Theatre to take this summer to rebuild The Souris Valley Theatre will lose two full seasons as a result of last year’s flooding, but the board is eager to get to work and bring performances back to the Energy City for next year. They are still waiting to hear back about their claim from the Provincial Disaster Assistance Program, but Heather Vermeersch, the theatre’s chairwoman, said they are hoping to get down to the theatre site and start on some cleanup. Seats need to be replaced, dressing rooms and washrooms repaired and some landscaping must happen to get the grounds back into respectable shape. “It will be a project of the slow and steady (kind), and it will be one thing at a time,” said Vermeersch. “We are very hopeful that we can get the area functional and in the fall, look for productions to bring in next year.” The cantina building was in OK shape but needs work, and luckily the stage

They last heard from PDAP about a month ago, and they toured the grounds together in January. Still, she said they aren’t in a position to complain about their predicament, as many others have lost homes and are still waiting on a response from the assistance program. “We understand people’s homes and businesses and livelihoods are at stake. As much as it’s important to us, (the theatre) needs to be thought of as an extra right now.” She added that it’s a slow process, but that it’s to be expected considering the workload they have. Vermeersch said she does understand the importance of live theatre to the community. It’s a way to bring people in and entertain them once they’ve arrived. She wasn’t sure what they would be planning, but suggested it might not be on the same scale as last year’s community musical. A coffee house setting or a talent show are some ideas the board might be considering. Vermeersch said they are still without a theatre manager, so that is something the board will work on in the coming months. A board meeting at the end of May will be an opportunity to get some things decided for how the theatre will move forward this summer.

Tax law is surprisingly interesting The courtroom rarely lends itself to the riveting drama that is depicted in a television series. While the recent taxevasion proceedings haven’t exactly been riveting, thanks to their strange predictability, it has certainly been interesting. As the resident court reporter for the Estevan Mercury, I have become accustomed to the everyday goings on in a courtroom. The proceedings for Norman and Dorothy Desautels, who have been found guilty of evading about $90,000 in income taxes between 2004 and 2008, could be considered anything but typical courtroom drama. A friend of the Desautels told me during the trial that I was getting an “education” by covering the matter. Karl Bazin, the presiding judge, has certainly given the Desautels the opportunity to argue their case. The lawyer prosecuting the case told me she has dealt with other judges who have simply yelled at the defendants who argue their matters the way the Desautels have. The Crown calls them “tax protesters.” The couple has questioned the judge’s authority in the courtroom, accused him of committing treason and, according to the prosecutor, shown the court particular disrespect by sending a letter to the court-

Bazin addressed that during proceedings last week, noting that “the court has a thick skin.” Clearly the judge, who is still new to the post and has yet to finish his first year, has been unfazed by the Desautels’ comments. I even recall the first day of the trial, when Bazin repeatedly told them to sit down and stop talking. I couldn’t count those instances on all my digits that day, all the while thinking, “What does a brother gotta do to get a contempt of court charge in here?” Instead the judge exercised his patience to a level I haven’t seen outside of a customer service rep. It was almost as if someone bet him that he wouldn’t be able to keep his cool in the courtroom, and he made a deal with the devil to never lose another wager. Watching these matters unfold was a clinic in patience, and I’m a

pretty patient person myself. Even I would look over at the judge at times, wondering, “Are you just gonna take that?” While covering the proceedings last week, it also marked the first time I was directly addressed during the defendant’s address to the judge. I’ve had incidental conversations with others, particularly if they ask if I am going to print their name, but this was something else. The Desautels looked at me and suggested that the proceedings were not a public matter and shouldn’t be printed in a newspaper. It may be a private matter, but because it is happening inside an institution as public as a courtroom, it is very open to public scrutiny. The media has two roles to play when covering the court system. One is to identify individuals who have wronged the community, so the public can see that justice is served. The other is to protect convicted individuals, so they are not taken advantage of by the legal system. That is particularly important in a matter such as the one I’ve been discussing, as the Desautels are not represented by counsel. Somebody has to watch the watchmen or judge the judge, and that somebody is the public.

