I don’t know what you have to prove or what you are compensating for but isn’t there a city bylaw about excessive noise? Boundary Lodge a home away from home Boundary Lodge is an employee’s home away from home There are a lot of different opportunities for developers to introduce more accommodation options into the Estevan and area’s desperate market, and the latest man camp was opened just northeast of the Energy City this past summer. P T I G r o u p I n c . ’s Boundary Lodge was open to media and others for tours last week, and the Trader Express received an inside look at the new complex. The lodge first opened 150 rooms, which are all full, and just a few weeks ago opened the remaining approximately 200 rooms, for a total of 346. The rooms at the lodge are all private, single-bed rooms with private bathrooms. The lodge features a corridor layout, so once inside, guests don’t ever have to step outside again to get to the dining room, entertainment rooms or any of the other guest rooms. Less of a problem in nice weather, it’s a pleasant perk during the winter. One corridor features VIP rooms, which add an extra 30 square feet to the standard 120 square foot rooms. There are also a few wheelchair accessible rooms with large showers. Fred Bannon, PTI Group’s senior vice president of operations, said their lodges are run similarly to hotels with some key differences. “The DNA is about 90 per cent the same,” said Bannon comparing hotels with the new camp. “But what’s different is really different,” he added with a laugh. He said the fundamentals are the same in terms of creating a clean, comfortable and friendly environment. “What’s different is that I compare it more to a
cruise ship than to a hotel, because you have a group of guys who are here largely because their employer puts them here. The person who’s staying here may not be paying, but he is your guest, and they may have different perceptions of what they want. You still want to treat the person who’s staying here as that guest. You want them to be happy and comfortable.” The cruise ship comparison makes a lot of sense when Bannon talks about the responsibility they feel at the lodge in terms of food and entertainment. Bannon said PTI Group decided to enter Estevan after realizing the need in the area. He said he wished they had come a couple of years ago. “We just identified Estevan as an area where there is a lot of stuff going on but doesn’t have the available accommodation space,” said Bannon. “What we’ve seen happen in small towns, and it happened in Fort McMurray to the extreme, is if you don’t have accommodations, the workers come anyway, and then it really messes up a town. It can destroy the fabric of a town.” He pointed to instances where houses are being rented out to eight or 10 individuals, which ultimately leads to problems. “I know there have been some times where people think they can build the places and then the workers come. But the workers are coming anyway, and if you can’t properly accommodate them, they’ll find their own way, and you probably won’t like it.” The lodge makes sure to feed its residents three times a day. Breakfast is served each morning, and workers can gather up lunches to go. When they return in the evening, supper is prepared for everyone

The kitchen has seven employees, but could expand to as much as 13 or 14 when the lodge is full. The freezers are stocked with enough food to feed the guests for about a week. “We’re responsible for 100 per cent of your nutritional intake, and we need to supply variety,” said Bannon. “I can serve you prime rib and king crab legs every day of the week, and you’ll come back after three or four weeks asking ‘Can I have something different?’” Bannon said another difference from hotels, is that many guests spend long stays at the camps. Some people stay in their lodges for years, he said. “It becomes like home. Those guys come and go every 21 days or 14 days, some of them for years,” added Bannon. The company’s motto is well rested, well fed and safe. Quiet times are
enforced at the lodge. “We have onsite security,” said Bannon. “But it doesn’t have to be oppressive or even confrontational or anything like that. I’ve found in my years in the work-force lodge business that a lot of the guys police themselves.” If someone comes into the dining area with dirty work clothes, he said staff usually don’t have to say a word. Other guests will enforce the rules because the lodge is their home too. Bannon said there is a zero tolerance policy regarding violence, abuse or drug use, and any abuse of those rules leads to an immediate removal of camp privileges and the offender is no longer welcome on the site. He said employers appreciate it and added that in some instances an issue with a worker can be brought to an employer and things are usually sorted out after that without further problems.

