The Estevan Humane Society is full and those who find strays are asked to take care of them for a few weeks until the situation improves

Humane Society shelter under stress Marlene Moore echoed the refrain from the closing moments of each episode of The Price is Right, “Spay and neuter your pets.�

The Estevan Humane Society is bursting at the seams with cats and dogs, and it isn’t a new phenomenon. Moore, the humane society’s president, said they’ve been at full capacity since about June.

The organization is now asking people to house stray animals they find for a couple of weeks, in the hopes that more space opens up at the shelter. “At one point it’s good because we had very few dogs last winter,� said Moore, noting they never had more than about seven. “What has happened is that people are coming to Estevan, and they can’t find a place to live, let alone keep their dog, and some of them just let them go.�

She said they had 40 kittens at one point, and they are still dealing with an overload of kittens.

Moore made it clear the shelter is right full, saying they have kittens running all over the place. “Some of them, the manager Judy Martin, has nursed from about two or three days after birth. She had three little ones come in like that. She fed them from a bottle and they’re up running around now.�

Moore said they are asking people who find a stray cat or dog to shelter it for a few weeks if they can. “If they can look after them for a bit, that would be a big plus for us.�

She noted they have a few dogs that have been in the shelter since the summer and hope that soon they could be adopted. “I’ve only been with the humane society for four years, and over the summertime you always get a lot of kittens coming in, but we’ve never had it this full. Not in my duration with the shelter. If people would spay and neuter their pets, we wouldn’t have this problem,� she added.

She also said staffing at the shelter is a big problem they are dealing with.

They are always looking for more. “We have a really tough time getting good staff that stay and are reliable. For anybody that’s interested in coming down for the weekends,� she asks them to contact the shelter.

Interested people would be taken through the rooms and shown what to do, which includes cleaning the dishes and sterilizing them each day, as well as cleaning out the litter. “Anybody that can help do that on the weekend would be a huge help.�

Moore noted they do pay all their employees.

Child rights issues at forefront Students at Hillcrest School learned a little about their rights, as the school celebrated National Child Day with some special guests.

Bob Pringle, a former MLA and now Saskatchewan’s advocate for children and youth, attended the school with a pair of Saskatchewan Roughriders, Milt Collins and Chris McKenzie, along with Gainer the Gopher.

After the athletes entertained the school, answering questions and talking with the students, the Riders went off to serve breakfast to the younger students, while the more senior students stayed back to hear from Pringle.

Pringle, who is originally from Carnduff, talked about his role advocating for children and what it means for today’s youth. “As a child advocate, I’m legally required by the legislature to look at how Saskatchewan is doing in terms of the rights of children in this province,� said Pringle.

The Saskatchewan children’s advocate is funded by the government but operates independently, making recommendations for policy, as well as ensuring children are safe within their own homes. “For the most part, the province may not agree with everything, but they appreciate the work we’re doing, and we try to be as constructive as we can.

These are complex social issues,� said Pringle, of what they are often dealing

with. “If you take the issues we’ve been hearing about in Estevan and Weyburn the last couple of days, there are no easy solutions.

There’s poverty; there’s lack of housing; there’s lots of pressure on families. There are addictions issues and mental health issues. There are just a lot of challenges.

There’s a lot of strength in the community, but when you deal with the kind of influx you have, (these issues arise).�

When looking at those issues, his job is to see how those elements affect children in the community. “We promote the rights and the value of the children in our communities and their right to be respected. In a sense we monitor government programs and legislation to ensure children get the services they are entitled to by way of being citizens

Things like the right to education and health care are some of the issues Pringle and other advocates are particularly attuned to. “We look at everything and whether or not it’s child centred. We consider what is the impact on children of the current policies and practices in the province as provided by the government,� Pringle said. “My authority allows me to investigate anything we believe can infringe upon the rights of children.�

He submits a report annually to the legislature regarding the current state of the child in Saskatchewan.

