Rural News The Torquay Club DJ wind-up was held on March 29 at 3 p.m. at Trinity Lutheran Church in Torquay. A Car Rally celebrated the culmination of our 19-week Kid’s Club. There were 92 kids, parents and grandparents joining the “Amazing Car Race.” The program started in the church where the kids preformed a medley of five songs, as well as some children reciting Bible verses or passages.

Awards were given out for achievement in Club DJ books. Following the program, everyone headed into the auditorium, where everyone was encouraged to grab a snack and a cup of coffee and get a good seat to watch the races! The Club DJ Cub cars were judged for design in age categories and overall speed. A good time was held by all! The Torquay Play School Wind-up was held
on May 20 at 9:30 at the Torquay Community Centre. This year there were two graduates, Layne Daae and Evie Daae. Both children will be attending Lyndale School in the fall for kindergarten. Special guests for Evie were her parents, Dan and Lauren Daae, and brother Easten. Special guests for Layne were his parents, Michael and Shannon Daae, and sister Mychal. Grandmother, Cathy Daae, of
both children was also in attendance. It was a special morning for the children in the community with 36 people attending the graduation. The wind-up for Play School will be swimming at Oungre Park on Thursday, May 28. On May 8 - 10 Rebecca Duncan attended the Canadian Prairie Invitational 2015 Synchronized Swimming Meet in Saskatoon. performance. Sympathy is extended to the family and friends of the late Lorne and Dorothy Sovdi, of Outram. They passed away May 3, 2015. The service of celebration was held Saturday, May 9, at Estevan Trinity Lutheran Church, Estevan, with Pastor Stewart Miller officiating. The friendship, love and compassion will be deeply missed by all who knew them.

Others need to step into the spotlight As we wait to see what a full-dose of Orange Crush is going to do to Alberta, the province of Saskatchewan continues with its ongoing diet of … well, because I can’t come up with a clever beverage equivalent for our provincial government, I’ll just go with … the Sask. Party Shake. This topic came up during a conversation with co-workers not long ago, and I had noted it’s interesting that in Ontario, where the political landscape shifts from the left to the right (or vice versa) all the time, a clear political identity is often shrouded among all the minor governments and various cultures it represents. Though a majority Liberal government currently occupies Ontario, it’s difficult to tell for certain how long that momentum will continue, especially when positive changes implemented by the Liberal government to things like the sex-ed curriculum in schools are met with so much resistance.

Writing Prevents That Sinking Feeling It’s almost refreshing to see so much support behind Saskatchewan’s provincial government. Almost. But some competition would be nice. The official opposition is fulfilling that role on the big stage, proposing ideas that appeal to the NDP crowd, while opposing others that don’t match their mandate. That’s not the kind of competition I’m talking about, however. I think it would be very healthy for the southeast to see surprising faces emerge and compete against regulars seeking a spot in the legislature in Regina. Whether these new faces are with the Sask. Party or not, a strong bal-
ance of experience and renewal could be appreciated by all. Fresh faces could ignite greater interest in the younger crowd, bringing up issues that seasoned politicians cruising to the finish line may have overlooked. Healthy and necessary arguments could emerge from this clash of personalities and eras, leading to a much more exciting and meaningful election process when compared to the waiting around until a Doreen Eagles coasts to the finish line for the win. I don’t doubt for a second that Eagles, who was first elected in 1999 with 48 per cent of the popular vote, a total that rose dramatically to 79 per cent
by 2011, didn’t perform her work with a passion, which is evident from the support she has behind her, but new personalities need to step up to the plate. Lori Carr, who is representing the Sask Party as the candidate for the Estevan Constituency when the next provincial election is called, had a single opponent in the form of Estevan Mayor Roy Ludwig. Cameron Robock was elected as the NDP candidate for the Estevan Constituency in the next provincial campaign. He ran unopposed. With just a few more passionate candidates, I guarantee we would see a much more exciting race to the finish that would also result in more conversations about the things we care about the most. Saskatchewan is
growing quickly and has been built on a solid foundation that benefited greatly from the energy sector and continues to do so when the price of oil isn’t on life support. But that doesn’t mean problems do not exist. They range from inconsistent senior care, a lack of front line health workers and an energy proposal that hasn’t come close to effectively reducing greenhouse gas emissions. I don’t expect these problems to be solved during debates between candidates seeking a provincial or federal nomination, but that is a perfect opportunity for intense discussion to take place around the residents they want to represent, and potentially bring light to issues that were previously left in the dark.

