Many delivery people appreciate it, and you could be saving someone from a serious fall or broken bones that could be life affecting. Jeers to those who abuse the medical system in Estevan by going to the doctor three or four times a week for simple sniffles. It isn’t fair to those of us who use it only when we really need it. Jeers to the drivers who do not know the rules of an uncontrolled intersection and zoom on by going down Devonian Street, rather than yielding to the avenues.

Walk a mile in Dallas’ shoes They’re flashy and they stand out from the crowd. Whether they’re neon green with an alien on the heel, or depict a scene from the latest blockbuster movie, Dallas Gordey’s sneakers are one of a kind. The 17-year-old Estevanite, who is attending Grade 12 at the Estevan Comprehensive School, has found his niche for the time being. For most of 2012, Dallas has been experimenting with custom shoe design. The final products are incredibly eye-catching and with the Christmas season coming up, could make for gift that can’t be found anywhere else. Dallas began drawing shoes in the spring, when he was inspired by The Hunger Games to create a custom sneaker based on the film’s artwork. The process involved a little trial and error, because while Dallas has devoted a good chunk of his youth to art, and primarily drawing, his experience drawing on sneakers was limited. “I love to draw so much. I’ve drawn pretty much since I was young,� said Dallas. “And I love to see movies too, so I figured oh,

I could put a bunch of stuff on shoes.� After completing his first pair of Hunger Games shoes he started receiving some positive feedback. “I didn’t think it would actually take off,� he said regarding people asking for their own custom shoes. “A lot of random people just saw them and said, ‘They’re so cool. You should start a business.’� So began Dallas’s Amazing Shoes, his customdesigned shoe business. He said he usually spends a day thinking about a design, and looking at images online of what he wants to emulate. In the end, he said, the ideas just come to him, and he acts on that inspiration. Dallas said it takes around five to six hours to complete a pair of shoes, and all the drawing and colouring is completed with Sharpies. He finishes by using a waterproof spray to coat the shoe, and the protection lasts a long time. He decided to draw on shoes instead of choosing other apparel because he wanted his work to stand out. “I wanted to do something different, other than

paper or painting on a canvas or something. So I thought, ‘OK, shoes could work.’ I could be doing T-shirts and hats, but it seemed easier,� he said. He said he can set the shoe down pretty flat so it’s similar to drawing on a piece of paper. Customers can approach Dallas with a general idea of what they’d like depicted on their feet, and he will also complete the shoes with drawings of specific characters that a customer wants. It’s a collaborative process where both he and the customer can present ideas before the final design is set. “They say they want a pair of Spiderman shoes perhaps, then I pretty much come up with a design. If they have something very specific, then I can do that too.� Shoes in a pair are not identical or mirror images of each other. Each shoe is unique, and for a design he completed for The Nightmare Before Christmas, one foot has a white background while the other has a green one. They would appear mismatched under any other circumstances.

He noted that the shoes he uses have to be primarily cloth. They are the easiest to draw on with his Sharpies. Dallas set up a display at the Kinette Craft Show on Nov. 17 and found a new audience for his product. The shoes draw a lot of attention, so he gets a lot of people asking about them. He has received a few more orders now that December has rolled around, but he is still eager for more. He loves to be busy, so he encourages anybody interested in the shoes as a gift or for themselves to contact him and see what sort of design they can come up with. Journalists aren’t all out for blood There are many roles the media has, but generally it’s our job to inform the public about what they should know about their community. It means that we make decisions on a daily basis about what information we do provide to the public and what we don’t. We have to make some decisions about what we consider newsworthy and what we don’t. Not everybody believes it, but we do our best to report every story in a responsible way. As a weekly community newspaper, there are barriers we won’t typically cross that other news sources will. Earlier this week The New York Post published a front-page photo of a man seconds away from being killed by a subway train that would go on to run him over. While that may be an acceptable image to be published in the New York market, which is still open to debate, it’s not something we would run in Estevan. Not everybody trusts us to take our responsibility seriously. Maybe they see or hear about the Post’s front page and are concerned that if given the opportunity, we wouldn’t hesitate to publish such a dramatic and traumatic photo on our pages. I recall a collision awhile back on the