It’s a difficult task, in part because he must be aware of what today’s children’s needs are. “If you’re going to be a voice for children, you have to make sure you’re talking

to children,� he said. “That’s what gives us legitimacy in the offices, is that we actually speak to thousands of children every year. Every child in Saskatchewan has a right through provincial legislation to call us and call us in privacy.�

He said they receive about 1,600 calls each year.

Pringle said it’s days where he visits schools that are a lot of fun. “To be welcomed like we were, (is exciting),� he said.

Pringle attended a meeting later in the day with a number of child-serving community members at the Days Inn. He was able to get an idea of some of the children’s issues they see in the community. “We’re coming to listen. We’re not experts.

We’re just all in this together,� he added.

There is the cheesy saying some people use that they need a vacation from their vacation.

It’s now less than a month away from Dec. 25, and that means it’s time to stress out because there are a lot of crowded shopping centres ahead and some of them aren’t going to wish you the season’s greetings you feel entitled to.

It can be frustrating for someone like me, who just wants to do their own thing and have a good time with their family, when a few others like to add a little holiday controversy. It’s the drama that everyone else creates that stresses me out.

Christmas, for many, is a downright stressful time, which is the complete opposite of what we all want it to be. It should be the holiday we don’t need a holiday from.

But there is no way to escape the controversies and problems that lurk behind every corner each December, with the sole purpose of sapping you of good cheer and making your heart two sizes too small.

Already this year — before December even began — it’s been brought to my attention that there is a war on Christmas and how it is traditionally celebrated. Happy Holidays has become the PC greeting

Jordan Baker Thoughts From My Fingers and farewell for chain stores everywhere because, of course, we need a greeting that is politically correct. The sentiment is pretty innocuous, but in the Christmas spirit of openness and acceptance, the term is intolerable for some.

I have heard people in my own family declare that if an employee at a store wishes them a “Happy holidays” instead of a “Merry Christmas” they will never shop there again. It’s baffling, but whatever makes them happy, I guess.

Please just greet people how you would like to greet them, and let them do the same.

Try to have a good Christmas this year. Don’t get too upset by long lines in stores. Don’t stress out over holiday travel and the things that are out of your control.

Most things are out of our control throughout December, so try to enjoy a holiday

that is celebrated in more ways than one.

How other people choose to celebrate, or not celebrate, is just another thing outside of our control.

If somebody wishes you a “Happy Holidays,” return it with a cheerful response however you wish.

To escape the ubiquitous Christmas music, avoid the radio stations that play it. And avoid shopping malls if at all possible. They really do suck the holiday spirit out of those songs by hitting repeat for the entire month. I try to get a brief taste of them for a couple of days leading up to Dec. 25 and that does plenty to get me mentally prepared for good times with the family. A couple of days is all I need, and it’s thankfully still something in my control.

This December, in the words of Bill and Ted, be excellent to each other.

I should also give a shout out to everyone who donated to The Mercury moustaches over the course of Movember.

Thank you for your donations of more than $1,000. All money raised goes to supporting men’s health issues, so a final thanks to everyone who donated and men across the city for not shaving that upper lip for 30 days.

There is a need for value-added farming There are words that will eventually come to reflect certain times in the continued evolution of agriculture.

We can think about the influence of “zero-till” farming on the sector.

“Diversification” was certainly a key trend through the 1980s and the low price cycle that had farmers looking for alternate ways to make a living.

“Precision-farming” pretty much reflects farming today.

And then there is “value-added.”

In Saskatchewan in particular, and across most of the Canadian Prairies, the idea of adding value to what farmers produce has been much talked about in times when commodity prices were low and farmers needed options for increasing returns.

The idea of value-added has always been a good one in the sense such enterprises would offer local, alternate markets for farm produce, and at the same time create jobs here on the Prairies.

With commodity prices in the record high range these days, and overall economies on the Prairies percolating along at a near boom-pace that has employees in short supply in many communities, the need for local grain markets and jobs are not nearly so high, and the idea of valueadded processing for farm products has been pushed largely to the backburner.

