Rural News Vacation Bible School was a huge hit in Torquay this year, August 18 – 22nd from 10:00 – 12:00 at Trinity Lutheran Church. VBS was organized by Cindy Daae, and the teacher was supplied by Child Evangelism Fellowship (CEF). There were 32 children registered in total with an average of 20 per day. The theme was “Go Fishing with Jesus.” Mrs. Daae lead the games and crafts with a fishing theme, and Miss Andrew taught the Bible time. The ladies of the congregation supplied the snack. On Friday, we had hotdogs and ice cream for

The rink is in need of volunteers to prepare a turkey, dressing and gravy. They will also need everyone to bring some kind of a desert. (Pie, cake, tarts, pastries, etc. are all accepted) The Rec Board cannot find enough volunteers to call people and ask if they are bringing a desert and there are a lot of people who are not in the phone book, so please try to remember to do this. Also, if anyone has any carrots to donate, please let Catrina know as soon as possible as a grocery order will be put in by mid-September. The Queen City Marathon was held September 7th in Regina. Bruce Duncan participated in the half marathon and finished with a time of one hour, fifty seven minutes and thirty four seconds. In the McDonalds mini marathon Rebecca Duncan finished in eighteen minutes, fifteen seconds. William Duncan finished in eighteen minutes, eighteen seconds and Rachel Duncan finished in twenty four minutes and thirty four seconds. Bruins game easily worth the price of admission The sixth of September was a monumental day for me, one I shall never forget. It was the day I attended my first Estevan Bruins game. The sound of skates gliding across the ice, the majestic snow showers, players on the bench slamming their fists in unison upon a scored goal; all of it surprisingly amounted to an exciting experience I wasn’t expecting. This is largely due to the fact that the game was played in the midst of a preseason tournament that was ultimately used as a tool to narrow the Bruins’ roster to its final form, and partially because the sport I love the most and brings me the most joy, is basketball. Nevertheless, all those things I mentioned alongside the occasional waft of noxious hockey equipment were factors that seemingly gave me a sudden buzz for the game. Okay, let me rein it in a little before you think I’m some lunatic who has never been to a hockey game before, or think that I’m just trying to be the brown

noser who wants to fit in - I’m kind of cool I swear even though I’m weird - but Saturday’s match against the Red Wings was a seriously enjoyable time. I will admit, I did not watch the third period because I was starving but I showed up 30 minutes early and soaked in the warm up sessions and the bustling vibe within the arena. Plus, we were crushing Weyburn, the game was neatly gift wrapped with a bow on top by the end of the second. As previously mentioned however, the win wasn’t the most important part of the night, it was the game itself. I don’t care how sappy that sounds, I was mighty happy to discover such a fast-paced game of hockey being played a few minutes away from where I live. Sure players aren’t Hulk-smashing each other just

yet –Connor McKenzie’s massive hit on a Weyburn player in front of the Bruins’ bench came close - but the speed was undeniable and the passing; crisp. I’ve never been to an NHL game, but I have been to a couple of OHL matches. The SJHL is not a far drop down. It’s not a drop down whatsoever actually, not for me anyway. Once again, I swear I’m not sucking up to local hockey lovers. When all of that action and atmosphere is housed under that immaculate arena, even this uber lover of basketball who has never played a single game of ice hockey can easily appreciate what the Bruins and the rest of the SJHL have to offer. I’m greatly looking forward to the upcoming season. I’m also going to make sure that I have plenty to eat before each faceoff. It’s also highly unlikely the Bruins will have a dominating lead heading into the third period every game, so I won’t be able to use that excuse either for leaving before the match is over. I mean, I’m sure they’re going have that lead every time and if they don’t they’ll still win, I mean, I … love hockey.