Jordan Baker Thoughts From My Fingers outskirts of Estevan where one man was killed, and as I arrived at the scene, was told by police that the area was closed and they had orders not to permit me to get close to take any photos. It’s an issue I’ve encountered rarely, but it’s led to discussions amongst our editorial team. The collision occurred on public space. It led to hours of that portion of the highway being closed off, with traffic backed up into the city. It impacted the public and part of our job is to show why people were affected in such a way. I was told at the scene to think about the man’s family. Would I want photos of one of my family member’s bodies printed on a newspaper’s front page? There are few times that’s what the media is looking to publish, and it wasn’t what I was there for. I’m not blaming the local police here, but by being restricted from the scene, I wasn’t being trusted to act as a responsible journalist in a small market. Some-

times people see what the Post publishes, thinking we’re a subway line away from printing the same, and that’s not the case. We don’t wish to treat our readers like children. Sometimes terrible things happen that should be reported, and we do our best to treat those things with the weight they deserve. A car accident photo can be an important one for us to present to the public. We have no intention of printing a dead body, but by showing some aspect of a collision, the intention is to give people a bit of a jolt. We don’t want to disturb our readers, but showing an image of twisted metal accompanied by a report of what happened can leave an impression on people that may lead to more drivers paying closer attention. The photo gives more weight to the story, and that might be what is needed to get some people to think more deeply about their driving habits. Sometimes we need a little reminder about how dangerous driving can be. If it encourages some people to take a little more care, than the photo is worth it. We aren’t bloodhounds on the lookout for shocking material. We take responsibility for what we print and while it isn’t always pleasant, we try to make sure that we serve the public as best we can.

Raising wild boar a growing issue I grew up on a pig farm. I carried a lot of chop and ground grain, by the fi ve-gallon pail full, to feed them. And I shovelled a fair large pile of what the pigs made out of the chop. While the pigs we raised were the domesticated kind, I was immediately interested when farmers began to raise wild boar. Wild boar hold sort of a special place for many. If you go back into history, wild boar have always had a place of some prominence, including at one time being the meat of choice at feasts like that of the upcoming winter solstice. Even today, among hunters, tagging a wild boar is seen as a major accomplishment. In the wild, pigs are plain feisty. They are fast, mean-spirited, with sharp tusks and an ability to go places man just is not designed to follow. Having said that, put up a sturdy fence and you can raise wild hogs - and there is a market for them. The meat is lean, more akin to wild meat than domestic pork, making it a specialty meat with a premium price. Now the market may not be as vast

Accessing the existing market, and potentially growing it, has been hampered by the twin issues, which have hurt other new livestock operations, processing facilities to help get product to consumers and enough stock to make a process viable. While many producers gave wild boar a chance, like emu, ostrich, fallow deer and others, most found making a dollar difficult. Most producers have given up. Those still in the business face a new problem. Over the years, more than a few wild boar have escaped pastures and they quickly went feral. I can tell you from experience that even a domestic pig on its own will quickly adapt to the wild and with grain

fields as a food source and bush for shelter, they settle in pretty quickly, even taking on winter pretty well. Wild boar are far closer to their wild roots so they are even more adaptable. And so wild boar have become a pest. They root in fi elds, ruin grain as they eat, find bale yards a cozy place to hunker down in winter, and they are not particularly good for bush either. Provincial parks have felt the impact as much as farmers and ranchers. The situation has gotten to the point wild boar gone wild have been declared a pest in Alberta, which puts a boar in the wild on the same footing as a rat. And there are those in Alberta who are calling for the eradication of wild boar, and far more stringent regulations regarding farm fences for them, if farming would even be allowed. The situation in regards to the wild boar is only slightly better in Manitoba, or Saskatchewan. The question facing the sector is how to appease those aligning themselves against wild boar, and those producers who have persevered this long and found a way to make the boar profitable.

Should parents be allowed to name their children whatever they want?