There’s no excuse for a lack of inspiration In a particular moment of weakness, I found myself struggling to find inspiration staring at a white page on my computer screen. That’s when inspiration came crashing down on me from above like a ton of bricks. After relieving myself from the pile of debris, inspiration itself seemed like a topic worthy of commentary. Where do we get it? Why do we get it? How are we inspired to persevere day after day? Last week I interviewed a man who has spent his entire life without limbs, born with no arms and no legs. Chris Koch was preparing to climb nearly 2,000 steps to the observational summit of the CN Tower. If that doesn’t inspire you, what the hell does? People love conflict, and what gets our blood really flowing is someone overcoming that conflict. I don’t mean conflict resolution. We love seeing people set up obstacles that are beyond conquerable, only to see those obstacles swatted aside like the mild pests the heroes of our world make them appear to be. I’ve always loved the story of Terry Fox. I don’t remember much of my early childhood, but I do remember having a Terry Fox shirt that I just loved. Sure, my attachment had less to do with the one-legged man running daily marathons across one of the widest countries
Jordan Baker Thoughts From My Fingers on the planet and more to do with the dude with the awesome robot leg, but I feel like Fox and I have always had a special bond since. Everybody needs inspiration in their lives. It isn’t simply for the writer searching for a muse or the artist hoping to find one more image compelling enough to recreate. We need inspiration to get our tired selves out of bed in the morning. These don’t need to be big, sweeping things that make our spirit soar. I get out of bed because I’m inspired by my work. I get to chat with people like Chris Koch and learn about people’s stories every day. If ever there is a time I don’t feel inspired, I deserve a good slap in the face. There’s never any shortage of people with incredible stories and speaking with them, hearing about their struggles and successes is a great way to fuel the tank. And it isn’t just wildly handicapable people who inspire. Last week I spoke with
Nancy Zeleny about Challenge Day, an event at the Estevan Comprehensive School that empowers teens to make changes in their lives and seeks to foster a community of respect. For some people, high school is a horrible experience. If you went through those four years problem free there was at least someone you knew who was living the worst years of their lives. I knew those people. The week before that, I spoke to members of the Sikh community and learned about how they are integrating into the Prairie lifestyle. Hearing about a minority group making lives for themselves and doing great things in our community makes me feel pretty warm inside. People are doing things together to make lives better throughout our community. I get inspired every week. There should never be a lull when it comes to inspiration. Not everybody speaks to new and interesting people each week as part of their job, but there are many other sources of inspiration. Find something to set your heart on fire. If you find yourself uninspired, just look out the window. It’s fall. The season is changing, and our surroundings are as colourful as they will ever be. Watch the sunrise or, if you’re like me, probably just the sunset. Be inspired.
Food cost a minor concern in our privileged world Consumer concern over their food has always fascinated me. I totally understand that we should hold some interest in what we eat. It is a matter of what should be a general goal to live healthy, which includes different aspects of life from getting some level of exercise to trying to avoid stress and similar factors, including what we put on our plates. But in the case of food, two prevailing factors seem to overshadow the concern. On the one hand, consumers are still looking for their food to be low cost. It doesn’t take much to get a gathering of people talking about the “high cost” of food. The concern over the cost really appears out of sync with the rest of our consumerdriven world. The other day I am talking to friends, and the topic of blue jeans came up. The young woman in the group was wearing a pair of jeans that cost $180. Should we worry about the cost of a pound of ground beef in a world where people pay $180 for a pair of jeans? And no this was not someone earning a six-figure salary. She works at a pretty standard job here in Yorkton. My son came to the house the other day wearing bright orange running shoes. They cost nearly $100. If bread were to rise a few cents to ensure farmers a better return, should that be an issue in a world where people in our city regularly invest $100 plus in running shoes? It is easy to look at our paycheque and wonder how it so easily disappears each
Calvin Daniels Trader Agriculture Columnist month, and trips to the grocery store are an easy target as we carry the bags to the car having just paid the bill at the till. It becomes a tangible element of our cost of living, unlike car payments, mortgages and utility bills increasingly paid by a computer program, which somehow makes those costs less “real” for consumers. The cash involved never passes through our hands. We most likely don’t even have to punch a PIN number into a keypad for the money to disappear into payments. And that brings us to the second consumer issue: Food safety. There is concern over the impact of genetically modified food crops hitting the table. There are questions about what the use of crop protection products might mean to what we eat, and what might happen to our health when we consume them? Such issues should be something consumers are at least aware of and be willing to ask questions about. But I question why what farmers do seems to be the primary focus for consumers. I at least have an idea what wheat flour is and understand a herbicide applied for weeds was something used a long time before the
grain was harvested, ground into flour and baked into my bread. But when I look at the ingredients of a soda pop or some baked good with a shelf life that stretches months into the future or bacon that can be stored without refrigeration for months then cooked in seconds in a microwave, there are chemicals involved that have every vowel in the English language, and their pronunciation is a greater mystery than the pyramids of Egypt. Yet we don’t hear about consumer negativism to such chemical cocktails in our food like we do over what a farmer uses to protect his crop from weeds and insects. I might suggest on the one hand consumers accept the chemicals for the convenience and taste they offer, while they feel they gain nothing of consequence from farm-applied chemicals, so they can feel good about standing up for safe food. Now, that might be somewhat cynical of consumer motivation, but other possible reasons for the disparity of concern are less easily identified. There is after all some skepticism created if someone who smokes worries about whether their canola oil is GM, just as the cost of food might not come across as a real concern for someone paying hundreds for jeans and running shoes. It comes down to farmers still producing a safe food supply and generally realizing far less return on investment than most businesses out there, and that is something consumers really need to understand to better appreciate the food they eat.

