Money Problems?

Clean coal on a roll By Norm Park

It’s up, it’s operating, it’s doing what it was designed to do. The Boundary Dam Unit 3 – carbon capture system began the task of removing one million tones of carbon dioxide gas from the environment on Oct. 2. SaskPower officials, politicians, researchers and 200 more invited guests from the international community were on hand to celebrate that fact and to see first-hand how the $1.4 billion system worked. On the Wednesday afternoon prior to the Oct. 2 official launch, Cenovus Energy Inc., the recipient of the CO2, picked up the gas right from the plant when it entered their pipeline that is attached directly to the capture plant sending it to their nearby well sites to be used for enhanced oil recovery systems. “It was 2,300 hundred tonnes, and we’re being paid for it,” said SaskPower president and CEO, Robert Watson, after stating to an applauding audience of about 250 invited guests, that “It works. It’s working.” “We started picking the CO2 up at 3 p.m. yesterday,” said Cenovus spokeswoman Jessica Wilkinson

who made the trip from the company’s Calgary headquarters to attend the celebration and who spoke with the Mercury following the official launching ceremonies. “No glitches, the quality is very high.” To address the growing problem of greenhouse gas emissions and emerging environmental regulations, the carbon capture capabilities at Saskatchewan’s largest power plant production hopes to do just that. Wall said the province’s quest for balance when it comes to what’s best for the economy and the environment, led them to this project and this specific day of celebration. “We had a choice of low-cost energy versus higher cost but better for the environment decisions … until today,” said Wall, noting that 1,200 new coal fired plants were being planned around the world as he spoke. “That’s why coal is still part of the mix. There is reason for hope as of today. The message is that maybe there is more choice after all.” Wall said the message has been sent that technological solutions can be found, noting that the new capture system includes zero fly ash emissions, too,

as well as nearly eliminating all the CO2 and all the SO2. “This is the first generation of this technology and it has received a lot of media coverage,” the premier said, thanking the federal government for its $240 million cash injection into the $1.4 billion project at the early stage of development, in 2010. He said the decision to move forward with the project wasn’t an easy one, but rather one filled with a lot of discussion and tension. Thanks to the professionalism of the SaskPower team however, including their board and dedicated unionized employees, they’ve managed to put the words clean coal, back into the vernacular as to what SaskPower can provide, he explained. Greg Rickford, Canada’s Minister of Natural Resources was also on hand, noting that the federal government was on board as early as 2008. It was also noted that Souris-Moose Mountain MP Ed Komarnicki had been championing the project since its inception, said the company’s leader. “Saskatchewan’s resource economy is becoming a powerhouse, an energy super power and it’s on the leading edge of clean

technology,” said Rickford. “Sorry Mr. Obama, we’re leading the way. This project represents a major step forward for clean technology,” he added. With Saskatchewan now in a position of global leadership in the removal of carbon dioxide in a commercial-sized generating unit, there was speculation as to what the next steps would be. One million tonnes of CO2 is being removed, the equivalent of taking 250,000 gasoline powered vehicles off the road annually, while still producing 110 to 115 megawatts of electrical power into the provincial grid. “Saskatchewan’s expertise will be in high demand,” said Rickford. “The world will be looking to Saskatchewan for responsible resource development in the future.” Watson noted that the project involved over 1,700 contributors, especially the construction crews. “Coal is not going away,” said Wall, following the viewing of a short video that showed the progress from planning stages to construction completion. “Not too many people get to celebrate something as big as this every day, so enjoy,” said Watson.