Who can say what is considered a name and isn’t? I don’t want to be too quick to judge how ridiculous some names are because new names are created all the time. Apparently J.M. Barrie coined the name Wendy when he created the character for his well-known play, Peter Pan. Wendy doesn’t seem like a weird name anymore. I know Wendys. So maybe the parents who have given their children names like Hashtag and LOL are onto something. Perhaps they are pioneers, liberating parents of the future so they don’t feel limited by society’s preconceived notions of what makes a name. Because of them, it will be acceptable to call your newborn baby Philly Cheese Steak or Barn Door, for better or worse. A popular sitcom recently tackled the strange name phenomenon when a couple was convinced to give their newborn the middle name(s) Wait For It. The only question I have about naming little LOL in such a way is, could it be considered child abuse? Maybe parents are setting up their children to be teased a lot because of their choice in name. Adults can certainly change to whatever they want. Basketball player Ron Artest changed his name to Metta World Peace. I think it’s ridiculous, but I respect his right to be called whatever he pleases. I may have trouble being taken seriously at work if my byline at the top of a story reads “by Grizzly Bear Baker,� so I have no intention on such a name change. There really isn’t anything we can do to curb unorthodox baby names unless we decide such names are harmful to a child. Denmark has some of the strictest naming laws, whereby parents have a list of about 7,000 names to choose from. I’m just not entirely sure who does name a child if the parents are dead set on raising a Stage Right. – Grizzly Bear Baker

I think this brings up a more important question: should your right to have children be licensed? It seems to me that if you’re cruel enough to name your offspring LOL or Hashtag, your parenting privilege should be revoked. But that’s a topic for another day. Unfortunately, cruel names always have and will exist. Some parents think they have a sense of humour and name their children ridiculous names. The fact that parents are turning to trendy Internet terms seems unusually cruel, but I don’t think it’s that unique. There’s also the beautiful fact that names don’t have to be permanent. Poor little Hashtag can get that name changed to something a little more sensible, or go by a middle name. Or just choose a better name and move out of his or her parents’ house as soon as possible, ending all contact. We can’t take away a parent’s right to choose a stupid name. And we can’t enforce sterility on those who probably should never breed. Too many rights are being ignored, I’m sure. Plus, the quality of a name might be in the eye of the beholder, so says a girl named Tonaya, which is a made up name that has received a few raised eyebrows in the last 21 years. Maybe little Hashtag’s name will slowly lose its humour over time, and some day really catch on as a super popular name. Then someone will write a popular teen fantasy novel starring a bold, young girl named Hashtag and suddenly every baby girl for the next 10 years will be named Hashtag. You don’t know. Construction work to come at Creighton Lodge The managers at Creighton Lodge continue to wait for advice on just what they should be doing with their building. The seniors’ home in Estevan had plans to complete work on an addition that would include a 36-foot by 30-foot lounge and entertainment room at the front of the building. The space was important because the suites are full and when musical groups and others are brought

in to play a show, their current accommodations for those guests are much too cramped. Creighton Lodge now has 48 residents living in 45 suites, and they have 80 people on a waiting list. Fundraising for the addition has been going on for about two years, but at the end of the summer, the administrators received some bad news. They were told the roof was in need of a complete redo. The overhangs had cre-

ated some problems and the flat roof was going to need to be redone in a peaked style. The cost for that work would be high. Upon getting a second opinion however, they were told maybe the problem wasn’t that bad. A new contractor came in to have a look and found the only work needed was to the overhangs around the building. “It’s a difference of spending a lot of money or

She and Shelly Veroba, operations superintendent, want to make sure they have all the information they need before making a decision. Pratt said the overhangs on their building aren’t insulated and they have rot occurring inside them as well as on the drainpipes. Veroba added that because the overhangs were left for so long, they could cause further problems. Pratt confirmed there is definitely some work to be done on the roof, even if it’s just repairs to the overhangs. As for the extent of those repairs, they are still unsure of. At the very least, Pratt said there are a few exposed areas that must soon be attended to. When they brought in an engineer to see if a peaked roof could be designed for the building, they were told they had 20 years left on the roof. Whatever work the need to do, Veroba noted they have the blessing from all of their donors to do what is best for Creighton Lodge. With two years worth of donations coming in for the addition, donors are happy to have their money go to something else if it’s important to the home. “We’re thankful that we found out about (the roof) because, heaven forbid, if we would had actually been starting the expansion and