Marketing a new challenge for wheat growers Farmers are going to face an unsettled fall in terms of marketing their grain. Regardless of the side of the age-old debate of whether the Canadian Wheat Board single desk selling system or complete marketing is best for Prairie wheat, durum and export barley, you have to be looking at the arrival of August with some trepidation. The good prices that started a couple of years ago appear to be holding and that may well buffer the problems that may still pop up in what is a rushed transition, facilitated by federal government arrogance. The courts have proven to be fickle at times, so we’ll leave them as the joker in the deck. What we do know if the legislation holds is the CWB is going to be out there competing for farmer grain, but the tightness of the transition is putting pressure on the board to ink deals with the various elevator companies to handle their grain. It is interesting that the big multinational Cargill was one of the first to ink with the CWB. It is likely every elevator company will come on board; after all it is their business to handle grain, but that doesn’t mean a contract will come easily.

Calvin Daniels Trader Agriculture Columnist The process of getting those deals done is muddied a bit by the fact that Viterra – one of the biggest grain handlers on the Prairies – is being targeted for a takeover by Glencore. That takeover bid is likely a bigger priority in Viterra offices than a deal to handle CWB grain this fall. The deadline of Aug. 1 certainly puts pressure on things to fall into place rather quickly in terms of what will be milliondollar deals over time. Muddying the waters of a grain system that is walking into a new world in terms of marketing wheat, durum and export barley is the rail system. There is a growing fear out there that regardless of whether it’s the CWB or a number of independent sellers at work, that the rail system is losing interest in handling grain. Certainly the ever-expanding potash sector will compete with grain, with a

product of generally higher value and a regular marketing schedule. As a rail line company in a country with only a mirage of competition, they are not really in a position where they need to fight for business. The country is pretty divvied up between CP and CN. Beyond that, potash is a commodity that rolls out of the mines every day, pretty much 365, and has to get to port position by rail. With mines expanding significantly in the last few years, it means that much more potash the rail companies need to move. And, there are new mines on the horizon, adding to that trend. When it came to investing in rolling stock in the past, the rail companies showed little interest in investing in new grain cars, and it is likely future rolling stock will be geared to potash, not wheat. The situation is one multiple shippers may find a challenge to deal with, whereas a single-seller had a bit more clout based on value. So as farmers wait for spring to settle so they can plant the 2012 crop, marketing that crop also has to be something that they are putting more thought into than in the last half century.

We have evolved from animals The Editor: (Editor’s note: The following is a letter addressed to columnist Brian Zinchuk regarding his piece last week on bullying.)

Dear Brian, Today I read your article “Would a bull moose wearing pink get a mate?” that appeared in this weekend’s Trader Express. I have to say, your take on bullying greatly distresses me. Do you mean to say that we, as human beings, are no better than animals? That a victim’s only recourse is to physically retaliate? And what if you are unable to physically retaliate? What happens if your child tries to do what you did but instead of getting lucky enough to knock someone down winds up getting more thoroughly beaten? What then? I think you might have one part of your article partially correct; bullying stems from a basic animal instinct to establish oneself as superior over another animal. Chimpanzees are prime examples of a species that relies on

violence and even war-like behaviour to establish dominance. However, it is your assumption that humans are controlled by the same primitive behaviours that really bothers me. Human beings are more than just animals. We have evolved beyond that. From the moment we climbed down from the trees, we have developed language, a means to establish diplomatic solutions to problems without resorting to violence. We developed the ability to predict consequences to our actions. We developed the ability to theorize; to entertain abstract thoughts, hence the creation of religion, theology, philosophy and sciences. We also developed the ability to empathize; to imagine what it might be like from another person’s perspective. At one time it was believed that slavery was acceptable; that another race was somehow less than human. We have evolved beyond that. Do we still have a long way to go? Absolutely, but we continue to evolve, to learn, to shape our own destiny.

It is for this reason I have hope for our future. Let me tell you the story of what happened to me when I was a child. In Grade 5, we had a very strict teacher, Mrs. F., who quite obviously “played favourites” with her students and gave them special privileges over the other students. I was one of the favoured. I did not choose this privilege. In fact, I resented being singled out because I recognized that the other children would resent me for it. As a child of the fifth grade I did not know anything I could do to stop it. One day, a boy who had failed a couple of grades and was much older and bigger than the rest of us took advantage of the teacher’s absence from class. He locked the door of the classroom and beat me with a yardstick. (Yes, I’m showing my age here. Nowadays it would be a metre stick.) No one, not one other student in that classroom, stood up for me. When he felt he had sufficiently punished me, he unlocked the classroom door, the teacher returned almost

