New long-term care facility replaces the old Radville Marian Health centre has grand opening It was a case of outing the old and replacing it with the new. On March 6, residents of Radville and the surrounding area celebrated the grand opening of the Radville Marian Health Centre, the new long-term care facility in the community. Health Minister Dustin Duncan and Rural and Remote Health Minister Greg Ottenbreit joined residents to celebrate this occasion. We are pleased to see this exciting step forward in improving long-term care infrastructure in our province,” Duncan noted in a press release. “This modern facility will create a better work environment for health providers to provide patient-centred care.” The new facility replaces the aging 66-yearold facility in Radville, which opened in 1948. According to some background information provided to the Trader by Sun Country Health Region, the new facility includes two houses with 12 and 13 rooms respectively and was specifically designed to “implement

the Eden philosophy that recreates a traditional home with comfort, companionship and privacy.” The provincial government contributed $17.6 million to the project, which represents 80 per cent of the total shareable costs of $22 million. Local contributions covered the remaining 20 per cent. The new building holds fewer long-term care beds, but includes a number of other services that were absent in the old facility. “It is beneficial to the community because all healthcare services are now provided in one building,” said Marga Cugnet, Sun Country Health Region President and CEO. Approximately $200 million has been invested toward the replacement of 13 long-term care facilities across the province. To date, eight of the 13 projects are complete. Four are under construction and one project is in the planning phase. The ageing facility the new health centre is replacing is to be torn down entirely.

A glimpse into the future Alex Coop

Year: 2055 Location: Toronto, Ontario Time: 6:45 a.m. The sound of trickling water followed by a rushing waterfall fills my apartment just moments after the sunlight begins to seep its way into the room. I press a button on the side of my bed and the waterfall slowly subsides. The floor is cold and my slippers are on the far side of the room. I’m not in the mood for walking a few yards on the cold floor; so another button press instantly heats the ground beneath my feet. As I do the zombie-walk towards the kitchen, I nearly knock over a photo of my wife and I during our trip to the Moon, where we had dinner, played golf on the Moon’s surface and toured its vast craters and mountains. That was fun. The word “news” stumbles out of my dry mouth upon arriving in the kitchen. A glass pane in the middle of the living room lights up and displays a pale, calm and collected face. It doesn’t belong to a human being, but a robot,

Writing Prevents That Sinking Feeling and it’s giving me the news. The media juggernauts of our world are trying something new and have successfully replaced human news anchors with bald, yet bizarrely handsome mechanical beings, just like the one on my television. I say “water, medium” and an averaged size glass is quickly filled up with cold water and carefully dispensed onto a tray. I begin preparing my lunch for work - something I’ve never been good at by the way, which is why I almost bought a low-end Robochef recently, but decided against it because, well … I don’t need a robot to do everything for me – and I watch as the news anchor talks about precolonization trips to Europa, one of Jupiter’s moons. I work for a news outlet located in the middle of a

bustling downtown sector filled with holographic advertisements, live shows and skyscrapers twice the height of the CN Tower. The collection of humming electric cars racing past me on a daily basis is something I will always appreciate, knowing we’ve finally moved away from fossil fuels for good. But a part of me does miss the sound of a powerful engine roaring down the road. Providing the public with news is still important, but journalism has changed dramatically. In my opinion, entering the field now is almost unwise, if not flat out foolish, mainly because robots and computers touch every aspect of society and, of course, do our jobs so efficiently it’s a wonder why we aren’t all gargantuous pieces of flesh sitting at home doing

nothing. Newspapers don’t exist, but its content is more accessible than it’s ever been. I’ve been in the news industry for 40 years, and for the past 10, 75 per cent of general reporting has been taken over by computers. The other 25 per cent of news, still covered by humans, involve special investigation pieces, feature articles and opinion pieces, along with some video recording that is slowly being taken over by machines, too. As a result of the advance in artificial intelligence, the entertainment and art industries have exploded as people try and perform some of the strangest things I’ve ever seen, things I’m sure no robot could ever replicate. Thankfully, I’m nearing retirement and have enough money saved that won’t require me to partake in a reality show where I’m shot into outer space and have to find my way back. My job is quite simple and doesn’t require a lot of legwork, something I loved about journalism when I was young. I compile background info, interview recordings and other multimedia

elements of a story, feed it into a computer program that writes the story for me and displays it perfectly on our website that is accessed by millions every hour. It’s a pretty humdrum task I do every day, something I would have scoffed at when I was coming out of college. Now, however, as I near retirement, it’s almost relaxing. I live in a fascinating time with fascinating possibilities. Technology in the medical field has eradicated a countless number of illnesses that killed thousands just decades ago. We’ve put man on other planets and are on the verge of colonizing one of Jupiter’s moons. And despite the corporate corruption that is still rampant in society, the increasing threat of biological weapons being released in heavily populated areas, we elevated ourselves because we wanted to, not because we had to. The human race managed to avoid self-destruction – a feat I thought was impossible - and governments across the world ensured that a solid foundation for the future was not a case of why, but when.