The Christmas spirit and a hit-and-run Last week, my car was backed into in the early morning hours and rather than being an honourable human being and leaving a note, the driver took off. Aren’t I just the luckiest? And you all thought the bat flying around my bedroom the week before was bad. I noticed the damage when I left my apartment in the morning to walk to school. My grill was caved in, my hood was dented and both my head lights were damaged. So I called the Big

and I noticed something tucked under my windshield wiper. Though I was in a good mood, I complained that I’d gotten yet another parking ticket, despite being parked totally legally (I’m pretty sure, anyway). But when I got out of my car in the Cornwall parkade, I was rewarded not with a parking ticket (score!) but a note that read “I saw how the damage happened to your car. Call me ...� with a phone number. How nice is that? After shopping and driving back home, I called the number. A kindly, polite, awesome human being answered and explained that he, a complete stranger to

me, had witnessed a truck back into my car Tuesday morning and had watched it drive away. Not only that, but he took down the vehicle’s licence plate information and agreed to speak to the police to report what he’d seen. Obviously, there isn’t a reward for reporting hit and runs. This man will receive no recognition for his good deed. It probably would have been easier for him to forget the whole incident happened, since the accident won’t cost him a cent and he’s innocent as can be. But he chose to let me know. As far as I’m concerned, he chose to do the right thing.

And the idiot driver who smashed the front of my car might end up being held accountable for his actions. I honestly hope he is. Having to pay my deductable isn’t the end of the world, but the hit-andrunner should be punished. Had he left me a note and handled the situation like a grown adult, he wouldn’t be risking the punishment I hope will be dealt by police. Anyway, thank you kind man who stepped up and did the right thing. I’m definitely inspired by your actions. I hope that if ever I am faced with choosing between doing the right thing and doing what is easy, I’ll take the same road as the guy who left me the note on my windshield and reaffirmed that good people do exist. A united Maritimes will never, ever happen Three Conservative senators are proposing the three Maritime provinces, Nova Scotia, New Brunswick, and Prince Edward Island, should merge into one province. It’s a good thing they are appointed, because Senators Mike Duffy (P.E.I.), John Wallace (N.B.) and Stephen Greene (N.S.) would never be re-elected. That’s not to say it’s a bad idea. Consider the foundation of their arguments:

they have 1.8 million people, and three entire governmental structures to support them. Three premiers, three legislatures, three departments of highways, three health care systems, all with their own administrations. In tight times, supporting that much overhead seems superfluous. Instead of working together, they each pull in their own direction. The National Post noted that John Savage, the late former

It reminds me very much of my time as city hall reporter in North Battleford. After covering that beat for a while, I came to the conclusion that North Battleford and Battleford were the most obvious case in Saskatchewan for a municipal merger. My column I wrote to that effect earned me some respect in some circles, and few friends in others. Generally speaking, North Battleford people didn’t mind the idea, but Battleford folks had a very cold shoulder. The people from Battleford pointed out that after a major snowstorm, their grader got all the streets done within a day, while North Battleford’s crews

struggled for days to dig out. My suggestion was that perhaps the Battleford grader, parked after it was done its rounds, might come across the river and help out. Battleford people also at times felt they didn’t get enough police coverage in comparison to their financial contribution to the Battlefords RCMP detachment. In this, they conveniently neglected the fact that most Mounties, in being posted to the Battlefords, moved to the town of Battleford. Because most of the Mounties lived in Battleford, there was correspondingly less crime in Battleford, and because there was less crime in Battleford, most of the Mounties moved there. In the meantime, North Battleford, with one of the highest crime rates in Canada, couldn’t figure out why none of the Mounties wanted to live there. No matter what you did, there would always be a case of one side of the river feeling it was hard done by,