Preseason and its relevance The intensity of playoff baseball is still in full gear but other pro sports have entered preseason mode. Who cares though, right? Well, I kind of do, because I don’t care much for baseball - eye roll and colour me purple all you want, it’s okay - but the preseason is an interesting beast all on its own. And just for the record, I don’t hate baseball. I do catch a glimpse of playoff baseball here and there, which I do find quite entertaining, it’s just not entertaining enough for me to watch it religiously like I do with, for example, the NBA. Ouch, I’m sure that stung for a lot of you. Sorry, but not really. The preseason in pro sports, or any level really, is often considered meaningless. In the grand scheme of things, it unequivocally is. Standings aren’t affected whatsoever and any points or goals accumulated during that short period of time are washed away once the regular season begins. No matter how impressive an individual or team performance may have been, it gets swept under the rug. Why then, are sports fans so enamoured with what transpires during preseason matchups? You talk to some people or read reactions on social media and the vibe resonating from these interactions is a surprising amount of excitement. I’m someone who enjoys watching the preseason, and without a doubt, part of it I think has to do with the simple fact that your favourite teams are back in action, ready to deliver some hard-hitting, slam dunking action. I love basketball, but I gotta give hockey credit where its due;

Writing Prevents That Sinking Feeling

hard-hitting sounds way more impressive than slam-dunking. However, there’s also the slight foreshadowing the preseason provides us with that either instills excitement within us for what’s to come, or alarm bells that ring louder than a space shuttle launch. Let’s look at last year’s Seattle Seahawks for a moment. They won their first Super Bowl in franchise history. A 4-0 preseason record was followed up with a 13-3 regular season record, which, of course, led to a championship. In this case, a hugely successful preseason resulted in the highest level of achievement. The 2012-2013 Los Angeles Lakers were primed for a title run with the acquisition of two-time MVP Steve Nash and eight-time all-star Dwight Howard. Combining these two with the Lakers existing star power that included Kobe Bryant and Pau Gasol, the buzz surrounding the team and their chances at a championship was astounding. The Lakers went 0-8 during their preseason matchups. Many attributed this to the fact that Howard only played in two games as a result of some minor injuries and the fact that they were still figuring out how to balance the overwhelming amount of talent the team contained. The Lakers got trounced a handful of times

during the regular season, BARELY made the playoffs, and by then, it was no surprise they were swept in the first round by the far superior San Antonio Spurs. Then there are teams like the Toronto Maple Leafs who over the past several years have had mediocre, or slightly above average preseason records, and then end up with an equally lackluster season that nearly reflects the way they started during that meaningless preseason period. They certainly don’t follow a straight and narrow path of success or failure, but instead, take this bizarre route that includes some impressive highs and miserable lows throughout the season that ultimately puts them where you would expect if you were to use the preseason as a crystal ball. Anomalies are, of course, scattered throughout history when it comes to preseason success or failure equalling out to an equivalent story during the regular season. But it does appear that teams that do terribly during the preseason quite often perform poorly, sometimes very poorly, while teams that do incredibly well during those exhibition games do, in fact, carry that momentum into the regular season. No, it’s never written in stone, but you can get a sense of what’s to come and sometimes that early prediction can become reality. Except when you’re cheering for the Leafs, where failure is almost always imminent no matter how many goals you’re up by with less than five minutes in a series-clinching playoff game. I’m a Leafs fan by the way.

Durum crops in a state of flux For a moment this week I was pretty sure I had somehow slipped back a year, or two in time. I was browsing a farm newspaper website and there was an article about Canadian durum producers lamenting the lack of competition for their grain in Canada, and how prices south of the border were often double those here. It sounded very much like the complaint often pointed toward the Canadian Wheat Board when it was the single desk seller for wheat, durum and export barley in this country. The CWB was the great barrier to competition. The CWB was the reason Canadian prices were often cited as lower than in the United States, because again there was no competition. Now, more than a year out from the federal government ending the CWB’s single-desk selling authority, durum producers seem to be exactly in the same place. The Western Producer noted in an article “Larry Weber, an analyst with We-