Since farm commodity prices are cyclical, ultimately that may not be the best thing for our overall economy. While they

Calvin Daniels Trader Agriculture Columnist may not dip as low as they have in the past, input prices are also higher, which means that at times margins will be pressured based on the prices of export-bound grains and oilseeds.

The reduced interest in value-added farm produce processing has also pushed this country into an even deeper deficit in terms of trade and food processing.

While traditionally Canada has been known for supplying raw produce to the world, whether it be minerals, wood, or grain, there has been a feeling we should do more processing here.

And in terms of food processing it simply never happened. In fact, the situation is getting worse.

A recent Western Producer story showed just how bad a deficit there is.

Author Doug Hedley, a former senior Agriculture Canada official, wrote, “Canada’s net trade in value-added processed food has deteriorated from a defi cit of about $1 billion in 2004 to $6.3 billion in 2011.”

When you are talking billions, it is a massive deficit that will be hard to ever

overcome.

There are reasons for the situation, starting with factors such as it being easier to ship raw grains and oilseeds to processors closer to large population bases.

I have used the example before, but it remains a good one. Farmers in the Kelvington, Sask. area had the idea of making snack chips out of pea flour. It was an idea that had its merit, but the reality was bags of snack chips are bulky and expensive to transport to places like Los Angeles where there are enough people to create a market. It is easy to ship raw peas and make the chips closer to where there are large populations.

The whole of Canada is a small market when compared to the U.S., or in a global economy, India, South Korea, China and Japan, and that means processing here may never catch up to exports.

Of course the downside, beyond the aforementioned trade deficit in the area, is that processing jobs are being left to others.

And, in a world where more and more of our daily food that shows up on our table was processed into something microwaveable, we also leave a lot of our food security in the hands of corporations outside our borders.

With the current high prices that farmers are getting for their grains and oilseeds, value-added is not a priority, but it should remain something we aspire to see more of in this country.

Should we give musicians a break for lip-syncing?

I skipped the half-time show on Grey Cup Sunday, so I checked the video out later and it appears the Queenâ&#x20AC;&#x2122;s Diamond Jubilee Medal recipient from Stratford is guilty.

However, as much as I like to deride Bieber, this isnâ&#x20AC;&#x2122;t a time that calls for it. Lipsyncing is generally to be expected at a sporting event like the 100th Grey Cup. While I have little respect for musicians who canâ&#x20AC;&#x2122;t perform live, the quick, hit-and-run platform of halftime shows leaves little option.

There isnâ&#x20AC;&#x2122;t much time to set up, so things are slapped together pretty quick. There isnâ&#x20AC;&#x2122;t much time to make sure the vocals are at the perfect level.

The other thing about bringing in a Bieber or a Jepsen is that they are performers as much and perhaps more than they are vocalists. People donâ&#x20AC;&#x2122;t want to see them standing behind a mic, belting out a ballad. People want to see the Biebs dancing and moving around. Some people want to see that.

If these singers are putting on a show, itâ&#x20AC;&#x2122;s difficult to do the moving and grooving and provide a great vocal performance.

The halftime show is a promotion of the particular musician and the goal is to appeal to everybody, trying to get as many new people to tune into his music as possible.

Singers have a career because of their singing abilities. They sell albums, in which songs they recorded are contained. I admit that most artists digitally alter their music in the studio, to produce unique and exciting sounds. Thatâ&#x20AC;&#x2122;s fine with me. When I buy a CD, Iâ&#x20AC;&#x2122;m expecting to listen to something that has some degree of manufacturing.

But a live performance should be live. Consider: Josh Ramsay sounds a heck of a lot better on a CD than he does live. Donâ&#x20AC;&#x2122;t get me wrong, heâ&#x20AC;&#x2122;s a great performer and I really think heâ&#x20AC;&#x2122;s a talented singer, but in front of a loud crowd when heâ&#x20AC;&#x2122;s a bit out of breath, heâ&#x20AC;&#x2122;s nothing special. But at least when he claims to perform live, he seems to be really singing.

