Bylaws and regular patrol benefits of enhanced RCMP Municipal policing is an issue well known in Saskatchewan’s southeast, and some rural municipalities are attempting to tackle things themselves. The RM of Browning is already knee-deep with a proposal to hire a constable through the enhanced RCMP program. They are looking for partners in the venture and a public meeting was held in Bienfait Feb. 4, as the idea was brought to the ratepayers of the RM of Coalfields. With a full hall at Bienfait’s St. Monica Parish, the idea received a cautious reaction with several concerns being raised by individuals. Chief among those were cost and whether the position could sustain itself with funds coming back to the community through tickets and fines. The RMs hope that through this program, bylaws could be enforced. That’s something the RCMP does not do, except in extreme cases, but this enhanced position allows for a constable to be at the RM’s disposal at all times. Rather than working with the rest of the detachment, the hired officer would be under contract with the RM. There would be a memorandum of understanding outlining everything the constable would be expected to do. It’s likely that if the two RMs add the position, the job would include enforcing bylaws and patrolling the roads, adding a greater

RCMP presence in the area. Sergeant Darryl Milo of the Estevan RCMP detachment made a presentation outlining some of the differences between what the RMs would get from an enhanced officer compared to what they do get from the RCMP detachment. He said that because his detachment is so busy, it can be difficult for them to provide a comprehensive presence throughout both RMs, and respond to calls of vehicles speeding. Browning pays $14,000 per year for RCMP service, while Coalfields pays $18,000. An enhanced officer would cost $120,000 per year, and that includes all costs for the position, including those for a vehicle. If both RMs take part jointly, they would split that cost. The officer may be able to pay for himself through the tickets and fines people would pay, noted Brian Fornwald, RM of Browning councillor. He said communities get 100 per cent of the bylaw fines paid by violators, and for every traffic ticket the constable issues, about 75 per cent of the fine will go back to the RM. Fornwald also said there are other cost savings they could potentially see from adding the enhanced RCMP. “It’s kind of anecdotal at the moment, but one of the RMs that has done this before said one of the first things you’re going to notice is that your gravel costs go

down,� said Fornwald. He said Browning’s annual gravel costs are about $1 million, so a savings of between five and 10 per cent could nearly pay for the officer if Coalfields joined. Those savings would come by reducing speeds on the gravel roads and getting weights on vehicles hauling goods to a legal level. The officer would be based out of the Estevan RCMP detachment, but could set up small offices in the Bienfait or Lampman town offices as well. “I don’t see why he couldn’t have an office in the town of Lampman or in the RM office,� said Milo. “That would be a better place for him to be in the area where he is working. Would he still need our cells? Sure. Would he still need some of the stuff in our office? Absolutely. It probably wouldn’t be a fully stocked office, but it would be an office that he could get by in a day or a week and have everything he needs.� At least 70 per cent of the officer’s time would be spent on completing the duties as set out in the memorandum of understanding, while the Estevan detachment could use the remainder of the officer’s time to assist with them under special circumstances. That would be rare, so Milo said it would very likely be more than 70 per cent of his time would be devoted to his regular duties. The constable would not be responsible for responding to calls that come

into the detachment. Milo said he would only be called to assist in circumstances where the other officers would need back-up. The officer would have his own vehicle and shift schedule according to the RM’s needs, so Milo likened the prospective officer to a town cop. If Browning and Coalfields decide on an agreement, the officer would split a 40-hour workweek between both areas. Fornwald said Browning is generally looking forward to adding the enhanced RCMP, and in April 2012 put in an application for the position. That means if all parties wish to, they could have the position starting as early as this April. The constable would work on a one-year contract and the RMs must give one year notice to terminate the position. “Our council is pretty committed to giving it a try,� added Fornwald. “We were hoping Coalfields would be joining us. If they don’t, we may have to consider our steps on it. We do have ratepayers who think $120,000 in one year is a lot of money.� For those in Coalfields, this was the first public meeting on the matter, so Reeve Stanley Lainton said he wished everyone would go home and think about the information. They can contact their councillors with their thoughts on bringing in the enhanced RCMP before the next council meeting.