Reconnecting youth with agriculture There are few initiatives in agriculture, which make more sense than Agriculture in the Classroom. A Canada-wide initiative here in Saskatchewan it provides innovative, curriculum-based programs and resources to help increase students’ awareness and understanding of agriculture. What that really means is students are taught that agriculture matters. With the recent Agriculture Literacy Week in Saskatchewan (March 1-7), I was afforded an opportunity to see the efforts of Ag in the Classroom first hand. Grade 4 students at Columbia School in Yorkton were among students in 161 classrooms to take part in the launch of a new school resource with presenaters reading The Adventures of Michael & Mia: Stewards of the Land, a new book geared toward teaching students more about where their food comes from. The book, by author Edward Willet and illustrated by Val Lawton, touched on some technical aspects of agriculture, from the use of global positioning systems for precision farming, to how a riparian area protects natural water ways. When Michael and Mia accidentally cause a run-off of fertilizer dad is quick to point out; “Fortunately,” Dad said, “the farmer who owned this land before us maintained these bushes along the creek and let native grasses grow between the garden and the creek bed, too. That will have trapped most of the fertilizer and prevented it from getting into the water. It’s called ‘riparian management’ and it’s something I’m working really hard to keep doing well.” And in another spot mom asks; “GPS units,”

Using GPS and other technology, we’re doing what’s called ‘precision farming.’ That’s where you break your fields down into smaller zones and manage each one a little differently. It helps us conserve fuel, ensures we put just the right amount of nutrients and crop protection products in just the right places, and it’s good for the environment. It will also leave the land in better shape for whoever farms it after us.” It might sound a bit more technical than Grade 4, but most times as adults we underestimate the ability of children to understand and grasp new ideas. In this case, the book even references the idea of using Google to learn things, something young students know better than old writers like myself. In a release on Agriculture Literacy Week, Ag in the Classroom AITC Executive Director Sara Shymko hit the nail rather surely in terms of the importance of the initiative. “Agriculture plays a vital role in our lives, and it’s important that our youth understand that,” she said in a prepared release. “Students often learn best when they are able to connect with their subject mat-

ter. By introducing them to people directly involved in the agriculture industry, we’re able to help them understand the role agriculture plays in their lives and in the world.” And that was what was so compelling in Joelle Carlson’s reading of the book to Columbia School students. “We eat every day,” said the agrologist from Melville, SK. Carlson pointed to a large 365 she had placed on the chalkboard, and told the students we eat every day of the year “because we need food to fuel our bodies.” Carlson then asked, “Every day we eat what should we think about?” The answer was farmers. Referring to the book, and how it ties into food production, Carlson said, “see how everybody is connect to agriculture in this room,” although not one student lived on a farm. “So 365 days-a-year, lets thank the farmers,” she said. That is something we all should do, whether it is the canola producer thanking beef farmers for their steak, or vice versa for cooking oil. And certainly for those of us who do not toil directly on the farm, our grocery carts would be empty without agricultural producers. While it is important an organization such as Agriculture in the Classroom start the education process with young students, it is something we all need to remember. Supporting farmers in their efforts to produce food and earn a reasonable living means we all end up with food to eat 365 days a year.

What brought you to Estevan?

We came to Estevan because it’s actually a pretty critical part of our tour around western Canada and it’s a fairly large city. It’s also a midpoint between Regina and Brandon, so it’s a great place to stop because there’s a lot of people, a lot of families and a lot of kids.

What animals did you bring?

A variety of animals from mammals to birds of prey, amphibians and reptiles, and they’re found in north America, south America and central America.

Is there a crowd favourite?

Birds of prey definitely catch people’s eye the most cause they’re large birds of prey flying right through people’s hair in the crowd. Definitely our reptiles show has been amazing and you get to see animals you would never see in your wildest dreams, but some of them actually live right here in Canada.

What other work do you guys do?

The Canadian Raptor Conservancy is the largest reptile rescue in the country, a lot of our proceeds that we raise today through the show and through toy sales actually goes towards taking in new animals and feeding nearly 1000 animals in our care right now.

Can we find some of these animals in southeast Saskatchewan?

We have a number of animals you could find in Saskatchewan in your own back yards. That’s another points of our shows and why we tour we need to tell people that it’s not just tigers, lions and cheetahs that need our help it’s also the animals in our own backyards. Bobcats are found in Canada, along with turtles and snakes. You name it, there’s many, many endangered species here in Saskatchewan that need our help and you can learn about today.

Oxbow woman wins big money It wasn’t her gut that hinted at good times ahead, but something was hinting at success for the near future. “I usually buy lottery tickets when my palms start to feel itchy,” noted Rachel Slade of Oxbow in a press release. Upon playing the EXTRA on Lotto Max’s Jan. 9 draw, she discovered that she had won $100,000. Slade said upon discovery of the winning

ticket, everyone at Mick’s Stop N Shop in Oxbow celebrated out loud. “The first one I handed the clerk was the winner. They checked it and told me it won. I started freaking out,” she

said. “I started screaming. All the clerks started screaming. Everyone was so excited.” Slade said that she plans to pay off some bills and maybe book a vacation for the near future. Until then, however, she will be treating herself to a day at the spa.