immediately after that, and the class went on. No one said a thing about it. At least not as far as I knew. But you know what? A funny thing happened. Somehow the school came to find out about it, or at least found out what a troubled child he was. Not from me – I was so humiliated, I didn’t even tell my parents. But somehow, fate intervened. I know now that the boy was abused at home and had led a very difficult life with an alcoholic father. It was almost immediately after this incident that he was removed from our school and placed in foster care where he could get counselling and help with his problems. I didn’t have to hit back. Being a parent of four children and having experienced such a violent attack myself, I became involved in my children’s school via the School Community Council. I have also been deeply involved in the introduction and implementation of Bullying Awareness Week, as outlined by www.bullying.org, during the month of November. Here

is what I have learned: 1) Being quick-witted and having a sense of humour can go a long way. There are tools and tricks that children can be taught and can practise to develop this ability. 2) A confident child is less likely to be bullied. If we help our children become confident with who they are, we can help prevent them from being victimized by many types of bullying. 3) It takes a village. If we teach our children to stand up for one another, they CAN prevent and even stop bullying that is happening to another individual. No punching required. Simply standing on the side of the victim is often enough. 4) Teaching our children tolerance for differences in others as well as the value of empathy can prevent them from becoming bullies. A society or a home in which it is taught that some differences are simply unacceptable and not to be tolerated is a breeding ground for bullies. There are ways to vocalize differences of opinion without bullying. This letter

to the editor is a prime example of that. 5) Bullying behaviour is NOT the only way, or even the best way, to move up the social ladder. Being a confident individual who stands up for others and shows leadership with generosity and kindness can generate even more success at moving up the “pecking order” than bullying could achieve. 6) There are people who can help if you or someone you know has been bullied or is a bully. If you don’t feel like the first person you speak to has been helpful KEEP ON TELLING people. Look up bullying websites. Phone the children’s help line. Talk to your parents, teacher, your principal, your school board, a school counsellor, a police officer, an uncle or aunt, a grandparent, a trusted neighbour, but don’t give up. University roommates This fall will be my final year of university. This means my final year of sleeping in on weekdays, taking naps over my lunch hour and wearing a steady uniform of hoodies and jeans. This also marks my final year of being a university student with a roommate. I acknowledge that I have an entire lifetime of living with others ahead of me, but the university roommate experience is so unique that all other experiences will be incomparable. My first three years of school have seen three different roommates. That sounds like a lot of people, but keep in mind that I did transfer schools after my first year, and that I haven’t had a roommate situation that ended with extremely hurt feelings. Maybe a few choice words sent over text, but nothing that couldn’t be smoothed over with a halfhearted apology. What I’ve enjoyed most about living with a variety of people has been learning how to deal with other people’s quirks. I’ve lived with OCD clean freaks and people with no interest in doing dishes. I’ve lived with wannabe gourmet chefs and those whose cooking skill

fridge is a work of extreme cleverness. I’ve learned that I can be awful to live with around a certain time of the month. I also know that I’m responsible and mature enough to take care of a pet, but definitely not mature enough to have it taken away. I’ve also learned that the absolute worst part of having a roommate in university is finding a new roommate when one moves out, especially when you’re 20 years old and going into your final year. friends currently have roommates. All of their friends have roommates. And I feel way too old to live with recent grads. I mean, I know what I was like when I was 17 and I have no interest in living with that. So university roommates are a real life experience, from the ones you’re assigned by the school to those you choose, then regret, then miss when they’re gone. It’s the steepest learning curve there is: learning how to live away from home while also living with someone else who’s learning how to live away from home. Would you take an anti-aging pill?

