced his retirement last month. Ottawa will also receive a conditional pick if Calgary trades Hage’s rights to another CFL team. The selection of the six-foot-three, 300-pound Lavertu was surprising given Brett Jones was the CFL’s top rookie last year as a first-year centre with Calgary. But the general sentiment is although Lavertu, of Quebec City, might not

Scolari is the subject of a criminal investigation in Portugal, authorities said Wednesday. Officials wouldn’t say what the investigation is about. In Portugal, ongoing investigations fall under the country’s judicial secrecy law. The Portuguese attorney general’s office said in an email to The Associated Press that the Department for Criminal Investigation and Prosecution has opened an inquiry into Scolari, but it provided no further details. Unconfirmed reports in Brazil and the Netherlands say Scolari is suspected of failing to declare millions of dollars in income, but he has denied any wrongdoing. “I have correctly filed all my tax returns. In all the countries where I’ve worked, I’ve always declared my income,” Scolari said in a statement sent to the AP in Sao Paulo late Tuesday. “If anything is wrong, it’s not my fault. I hope justice gets to the bottom of the facts.” *** PRETORIA, South Africa - The judge overseeing the murder trial of Oscar Pistorius on Wednesday ordered the double-amputee
athlete to undergo psychiatric tests, meaning that the trial proceedings will be delayed. The decision by Judge Thokozile Masipa followed a request for a psychiatric evaluation by the chief prosecutor, Gerrie Nel. The prosecutor had said he had no option but to ask for it after an expert witness for the defence testified that Pistorius had an anxiety disorder that may have influenced his judgment when he fatally shot his girlfriend,
Reeva Steenkamp. Masipa said the court was “ill-equipped” to assess the diagnosis by Dr. Merryll Vorster, and should therefore send Pistorius for a period of evaluation. She said it was important to assess the Olympic runner’s state of mind because of questions raised by the prosecution that Pistorius might argue he was not criminally responsible because of his anxiety disorder. “The accused may not have raised the issue that
he was not criminally responsible at the time of the incident in so many words, but evidence led on his behalf clearly raised the issue and cannot be ignored,” the judge said. Masipa noted that having Pistorius evaluated as an outpatient would be preferable as the referral for psychiatric analysis was not meant to punish him, and acknowledged that trial proceedings would be delayed for an unspecified amount of time.

Controversial Fair Elections Bill passes in House
National OTTAWA - The Conservatives have used their majority muscle in the House of Commons to pass a controversial bill that makes sweeping changes to election laws. Bill C-23, dubbed the Fair Elections Act, passed by a vote of 146 to 123.
The bill was virtually universally panned by electoral experts when it was first introduced. The Harper government modified or removed some of the most contentious provisions — including backing down on plans to eliminate vouching, muzzling the chief elec-
toral officer and create a loophole that would allow rich, established parties to spend untold millions more during election campaigns. But the changes weren’t enough to mollify opposition parties. The bill now moves to the Conservative-dom-
inated Senate for approval.
International GENEVA - A record 33.3 million people worldwide were displaced by conflict and violence inside their own nations in 2013, U.N. and Norwegian officials said Wednesday. The increase of 4.5 million above the 2012 total was driven largely by Syria’s civil war, now in its fourth year, which activists estimate has killed 150,000 people.

The heads of the U.N. refugee agency and Norwegian Refugee Council reported that 8.2 million fled their homes in the last year, including about 3.5 million in Syria alone. The other two-thirds of the 33.3 million displaced by war worldwide had fled in previous years. Every 60 seconds another family within Syria flees the civil war, according to the figures. “Syria is the epicenter of violent, forced displacement,” Jan Egeland, secretary general of the Norwegian agency, told reporters in Geneva. He said the figures are the worst since the
genocides in Rwanda and Bosnia in the 1990s, when the figures spiked at 28 million, but that many of the displaced people are struggling to survive crises that are decades old but still in need of “durable solutions.” The figures compiled by Geneva-based Internal Displacement Monitoring Centre, part of the Norwegian agency, only cover 58 countries. But they show that 63 per cent of those internally displaced worldwide are struggling to live in five countries: Syria, 6.5 million; Colombia, 5.7 million; Nigeria, 3.3 million; Democratic Republic of the Congo, 2.9 million, and Sudan, 2.4 million.