Fine print has to be honoured The idea of trade agreements opening doors to free trade between nations is a good one. But ink on a document does not mean a relationship is a smooth one. Canada and the United States have been major trading partners from the earliest days of the two countries based on location alone. They have also been signatories to various deals, such as the North American Free Trade Agreement, designed to formalize the relationship and smooth relations. The deals help, to a point. But any agreement is only as good as the desire of signatories to honour not such the fine print of the deal, but to live by the intent of the document. That, however, is something the United States tends not to do. They often talk about being a country of commerce and trade, but they spend millions and millions looking for loopholes in trade deals. Through the years Canada has been forced into court over a wide range of trade arguments, including soft wood lumber, to pork and live hogs and beef. One of the most recent instances has revolved around the United States wanting to implement Country of Origin Labelling (COOL). The idea on its surface makes sense from a domestic producer and consumer perspec-
Calvin Daniels Trader Agriculture Columnist tive. It’s understandable producers would like consumers to support them by buying domestic foods. In Canada, as an example, sheep producers have long lamented New Zealand lamb arriving in this country, often at lower than local cost of production prices, and thus impacting Canadian lamb sales. We also saw the importance of the idea of consumers purchasing a Canadian product when the country rallied to eat through the surplus of beef after Canadian beef exports were stopped after the first case of BSE. There is even the consumer-driven idea of buying food from within 100 km of home as a way to hold added control over what we eat, because it builds relationships directly with local area producers. But labeling gets to be a dicey situation when you start dealing with what the country of origin is. What country of origin is a calf born in Canada, exported south at 500-pounds, finished, processed and sold in the U.S.?
The calf originated here, but the beef is more correctly American sourced. In addition to the vagaries of what constitutes country of origin are trade deals, which are supposed to offer fair access, and labeling that works to give domestic product an edge runs counter to many deals. Canada and Mexico saw it that way, and they have fought the United States for nearly a decade on COOL. The World Trade Organization has ruled against COOL before, and recently did so again, a decision which exhausts the appeals open to the U.S. Canada is not in a position to place tariffs on U.S. imports in retaliation for the economic harm done to Canadian cattle and pork because of the mandatory COOL laws. The long fight has cost millions in court fees, and millions more in losses to Canadian producers because of COOL. It is money, which will not be recovered, even as U.S. producers would have seen better returns because of the unfair advantage COOL was shown to provide. The circumstances once again suggest the idea of unfettered trade is something to be talked about as an ideal, but is an idea in practice only accepted if a local advantage is seen to exist. It is something to be remembered whenever a new trade deal is being negotiated, never are they as golden as they seem.

NORTH PORTAL - A brown lab is given a tennis ball as a reward for her previous efforts, which had nothing to do with sitting down or shaking a hand, but rather discovering drugs in a car. She then runs around the vehicle, smiling widely while clenching the ball between her teeth. Her handler Toban Tisdale explains to reporters watching the exercise unfold that she’s performing a victory lap. “She’s crazy,” Tisdale said. “Crazy dogs make the best detector dogs, and we want to use that crazy energy and have them focus on the task at hand.” Nine-year-old detector dog Holly was one of the main attractions during an open house at the Canadian Border Services Agency in North Portal on May 20, and though the car Holly thoroughly checked for drugs was only a test, it closely mirrored the real-life scenarios Holly has faced countless times for the past eight years as a detector dog. “She’s done hundreds of seizures over the years,” said Toban Tisdale, a detector dog handler who has been with the CBSA since 2001 and with Holly since 2008. The dynamic duo patrols border crossings and airports across Saskatchewan, looking for drugs and weapons. Holly is two years away from retirement. “She’s trained to de-
tect narcotics as well as firearms,” Tisdale said. “Everything has an odour and a dog’s nose is about 10,000 times more powerful than a human’s nose.” To put that into perspective, Tisdale walks the group into a small warehouse room filled with various boxes and other items. Tisdale yells “Search” and Holly be-

A few minutes later, Holly sits down, indicating to her handler that she has found something. A small baggie sits on the ground in front of her. Once again, Holly gets the tennis ball as a reward. Tisdale said daily training keeps Holly on her toes and prepares her for more intense searches. “I can take her to an airport with hundreds of people and she won’t be scared. She’s actually kind of shy,” Tisdale said with a smile. His love for dogs – Tisdale has two, three if you include Holly – was a big reason why he decided
from across the country that work in corrections, protection and policing. A 10-week training course at the CBSA college in Ottawa is required for dogs to enter the field of detector dogs. “To her, it’s just a game,” Tisdale said in reference to Holly’s ultrakeen senses. “It’s not a job to her, she’s just having fun.” The fun comes with an extremely busy schedule, however, as the two are on call 24 hours a day. The pair can be called in when officers believe a traveler is hiding contraband, even when Tisdale and Holly aren’t conducting their regular shifts. At this point, Holly is smart enough to understand when she’s practicing her searching skills and when she’s in a live environment, so CBSA staff have to keep