so everyone felt it was best to continue to leave well enough alone. In the case of North Battleford at the time, they enjoyed some of the highest taxes in the province for a community its size. I can see similar issues writ large in a united Maritimes. While a merged province would make financial sense, the territorial battles will never end. That being said, it’s really hard to justify provincial status for 140,000 people, the size of a Toronto suburb. When the premiers get together, which has more clout, three tiny provinces or one larger province? That one province only gets one vote at the table. Maybe this is why we have senators. In secure positions, they can propose politically unpalatable but otherwise necessary ideas. Their “sober second thought� can look at areas where those seeking reelection fear to tread. Let me tell you, anyone running for the office of mayor of the Town of Battleford on a platform of merger with North Battleford has the political prospects of a snowball in hell. This is why mergers in Toronto and Montreal came down from on high, from their respective provinces. But there’s no way the federal government could do the same. It’s a nice thought experiment, but the merger of the Atlantic provinces will never happen in our lifetimes. There are too many fiefdoms to protect for it to ever become feasible. People have called 911 over the last few days to report a fire at Mosaic Stadium, where the CFL Saskatchewan Roughriders play. Deputy fire Chief Gerard Kay says callers have been insistent, describing bright flames and the smell of smoke. But when firefighters arrived, there was no fire. Kay says it took them three or four trips before they realized that people were seeing large video screens inside the stadium broadcasting the perennially popular holiday fireplace video. The fire department has called the Roughriders asking them to change the video, and a spokesperson for the Roughriders confirms it has been taken off. National MISSISSAUGA, Ont. Health Canada has suspended the licence of a chemical testing laboratory saying it

found falsified results in tests involving medications and food additives. The agency is asking companies that had testing done by Chemi Pharmaceutical to halt sales of affected products until safety can be confirmed. So far, Health Canada believes only a portion of Chemi Pharmaceutical’s work involved final testing of products before they were released on the Canadian market. Chemi Pharmaceutical is based in Mississauga, Ont. There is no evidence that the health of Canadians has been impacted. A list of products that require further testing is available at Health Canada’s website. *** MONTREAL - After nearly a year of searching for a job close to home, welder Garnet Cooke is preparing to leave family behind and follow the trail blazed by many other unemployed Ontario workers who have headed west in search of a new life.

Dave Clark said he’s gone through various stages of grief since he too lost his job at the London, Ont. locomotive plant after 18 years. “There’s some really bad news out there. People are splitting, families are breaking apart, some people are filing for bankruptcy already. It’s tough.� Both men say they are examples of the struggles that many Canadian workers have faced over the past year as employers try to squeeze out costs in the face of a weak economy. The survey says Canada offers some of the best quality of living in the world with Ottawa ranking 14th, Toronto 15th, Montreal 23rd and Calgary 32nd. Globally, the cities with the lowest quality of living are: Khartoum, Sudan; N’Djamena, Chad; Port-au Prince, Haiti; and Bangui in the Central African Republic. Baghdad ranked last. International WASHINGTON - Both President Barack Obama and Republicans in Congress now have laid out

some specifics of their vision for stepping back from the “fiscal cliff� budget crisis, but the plans are vastly different and leave politicians far from agreement with a deadline less than a month away. House of Representatives Speaker John Boehner’s counteroffer — which cuts popular social programs but doesn’t raise taxes on the wealthy — was immediately rejected by the White House, which declared the Republicans still weren’t ready to “get serious.� At issue are expiration of big tax cuts instituted under the administration of former President George W. Bush and a series of big spending reductions mandated by Congress last year to force the nation’s political leaders to finally reach a painful agreement on reducing the country’s

spiraling deficit. But in the current climate deal making seems nearly extinct and some economists forecast that failure to reach an agreement by year’s end will send the fragile U.S. economy back into recession and cause a spike in already stubbornly high unemployment. The Republican proposal that Boehner sent to the White House on Monday calls for raising the eligibility age for the government health care program for Americans at age 65 and lowering cost-of-living hikes for the federal pension program. Obama’s plan, offered last week, would raise taxes by $1.6 trillion on high income Americans over the coming decade but largely exempt health care and pensions programs from budget cuts.