Seeding operations in southeast Saskatchewan are a little behind traditional or average paces, but then they were also lagging behind normal rates in the spring of 2013 and 2012 so crop specialists are not waving any warning flags at this point in the game. In the southwest region, where dryer conditions prevail, about two per cent of the seed is now in the ground while producers in the southeast are mostly in the preparation stage heading into the third week of May. This area of the province received as much as 39 mm of moisture in the past week, which was much more than what accumulated in the southwest, but also far less than the 100 mm or more that was witnessed in other areas of the province since April 1.
Turn and warm stored canola Canola to be stored on the farm through summer will be safer if warmed up before outside temperatures get hot. “The goal is to reduce the temperature differential between stored canola and the outside air,” said Angela Brackenreed, agronomy specialist with the Canola Council of Canada. “This reduces the amount of moisture movement within the bin, and can prevent the concentration of moisture that can lead to spoilage and heating.” Cold grain should be turned or aerated to raise the grain temperature to between five and 10 degrees C. Joy Agnew, a grain storage researcher with the Prairie Agricultural Machinery Institute (PAMI), said now is a good time to warm up dry grain. “If you use air that is more than 10 degrees C warmer than the grain, the air will lose its ability to hold its moisture as soon as it hits the cool grain. This means it will condense on the grain and possibly freeze, which would cause major airflow issues.” Agnew recommends turning the grain after it has been warmed. “If possible, entirely empty the bin and put it into another aeration bin,” she said. “If this is not possible, pull out
several loads and put them back on top of the same bin. The goal here is to try to mix the grain to help even out the temperature variations and help warm up the grain a bit more.” Stored canola should remain below 15 degrees C. The larger the bin, the greater the risk of spoilage if canola is not warmed. “Bins larger than 5,000 bushels are more susceptible to moisture migration because there will be a greater temperature differential between the outer edge and the core of the bin,”Agnew said. Canola that went into the bin with moisture above 10 per cent, even above eight per cent deserves extra attention this time of year. “Tough canola is at much higher risk, and it should be dried if it can’t be delivered right away,” Brackenreed said. A hot air dryer will do the job quickly. Natural air drying with aeration fans can also work, but the ideal conditions for this technique are when outside air temperature is higher than 15 degrees C and humidity is lower than 65 per cent. Agnew added that canola dried with a hot air dryer should be cooled to 15 degrees C for storage.

Some seeding actually got underway in the southeast as pockets of the territory were dryer than others. In most regions, however, only a few farmers were able to get out in small stretches to work the fields in preparation while most will wait for more favourable conditions before beginning the process. Sherri Roberts, the newly appointed crop specialist for the southeast sector for the Ministry of Agriculture, said from her Weyburn office that since she had only been on the job for a few days, said she could state that at this early stage, it appeared as if the potential crop diseases and insect controls are in place. “Seeding is a little bit late, but definitely no panic yet,” she said. Following a couple of days of orientation, Roberts reported that southeast Saskatchewan producers were leaning toward a variety of crops with durum, wheat, canola, soybeans, grain corn, barley, peas and lentils gaining favour among the majority. She added there could be an increase in flax acreage this year, but only if the farmers are able to obtain seed from a very tight supply chain. “Farmers are looking at a tight fertilizer supply, too, but the arrangement with BNSF should help that situation,” she said, referring to an agreement with the American-based Burlington Northern-Santa Fe railway that has connections to Canada through the southeast part of the province. “For those farmers in the Argyle, Mount Pleasant, Golden West and Chester, Souris Valley, Lake Alma, Lomond and Laurier as well as Elcapo South Qu’Appelle ranges the forecast for wheat midge from last fall’s scouting predicts possible major issues, so they may want to consider planting midge resistant varieties,” Roberts added. The Carnduff area received the most amount of rain during the first week in May, said the weekly crop report analysts, and the Moose Jaw region had also received a lot of moisture, over 109 mm, but that had been recorded in the latter part of April. Topsoil moisture is rated as 59 per cent surplus in the southeast and 40 per cent adequate with just one per cent of the land in the southeast being short of moisture. Hay land and pasture topsoil moisture is rated as 34 per cent surplus, 64 per cent adequate and two per cent short. Cattle producers have begun moving stock out to pastures that have been slow to grow. Weed growth, as a result, is also slow to take off this year and therefore producers have not yet applied pre-seed herbicides for the most part. Fertilizer shortages are being reported in some areas and there are reports of winterkill to some winter wheat and fall rye crops. Crop specialists added, though, that it is too early in many areas to fully determine the extent of the winterkill damages. So as the early field work and preparation plans continue into this week, last minute equipment repairs are under way, seed is being cleaned and cattle herds are on the move.