The Bienfait Coalers prevailed in Game 5 of the semifinals against the Midale Mustangs by defeating them 2-1 in overtime on March 8 at the Bienfait Memorial Arena. The game came down to the wire as Brennen Wrigley scored for the Coalers with 6.5 seconds remaining to force the extra period and Dustin Stepp netted the game winner, with the assist coming from Payden Benning. Midale opened up the scoring in the first period when Steven Lindenbach lit the lamp. Cole Sjostrand had the helper. Toward the end of the third period, the Coalers took a time out and coach Jaimie Wrigley reminded his team to just dig down deep and try to make something happen. After Bienfait pulled their goaltender for the extra man late in the third period, Midale had a chance to score on the empty netter, but the Coalers caught a break. “For a while it looked like your season’s over, but we squeaked it out with six seconds left there,” coach Wrigley said. After that goal and into overtime, Wrigley noticed the momentum shifted his team’s way. Midale caught a break in the extra period as it looked like the Coalers scored but the whistle was already blown as the Mustangs goaltender froze the puck. Despite the loss, Midale

played well and stuck together throughout the game as they were missing some of their top players, Midale forward Mitch Topinka said. After that late goal in the period, Topinka said the team tried to regroup the best they could in overtime. “We all just looked at each other and said ‘you know boys just calm down here, there’s lots of time left, it’s just one shot.’ But they found another gear and they took it to us in overtime,” Topinka said. Wrigley said that it felt good for his team to get back to the final as it is going to be the fifth year in a row playing in the championship game. He also acknowledged Midale as they played the Coalers tough all series. The Carnduff Red Devils and Wawota Flyers played Game 5 of their series on March 12. Results were unavailable at press time. The winner advanced to the final to play Bienfait.

Crude oil production reached record high in 2014, StatsCan EXPORTS WERE UP, IMPORTS WERE DOWN Canada produced 18.9 million cubic metres of crude oil and equivalent in December, up three per cent from the same month in 2013 according to figures released this week by Statistics Canada. Crude bitumen production was the main contributor to the increase of total crude oil production in December, up 10.7 per cent from the same month a year earlier to 6.0 million cubic metres. Light and medium crude oil also increased (up 0.7 per cent to 4.7 million cubic metres) as did heavy crude oil (up 2.7 per cent to 2.3 million cubic metres). Conversely, synthetic crude oil production decreased by six per cent to 4.9 million cubic metres in December. Total exports of crude oil and equivalent were 14.9 million cubic metres in December, up 7.4 per cent from the same month in 2013. Meanwhile, imports of crude

oil and equivalent decreased by nine per cent to 2.9 million cubic metres. Canadian refineries reported receipts of 8.2 million cubic metres of crude oil and equivalent products in December, down 0.8 per cent from the same month in 2013. Total marketable natural gas production fell by 3.6 per cent to 13.9 billion cubic metres in December compared with the same month in 2013. Exports of natural gas decreased by 8.9 per cent to 7.3 billion cubic metres, while imports edged down 0.6 per cent to 2.1 billion cubic metres. Both direct sales (down four per cent to 2.8 billion cubic metres) and total utility sales (down 4.8 per cent to 7.0 billion cubic metres) of natural gas declined in December. Crude oil and equivalent production reached a record

high 217.5 million cubic metres in 2014, up 7.5 per cent from 2013. Crude bitumen production increased 19.1 per cent to 69.8 million cubic metres, while other crude oil and equivalent products increased 2.8 per cent to 147.7 million cubic metres. Total exports of crude oil and equivalent increased 9.1 per cent from 2013 to 165.9 million cubic metres in 2014. Canada ships about 97 per cent of all crude exports to the United States. Export volumes to countries other than the United States have posted an average annual growth rate of 51.4 per cent over the past five years. Imports decreased 15.6 per cent from 2013 to 31.8 million cubic metres. On an annual basis, Canadian refineries received 4.6 per cent less crude oil and equivalent in 2014 compared with 2013.

Notice of Intention to Issue Debt

Notice of Intention is hereby given by the City of Estevan, pursuant to Section 101 of The Cities Act , for City Council’s consideration of a bylaw to borrow money for the purpose of completing the 2015 General Capital Program with particular emphasis on the Airport Runway/Taxiway project. The proposed Bylaw #2015-1953 will authorize the City to issue debt in the amount of $5 million over a 15 year term loan. The proposed bylaw may be inspected by any person in the City Clerk’s Office, on the main level of City Hall, between the hours of 8 am and 4:30 pm, Monday through Friday, all holidays excepted, commencing at 8 am on Monday, February 16, 2015 and up to 4:30 pm on Wednesday, March 11, 2015.