her drive up and push the dog frequently by hiding things that are harder for her to find. CBSA officer Curtis Barry said it’s important for Holly to train hard because the smuggling community grows more creative every day. “The smuggling com-
munity is getting to be more sophisticated, of course,” said Barry. “You come across false traps, we call them, as far as people actually building compartments after market and using them for the purposes of smuggling. “They’re exciting to find,” he added. “There’s
no question about it.” Tisdale stressed the fact that Holly is solely a detector dog and never assumes the role of an attack dog. “We don’t need our dogs to pursue people and attack them. We just use them to find the drugs and weapons.”

Run for Life Attracts Supporters
Team Enbridge’s entry for the Estevan Relay for Life held its second annual Run for Life on May 23. Sixty-four people participated, and they raised more than $2,600 for the Canadian Cancer Society. Most participants walked or ran a distance of five kilometres through the Woodlawn Regional Park. Children entered in a 400-metre event. Regardless of whether people were warming up, above photo, or walking or running, right photo, they were active during the fundraiser. Photos by David Willberg.

Pictured above: One of the highlights of the air show held in conjunction with the official opening of the Estevan Airport on May 27 was a minor performance and the landing of the famed Snowbirds from CFB Moose Jaw. The planes landed for fuel and the pilots took time to sign autographs before heading for another performance later in the day at Saskatoon.
The nine Tudor jets, which make up the Snowbirds, flew in formation over the new airport during the official opening celebrations on May 27, 1989. The Snowbirds later landed and fueled the planes. The team had arrived after doing a performance in Grand Forks and was on their way to Saskatoon.

Martens in the sixth inning and finished the game facing eight batters, striking out four. The A’s ran into some tough pitching from the Buffalos, only managing two runs. In the following game, the A’s jumped to a 2-0 lead after the first inning, but by the fourth the A’s trailed 4-2. Thomas Husband started the game, pitching four innings and was relieved by Dorrance who pitched the fifth. The A’s struggled in the fifth as the errors committed by the team led to eight runs for the Buffalos. Baily Brock pitched the final two innings, allowing only one run. Despite the losses in the four games, coach Trent Dorrance noticed the improvement from his team with each game

they played. Throughout the weekend, the A’s made some great defensive plays. Schell turned some double plays at short stop and second base, and Liam Rutten and Dawson Schaff were both solid in the outfield, said the coach. Also, Daylen Klassen made a couple of difficult diving catches on third base. With the tough pitching the team faced throughout the weekend, Dorrance was pleased with how they were able to make contact. “We have been hitting just as well or better than every team we face, and our pitching has been improving daily. The aspect that we can control the best is errors both mental and physical,” he said. Next up for the A’s will be a tournament in Regina June 5.

The Estevan Junior Coaler Rollers roller derby team battled hard against the Rocanville Small Town Thrashers but fell 242-182 on May 23, in Rocanville. “It was by far our best game of the season,” Coach Lorelei Lachambre said. In the game, Lacham-
bre noticed the team working together and implementing the game plan they had in place. “It was the first time that I really think we played well as a team. We were putting in some strategies … and we looked like a team,” she said. The game of roller derby is played in two thirty minute halves, and by the first half Estevan only trailed
by 30 points. Going into the second half, Lachambre thought the Coaler Rollers had a chance to win the game, but their downfall to making a comeback was due in large part to the size of the other team. “They just sort of out muscled us because they had quite a few bigger players … and (they) just kind of threw us around.”
The improvement Lachambre noticed from the team in that game was the leadership demonstrated by a few of the girls, who communicated well with the other skaters to help keep the opposing team from scoring. Before their next games, the Coaler Rollers will be practicing on the making bigger blockers assist small-
er blockers to prevent the other team’s jammer from consistently passing them for points. “What was happening was they (Rocanville) were looking for our two smallest players on the track and jus, basically, running over them.” Next up for the Coaler Rollers is a team black versus a team white scrimmage
game with the teams coming from Whitewood and Rocanville to be palyed, in Carlyle on May 31. “We will be playing with girls from other teams … and maybe learn some new strategies that they’ve been doing,” Lachambre said. Estevan’s next competitive game is in Regina on June 20.