Absence of penny won’t breed nostalgia If you have any pennies in your dryer, car console, under couch cushions or overflowing in a jar above your fridge, it’s finally time to cash in those extra cents and subsequently forget that we ever had those little copper coins. The penny was worthless for a slew of reasons, and though some people will miss it, the dismissal is long overdue. Nostalgia is an incredibly strong emotion. Even I remember one-cent candies being available in little plastic jars at Becker’s on the end of the street. Thinking about it now, of course, even as someone who is incredibly not germaphobic, the only images those memories really bring up are the frightening sugar candies that only cost a penny. A bunch of other kids probably got their filthy hands in the jars too, soiling all the other candies with their fingers. That isn’t exactly the warmest memory one can have of a piece of legal tender. The penny is offi cially no longer minted by our money presses. Pennies have long been dust collectors in Canadians’ pockets. I’m sure my grandparents will miss them. Their generation is either just more nostalgic

Jordan Baker Thoughts From My Fingers or they have more to be nostalgic about. Maybe if 12 cents made me a rich eightyear-old, I would have a greater appreciation for the penny too. It’s not the only thing my grandparents are nostalgic for. Over the holidays, my siblings were together listening to grandfather’s stories about where the boys would take the girls for a little fun time back in the day. There was the leaf hut, the wood pile and the coal bin. It sounds like any place that was out of view of the adults was a great place in their minds. We learned my grandpa never took my grandma to the leaf hut or the coal bin. I don’t know why the wood pile was so special and the leaf hut and coal bin so were unsuitable for her. Maybe it’s just more common for people to look back on older memories

more fondly, so the further my grandparents get from their childhoods, the better their childhoods seem. With that logic, it will take about 50 years before I will start really missing the pennies in my pocket. For someone who uses physical money for maybe two per cent of their purchases, those feelings may never bubble to the surface. I may as well start getting teary-eyed for the credit card that expired a year ago, cut in half and thrown in the trash. I have a passionate dislike for change. I don’t like being handed a toonie, a loonie, a quarter, a few dimes, a nickel and three pennies. Those coins are just going to go somewhere and be forgotten about, so for me it feels like lost money, coins I’ll never see again. With all the non-cash options to pay for things — credit cards, debit cards, PayPal, gift cards that are pre-paid with credit, debit or PayPal — I’d rather abandon money and just pay for things via trade than receive change. The penny is not going to be missed in my heart. That’s one place I refuse to store my unused coins.

Provincial ag policy not an issue The Saskatchewan New Democrats held a leadership forum in Yorkton last week. In and of itself, the forum wasn’t exactly enlightening in terms of the NDP’s agriculture policy, no matter which of the four candidates emerge victorious. That should not be seen as particularly surprising considering the provincial government, regardless of its political stripe, has limited impact on how farms manage to attain profitability. The three main factors in determining farm returns are weather conditions, supply/demand pressures and government policy, primarily those established at the federal level in an international context. The details of the American Farm Bill have greater impact on farmers here than anything decided in the Regina legislature. When looking at the Saskatchewan budget, agriculture spending is a sliver thin wedge of the spending pie, far behind the big three expenses of health, education and debt payment. When you factor in the money the province must put into cost-shared farm support programs, there simply is not a lot of wiggle room in terms of farm programs spending. That did not stop questions on agri-

One question asked was what the NDP would do to help farmers who were facing a squeeze on the bottom line that is being caused by higher inputs. Considering grain and oilseed prices have been higher than ever in recent years, that a question of price squeeze even came up speaks to how difficult farming can be. The simple answer the candidates should have used was “very little.” Saskatchewan government policy is not going to boost prices, and affecting inputs from the cost of oil to four-wheel drive tractor prices is unlikely to work either. The more important question is how is it that in a time of high prices, some farmers are still struggling. We should be at a time when the poor operators have been weeded out of the sector. The farm economy has been through

a roller coaster of high and low prices in my 25 years of writing this column, and through the lows, many farmers cashed in and moved away from the farm. So with high prices, farmers should be better off now than in most any time of the last quarter-of-a-century. But there is obviously still hurt out there. Another discussion point of the forum seemed at odds with concerns over thin farm margins. There was discussion about the impact of farmland being purchased by those living outside the province, and in some instances outside of Canada. There was concern Saskatchewan producers could become little more than tenant producers for out-of-province owners. That said, with margins on annual production slim for some producers, the end pay-out for retirement comes from the sale of the production unit. When the decision to divest of a farm operation, limiting potential buyers by prohibiting out-of-province buyers would seem to hurt the returns a producer might realize. One might expect farmers to welcome offers from any buyer to realize better returns, something they have struggled for each year they have been producing a crop.

Is it better to have a shorter workweek with longer hours?