Pick-and-pay offerings will be mandatory National MONTREAL - The Teamsters union is warning of a potential strike or lockout at CN Rail starting on Oct. 28. The Teamsters Canada Rail Conference said in a statement Monday that its offer to continue a conciliation effort, which ended Oct. 7, has been rejected. The union represents some 3,300 conductors, trainmen, yardmen and traffic co-ordinators at CN. Spokesman Roland Hackl says the union is ‘‘extremely disappointed‘‘ by CN’s refusal to extend mediation to forge a contract to replace one that expired July 22. He said the railway is using an old tactic of ‘‘pointing a gun to its workers’ heads to force them to make concessions.” Hackl said the concessions being sought would see CN workers work longer hours with less rest time in between trips. He said this ‘‘flies in the face of scientific research on fatigue management‘‘ and seems to contradict CN CEO Claude Mongeau‘s July statement that railways
had to make safety their “number one priority.” “CN’s managers have to walk the walk and talk the talk; they have to understand that people are not machines and that you should never place profits before people,” added the union statement. *** OTTAWA - The federal government will unveil plans this week to force cable and satellite TV providers to offer consumers so-called pick-and-pay services, says a prominent cabinet minister. The move will be part of a consumer-first agenda to be included by the Conservatives in this week’s speech from the throne. Consumers are frustrated over being forced to buy large bundles of channels they don’t want when they sign up for satellite and cable TV services, says Industry Minister James Moore. Companies such as Videotron in Quebec are already moving in the pick-and-pay direction, largely because consumers are shying away from traditional TV and are instead watching programming over the Internet.
As viewer habits evolve, there’s no reason why all television service providers can’t offer consumers the ability to pick and choose the channels they want, says Moore. “We don’t think people should be forced to buy bundled television channels when they’re not interested in watching those channels and those shows,” Moore said in an interview with The Canadian Press. “We should have a pick-and-pay model when it comes to television channels.” The two largest cable and satellite TV service providers — Bell and Rogers — offer subscribers basic packages that include the main television networks and selected other channels. But upgraded packages, at a higher cost, have channels bundled together by category or viewing interest. Quebec’s Videotron has recently offered subscribers the ability to choose five individual channels at a time from a list of choices, on top of their basic service. Bell has also offered a similar pricing structure, but only in Quebec.

Enhanced RCMP program waiting on revenue resolutions The drive to introduce an enhanced RCMP officer into the region has been stalled in the negotiation process. The RM of Coalfields and Browning have been working together for more than a year to create the position in order to provide better monitoring of the RMs’ roads and to enforce bylaws within their municipal boundaries. The program would cost the RMs about $120,000 per year, with each municipal-
revenue from fines issued by the constable. “Right now it’s on a hold until we can figure out if the revenue will be coming to the RMs to be split, otherwise it’s a big expense and no revenue,” said Val Pelton, RM of Coalfields administrator. “That’s what we were promised in our one meeting, but in our September meeting that’s not what they told us. They said that, in fact, it would be going back to the Sask. Police Commission

