Business as usual for southeast’s foreign worker program The federal government recently announced changes to the temporary foreign worker program, but while other areas may see more harsh restrictions, businesses in Estevan will continue to have quite a bit of freedom. The changes were made following some misuses of the program that came to light, like a mining company in British Columbia making speaking Mandarin mandatory for its employees, thereby allowing them to import Chinese workers under the program. That led to a change that the only language requirements an employer could demand would be fluency in English and French. Souris Moose-Mountain MP Ed Komarnicki noted the accelerated labour market opinion (LM0) process has been suspended, and that may be of some concern to employers in Saskatchewan. “Obviously, they would like the approval process to be as quick as possible for those who have shown compliance with the program in the past,� he said, calling that suspension a temporary measure. A question will be added to the LMO applications that he said would ensure the program isn’t used to outsource Canadian jobs. One of the significant changes is the move to require businesses to develop a firm plan in place to transition to a Canadian workforce over time. “I have talked to the department officials on that particular one,� said Komarnicki. “I said, ‘you know it may be easier to have a plan in place in high unemployment areas than it would be say, in Saskatchewan.’ How do you put a plan together? But I’ve been assured that it will be looked at on an objective basis when we look at the circumstances at the particular area of the country.� The requirements of a plan may be different in a high-unemployment area as opposed to a low-unemployment one, and the plans in high unemployment areas may be more rigorous. “Personally, I felt somehow you have to differentiate between sectors, where there are high demands that you can’t fill the skills or the skilled trades, or where there’s a very low unemployment rate in a region

where you not only have issues in the skilled area but the service industry and the hospitality industry.� He said that will be very important if local economies are expected to continue expanding. “We want to be sure that the program is fair and that it’s not abused, but at the same time we want to make sure it’s not shut down. There must be a balance.� Komarnicki chairs the human resources committee and when the proposed changes came before the committee, they heard from a number of witnesses from various sectors. Komarnicki had a small business owner from Moosomin testify before the committee as they looked at the changes. Business owners will also be charged with paying a fee for LMO processing. “That ensures that the work permit fees are more in line with what the actual costs of them are,� Komarnicki said, noting he expects the fees will be in the $150 range, but the actual cost has not yet been determined. “I don’t think that businesses are re-

ally opposed per se, for paying for LMOs, but they would say that if they’re going to pay for LMOs, they would like to ensure they get an appropriate level of service.� The level of service businesses most desire is speed, especially for those bringing in seasonal workers for various jobs. “In an area where the economy is hot, like southeast Saskatchewan, there will not likely be very immediate changes to the situation,� Komarnicki said, regarding any immediate changes local businesses might see to their use of the temporary foreign workers program. Komarnicki noted the changes are temporary as the talks will continue throughout the summer about how the program can be improved. He said there will be stakeholder consultations throughout the country over the summer to see what changes ought to be made. “The objective here is to deal immediately with what is perceived to be abuses, and then look at the program as a whole and say ‘how do we need to redefine it to make sure it does what it’s supposed to?’ because primarily employers should use Canadians to do jobs that Canadians are able to do.�

New back challenging but appealing It was the summer of 2010 when the TS&M Woodlawn Golf Club last had 18 playable holes. The Coles Notes of history will say the waters came and washed the final nine holes completely away in 2011, leaving management to redesign the vanished holes with the help of original course architect Les Furber. Last week, in the spring of 2013, the holes were unveiled. Representing the Mercury, I donned my soft spikes, collected my clubs and participated in the course’s sponsor round on May 23, allowing those donors of exceptional standing to get the first glimpse of the refurbished back nine. The roughs are a little rough, but there is no trouble getting a good lie in the fairways. The greens are shaggy and slow, but they’re full and surprisingly soft. With some warm weather throughout the summer, the greens will roll true as they get shaved down to more appropriate lengths. I never played the previous back, so my playing partners Mel and Ryan Siever and Norm Nicol helped fill me in on the most sweeping changes as we hopped from hole to hole. The change they seemed most excited about was the contours in the greens. There will be some interesting breaks as golfers will be required to putt along the spine of a ridge or across and down a severely undulating slope. With some creative pin placements, there will be some tough two putts awaiting the average duffer. The story for the back nine is accuracy. With more water coming into play, there won’t be many opportunities to hit your tee shot into the adjacent fairway and still knock an approach close for a birdie putt.