It’s a topic that comes up a lot through new studies or dough-eyed employees dreaming of an eternal three-day weekend: the four-day workweek. There are plenty of arguments for and against the idea of putting in a 10-hour day, instead of an eight-hour one, from Monday to Thursday. Some say it gives employees more opportunity to get away and refresh, coming in each Monday more prepared and energetic. It would be great for me, but it’s naturally easier for younger single people to make a longer workday work. Whether someone has children can really impact how convenient a longer workday may be. I’ve heard journalists in Britain do four-day weeks. It certainly isn’t an inhibitor for my profession. Ending a day at six or seven in the evening isn’t much of an issue if you don’t have children who have school days ending at 3 p.m. Maybe the school system can switch to a four-day week as well. I’ve heard that proposed numerous times as well, and it would help working parents under the four-day system. It’s not something that needs to be universal; each business can implement whichever schedule they please. I definitely think it would work for a company that has a young staff. People who don’t eat before 8 p.m. would probably love the idea of putting in an extra hour at the end of the day in order to score a Friday to themselves every week. After a long weekend, I am always more eager to get back to work than I am after a typical Saturday-Sunday. The extra day is just long enough to provide some idle time that makes you think you could be more productive if you were working. If the system makes people want to be at work more, then it’s working. I’m used to the five-day week, and have no real complaints, but it would be interesting to give the four-day week a shot to see what works. I’ve never before been one to turn down a long weekend. —Jordan Baker

Being that I don’t work full workweeks at the moment, because I don’t work full-time, this is a tough one for me to comment on. Of course, I really like the idea of working only Monday to Thursday. It would be great to stay in bed a little bit later, keep my apartment clean and make as many trips to the gym as I had planned at the beginning of the week. But would it be a good idea? For one, my profession isn’t one that really allows for days off. It’s not like the entire newsroom could peace out on Friday, because news still happens and people are going to want to have their daily news fix on Fridays too. I suppose shiftwork could be introduced – with some employees working Monday to Thursday, and others working Thursday to Monday. But that really removes the energy efficiency that is touted as one of the bonuses of the short workweek: if employees are staying home, their offices don’t need to be heated or lit. Plus, they’re saving all kinds of cash by filling up less frequently, so the environment wins. It would also kind of suck to have to stay later each workday. I know what it feels like to watch the clock slowly tick to 5:30 and that blessed moment when I get to leave. I can’t imagine adding another few hours onto the day, just to make my 40-hour requirement. Working from 7 a.m. to 6 p.m. seems terrifying. I’ve definitely put in a 12-hour day before, but every day? How would parents find time to feed their children home-cooked meals? How would employees find time to take care of themselves. I love having evenings off to go to the gym, bake cookies or plan out future meals. Cutting another hour out of my already rushed evenings seems stressful. I know three-day weekends are awesome, but I’d still rather keep the traditional five-day workweek. I can’t imagine staying at the office everyday past when I have to. No thank you. — Tonaya Marr

Intense debates Our Past - February 7, 1968 My fourth and final roommate of my university career has moved out and I have to say, living alone is pretty awesome. When I set something down, I am the only one who is going to pick it up. When I go to bed at night, no one comes in at weird hours and wakes me up. When I clean up a room of the apartment, the room stays clean until I make it messy. In short, I really like living by myself. I’m also really excited about having a spare bedroom. My search for a fifth roommate proved unsuccessful, so the small bedroom of my apartment is completely unoccupied and mine to do with what I will. I have been going back and forth between three potential options for the spare room. First, I could leave it alone. Use the closet for storage. Visit the room when necessary, but essentially pretend it doesn’t exist. I’m a big fan of the TV series Community and two of the characters, Troy and Abed, have a blanket fort that they live in inside their apartment. If I take this route, I’d need to spend several hours gathering the materials and several more hours putting the fort together. I visualize a twobedroom fort with a door and a bunch of pillows to allow for maximum relaxation. I could set up a mini-fridge, or maybe just haul a cooler in there. Building a blanket fort would require me to buy some more blankets, or probably cheap sheets. Something new was added to the annual Music in Colour show held in Estevan, sponsored by the Beta Sigma Phi. This young dance troupe certainly brought out the fact that young people have all kinds of talent. for lounging purposes. Finally, I could turn the room into a ball pit. That’s right, like at McDonalds or other play areas. I would probably need to block the bottom half of the doorway to keep the balls inside the room. I’d also have to order a ton of those multi-coloured plastic balls. Amazon.com has a bunch; for a shipment of 500 it costs almost $100. I assume I’d need something like 1,500 to fill the bottom half of the room, which is necessary for optimal frolicking. It would seriously be so awesome to have a ball pit. I would swim around in there in my free time and relieve stress by tossing the balls around. It would seriously be a blast. I’m still waiting for my ant problem to sort itself out, so I don’t need to make a decision right now. But after the exterminators roll through on the 11th, one of the three options will be taken. Third Town Band represents southeast For the members of the Third Town Band, playing music is a hobby they can share with anyone. The members of the seven-piece band found one another naturally and the group has been growing organically since James Senires saw a pair of his fellow bandmates playing at a Christmas party. As they have learned of new friends who have a passion that follows their musical ability, the band, which began with four members, has added to its ranks. Senires said he saw Edu Malangen and Erik Galvez performing at the party. He liked what he heard, so had them come into Eddie’s, where he works, to put on a show. “We invited them in for a Christmas party, so we had them jamming, and that’s pretty much where it all started,� said Senires. The original lineup included Senires, Malangen, Galvez and Wesh Binalla. The Third Town Band will be the latest group to perform at the Estevan Art Gallery and Museum, followed by a show at Eddie’s Neighbourhood Grill and Bar tonight for After Dark/