Studying the importance of first five years The first five years in a child’s development are key, and as a recent southeast Saskatchewan study on child brain development has found, the entire community shares responsibility in raising the next generation. Between 2008 and 2011, the Southeast Regional Intersectoral Committee took part in a national survey, which looked at children in kindergarten and measured their development in the fi rst fi ve years of their lives. Donna Coleman Trombley, the co-ordinator for the region’s RIC, was in Lampman on Tuesday evening presenting the study’s findings to community members and repeating the message that those first five years of life are a critical piece of the people we all become later in life. The southeast study is

called Understanding Early Years: Prairie Children, Prairie Futures and is part of the national Understanding the Early Years Initiative. “It was really a community-based project that was intended to help members of communities better understand the needs of their young children and families so that community members could strengthen or design local programs to meet those needs,� said Coleman Trombley. The data was collected from assessments of 1,856 kindergarten students in the southeast school divisions. “A part of this project was the assessment of the developmental achievement of kindergarten-aged children,� added Coleman Trombley. The assessments of the students were made by

their kindergarten teachers. Teachers used the Early Development Instrument (EDI), which looks at five domains of early childhood that the study deemed significant for a child’s readiness to learn. The EDI is a questionnaire developed by doctors at McMaster University, and it measures five areas of early child development: physical health and well-being, social competence, emotional maturity, language and cognitive development, and communication skills and general knowledge. The final report identifies a percentage of children vulnerable in each domain. Vulnerability, as defined for the study, means children who scored in the bottom 10 per cent. About 27 per cent of children in the southeast were considered to be vulnerable in one domain,

That’s such a critical time period.� She noted they have three regional KidsFirst community developers, with one sitting in each health region in the southeast. Their work involves programming that supports early childhood. Coleman Trombley said the developers are important, but said communities and service clubs need to be engaged to help. She is now taking the lead on data-to-action projects throughout the region in concert with the KidsFirst community developers. With the presentation in Lampman last night, she said they just want to raise awareness. She added that they are doing presentations in communities all over the southeast and expect to host one in Estevan before May 2013.

Sports negativity is everywhere The supposedly darkest day in the history of the world — Dec. 21, 2012, the day according to the Mayan calendar that the world will end — is fast approaching, but negativity in sports was all the rage on one particular day in late November. Sports is generally about achievement and accomplishment — championships! But on Nov. 28, every time a sportscaster opened his or her mouth or a newspaper desker penned a headline, the words “won’t�, “can’t� and “no� were everywhere. Golf’s venerable protecting agencies, the U.S. Golf Association and the Royal and Ancient announced its ban on anchoring a long putter in the belly or the chest while a putting stroke was in progress. This has been a hot topic for the last couple of years, with golf traditionalists claiming

“anchoring� of the putter went against the spirit of golf, which encourages unencumbered “strokes.� The anti-anchoring lobby got louder and more persistent when Keegan Bradley used a long putter anchored in his belly to win the 2011 PGA Championship and became ear-splittingly loud when Webb Simpson used the same sort of implement to win the U.S. Open this past summer. Meanwhile, on the Major League Baseball front, many observers were saying “no way� to the Hall of Fame eligibility of Roger Clemens, Barry Bonds and Sammy Sosa, who were on the Cooperstown ballot for the first time. All three have career stats that would nor-

mally make them first-ballot automatic inductees to the hallowed hall, but their history or suspicion of using performance enhancing drugs means almost certainly they won’t receive the required 75 per cent of ballots cast for induction. While those two stories were gathering gobs of negativity in the United States, Canadian sports fans heard nothing but bad news from the National Hockey League labour front, where even a mediator said he was unable to make any progress with the intransigent owners and players. There were noes everywhere on Nov 28. No hockey. No more meetings scheduled. No hope, at least for the foreseeable future. But let’s end this on a positive note: As for Dec. 21, 2012? Will the City complete some areas more than once in a major snowfall before all streets are completed? Yes, if the Priority 1 and 2 become impassable those streets would be cleared of snow again to ensure that trafďŹ c can move. Can home owners blow snow from their sidewalks, driveways and parking lots into streets? No, property owners cannot as it makes it more difďŹ cult for the city to complete a proper cleanup; it causes the streets to be rougher than necessary, causes a hazard to motorists and is prohibited by the TrafďŹ c Bylaw. The only place this is permitted is the downtown business district as they have nowhere else to shovel the snow to. Should we keep our sidewalks clear of snow? Yes, the TrafďŹ c Bylaw requires it as it makes it safer for pedestrians and those people that have to walk on the streets for work purposes such as letter carriers and meter readers. Also please make sure that extension cords crossing sidewalks to vehicles do not create trip hazards. Can we pile snow from the sidewalks on the streets? No, the only place this is allowed is the downtown business district as these buildings do not have any other area to move the snow to. Can home and business owners pile snow on their own private properties adjacent to alleys and streets?