Calvin Daniels Trader Agriculture Columnist ber Commodities, said the price for No. 1 CWAD 13 per cent durum was as high as $14.80 in Montana and North Dakota last week, which was $7 per bu. higher than the Canadian price.” Now that is a huge discrepancy to be sure, and in a post CWB world there is no hope for a final payment down the road based on pooling the sale of durum over the crop year to bring the two prices more into line. Of course there are added costs for producers too eyeing the US market, particularly trucking fees for added highway miles depending on location, although they will not equal a $7 bulge. So there is a question to be asked here, why has the end of the CWB single desk

power not translated into the competition the federal government and open-market proponents long predicted? It is not to suggest here that the CWB was the wonderful and great entity its staunchest supporters may have suggested. And, it is not to suggest a government, which believes in a policy change should not proceed with it. But if the change is failing to produce what was expected for a product such as durum, then it has to be worrisome. It might be reasoned the answer is a simple as not growing durum moving forward if local buyers won’t pay for it. That however, is shortsighted in terms of Prairie farmers trying to hold onto a diversified cropping mix, and away from monoculture systems such as soybeans or corn are for many stateside. Durum has long been a crop many in the southern area of the Canadian Prairies can grow well, and to lose that crop based on low prices in this country at a time miles away demand is strong in the US, just leaves a lot of questions demanding answers.

As with most memorable trips, getting there was half the fun. With the residents of Estevan and most of southeast Saskatchewan realizing the potential importance of having a for real, first class clean coal project launched in our midst, it wasn’t difficult to get the bandwagon rolling. Estevan isn’t known as the Energy City for nothing. It’s a deserved title and one that •

local citizens take pride in regularly. Business leaders and the general population, having had SaskPower as a corporate partner and neighbour for decades, set out to convince the corporation’s administration and technical experts that it could be done. There was also a lot of persuading to do with politicians at the provincial and federal levels, getting them on the same assurance levels as the local citizenry. With all this in mind, a local committee was formed to begin the task of gentle and sometimes not-so-gentle persuasion at

March 25, 2008 - A huge stamp of approval was received when Prime Minister Stephen Harper arrived in Estevan to confirm the federal government’s participation in the project to the tune of $240 million. Although it had not been clearly decided that this project would get off the ground, the federal funding provided a clear note of assurance and insurance. Aug. 20, 2008 - The company was making its own presentation to the Clean Coal group and France was already indicating to other potential global partners, their willingness to jump into the mix in one form or another when they sent engineer Iskender Gokalp to Regina and Estevan to check into the early progress and potential. Aug. 2008 - SaskPower was ready to make a call for proposals. That busy work was completed by the end of the year and in February of 2009 we here at The Mercury, reported there was a feeling within the community that “we are getting closer” to having something concrete to put together soon. Oct. 21, 2009 - There were fears being expressed that the clean coal momentum was being lost in a slurry and flurry of red tape issues, but by the early part of 2010, Feb. 24, to be more exact, it was announced that Hitachi was being awarded the contract to build a new turbine for Unit 3 at Boundary Dam. It was suggested that the turbine would be built with a capturing element built into it.

with a follow-up meeting held less than a month later. By July of that year, the Clean Coal Coalition was already making noise with the provincial government, eliciting a response from Ken Cheveldayoff, then minister of the Crown Corporations. While the local group was beginning to make headway, so was SaskPower as they began to convince themselves and others that this might be a doable project, especially if they had the backing of the City of Estevan and its citizens.

March, 2010 - SNC Lavalin was selected as the main construction contractor for the project, if the project were to move forward while Shell CanSolv was selected as the company to provide the amine liquids for the postcombustion project, if it were to go ahead. March, 2010 - SaskPower came to the public in Estevan with an open house event and then the project went quiet for several months with a lot of quiet work going on behind closed doors as deals began to take shape. April 26, 2011 - The big news arrived. The announcement was made that a $1.24 billion carbon capture project was going to move forward at Boundary Dam, making it the largest capital project in SaskPower’s history. July 20, 2011 - Stantec was awarded the contract for engineering consulting services for the project. This was a $30 million deal. Aug. 24, 2011 - The federal government’s Environment Minister Peter Kent visited Boundary Dam to talk about the upcoming regulations governing greenhouse gas emissions, giving credence to the BD3 project since it was made clear that if there had been no clean coal project, Boundary Dam’s days would be numbered, beginning in 2015. Nov. 2011 - 140 construction crewmembers were on site at Boundary Dam, starting the excavation and site preparation for the major work ahead. At the same time, talk about a reference plant to be attached to the Shand Power Station, began to hit the headlines.