The short answer would be no, but that isn’t going to cut here. People seem to have such a negative view of age. The prime of your life ends around 20. That’s when you start to realize little pains in the body start to hurt. If you slip on the ice, you might just stay down for a moment or two to make everything is still in place rather than

springing up immediately. People get old fast. Getting up off the ice is definitely different at 20 than it is at 16, and 20 is still really young. I suppose I don’t look forward to being my dad and not being able to crawl out of bed some mornings, but there isn’t any supplement available that I would take in order to cling to youth. It just seems a little too desperate, and I’m much more of a go-with-the-flow kind of person. Aging is an inevitability, even with the superpowers of this astragalus herb that is touted as the fountain of youth. Aging isn’t something anybody has to be self-conscious about. We all age at the same rate, thanks to something called the atomic clock, though Stephen Hawking has taught us that living at higher altitudes makes you age faster. So move to the coast and stay just a little bit younger than your friend who moved to Denver. And according to Wikipedia, the most trusted online source, a side effect of taking this herb as a supplement could be a greater likelihood of cancer. It also says it might protect against cancer, so clearly the book is still out on exactly what this astragalus herb does and how effectively it does it. Regardless of whether or not it works, if there were a pill to pop that would make me look 22 instead of the nearing 25-year-old person I am, it’s unnecessary. I’ve been pretty forthcoming about the fact that I’m concerned about aging. I’m worried that with my eyesight I’m going to go downhill fast, that my skin will rapidly lose its youthful elasticity and that my already lustre-lacking hair will cease to shine. So if someone handed me a pill and insisted that taking it every day will slow my aging and help me remain youthful, longer, I’d be so incredibly interested. I don’t even know if I’d hesitate to find out the details. But since I have the time to do the research right now, I can make an informed decision. The miracle product is the astragalus leaf. This plant is packed full of enzyme telomerase, which is apparently key to youthfulness. As I understand it, the body loses this enzyme as it ages, so by pumping ourselves full of the stuff, we’re able to stay younger, longer. Apparently people who regularly took supplements containing this leaf had memories return, or their eyesight improve (yay!). That sounds awesome. Can you imagine being able to stay healthy and young longer? One downside is the cost. Like everything cool, this leaf is going to cost a ton of cash once more people start figuring out its awesome health benefits. Pretty soon it’ll be something only the rich and famous and afford. Because, you know, they don’t have other ways to look young. But maybe this is for the best. If everyone starts living longer, and continues having children and over-populating the planet, so many of our environmental, economic and societal issues will probably only get worse. We’re steadily on the way to overpopulating ourselves to death (my opinion), and astragalus isn’t going to help the case. My final verdict: after considering everything, I would definitely visit this “fountain of youth,” but only if I were a member of the world’s most exclusive club: the wealthy and famous. Because then I would have earned it … right?

Coal Run to continue from Bienfait for now Runners will once again look to start the race season off with the Coal Country Run. It’s the fifth year for the race, which originally took runners through the scenic Roche Percee Valley. But Debby Knight, the race organizer, said that last year, Mother Nature just didn’t want to co-operate. “We started it at Roche Percee, which is a beautiful place to run,” said Knight. Because of last year’s flooding, they had to move the race to Bienfait. She said that wasn’t a real problem because the race primarily raises money for the Bienfait arena, so they were still active in the community the race supports. Knight noted that money raised also went to the support the Weldon School Community Council. Last year the run was moved to a highway by

Bienfait, after the flooding forced the move. Knight said she would like to move it back to the village, but they were unable to do so because the community centre there has been taken down. The building was used to host the participants after the race for refreshments and the post-race festivities. Knight said they have been canvassing a route for this year, and looked at a road leading to the coal mines. “It’s a coal country run, so we’d like to go down that road. Hopefully they’ll let us run on that road.” The race is set for May 12 and will begin at either the Bienfait Legion or the arena, depending on what route they run. Knight said they don’t want people to have to cross the highway, so the race will be either entirely north or south of

A strong-willed mayor who genuinely cared passes When most people assume public office, they do the normal thing and move into their predecessor’s office. A box of family pictures is brought in, perhaps some memorabilia - things to make it seem more like home. Not Julian Sadlowski. When elected mayor of North Battleford in the fall of 2003, the last thing he wanted was to be cooped up in the mayor’s office. As far as offices go, it was a nice, spacious one, adjacent to the city manager’s and council chambers. The mayor would traditionally don his chains of office in there and then enter the council chamber to begin the meeting. Along with the administrative secretary, only three people worked on that floor, and he would have been one of them. For Julian, that was way too aloof, way too detached for his liking. He didn’t want a swanky office. His first order of business was to re-arrange the bullpen of the main floor, and establish a cubicle for himself right smack dab in the centre,