Despite flood, farmers’ profits likely in green It was only a few weeks ago much of Eastern Saskatchewan and Western Manitoba was left floating by a deluge of rain at the end of June. It was an event that left home basements flooded, road culverts washed away and farmers fearing this year’s crop was all but lost. How a few weeks change the perspective? While the 2014 harvest is just beginning, the early reports from the cabs of swathers and the still rare combined field, have been that yields are better than had been anticipated. Now one should temper early reports for a couple of reasons. Firstly, even in a normal year, early seeded crops, which of course translate to earlier harvested, often fare better than average in terms of yields. And in a year like 2014 has been, being better than expected means less, since expectations were low based on the rains

Still, the news is better than we might have anticipated, although there are certainly hundreds of acres of farmland producing no crop this year based on flooding. However, if the weather cooperates over the next six-weeks, it is likely yields are going to be in the somewhat vague range of average, at least on acres still producing a crop. Coupled with a carryover of 2013 crop in many farmers bins producers will generally have the ability to capture whatever markets and prices are available

heading into 2015. Given the situation on July 1, things are much better today, as we head into harvest full swing. The farm sector has also seen cattle prices take a significant jump, and even the hog sector, long battered, is seeing a bit better price structure, although that is also tempered when grain prices are good since feed is the major production cost. It is not to suggest here that farmers are having a great 2014, but it is another year where profits are more likely than red ink, the level of profit dependent on a range of factors tied to individual farm cases. Agriculture, at least on the grains and oilseeds side, are seeing some longer term stability in terms of reasonable prices, if not corporate level returns on investment, and that is a positive for the Canadian Prairies where seeding and harvest remain massive economic generators.

It’s been a long time coming and though it’s only at around 75 per cent complete, according to Rod Folk, town superintendent of Stoughton, the final pieces of the town’s new water treatment facility should take no time at all to install, resulting in operation’s to begin by the end of October. “Right now we’re working on getting the new pumps in, as soon as that is done everything else should get completed very quickly,” said Folk. “I’ve been told that the week of the 22nd of this month will be when they will run the filters for testing.” Since mid-2009, Stoughton has been under a boil water advisory as a result of new water regulations that required turbidity levels in the water distribution system to remain under 1.00 nephelometric turbidity units (NTU). “Turbidity is the clarity of the water,” said Folk. “It’s a measurement of particles and clarity of the water, so when the water goes through the filtration system, you’re eliminating all that turbidity, or at least a large portion of it. These upgrades will provide better quality drinking water to the public, which is the ultimate goal.” Folk however stressed that the town’s water was always safe to drink, but upon discovering that their older system, which mainly relied on chlorine to

Bill wins water polo silver in Spain A recent trip out of the country has ousted past adventures across the world. Estevan’s Auriel Bill, 18, was part of the Canadian team that won silver at the FINA World Women’s Youth Championship in Madrid Aug. 25-31. Canada lost 5-4 to the United States in the gold medal game. A year ago, Bill played in the Youth Pan American Championship in Argentina, and she said this experience was on a totally different level. “Worlds was definitely different. The scenery and everything, all the fans being there — and these are just locals, they might not be parents of players — the fans were always there. The cheering was amazing. It’s the FINA worlds, so they had beautiful posters everywhere showcasing the worlds being there. Just being surrounded by the other

teams was really cool because everybody was really nice to each other, except in the water, but that’s just how sports work,” she said. “The competition was extremely hard this year in comparison to Argentina last year. Every team we faced, it was never really a blowout game. There was one game that was quite (easily) handled by our team, against New Zealand, but every other game was by one point or two points. It was really cool, because we were playing the best teams in the world. If those games were played again, they could go another way. It gave more of a thrill to the athletes playing in the tournament.” Bill, who spent the summer with the national team, feels she is at the pinnacle of her career to date. “It means the world to me, honestly. I felt like I was at the top level. I don’t