Dec. 2011 - the huge CO2 stripper vessel arrived in Estevan. The 70 foot 500,000 lb. unit was brought in on a flatbed trailer with 224 tires under it to comply with highway regulations. The trip took several days from the vessel’s manufacturing site in Edmonton. Construction workers on site now numbered in the hundreds as housing became an issue for the temporary workers. March 21, 2012 - The Shand test facility received the green light on SaskPower and Hitachi sharing the $60 million construction cost equally. July 15, 2012 - SNC Lavalin management noted that another project was at the halfway mark in terms of site construction requirements. Oct. 2012 - Another SaskPower open house was offered to the Estevan population, which provided plenty of updates on the project. Dec. 26, 2012 - SaskPower and Cenovus announced they had a deal wherein Cenovus would buy the CO2, up to one million tonnes a year, to provide back up enhanced oil recovery resources for their 550 wells in the nearby oil patch that were producing 27,000 barrels of oil per day. May 22, 2013 - It was reported that construction of the test facility at Shand was moving along efficiently and at the Aquistore site, underground sensors were being installed to ensure safety and to provide varying degrees of information to the operators.

Sept. 4, 2013 - The Mercury provided a report informing its readers that Premier Brad Wall, accompanied by North Dakota Senator Heidi Heitkamp had toured the nearly completed BD3 project with Heitkamp. The logistics surrounding the Saskatchewan experience, she said, could easily be translated to power generation and oil recovery in her home state. Oct. 23, 2013 - SaskPower president Robert Watson stated that the BD3 project would be about $115 million over budget due to a series of events that had caused slight delays and cost over runs, including the removal of lead paint and the possibility of some asbestos surfacing in the old Unit 3 generator section at Boundary Dam. Work on the carbon and sulphur dioxide capture island, however, was pretty well complete and being readied for testing once the new generator was installed in Boundary Dam. Feb. 9, 2014 - The Shand test plant’s desorber and absorber were in place and by the end of February, there was a note coming from SaskPower that the originally intended launch date of early April for the BD3 project would be put back to a later, unknown date. Oct. 2, 2014 - The day for an official launching was noted and nailed down. It was celebrated by all those who had played any part in the project, including the citizens of Estevan, who had expressed no doubt in the concept, way back in 2007.

Bruins lose to Mustangs, beat Mils Tuesday’s game was one the CanElson Drilling Estevan Bruins would like to take behind the woodshed, shoot, bury and never speak of again. It was not the team’s most shining moment, as they were spanked 6-1 by the Melfort Mustangs at Affinity Place. The Bruins now sit at 2-5 on the season. In contrast to some other games this season, the Bruins started the game well, but the Mustangs gradually took control later in the first period and scored two goals. Tristan Frei opened the scoring at the 12:31 mark on a rebound, and Justin Boyer made it 2-0 five minutes later on a shot that appeared to glance off a defenceman. Melfort extended their lead halfway through the second period when goalie Brett Lewchuk got a piece of Andrew Durham’s shot, but it trickled through him into the net. The Bruins got on the board a minute into the third period on a power play, with Darcy DeRoose popping in a pass from Jason Duret. The Mustangs would score three unanswered goals later in the period. Congratulations to Dalis Prawdzik for her first place performance in her age group and to Bradon Zieglgansberger who placed third in his group. Congratulations to the Midale Central School junior girls’ volleyball team on winning all five games played in Midale at their home tournament on Saturday, October fourth. They won their tournament by beating the team from Pangman. They played Radville, Weyburn, Estevan and Pangman teams throughout the day and then faced Pangman again in the final. Congratulations to the Midale and Area Rec Board on another successful Fowl Supper that was held on Sunday, October 5. They are very grateful to everyone who came out to