It was a cubicle in that it had one short wall, but otherwise nothing else to hide behind. Nearly all the business this mayor would do, would be done in the open. Julian Sadlowski passed away on April 27. Few people, if any, had the sort of relationship I had with this good man. He was a two-term mayor, and I was the city hall reporter for the Battlefords News-Optimist for all of his first term and much of the second. Prior to that, he had been a long-term councillor. About once a month or so I would park my butt in a chair next to his cubicle, and we would just talk, generally for an hour. I would glean some stories

or story ideas, and often provide a bit of feedback on what was going on in the community and the things he was thinking about. It wasn’t hard to know what those things were, either. They were right there on his wall, behind his desk. A retired school teacher and principal, he was also quite the artist. His wall would be covered with intricate posters illustrating all his policy initiatives - from the proposed Highgate Dam, to a north-south corridor. Every few months, the posters would be updated as progress was made. Some mayors are caretakers, but not Julian. An awful lot was accomplished under his tenure. The city pulled itself back together from the 2001 water crisis that

saw thousands sickened by cryptosporidium, myself included. That meant very expensive infrastructure projects, building a new sewage treatment plant, and improvements to the water treatment system. The fire service saw almost its entire fleet renewed, although the mayor would go at it hammer-and-tongs with the late fire chief of the time, trying to reduce expenditures. The fire chief eventually got his way on most things, however. At budget time, he always tried to keep “those on fixed incomes” in mind. I can’t remember how many times he spoke of the need to keeps taxes in line so as to not make it hard on those on fixed incomes, i.e. seniors. Julian had two key concepts in his mind at all times: how can the city help youth, and how can it build closer ties with the local Aboriginal community? He struck two committees on those areas, both of which eventually faltered, but he tried. On the second front especially, the man tried

harder than anyone else I have seen. The biggest initiative was the multiplex, which has since taken on the name of Credit Union CU Plex. While construction of the facility is now underway, nearly all of Julian’s two terms were spent laying the foundations for that project. The initial work began shortly into his first term. Some ideas didn’t fly. Julian wanted to land a uranium processing plant for North Battleford. He was supportive of the idea to build a massive earthen dam just six miles northwest of the city, on the North Saskatchewan River. And he took it upon himself to develop the little used, poorly maintained Highway 4 into a north-south trade corridor all the way into the United States. That last notion was pretty far-fetched, in my opinion, which I was more than happy to share with him. But he was undeterred, and for good reason. That’s because the man was one of the driving forces behind the

eventual twinning of the Yellowhead Highway all the way from Lloydminster to Saskatoon. People today may not realize that stretch used to be as deadly as the road to Fort McMurray, with frequent head-on collisions. Many lives have been saved because Julian fought tenaciously to get that project done. The man was a loving husband, and he often spoke to me of how proud he was of his grandchildren, whom he would frequently drive to swimming lessons in his little Ford Ranger. Some mayors would prefer a Cadillac, but Julian repainted his Ranger. Councillor Grace Lang told me, “He was a good man, and had a very big heart. What he said is what you got with him.” I couldn’t agree more. I’ve dealt with a lot of politicians in my day, but few who have been as genuine as Julian Sadlowski. He will be missed. Fajitas GetRealLive Style Have you ever found yourself sitting staring at your dinner ingredients and you are just not motivated to make the normal staple? Well, I hope I’m not alone because last night was one of those nights. I had bought a couple of packages of chicken breasts for stir fry and I usually turn them into a tasty lunchtime chicken salad - and for those who follow me on Instagram/ Facebook or Twitter, you will know how delicious those salads look. You can find it on getreallive.com Back to my dinner dilemma ... as I stood staring blankly into my fridge, searching for something to jump out at me, some motivation and something that would accompany my chicken that would satisfy my family, I found myself coming up empty. With the weather being unseasonably warm today, I didn’t want anything too heavy or labour intensive. As I scanned the contents of the refrigerator I found myself wishing that I had picked up an Old El Paso fajita/burrito/taco box. You know the one - it contains everything you need to create a taste of Mexico in your own home. Of course, you need to buy the lettuce, cheese and sour cream, in addition to the box of El Paso, but other than that the box provides the taste. I jumped online and found a recipe on Jamie Oliver’s site. It was Jamie’s Chicken Fajita’s with homemade Guacamole and Salsa. I quickly scanned the spices that he used and read about his guacamole and decided to take a few elements of his recipe and make my own. So here it is ... my own fajita creation (for pictures and more healthy, great tasting recipes jump on getreallive.com). Fajitas GetRealLive Style Coconut Oil 400 Grams Chicken (preferably breast prepared for stir fry) 1/2 Onion, thinly sliced (could be white or red, whatever your preference) 1 Capsicum (red, yel-