Jordan Baker Thoughts From My Fingers Hole 10 is all about finesse. The tee shot must clear the river, but with a sharp dogleg right, power hitters will have to ease up to ensure they don’t run it through the fairway. A good tee shot sets up a short approach somewhere inside of 150 yards into a green back across the river. The 11th is a driveable par four, but with the river running tight down the right side, a long iron or hybrid may be more common off the tees. A bomber bailing out to the left side of the green could find a tricky pitch, with the green running away. The back shows its teeth for the first time on Hole 12, a dogleg right, playing 460 yards from the tips. Playing into a gale wind as we were, a par would be welcome, but a bogey would be more realistic for most. Local golfers will be begging for westerly winds to help on that hole. The following 13th eases up on the gas a little, with a mid-length par four that should provide opportunities for a birdie for those who find the fairway. That could help make up for the big number that you scored on 12. The 14th is the hole that could challenge as the surprise signature hole of the back. Appealing to the eye, the short par three requires a short to mid iron over water and into a large,

rolling green. There is potential for a close approach, but you could also be left trying to map out a 60-foot putt with two or three breaks. The first par five on the back is at 15, with a finely shaped dogleg angling gently to the right for the entire 500 yards of the hole. With water running the length of the hole on the right, there is plenty of danger for those hoping to find the green in two for an eagle putt. The 16th will play hard into the wind but much easier with it. The green has lots of slope on the right side. That’s where the tough pins will be. A hole location tucked behind a green side bunker in the front right will tease and challenge golfers of any ability. The long 17th may be the most challenging par 3 on the course, rivalling Hole 6. Don’t try to show off your inner pro by attacking pins on the left side of that green. With water left, even shots 50 yards right are better than five yards too far left. The final hole is hailed as the ultimate lay-up or go-for-it challenge. A short par five, with water running in front of the green and a pond curling around three-quarters of it, it’s a challenging two shots to hit the green and avoid the danger. Everyone who plays regularly will have a “number,” the yardage at which they will attempt to hit the green in two shots. I don’t like flirting with water, so mine will probably be about 200 yards. Anything outside of that and I will be punching a lay up to about 80 or 100 yards. And that’s a hard number. At 205 yards, I’m punching it up short of the river, catcalls questioning my masculinity be damned.

Film looks at science on the farm The Yorkton Film Festival might be thought of as a strange place for a farmer to have an opportunity to learn something new, but at this year’s event grain farmers would have been at least intrigued at the screening of the film Smarty Plants. The festival program explained the film as one which “effortlessly integrates hard core science with a light hearted look at how plants behave, revealing a world where plants are as busy, responsive and complex as we are.” I suppose on a biological level one living thing is about as complex as the new once you go beyond one celled organisms, and even then the way they function and survive is pretty amazing. I am far removed from high school biology by years now, but that much information I have retained. In the case of Smarty Plants, it does show some rather fascinating discoveries about how plants react within their environment, and with each other. It is quite amazing to see a daughter plant actually moving in a circle, through time lapse video, in search of a host. The plant has no root system and survives by latching onto to other plants. Its preferred host is the tomato plant, and when a daughter plant is set between a tomato and another plant, it ultimately moves to the tomato the vast majority of times. Not surprisingly it is reacting to a chemi-

Calvin Daniels Trader Agriculture Columnist cal given off by the tomato, but it does illustrate how a plant makes choices in its life. Such choices are of course reactions etched into the very genetic make-up of a plant. We see such things in animals all the time. Why do lemmings go on their famed runs, because something wired into their core existence through thousands of yeas compels them to do so. Smarty Plants also takes viewers underground to look at the complex root systems most plants have. They show how a root will grow more quickly toward a food source, fertilizer, and then slow that growth as it takes in the nutrient once reached. Such behavior would not be a particular surprise for farmers. We have all seen how a crop seeded into wet conditions will have a shallow root system because it has easy access to moisture. If drier conditions occur after a crop has started growing, top side development will slow, maybe stop, for a time, as the plant puts

energy into growing additional roots to find now more distant water resources. And certainly gardeners see how reactive to their environment plants can be. In an unkempt lot dandelions will flower on rather lengthy stems as they compete for sunlight with other plants. Yet if that dandelion is in a lawn which is regularly mowed, it will flower on a stem which is usually shorter than the cutting height of the mower. Gardeners are also aware plants react differently to one another. There are vegetable plants which, when planted near each other, are complimentary to one another. As Smarty Plants producer Merit Jensen Carr clearly identifies in the film, the relationships of a plant with its environment, with other plants, and even with the plants resulting from its own seed, can be far more involved than most of us realize. From a farm perspective research into the actions of plants may well help with the development of new crop varieties, and farm systems better targeted at triggering natural responses from plants to improve yields, complete with weeds, or fight off harmful insects. In that regard the documentary nature/ environment category was certainly intriguing for what might be accomplished as science better understands plants, and what they are naturally capable of doing.