and Remote Health Minister Greg Ottenbreit said in a press release. “It has already saved and improved lives and continues to bring hope to 16 Saskatchewan patients registered with the program who otherwise would be unlikely to find a match for a transplant.” Canadian Blood Services Board Chair Leah Hollins said the HSP program will save lives, and that the new service is a long time coming. “When Canadian Blood Services was mandated to develop national services for organ and tissue donation and transplantation in 2008, Canada was one of the only
developed nations without a national, co-ordinated system. We have come a long way and I would like to thank all provincial and territorial governments for the commitment they have demonstrated during the development of the HSP program,” she said. The launch of the HSP program will improve access to transplants for patients who are difficult to match with a donor kidney due to their high levels of sensitizing antibodies. This program has been a blessing for me and my family.” Quick Facts • The HSP program is for patients needing very specific matches from deceased kidney donors. Through the HSP program, this group of patients now has access to a larger national donor pool, dramatically increasing the chance of a match. • Women are disproportionately highly sensitized due to antibodies developed during pregnancy. • The Kidney Paired Donation Program, also operated by Canadian Blood Services, also improves patients’ chances of receiving a transplant. To date, there are 13 Saskatchewan residents living with a kidney transplant thanks to living donor matches made through the registry. • More than 4,500 people are waiting for organ transplants in Canada today; however, only a fraction of Canadians are registered to donate. While many Canadians are aware of the need for organ transplants, there remains a shortage of donors. • For every 1,000,000 Canadians, about 15 people become deceased organ donors each year. Protect your canola from sclerotinia A wet spring with moderate temperatures could create the conditions necessary for sclerotinia on your farm. If you don’t spray for sclerotinia or you don’t spray at the right time, your canola field could lose greater than half of its yield. If you wait until the first signs of the disease appear, it will be too late. “The key to optimum sclerotinia control is timing,” said Glen Forster, Technical Marketing Specialist with BASF Canada. Forster recommends spraying a fungicide such as Lance when the canola crop is at 20 to 30 percent bloom, before any petals drop off the flower. To
find the perfect window for spraying, take a good look at 10 to 25 plants in a row. Count each flower on the main stem of the plant only. There should be between 15 and 20 flowers. Lance, a Group 7 fungicide, starves sclerotinia of oxygen. The key is to protect the petals of the plant prior to them falling onto the leaves and infecting the plant. Even coverage is key to excellent efficacy but Lance’s systemic action protects parts of the plant that were missed during application. The first signs of sclerotinia are light brown blotches on the canola
leaves, main stems and branches. Later in the season, these spots turn greyish-white, and may have faint concentric markings. Eventually the entire stem will rot and remain yellowish or even white, and the plant’s yield will be minimal. “With tighter canola rotations and increased high moisture conditions during that critical period of flowering, we’ve seen an increase in the sclerotinia pressures in Western Canada over the past few years,” said Forster. When conditions are right, spraying a fungicide at proper timing is critical for protecting yield.

As rental accommodation and affordability continues to be a concern of the Southeast Regional College, the school is moving forward with the development of an affordable housing complex. Part of the struggle to maintain enrolment to the levels they would like is because prospective students cannot afford to live in Estevan while they complete their coursework. As the college works to revamp its enrolment numbers, there’s little doubt there is room to train more students. Since its opening a few years ago, the Saskatchewan Energy Training Institute, which houses the college on the east side of the city, has hovered around 40 per cent full. McGrath wants to double that, but the students need somewhere to live if they wish to attend classes. The accommodation market has changed in Estevan since the decline of oil prices last fall, leading to more vacancy, but affordability remains a hurdle. “Even with the increase in vacancy rate, affordabil-
ity is still a big question mark in Estevan,” said McGrath, noting Estevan rental rates still lead in the province and
challenges other cities as the most expensive in the country. Because of that, the
college is continuing to pursue its plan to partner with a developer to build a new living complex near

Project to be tendered out early June ⇠ A18 They are in the process of finalizing the expression of interest and the request for proposal documents. The target is to have the project tendered out early in June to see what developers are saying about the Estevan housing market and affordability in the city. “Our project is all about affordable rents for the market, (and) part of that would be dedicated for students,” said McGrath. Fine details have yet to be
sorted out. The percentage of units made exclusively available to students of the college has yet to be determined. A clearer picture may be available after proposals come in. McGrath has long pitched this project as a means to solve affordability problems for two entities: the college and the city at large. “There are two elements of it,” said McGrath, and the City of Estevan has set aside a portion of land that is marked for the proj-
ect, as long as it moves forward in a timely manner. The property offered by the City comes with an expiration date in 2017. Until that time, a parcel of land near the Saskatchewan Energy Training Institute is being held in abeyance. The college has until that time to finalize project details. Depending on what happens after the tender is released, the housing development could be the next big construction project in the Energy City.