low, orange - your preference) 1 Avocado 3 Tbsp. Plain Yogurt 3 Small Tomatoes (or 1 large) 1/4 Chopped Red Onion 1 Lime Lettuce Shredded Cheese Fajita Spice: Cayenne Pepper Smoked Paprika Chipotle Chili Pepper Ground Cumin Turn on oven on so you can be prepared to warm your fajita/burrito/ taco wraps. Melt coconut oil in pan. Add thinly sliced onion and sauté for approximately one minute. Add fajita spice, to taste (mine was approximately 1/4 tsp. smoked paprika, 1/4 tsp. cayenne pepper, 1 tsp. chipotle chili pepper, 1/2-1 tsp. cumin) and just make it your own. Add capsicum

and then drizzle half of the lime over the onion/spice mix. You know your family’s taste, so play around a little. You might need to add a little more coconut oil - you don’t want the onion and spices to get dry. Sauté for 30 seconds to one minute, then add chicken. Because you are using coconut oil, you can use a higher heat than normal so turn up your flame/element so the chicken sizzles when it hits the pan. Cook well on both sides (try not to overcook)

Nurses to vote on tentative contract Provincial MOOSE JAW, Sask. - Saskatchewan nurses and their employer, the Saskatchewan Association of Health Organizations, have reached a tentative contract. The association says details of the proposed two-year deal will not be released until after it’s ratified. Almost 9,000 registered nurses, nurse practitioners and registered psychiatric nurses are

expected to vote on the contract in the coming weeks. The two sides say they’ve also renewed a partnership agreement struck in 2008 which focuses on recruitment and retention of nurses. Saskatchewan nurses signed their last contract in 2008. The civil rights suit was filed Monday in a Manhattan federal court. It says police conduct is so problematic that the force needs an outside monitor. The City of Estevan is undertaking construction for Concrete and Surface Works The affected area includes Rooney Road and Nesbitt Drive and Kensington Avenue intersection. Property access and parking restrictions are to occur. This work will commence April 2, 2012 and will take approximately four (4) weeks to complete (subject to weather) Glen Peterson Construction Ltd and Souris Valley Paving will perform this work within the current Bylaw regulations and specifications.

Water Main Replacement

The City of Estevan is undertaking concrete work and road works at: Souris Avenue – Seventh Street to King Street The purpose of this work is to provide timely and cost effective replacement of existing cast iron water main with PVC pipe, replacement of existing water and sanitary sewer services from water & sewer main up to the property line and surface restoration. This work would require closure of immediate areas of excavation and may necessitate parking restriction in adjacent areas. This work will commence during the week of April 9, 2012 (from Seventh Street) and will take approximately Four (4) Weeks to complete (subject to weather). Glen Peterson Construction Ltd. will perform this work within the current Bylaw regulations. George Street – Dufferin Avenue to Bannatyne Avenue The purpose of this work is to provide timely and cost effective replacement of existing cast iron water main with PVC pipe, replacement of existing water and sanitary sewer services from water & sewer main up to the property line and surface restoration. This work would require closure of immediate areas of excavation and may necessitate parking restriction in adjacent areas. This work will commence during the week of April 9, 2012 and will take approximately Three (3) to Four (4) Weeks to complete (subject to weather). Woodlawn Reservoir