know if I’m going to go to the Olympics, but winning a silver medal at the worlds is the best thing that’s ever happened in my water polo career. They put the medals around our necks and we had so much pride in winning it for our country.” The final was very tightly contested, with the score going back and forth from start to finish. “The gold medal game was intense. It started with USA scoring two goals. I don’t know about my teammates, but I was nervous. We had trouble getting momentum, but once we actually started scoring, it was good,” said Bill. “We were either tying them or down by one. I don’t think we were ever ahead of them. We made it close for them. We made them a little scared, for sure. USA was definitely deserving of the place they finished in. They played amazing. We did too, we just couldn’t get it in the last couple minutes. Kudos to them, first in the world is amazing.” Bill said if the game were played again, Canada might have been able to win, but she noted a better warmup would be needed to get them more ready to play. She was satisfied with her performance when she got a chance to play. “I feel like I was good. I’m in the top 13 in the country for (1996-born

best in the pool, and that’s all I could do.” She said she had some doubts about her ability when she was sitting, “but in the end, it was a matter of ‘I made this team for a reason, so every second I get in that water I’m going to prove myself and represent Saskatchewan.’”

Earlier in the summer, Team Canada trained in Montreal and played in a pre-worlds tournament in Hungary, where they went undefeated. While the team didn’t get to do any sightseeing in Madrid, they did get a day off in Budapest. “Playing in Hungary was actually really awesome. We were in a smaller city for the first bit of the tournament. We did end up winning both of those games, so our vibe was really good when we were in Hungary. Going undefeated there was awesome.” After her achievements of the last few years, Bill is looking to take a bit of a break and not spend all her time on water polo. “I feel like my career is at the highest point. I love water polo, but really, right now, I’m going to focus on coaching in Regina, I’m going to focus on university and keep my water polo to Team Sask, which will be a great season. My focal point is on that right now. “I do have an opportunity to try out for the 20-andunder (national) team next summer, but that depends on how much I’m willing to commit myself to just water polo. I feel like now is the time to spread my wings and do some other things as well. I don’t regret anything. The last three summers have been amazing with Team Canada.”

Federal program focuses on “root causes” of missing aboriginal women OTTAWA - One of the Conservative government’s key programs on missing and murdered aboriginal women includes a focus on “addressing the root causes,” despite the prime minister’s suggestion that sociology isn’t the right lens to use. The $5.7-million Aboriginal Community Safety Development Contribution Program was created in 2010 as part of the government’s larger initiative to deal with the issue. A July 8 draft report evaluating the program was largely positive about the program that works with remote

First Nations communities to create collaborative safety plans and train and mobilize people to implement them. But the report emphasized the views expressed by several communities that it was difficult to make headway without an initial discussion of the root causes of the problem of violence. “Where these root causes have been more openly discussed and addressed in the mobilization and safety planning processes, community leaders and core committee members have been committed to the issues, willing to take risks in raising these issues,

and staff and other community resources ... have had the skills and access to resources to take action,” reads the report. It went on to note that there is scant focus by federal programs on victims of sexual abuse and its link to violence against women. The document was released to The Canadian Press under the Access to Information Act. The department’s Aboriginal Corrections Policy Unit is stated as promising that “future workshops will support the communities in discussion more directly the root causes of violence and

potential solutions.” The stated “logic” of the program includes “a focus on systematically identifying and addressing the root causes of victimization.” A little over a month after the report was delivered, Stephen Harper declared his skepticism in focusing on the sociology behind the violence. He was responding to ongoing calls for a public inquiry into the problem of missing and murdered aboriginal women. “I think we should not view this as sociological phenomenon. We should view it as crime,” Harper said on

Aug. 21. “It is crime, against innocent people, and it needs to be addressed as such.” The Public Safety report indicates that there has been a healthy take-up in the community program: 89 per cent of the communities approached had engaged in the process and others that heard about it through the grapevine were interested. All of the communities contacted during the review of the program said the yearlong funding they got to pay a co-ordinator was too short for them to properly implement their safety plans.

Public Safety Minister Steven Blaney’s office and the prime minister’s office did not comment on the status of the program’s objectives given the prime minister’s statement. Blaney has echoed Harper’s framing of the missing and murdered aboriginal women issue as one of law and order. “As a father, I’m very proud to have supported more than 30 measures to keep our streets safer, including tougher sentencing for murder, sexual assault and kidnapping,” Blaney told the Commons in May.