Classically-trained university band to play the Beef The Greenbank Trio finds its roots in classical music and its inspiration from the lakefront city where they live. The band is a threesome of Thunder Bay students attending Lakehead University. With songs about harbours and being outdoors, the band members don’t look too far to find their material. The folk-rock trio began a cross-Canada tour last week, playing in Victoria, Vancouver and Penticton. They will play in Estevan on Friday at the Beef Bar as they travel east this spring, playing shows back through Ontario and into the Maritimes. The western swing is the first leg of a big tour for the band that’s been performing together since 2010. Jimmy Breslin, the band’s guitarist, has completed the music program at the university but is continuing at Lakehead to complete his master’s. Bandmates Craig Smyth, keyboardist, and Luke Blair on drums are still studying for their bachelor’s degrees. “We’ve got this collective background in classical music, which is a little bit interesting because we don’t play classical music. It’s a neat thing to have. It teaches you a lot about discipline and the musical language,� said Breslin. “There’s more of a thought process that goes into it than I had thought before I got into the classical technique. Before you’d hear something and say ‘Ooh, this is really sweet.’ But after doing the classical stuff and learning about the technical side of music, you hear something and you say ‘Ooh, this is really sweet because of this.’� Breslin, like Smyth and Blair, provides vocals and noted that as a band they do a lot of harmony singing in their tunes. He said it’s in the style of Crosby, Stills, Nash and Young. “Having a classical background really helps in arranging that stuff,� Breslin added. “It’s the same kind of thing as instead of having to do trial and error, saying ‘what sounds good?’ You can kind of look at it as though it was on a piece of paper and know

Thunder Bay band The Greenbank Trio will be featured at the Beef Bar May 31 when they stop in the Energy City during their cross-Canada tour. what’s going to sound good.� Even though sheet music is a format understood by everyone in the band, Breslin said they don’t write out their songs. “It definitely helps with the experimentation, having this common language that we can speak to each other through because it expands your own realm of knowledge about music. Instead of having only half of the alphabet to go from, you have a bit of a wider view to look at.� Last summer the band went to the East Coast and toured southern Ontario extensively. The new tour this spring and into the summer marks the band’s first foray into the west. “We’ve always heard a lot of really good things about the Prairies and our style of music peaks throughout there,� said Breslin. Before the tour started, he put out some feelers online asking if anyone had any good spots in mind for where the band should perform. They found Estevan as a potential place to play after some friends in Thunder Bay moved here for work. Those friends suggested the Beef. Breslin said the band has been preparing about 40 songs for their tour, which includes lots of original music as well as

other.� After playing in Estevan, the band will head back to Thunder Bay for two weeks so they can record some new music for an album before making their way to the East Coast. “We’ve got pretty much all the material written already, and this first half of the tour is prepping it and testing it for live audiences,� said Breslin. “We like to do all our recording live off the floor because we all come from that tradition of ‘if you can’t play it, don’t do it.’ It’s like a trial run in that sense.� The band put out its first EP last summer, which was the first recording the band had done as a group, so this time around they will be working for material to be used for a full-length album. The day they get back to Thunder Bay, they will go right into the studio, and that’s what will work best for them said Breslin. Because they will be playing their songs live in the studio, the western tour allows them to have lots of time playing the tracks together.

CRTC to allow advertising on CBC radio networks National OTTAWA - The federal privacy commissioner says two government departments went too far in their monitoring of a First Nations children’s advocate and her personal Facebook page. Commissioner Jennifer Stoddart was looking into a complaint from activist Cindy Blackstock, executive director of an organization fighting the federal government in court over First Nations child welfare programs. Stoddart says the Department of Aboriginal Affairs and the Department of Justice violated the spirit, if not the intent, of the Privacy Act by compiling information from Blackstock’s personal Facebook page. Both departments have agreed to cease and desist their monitoring, destroy personal information not directly linked to federal policy, and set up a new system to make sure such surveillance does not happen again. The privacy commissioner found no merit to two other privacy complaints from Blackstock. In a press release, Blackstock says the report proves the government will go to great lengths to quash dissent, and she wonders who else federal departments are spying on. *** OTTAWA - The federal broadcast regulator says it will allow some advertising on CBC’s secondary radio French and English networks. The change is included in the Canadian Radiotelevision and Telecommunications Commission’s decision to renew the CBC’s licence, for both French and English-language television and radio stations, for the next five years. The CBC had asked to be allowed unlimited advertising space on Radio 2, and its French-language equivalent Espace Musique, during the fourth year of the licence term. The regulator instead gave a three-year window for advertising on the networks, on the condition that it not exceed more than four minutes per broadcast hour. The CRTC adds the CBC will need to make a new request to continue its ability to advertise on the networks