The City of Estevan is undertaking construction of a Treated Drinking Water Reservoir. The affected area includes The Woodlawn Avenue Right of Way North of the St. Joseph’s Hospital. This Right of Way is not a though road and no traffic will be allowed in the area that is not involved with the reservoir construction. This work will commence March 5, 2012 and will take approximately ten (10) months to complete. Ledcor Construction Ltd. and JV&M Constructors Inc will perform this work within the current Bylaw regulations and specifications. Safety Construction site could be dangerous. If you have children, please ask them to keep a safe distance from the site. We will take every precaution to ensure public safety, but we need your assistance to constrain the natural curiosity of younger children. Please DO NOT attempt to go close to areas affected. Theft or Vandalism If you see any act of vandalism, theft or anyone suspiciously tampering with equipment, signage or barricades please contact call Police. Questions and Concerns The City of Estevan, Engineering Services apologize for any inconveniences that this work may cause and thank you in advance for your cooperation and patience. The Estevan City Police would like to remind the residents of the following: According to By-law #89-1294 regarding Handicapped parking---- Only vehicles having an approved valid placard hung from the vehicle’s rear view mirror, to identify the vehicle as being operated by or on behalf of a handicapped person shall be allowed to park in any area designated as being reserved for handicapped parking. Fine for the offence is a minimum of $250.00. Also there a minimum fine of $100.00 for failing to identify you vehicle with the appropriate placard when parked in a handicapped area. According to Section 247 of the Traffic Safety Act. ----It is unlawful to drive or ride a motorcycle without appropriate helmet (secured with straps and one that meets prescribed specifications), or proper eye protection as required. Fine for these offences is a minimum of $100.00. Due to the nice weather, motor bike and pedal bike traffic has increased. The Rental Construction Incentive Program provides a $ 5,000 grant per door for new rental units or conversions of housing to rental units. POLICE CONSTABLE The Estevan Police Service was established in 1906 and has been built on a tradition of excellence. The City of Estevan has experienced a great deal of growth in the past three years, especially in the energy sector including oil, coal mining and power generation. This growth and economic boom has created several challenges within the City of Estevan including the Police Service. The Estevan Police Service is increasing the size of the Police Service and currently has two vacancies for the position of Constable. The Estevan Police Service has a rigorous application process; however, this process is to ensure that the people we hire to wear the Estevan Police Service uniform are the right people for the job. If you are hired as a new recruit you will enter a rigorous training period of 42 weeks. The first 18 weeks will be at the Saskatchewan Police College in Regina, Saskatchewan where you will receive instruction in criminal law, officer safety, self defence, firearms, report writing and cross cultural training. After graduating from the Police College you will receive a further 24 weeks of field training under the guidance of a Field Training Officer. Experienced members are encouraged to apply. How diabetes is diagnosed DEAR DR. DONOHUE: I have a friend whose glucose tests taken in the morning range from 140 (7.8) to 200 (11) and are never in the normal range. He is constantly thirsty and has other diabetes symptoms. His doctor ordered a hemoglobin A1C test, which came back as 5.2. The doctor told him that they no longer do the fasting blood sugar test, only the HbA1C, and that he is not diabetic, since his test is normal. Has testing for diabetes changed? Should my friend consult another doctor? -- L.P.

ANSWER: Up until 2010, doctors diagnosed diabetes on the basis of blood sugar (actually plasma glucose). A relatively new test, hemoglobin A1C, HbA1C or just A1C, has been added to the criteria for both diagnosing diabetes and monitoring diabetes control in the past year or so. Hemoglobin is a large molecule inside all red blood cells that grabs oxygen from the lungs and releases it to all parts of the body as blood circulates. Blood sugar coats hemoglobin. Since red blood cells last 120 days, the percentage of hemoglobin coated with sugar indicates how wellcontrolled diabetes is. An

acceptable control level is one that is 7 percent or less. Fasting blood sugar, the specimen taken after at least eight hours of not eating, is still used for diagnosing diabetes. A level of 126 mg/dL (7.0 mmol/L) or higher lands one in diabetes territory. A second way to diagnose diabetes is to give a person 75 grams of glucose

(sugar) to eat and test the blood two hours later. A value of 200 (11.1) qualifies as diabetes. Now a third way of making the diagnosis is employing HbA1C. One selling point for using it is that there’s no requirement for fasting. HbA1C of 6.5 or greater makes the diagnosis. Your friend is a diabetic. His fasting blood sugar qualifies him as being one. Furthermore, he has a diabetes symptom -- perpetual thirst. He probably has to urinate frequently, another diabetes symptom. The fact that his HbA1C is normal doesn’t cancel these facts. That test is only one of three. He should see

However, 24 hours of treatment renders the patient no longer a transmitter. You can bank on it that a hospital or a nursing home

Make a picture-perfect storybook for mom When I got going on this year’s spring cleaning, the ritual started with my laptop. There weren’t any dust bunnies between the keys, but when I opened my digital photo library, you would think I was a likely candidate for a TV show on hoarding.