I canâ&#x20AC;&#x2122;t think of another profession that is cool with faking a job well done. Remember that reporter a few years back who pretended to cover a war overseas and actually just wrote articles from his apartment in the U.S.A.? Heâ&#x20AC;&#x2122;s the journalistic equivalent of lip-syncing. Sure, heâ&#x20AC;&#x2122;s probably talented, but he chose to take the easier way out (for whatever reason) and didnâ&#x20AC;&#x2122;t perform like he should have.

Earthquake strikes in Quebec, no damage National OTTAWA - A small earthquake rattled a section of eastern Quebec overnight.

Natural Resources Canada says the magnitude 4.2 quake hit just before 3 a.m. Eastern time just east of Matane, Que., on the Gaspe peninsula.

Spokesperson Catherine Woodgold says there are no reports of damage and none is expected because of the relatively small size of the quake.

Matane is about 80 kilometres east of Rimouski. *** OTTAWA - More federal politicians and senior military officials could find themselves flying commercial in the years ahead as the Harper government plans to retire and not replace most of its VIP Challenger jets.

Defence sources say most of the fleet, which has often been in the news for being air taxis for senior officials, will reach the end of its service life by 2014, at which time the jets will be taken out of service.

CTV News reported Monday that four-of-thesix remaining aircraft will be cut, something defence insiders say is a function

of their age and the fact the Harper government doesnâ&#x20AC;&#x2122;t intend to invest in a service life extension.

Ford has vowed to fight â&#x20AC;&#x153;tooth and nailâ&#x20AC;? against what he calls a left-wing conspiracy which resulted in a judge finding he violated conflict of interest rules.

Ford has 30 days to appeal and says heâ&#x20AC;&#x2122;ll run for mayor again if he gets no traction in the courts.

International DOHA, Qatar - Thawing permafrost covering almost a quarter of the northern hemisphere could â&#x20AC;&#x153;significantly amplify global warmingâ&#x20AC;? at a time when the world is already struggling to reign in rising greenhouse gases, a U.N. report said on Tuesday.

The warning comes

as United Nations climate negotiations enter a second day, with the focus on the Kyoto Protocol â&#x20AC;&#x201D; a legally-binding emissions cap that expires this year and remains the most significant international achievement in the fight against global warming. Countries are hoping to negotiate an extension to the pact that runs until at least 2020.

The U.N. said the potential hazards of carbon dioxide and methane emissions from warming permafrost has until now not been factored into climate

models. It is calling for a special U.N. climate panel to assess the warming and for the creation of â&#x20AC;&#x153;national monitoring networks and adaptation plansâ&#x20AC;? to help better understand the threat.

In the past, land with permafrost experienced thawing on the surface during summertime, but now scientists are witnessing thaws that reach up to 10 feet deep due to warmer temperatures. The softened earth releases gases from decaying plants that have been stuck below frozen ground for millennia.

Damn the orange juice, and Challengers, too The president of the United States flies in Air Force One, with a huge armed entourage. Multiple support aircraft, including giant C-5 Galaxies, which carry two presidential limos (the second being a decoy), untold support vehicles and the occasional helicopter (plus its decoys).

On a 2010 trip to London, President Obama had 35 vehicles in all, and over 500 staff, including 200 Secret Service agents.

In Canada, we’re beginning to expect our politicians to fly economy.

The Globe and Mail reported on Nov. 26 that the federal government is looking at getting rid of four of its six Challenger VIP jets. These are the same jets that got General Walt Natynczyk, the former chief of defence staff, in trouble for taking one on a flight to the Caribbean. God forbid the man who is responsible for the Armed Forces of our nation actually have a military aircraft and its associated communications capabilities at his disposal.

So it’s time for budget cutting, apparently.

Excessive luxury. Way too frilly. Make them fly commercial.