After Hours. So far the band of Filipino immigrants has played several shows together as a whole — often at Eddie’s — performing their take on hits from the 1980s and ’90s. Senires said they are influenced a lot by rock from that period as well as psychedelic funk, ska and reggae. “Me and Wesh, we grew up on the genre of the ’90s rock,� said Senires. “What we all agree upon is reggae stuff, because it’s all just fun. Most of our cover songs are reggae songs.� Malangen adds the funky side of the band with his guitar playing. He said that they also like to incorporate a mix of Filipino music into their songs. A lot of those are actually English songs that were written by Filipinos. “Being Filipinos, we want to share some of our music from Filipino artists who are really, really good in the Phillipines,� added Senires. “There are really good Filipino artists that have really big talent, and we just want to share it with our culture here.� The band includes Senires, as keyboardist and

Edu Malangen, Kim Marbella, Wesh Binalla and James Senires of the Third Town Band. guitar player, Malangen, Binalla playing bass and percussion, Galvez on drums, Jelyne Eugenio and Kim Marbella providing vocals, while newcomer Kristofer Duran plays acoustic guitar and sings as well. The members have been in Canada and the Estevan area for varying times. Some like Senires have been in the country for as many as four years, while Eugenio and Marbella are more recent immigrants. Marbella is celebrating her first year in the country this week.

Marbella was vetted by Binalla, who noted her vocal ability to the rest of the group. She came in to jam and has stuck. Eugenio came to Canada a couple of months after Marbella and joined as well. “We learned she was a really good singer, and they jive together, Kim and Jel,� said Senires. That’s how the band has formed. As they meet new people with musical talent, they invite the new prospects. If everyone has fun, the band gets a new member.

“It’s not a really deep kind of story. It’s just guys having fun,� said Senires of how they have all come together. They take their name from the fact that the members reside in three different communities in the southeast. Most live in Estevan, but Galvez lives in Weyburn and Malangen lives in Oxbow. With the After Dark/ After Hours format, the band will be able to perform both acoustic and full band sets, something they look forward to.

“Maybe one of our best songs, Sweet Child Of Mine, we’d probably rock it out as acoustic at the art gallery. You should see how hard this guy’s going to rock his guitar,� said Senires, pointing at Malangen. The group regularly takes requests from the audience, and they have had audience members up to sing along with them. Senires said it’s always a party when they hit the stage. The band jams most Sundays, when everyone has a day off. They don’t want to force Galvez to have to lug his drum kit anywhere, so they usually all head to Weyburn for a meal together followed by some music. Senires said music is one the great communicators, so building roots in Saskatchewan starts with sharing their music with the people around them. “We have a lot of friends here. We’re making this our new home, and we’re trying to share our culture with our new friends here. Music is probably the best way to do it,� he said. “It’s not just us sitting there playing. It’s us realizing our roots through music.�

Millions, billions, trillions, zillions ... Watching the news the other day, my wife and I saw a term that isn’t very common - yet. It was peta, and no, not the People for the Ethical Treatment of Animals, but as a prefix - as in one quadrillion of something. It’s a term we’re going to see a lot more of in the future. There’s a system of prefixes most people are familiar with - kilo for thousand, mega for million, giga for billion. In

recent years we’ve now become familiar with tera for trillion, as in a terabyte hard drive. The next step is the peta. Everywhere we look we are seeing inflation not only in the prices we pay but in our general lives. When I got my first computer 20 years ago, my entire storage of data was 20 floppy disks that held 1.44 megabytes (1.44 million bytes). My current computer now has over 10 terabytes, or 10 trillion