at the end of the three-year period. On the television side, the regulator says the CBC must maintain a reasonably balanced schedule with programming that reflects all regions of the country and broadcast at least 15 hours per week of Canadian programming for children under 12. The CRTC made its decisions after receiving and considering more than 8,000 submissions and interventions during the licencing renewal process. International PARIS - A French patient infected with a deadly new respiratory virus related to SARS died Tuesday of the disease, which has killed half the people known to be infected and alarmed global health officials. The novel coronavirus is related to SARS, which killed some 800 people in a global epidemic in 2003. Dr. Margaret Chan, head of the World Health Organization, singled out the illness in a speech on Monday in Geneva. “We understand too little about this virus when viewed against the magnitude of its potential threat,� Chan said at the annual WHO meeting. “We do not know where the virus hides in nature. We do not know how people are getting infected. Until we answer these questions, we are empty-handed when it comes to prevention. These are alarm bells. And we must respond.� WHO said in an update earlier this month that 20 of the 40 confirmed cases of the disease have ended in death. Most of those infected since the virus was identified last year had travelled to Qatar, Saudi Arabia, Jordan or Pakistan. There also have been cases in Britain and Germany. The ministry said the Frenchman, whose illness was identified May 8 after he returned from a visit to the United Arab Emirates, died Tuesday. His hospital roommate also tested positive for the illness. *** CANBERRA, Australia - Australian officials on Tuesday refused to confirm or deny whether Chinese hackers had stolen the blueprints of a new spy agency headquarters as a news report claims. Australian Broadcasting Corp. television reported on Monday night that the plans for the 630 million Australian dollar ($608 million) Australian Security Intelligence Organization building had been stolen through a cyberattack on a building contractor. Blueprints that included details such as communications cabling, server locations and security systems had been traced to a Chinese server, the network reported. Des Ball, an Australian National University cybersecurity expert, said China could use the blueprints to bug the building, which is nearing completion in Canberra, the capital, after lengthy construction delays. Ball told the ABC that given the breach, ASIO would either have to operate with “utmost sensitivity� within its own building or simply “rip the whole insides out and ... start again.� Attorney General Mark Dreyfus, the minister in charge of the spy agency, on Tuesday refused to confirm or deny the report, citing a longstanding government policy of declining to comment on security matters.

Whitfield keeps door open after retirement National TORONTO - Olympic triathlon champion Simon Whitfield says he’s semi-retired. The 38-year-old native of Kingston, Ont., is keeping the door open on a return to full-time racing but told reporters there was just a 10 per cent chance he’d make a comeback to the sport. Whitfield made the comments today at a news conference for the second annual Toronto Triathlon Festival. Whitfi eld represented Canada at four Olympic Games, winning gold in 2000 when triathlon made its Olympic debut. He won silver in 2008 and was Canada’s flag-bearer at the 2012 Summer Games in London. Whitfield is planning to compete in the Toronto Festival Triathlon on June 21. *** EDMONTON - Canada was missing a key component ahead of its important match against Costa Rica: a complete roster. The men’s national soccer team still hadn’t practised with its entire squad 24 hours before Tuesday’s game against the Central Americans, despite training all weekend in Edmonton. “One player actually arrives (Monday night) so it’s not ideal preparation national team-wise for sure because the guys have come in dribs and drabs,� said interim head coach Colin Miller as training concluded on Monday. The Keep It Clean Campaign is a Community Pride Program to keep our City clean all year long. Volunteers are critical to this campaign and each person can make a difference in the appearance of the City by not littering and picking up litter whenever you can. In conjunction with this campaign the landďŹ ll will also be open free to Residents of Estevan For the week of May 27th – June 2nd 2013. You can assist by: • Walking through a park near you and picking up litter • Picking up litter on your property, back lanes and boulevards around your property • Picking up litter anywhere you see it Guidelines for free Disposal (Proof of Residency) • Items allowed to be dropped off for free include furniture, tree branches and regular and regular household garbage and does not include appliances that contain Freon. • Items “notâ€? allowed anytime: all hazardous materials, tires, paint, computer components, televisions, propane tanks, oil and petroleum by products. • All loads must be completely covered or secured to prevent littering while in transport • Any waste from rural customers “Will not be accepted Freeâ€?