What is the goal of the snow removal policy? The goal of the snow removal policy is to provide a timely, adequate and cost effective level of service so that streets are passable and vehicles can move in the City. How does the City determine what streets get cleaned ďŹ rst? The City classiďŹ es the streets into 3 priorities: Priority 1 – Arterial Streets Streets with high volumes of trafďŹ c and main routes through and around the City such as 4th Street – average daily trafďŹ c volume of more than 8,000. Priority 2 – Collector Roads Streets with somewhat lesser volumes of trafďŹ c and designed to route trafďŹ c from local streets to the Arterial Streets such as Nicholson Road – average daily trafďŹ c of between 1,000 and 8,000. Priority 3 – Local Streets Streets that generally only serve the people that live in that area with low volumes of trafďŹ c and mostly residential – less than 1,000 average daily trafďŹ c volume. Within Priority Three there are some streets that are extremely narrow and have to be windrowed and transported away in the same day such as Grundeen Crescent. access for snow removal equipment and have greater potential of being damaged by other vehicles and equipment. However it is permitted in cul-de-sacs as long as the snow is piled in the centre of the cul-de-sac only as other piles of snow impact neighbors and makes snow removal more difďŹ cult. Can I park my spare vehicle or Motor Home on the Street? Yes, however vehicles are not permitted to be parked on any streets in excess of 24 hours and cause a lot of problems for snow removal and trafďŹ c. Can I park on the streets for less than 24 hours? Yes, however in the event of a major snowstorm we ask that all vehicles be parked in driveways or other areas where possible. In the event of a Major snowstorm the City plans to have all areas windrowed where required as soon as possible, providing equipment is operational. Please do not park your vehicles on the streets if possible as the vehicles limit

• Children are kept away from snow dump sites and piles. These are dangerous areas when equipment is working, as well as voids in the piles may collapse trapping children. • Please keep clear of snow clearing equipment and crews. If possible choose an alternate route to avoid delays. • Please keep back 20m of Sanding equipment, as they will be discharging sand at intersections of streets, lanes, and high trafďŹ c zones. • Please keep all emergency exits buildings clear of snow and ice. CONSTRUCTION BULLETIN The City of Estevan is undertaking concrete work and road works at: Woodlawn Reservoir The City of Estevan is undertaking construction of a Treated Drinking Water Reservoir. The affected area includes The Woodlawn Avenue Right of Way North of the St. Joseph’s Hospital. This Right of Way is not a through road and no traffic will be allowed in the area that is not involved with the reservoir construction. This work will commence March 5, 2012 and will take approximately ten (10) months to complete. Ledcor Construction Ltd. and JV&M Constructors Inc will perform this work within the current Bylaw regulations and specifications. Estevan Municipal Airport Rehabilitation Works The City of Estevan is undertaking construction works to rehabilitate existing Apron at Estevan Municipal Airport Construction on: Estevan Municipal Airport Apron This work would require closure of immediate areas of excavation and may necessitate parking restriction in adjacent areas. This work will commence during the week of November 21, 2012 and will approximately complete in June 30, 2013 (subject to weather). Safety Construction site could be dangerous. If you have children, please ask them to keep a safe distance from the site. We will take every precaution to ensure public safety, but we need your assistance to constrain the natural curiosity of younger children. Please DO NOT attempt to go close to areas affected. Theft or Vandalism If you see any act of vandalism, theft or anyone suspiciously tampering with equipment, signage or barricades please contact call Police. The City of Estevan is interested in obtaining input from the youth of our community as well as training future leaders. In keeping with this objective we are inviting applications from students in Grade 11 and 12 interested in participating as Youth Members of Council. These students will be appointed on a three month basis and be required to attend an Orientation Session and all regular open Council Meetings. The student Council Member will be a fully participating member of Council excluding the actual voting privilege on any issue. The student member will be provided the same information package as the elected members of Council.