support them and are so thankful to all that donated their time, vegetables and desserts. The event would not be successful without them. The Midale Catering Club did an excellent job in preparing the meal that everyone enjoyed. I haven’t gotten one in about three years, so right now the feeling is pretty surreal,” Lewchuk said of the goose egg. He said the team’s blue line had a lot to do with the shutout. “I think my d-men were just letting me see all the pucks. I didn’t really have to make too many difficult saves. They were blocking shots all night.” Despite the final result, the Bruins’ start to the game was anything but ideal. “I thought we were re-

Limiting them to four shots is pretty crazy,” Lewchuk said. The Bruins finally broke through in the third period. At the 2:30 mark, Ryan Duret sent a pass across the front of the net intended for Chase McKersie, but it went off a defenceman and in the net to get the Bruins on the board. Later in the period, defenceman Josh Rieger caught Mils goalie Josh Bykowski off guard, scoring on a wraparound from his knees. “It was a great play. I think he was caught in the zone a little long, but he made the most of it. You got a glimpse at what kind of skill he possesses. For a defenceman, he’s a pretty heads-up guy with the puck,”

The coach added his starting goaltender had an “awesome” game. “I thought Lewy struggled to contain pucks in the first period and there were too many pucks lying around the crease area, but I’d rather have that trouble than making saves, and then he corrected that in the second and third. He was lights out for us tonight.” The game marked the regular season debut for defenceman Zach Douglas, who missed the team’s first five games recovering from a broken collarbone. “It’s nice to have him back,” Lewgood said. Meanwhile, two other players are still out with injuries. Lewgood said forward Keegan Allison (shoulder) could play during a homeand-home series with the Weyburn Red Wings this weekend. Meanwhile, recently acquired forward Taylor Ross (ankle) is at least a week away. The Bruins and Red Wings will face off tonight at 7:30 p.m. at Affinity Place, followed by a game in Weyburn Saturday.

The goals for the spring of 2015 are to get the siding finished on the buildings in the village as well as get more signs made and put up. The committee is grateful to Ken Swenson for donating a much needed fridge for their concession booth. They are also thankful for Gary Hughes and Cory

Torgunrud for putting up the signs on the highway so people could stop in and attend. This was previously done by Marlon Waite and Keith McGregor. Marj Clauson was a wonderful help getting things organized and spreading the word to get people to attend. The committee is very grateful to all those who came out to attend the event and they hope to see everyone again next year. Plans are continuing on their anniversary for 2016. Qualifications:

Minimum 2 years Oil and Gas Service or related industry. Minimum 3 years of experience in an HSE role. CRSP, CSP or equivalent (or working towards certification). Adaptable and demonstrated ability to work under intense situations. Demonstrated ability to deal with confidential issues in a sensitive, efficient, and professional manner. Experience with incident investigation and statement taking. Experience in gathering, compiling data and preparation of reports. Knowledge of Hours of Service auditing experience would be beneficial. This position requires regular field travel. (60% of the job duties are field related)

Provincial News Evacuation continues at derailment site WADENA, Sask. Residents of a small community east of Saskatoon who were forced from their homes by a fiery train derailment are awaiting word about when they can return. The CN freight train derailed Tuesday near Clair, and a few of the 26 cars were carrying petroleum products and caught fire. Wadena fire chief Harold Narfason (nar-FAHson) says the 50 residents won’t be allowed back until conditions are deemed safe. He says officials are

meeting this morning to assess the situation. Narfason says air quality appears to be fine since a CN crew and contractors working on removing the rail cars from the track bed aren’t wearing any breathing apparatus. He says one small fire continues to burn, but says it’s not a major concern.

“It’s burned itself pretty much out,” Narfason said early Wednesday morning from about one kilometre from the derailment. There is a herd of buffalo about half a kilometre from the derailment, but Narfason says there’s no concern for their health and safety at this point.