While computers seem to be governed by Moore’s Law, doubling in power roughly every 18 months, we’ve seen some pretty astronomical numbers in other areas as well. I don’t believe those standard inflation numbers we hear on the late night news. By my figuring, things we purchased in the late ‘60s now cost 10 times more - if not higher. The TV news folks will often say it is much lower than that. I don’t think they’re even close. In 1967, my dad bought a Buick LeSabre

for around $4,000. In 2005, the last year the LeSabre was made, it cost around $42,000 or thereabouts. Minimum wage in the ‘60s was around a buck. Today it’s around $10. By the same token, most things have doubled in price from the early 1990s to today. Minimum wage, when I started working in 1991, was about $4.50. Yet in the past few years we’ve seen tremendous inflation in housing in Saskatchewan. Prices have doubled in five years, but salaries certainly have not. Indeed, a million dol-

lars does not go very far these days. There used to be a time when a million dollars would have you “set for life.� Now you can hardly get a house on some streets in Saskatoon and Regina for a million bucks. In Estevan, the new rink cost around $22 million! That’s insane! While it’s a nice rink, the walking track isn’t paved with gold. It’s one rink! Around 2004, the same dollar amount bought you twoand-a-half ice surfaces, a pool, weight room and two indoor soccer facilities in Lloydminster. The standard for business reporting is rapidly changing from millions to billions. If a company isn’t worth a billion these days, it hardly gets a mention. The United States financed their Second World War effort from 1939 to 1946 with $205-billion in war bonds. That’s about a

third of what Apple’s market capitalization is worth on any given day now. The U.S. national debt ceiling is now being increased every few months. It’s so many trillion, no one can really wrap their head around it. Yet those Americans keep driving it up, even though someone will have to pay for it. Those people might not be alive now, but apparently that’s OK. Might as well add another three zeros and call it quadrillions ... maybe a few more after that. How many does it take to be a zillion? In The Social Network, a line attributed to Sean Parker said it all: “A million dollars isn’t cool. You know what’s cool? A billion dollars.� Brian Zinchuk is editor of Pipeline News. Blackberry no longer holds patriotic appeal Provincial OTTAWA - The federal Conservative party is acknowledging it commissioned a so-called push poll in Saskatchewan that warned listeners that electoral boundary changes would “destroy Saskatchewan values.� Residents have complained of automated phone calls that suggested the redrawing of ridings in Regina and Saskatoon would pit rural people against urban dwellers — then asked respondents to agree by pressing a number on their phone. The robocalls provided no party identification, but said they came from a company called Chase Research. The boundary changes could hurt Conservatives — who hold 13 of the province’s 14 seats — because a more concentrated urban vote in some ridings might end up electing their rivals. Trades make Jays a contender Toronto Blue Jays definitely won the winter, but winning the spring, summer and fall will be a little tougher. The perennial also-rans in the powerful American League East rode the strong horse-trading talents of general manager Alex Anthopoulos over the winter to remake the Jays into an instant contender. When the dust had settled from a series of astonishing trades, a Blue Jays’ fan takes one look at

the roster and sees a pitching rotation that compares with the best in the bigs: Josh Johnson and Mark Buehrle from the Miami Marlins, knuckle-balling sensation R.A. Dickey from the New York Mets (the reigning Cy Young Award winner in the National League) and holdovers Ricky Romero and Brandon Morrow. It’s

an embarrassment of mound riches, something the Jays haven’t experienced since the Dave Stieb, Jimmy Key and Tom Henke glory days in the 1990s. Around the diamond, the Jays throw out returning sluggers Jose Bautista and Edwin Encarnacion, scrappy hitters like B.C. native Brett Lawrie and Colby Rasmus, dependable first baseman Adam Lind and veteran catcher J.P. Arencibia. Oh yeah, the flurry of trades Anthopoulos pulled

off over the winter also netted a couple of other gems: Melky Cabrera, a free agent who would have won the NL batting title in 2012 had he not been suspended for 50 games for detection of advanced levels of testosterone in his body; and all-star shortstop Jose Reyes, who was the NL batting champion in 2011 before signing a mega deal free agent contract with Miami and came to the Jays as part of the trade that brought them Buehrle and Johnson.