Bee population endangered by neonicotinoid says NFU The National Farmers Union (NFU) appeared before the Senate Standing Committee on Agriculture and Forestry on May 1 and provided the committee with their analysis and recommendations regarding the use of neonicotinoid seed treatments on field crops in Canada. The committee is studying the importance of bees and bee health in honey production, food and seed in Canada. “It has been little more than a decade since the product was introduced and already neonicotinoids are being used across Canada at an unprecedented scale, resulting in significant harm to bees and likely to wild pollinators and natural ecosystems as well,” said Ann Slater, NFU’s vice-president of policy. “We recognize neonicotinoid insecticides are used on many crops as both seed treatments and foliar sprays, however, they are now applied as preventative treatments on seed for nearly all corn, soy, canola and some wheat fields, without regard to whether the seed treatments provide farmers with a benefit in terms of yield and insect control.” Slated explained that through the democratic
policy development process the NFU has taken the position that immediate action must be taken to greatly reduce the use of neonicotinoid seed treatments in field crops, starting with a five-year moratorium in all field crops. “The Pesticide Management Regulatory Agency (PMRA) has already determined that neonicotinoid seed treatments in corn and soybeans in Ontario and Quebec were the major contributor to bee deaths in 2012 and again in 2013,” said Slater. “It concluded that the current use of neonicotinoidtreated corn and soybean seed is not sustainable, but continues to accommodate the sale and use of these insecticides without requiring chemical and seed companies to accept responsibility for the harm they are causing to bees and native pollinators. We believe the Senate Standing Committee on Agriculture and Forestry must recommend that Health Canada take immediate action to protect bees and pollinators. It is time for the Canadian government and Canadian regulatory agencies to act in the public interest.” The NFU recommends: A five-year moratorium
on the use of neonicotinoid seed treatments in all field crops (if necessary beginning with a five-year moratorium on their use on corn and soybeans in Ontario and Quebec that will come into effect Jan. 1, 2015). Allow farmers to apply for one-time use of neonicotinoid seed treatment only if they can demonstrate through a soil test or monitoring program that their crop will be threatened by pest pressure and demonstrate there are no alternative control options. Require permits to purchase neonicotinoid seed treatments, that the seed treatments be purchased separately from seed and that the cost of the seed and the treatment be listed separately when one-time use applications are approved. Tree farm re-launched under HELP HELP International announced April 8 they have a licence to operate the shelterbelt centre tree farm near Indian Head and will continue offering trees to rural landowners across western Canada. HELP began their operations at the centre on April 10 and said they will be taking tree orders immediately through their website www. help-shelterbelts.com “There has been a tremendous amount of political will across the prairies to save the centre. HELP, First Nations and the government have secured the centre in a win for Western Canadian landowners. Still, there’s serious work to be done,” said HELP International CEO Rodney Sidloski. “The best way the public can help in this re-launch is by purchasing low cost trees from HELP, which is operating without government funding,” he said. Landowners can buy tree seedlings available for $1.50 each for orders of 300 or more. “It is good news for the community of Indian Head,” said Andrew Sheer, MP Regina-Qu’Appelle, which includes that town and surrounding area. “I am hopeful this new arrangement will have a positive impact on the local community and for those who will benefit from the availability of a shelterbelt tree program.”
In a media release issued April 8, HELP said they were determined to ensure trees are available for pick-up and shipping no later than May 1. They said they had hoped to have acquired the management rights earlier, they would still be able to deliver within that target date with the assistance of their Weyburn nursery stock of hybrid poplars and diverse willow species. It would guarantee a full range of trees. HELP said their objective is to produce “subsidized trees for landowners in all three Prairie provinces.” The shelterbelt centre was formerly operated by the federal government through the Prairie Farm Rehabilitation Administration (PFRA) and HELP is expecting the licence to operate will roll over into a long-term lease arrangement that will include First Nations stakeholders. After this season, international agriculture management and research personnel from Malaysia, Africa and Europe as well as Canadians will staff and support HELP programming and research at the agro-forestry centre along with the local Indian Head area expertise that HELP intends to employ. Sidloski noted that Murray Holzapfel has been named production manager for the HELP program at the tree farm.

“25 years is a big deal,” said David Mack, Operations Manager of Turnbull Excavating as he opened up the presentation for the evening. On May 7, 2014 Ed Turnbull along with his staff and families celebrated a major milestone for the company.
Long-term employee Glen Buettner marked his 25th year of employment with the company. Glen started his career with Turnbull Excavating on May 1, 1989. He drove truck and ran loader. He quickly became the primary basement digger and was the best. He could do it quickly
and it was perfectly square and straight with his case 621 loader. As the company expanded, Glen was a key player. He picked up their first cement mixer, he spearheaded their safety division and was there for the expansion into water and sewer and wore many hats. He does

ESTEVAN THE ENERGY CITY The City of Estevan will be doing maintenance work to ensure good water quality for all users of City water. This work includes the turning of main water valves around the City, and flushing large quantities of water from various hydrants in each area. The water is still safe to use, and if your water appears discolored during the days your area is scheduled for this work (see schedule below), please run a faucet for a few minutes until the water is clear again. Students will select 1 – 2 pieces of artwork to display in the gallery. Refreshments will be served. Kid’s Art Class: Artist Trading Cards - Join us on May 22 at 6:30 pm for an artist trading card workshop. Make your own art cards and trade them with friends! For ages 10 – 15. $20/student. The Pinterest Challenge Adult art class - Featuring crafts found on Pinterest! May 29th and June 26th @ 7pm. $20/person. Senior Craft Club - Four week craft club for seniors. STARS FOR SASKATCHEWAN
Stars for Saskatchewan has just announced their concert lineup for the 2014-2015 season. This 6 concert series offers a diverse selection of performers – ALL high quality and professional. Highlighting this year’s series will be the world renowned Vienna Boys Choir. With around 100 boys between the ages of ten and fourteen, divided into four touring choirs, they give around 300 concerts a year. The choir has performed in front of almost a half a million people, world-wide. Their repertoire includes everything from medieval to contemporary and experimental music. Also scheduled to perform this year are Jimmy Rankin, Fung-Chui Piano Duo, The Gala Trio, Ensemble Caprice and Memory Lane. Contact the office, for more information on our Season Subscription rates.