Stock up on ramen noodles: cost of university to rise 13 per cent over four years Students will need deeper pockets to study at Canadian universities over the next four years with annual fees projected to rise 13 per cent on average to $7,755, having almost tripled over the past 20 years, according to a new report. Students in Ontario can expect to shell out $9,483 on average in tuition and other compulsory fees in 2017-18. Fees in the province have nearly quadrupled over the last two decades, said the Canadian Centre for Policy Alternatives. The high cost of getting a degree is an “enormous financial stress” for students and their families, said Erika Shaker, director of the leftleaning think-tank’s education project. “All the evidence both in Canada and the U.S. does indicate that financial stressors on students are even more pronounced than stressing about academic performance,” she said. But if high-school gradu-

ates don’t like the idea of subsisting on a diet of Kraft Dinner and ramen noodles, they may want to head to Newfoundland and Labrador, which is getting top marks for its low fees that are projected to reach $2,888 in 2017-18. They’ve increased by 35 per cent over two decades. Provincial funding for universities is inadequate, the report said. Universities are seeing it decline as a share of their operating revenue, while tuition fees are going up. Several provinces are trying to “mitigate the optics” of ever-higher tuition fees with such policies as capping increases to the cost of living, it said. Ontario offers to refund up to $1,780 in tuition fees to students. But it doesn’t directly reduce tuition and doesn’t apply to all undergrads, such as part-time students, the report noted. The funding gap is driving universities to download more costs on students by charging additional compul-

sory fees on top of tuition that are subject to few, if any, restrictions, the report said. Those fees — such as athletic fees and student association fees — amounted to $817 on average last year, withAlberta having the highest and Newfoundland the lowest. “What we are seeing are some institutions actually implement new fees entirely: fees to graduate, for example, or facilities fees.” It makes it very difficult for students to predict how much they’ll have to pay in the coming year, said Jessica McCormick, national chairwoman of the Canadian Federation of Students.

“It also means that it’s difficult for students to save up to cover the cost of tuition fees,” she said. Shaker said government efforts to clamp down on tuition hikes don’t seem to be working. The average fee is blowing through the caps because there are a number of programs that don’t have to observe them. Students are also expected to pay “vastly different” tuition based on where they live and where they want to study, which undermines the universality of post-secondary education, she said. Kerry says US, coalition of nations to stand with Iraq BAGHDAD - The United States pledged Wednesday to stand by Iraq as its new leaders pleaded for help in facing down a rampant, deadly insurgency. The assurances by U.S. Secretary of State John Kerry during a daylong visit to Baghdad came as President Barack Obama prepared to outline his strategy for defeating the Islamic State militant group that has overrun wide swaths of northern Iraq and Syria. The increased devotion to Iraq and its spiraling security problems means Obama likely will spend the remaining two years of his presidency focused on a nation he campaigned to largely leave in the rear-view mirror after withdrawing American troops in 2011. “This is a fight that the Iraqi people must win, but it’s also a fight that the rest of the world needs to win with them,” Kerry told reporters at the close of a daylong visit to

Baghdad, the first high-level meeting between the U.S. and new Iraqi Prime Minister Haider al-Abadi. “And it’s a fight the United States and the rest of the world need to support every single step of the way.” A coalition of nearly 40 nations already has committed to contribute to what Kerry predicted will be a worldwide fight to defeat the Islamic State, which has surpassed even al-Qaida in its ruthlessness to impose extremist laws in a caliphate it wants to carve out of the Mideast. But much of the world — and most notably Iraq — was watching to see what Obama would offer in a speech Wednesday night. Al-Abadi, who was sworn into office just days ago, told Kerry that the U.S. and other foreign allies must help Iraq stem the threat that is pouring in the country from Syria, where the Islamic State has established a safe haven.