Jays’ fans could hardly believe their good fortune, but the naysayers who claim Toronto shouldn’t count its chickens before the 2013 pennant hatches just have to listen to Las Vegas oddsmakers, whose numbers legitimize the optimism bubbling around the Jays. Those Vegas brains have made the Jays the No. 3 choice in the AL, behind only Los Angeles Angels (who, after signing slugger Josh Hamilton in the off-season, have the best Big Three in

baseball alongside Albert Pujols and Mike Trout) and Detroit Tigers, the defending league champs. Neither of those teams plays in the AL East, however, it is the division in which the Jays finished a poor fourth in 2012. This opportunity is currently an embedded contractor position that has the potential to change to permanent salaried employee status in the future. The Maintenance Planner reports directly to the Maintenance Manager and is key Team Member, contributing directly to the effective functioning of the maintenance department and plant operations. Primary duties include: Administration of the Maintenance Program through effective planning and scheduling of preventative maintenance and repair jobs among all staff tradespersons and contracted maintenance service providers. Purchasing related to maintenance parts, supplies, repairs and services. Managing and record-keeping of the Preventative Maintenance Program including software database input, output, reporting and management of inventories (assets, parts and supplies). While it’s true that many of us spend more time indoors in the winter, there are also those who embrace the outdoors, the snow and cooler temperatures. For many parts of Canada, winter can mean bitter cold and winter storms that bring high winds, icy rain, or heavy snowfall. This winter, get prepared for whatever the season will bring, whether you are indoors or out. Follow these FIVE tips for staying safe in a Canadian winter: 1. Get informed and go outdoors. a. Are you eagerly awaiting your chance to hit the slopes? Dreaming of making tracks with snowshoes? Check out AdventureSmart.ca to help you plan for a safe and enjoyable outing, whatever your passion. AdventureSmart.ca encourages everyone to follow the three T’s: Trip planning, training and taking the essentials for any outdoor adventure. Here are some key tips for winter adventures: b. Before heading out, complete a trip plan and leave it with friends or family. You can find a template online at AdventureSmart.ca http://www.adventuresmart.ca/trip_safety/ planning.htm c. Get trained for your adventure and stay within your limits. d. Take survival essentials with you and equipment like a communications alerting device in case of an emergency. In avalanche terrain, for example, essential equipment includes a probe, beacon and shovel.

e. Wear a helmet when skiing, skating, snowboarding and snowmobiling. Dress in layers to avoid hyperthermia and keep your head, ears and hands covered to prevent frostbite. 2. Stay safe indoors Winter is a busy season for fires in Canada. That’s why it’s important to be mindful of fire prevention and safety. Make sure you have working smoke alarms, don’t leave burning candles unattended and if a pot catches fire while cooking, put a lid on it. Read more tips. 3. Check your family emergency kit a. You likely have some basic emergency kit items already in your home, such as a flashlight, battery-operated radio, food, water and blankets. The key is to make sure they are organized, easy to find and easy to carry (in a suitcase with wheels or in a backpack) in case you need to evacuate your home. b. Use this checklist to help put your kit together. 4. Keep an emergency kit in your vehicle Prepare an emergency kit and keep it in your vehicle. Refresh the supplies for winter. For example, add an extra blanket or new food items. Use the following list for ideas. 5. Check weather reports When severe winter weather threatens, Environment Canada issues special alerts to notify Canadians in affected areas so that they can take steps to protect themselves and their property. Check out Environment Canada’s page on winter weather to learn more about the various weather alerts. Winter may be cold, but it doesn’t have to be dangerous -- stay warm and safe and enjoy your winter, inside and out!

The Estevan Police Service would like to remind the public of the following: 1.- It is not unlawful to drive a truck with the tailgate down as long as there is no cargo in the box. All cargo has to be properly secured otherwise you may be ticketed under Section 40(2) of the Highways and transportation Act for having unsecured cargo. Fine for this offence is a minimum of $175.00. 2.- If you are transporting cargo that extends 1m past the rear lights of the vehicle, according to Section 20(3) of the Vehicle Weights and Dimensions Regulations you are required to place a flag at the end of the cargo. (flag must measure 300 mmx300 mm). Fine for this offence is a minimum of $90.00. Once again the Estevan Police would remind the residents of Estevan to remove all of their valuables and personal items from their vehicles and to ensure that your vehicle is properly secured at all times.