and the Ministry of Justice.” “We could never get a straight answer on the percentage of fine revenue that would come back to the municipalities if this program went through,” said Greg Wallin, RM of Browning administrator. “When it came down to the 11th hour — when it was time to sign the agreement — was the first time that we got the 100 per cent answer, that no, the fine revenue does not come back to us.” Wallin noted they are working with the Saskatchewan Association of Rural Municipalities and the Saskatchewan Urban Municipalities Association to try to create some sort of shared revenue plan. The RMs have communicated with the Ministry of Justice, suggesting they would be open to sharing the revenue as long as the
RMs received a cut. “But there better be more than five per cent retained in the RMs,” added Pelton. The groups haven’t met since September, and Pelton said they may not sit again until early next year, as they are unsure of how often representatives from the organizations out of Regina and Saskatoon would be coming to the area. “It was a big surprise,” said Wallin about learning they wouldn’t receive any money from fines. He added that though they would like to receive some of the revenue that their prospective constable brings in, the most important think for the RM of Browning is to have the RCMP officer in place for public safety reasons. “It’s not a big amount of dollars either way. I think
that having the police itself to save traffic accidents is more beneficial than what the revenue would be,” said Wallin. He added the RMs would have been happy with the revenue split urban centres receive at 75 per cent to 25 per cent. The RM of Browning has been having discussions about hiring an Enhanced RCMP officer for a number of years now, and they are very interested in moving this process along quickly as long as its right for the RM’s ratepayers. “We’re still hoping that we can commence this year. Detailed video reviews. “One camp is equivalent to three months of club football,” said veteran midfielder Julian de Guzman, who captained Canada last time out. Floro, 61, brings with him a wealth of experience, having managed clubs from Real Madrid in Spain to Monterrey in Mexico. He’s trying to instill that knowledge in a Canadian squad that has seen little success of late. Floro says he needs a lot more time with his Canadian talent, especially since a lot of the young Canadians in MLS are not starting. “We need a lot of camps,” he said in a media conference call Monday. While Frei won’t speak an ill word publicly, it seems clear he feels betrayed by the way he has been treated by the club after losing his job through injury and not getting a chance to win it back.

Tips if you get into a fender bender (NC) Whether you're an experienced road warrior who drives three hours a day or a brand new driver, would you know what to do if you were involved in a fender bender? Research by TD Insurance indicates only 31 per cent of Canadians say they are extremely likely to know the exact steps to take in this situation. Dave Minor, a vice president at TD Insurance, suggests following these steps from TDInsurance.com, if you get into a fender bender: • Move your vehicle – Half of the Canadian drivers (51 per cent) surveyed incorrectly believe that if they've been in an accident, they should never move their vehicle from the road before the police come or they will not be able to determine who was at fault. This isn't always the case. If you're able to safely move your vehicle out of the flow of traffic, while protecting your vehicle from further damage, do so. • Keep calm and carry on – Try not to panic or make any rash decisions. When speaking with the other party involved, don't accept money or fault for the fender bender and don't agree to just “forget about it”. • Contact your insurer – Three-in-ten Canadian drivers (28 per cent) incorrectly believe that if they are in an auto accident, they only need to report the incident to their insurance provider if their car has sustained significant damage. The reality is that your insurance policy requires you to report any accident involving loss or damage to people or property. If you don't report it, it may affect your coverage. If another driver involved reports the accident, their insurance company may contact your insurance provider, which could lead to cancellation or non-renewal of your policy. • Take notes – Include details of the accident and identification of the vehicles and people involved. If possible, take pictures and/or draw a diagram of the accident scene to assist with documentation. Keep a notepad and pen in the glove compartment, just in case.

Duties and Responsibilities: The successful candidate will demonstrate excellent interpersonal communication skills. This person will handle incoming telephone calls, general public inquiries and complaints, and will communicate via radio transmissions with members on patrol. BYLAW ENFORCEMENT OFFICER Hours of Work: Full Time - Monday to Friday Duties and Responsibilities: Enforcement of City of Estevan Bylaws, Property Maintenance, Parking Enforcement, and Animal Control. Respond to incoming complaints and general public inquiries regarding Bylaws. Issue tickets for Bylaw offences and maintain a daily report management system. The Successful Candidate: Must possess a valid driver’s license Must have suitable computer skills Must possess excellent interpersonal communication skills. CEMETERY Under restrictions in the City of Estevan Cemetery bylaw Section 7 “Regulations Governing Cemetery” article 7.17 we ask that everyone who has loose objects and memorabilia sitting on/around the gravesites at the Estevan City Cemetery to remove them during the winter months, October 16, 2013 – April 14, 2014 inclusive. The City assumes no responsibility for missing or damaged memorabilia, vases or flowers. Vases must be inverted and locked into place. After October 16, 2013 Cemetery employees will be removing any remaining memorabilia and flowers as well as inverting vases. These items will be placed in storage until January 16, 2014. If items remain unclaimed they will be disposed of. This bylaw is in place to avoid injury or incident during the winter months and snow removal. A copy of our City of Estevan bylaw is available at the Leisure Centre office for your reference.