At least that’s what the critics of such supposed extravagances might say.

Believe it or not, I’m not one of them.

There are times when you can be too cheap.

Let’s not forget that these are Canadian-built executive aircraft, manned

by Canadian Armed Forces crews. They are bought and paid for, and should be used.

The premier of Nova Scotia was recently harangued for flying first class on two trade missions to China. Opposition politicians said he should have flown economy instead.

Let’s remember here, this is the chief executive officer of an entity with a $9.3 billion budget. His time is valuable. National Post columnist Jonathan Kay wrote, “Premier Dexter is the highest elected official of his province, heading to the biggest economic dynamo on the planet to try to drum up

Should we be putting these people in economy too?

With all the kerfuffle about Bev Oda expensing a $16 glass of orange juice, did anyone think about the fact that as a representative of the government of Canada, you pay the bill when it arrives? Or

maybe her handlers should have told her, “Sorry, you are only allowed to drink water.” And don’t even dream of a glass of wine with supper. Everyone else gets to ingest real food, but you, my dear, get bread and water.

The political climate today takes the attitude that politicians get and expect gold plated everything.

So we say, “cut their gold plated pensions, and pay, and everything else.”

In some cases, they may have gone too far. Did you know that the pay for an MLA in Manitoba is about the same as an experienced teacher - and much less than a nurse? When you count benefits, i.e. a pension plan, the MLAs actually receive a lot less, since they cut their pensions and benefits plans.

However, their employees, civil servants, do indeed get benefits.

Who is going to leave a nice, secure job with a good pension, to serve the public good if there isn’t some sort of compensa-

tion?

We need quality people in elected office. We need to pay them enough that it is worth it to take leave from their normal work and serve the public.

When they are representing us, they shouldn’t be getting off the plane between the guy in a Hawaiian shirt and the barfing baby.

If we are to be a firstclass nation, we need to remember that sometimes we need to act first class, too.

2 teaspoons unflavored gelatin 2 tablespoons cold water 2 cups eggnog, plus 2 tablespoons 2 tablespoons eggnog,

for walnut topping 1/4 cup brown sugar 2 tablespoons butter 1 pinch salt 1/3 cup walnuts, toasted and chopped 1. In a cup, sprinkle gelatin over cold water. In a 2-quart saucepan, heat 2 cups eggnog until just bubbling.

2. Remove from heat; stir in gelatin to dissolve.

Divide among 6 (4-ounce) custard cups. Refrigerate until set, at least 4 hours.

Even if youâ&#x20AC;&#x2122;re a big fan of Major League Baseball, you likely havenâ&#x20AC;&#x2122;t seen Billy Hamilton. Canadian wins MLS coach of the year award National COLUMBUS, Ohio Ryan Murray is expected to miss the rest of the season with a shoulder injury, delivering a blow to Canadaâ&#x20AC;&#x2122;s world junior team.

The 19-year-old Everett Silvertips captain suffered a torn labrum in his left shoulder after taking a hit while playing Victoria on Nov. 16. On Tuesday, it was revealed the injury will require surgery that will sideline Murray for six months.

The defenceman was the second overall pick of the Columbus Blue Jackets earlier this year and was expected to challenge for a spot on the NHL team as soon as the lockout ended.

He had two goals and 17 points in 23 games for the Silvertips this season.

Murray represented Canada at last yearâ&#x20AC;&#x2122;s world junior championship and would likely have been a key member of the team that competes in Ufa, Russia next month. *** NEW YORK, N.Y. International LONDON - The IOC will hold hearings early next month for the five athletes whose doping samples came back positive in retests from the 2004 Athens Olympics, the final step that could lead to the stripping of several medals.

Please call 634-1800 during regular hours of 8:00 am to 4:30 pm, Monday to Friday. After hours, please call the after-hours emergency number at 6343770. When does the City start to clean up after a snow storm?

Public Works monitors the streets and the major response to a snow storm does not generally start until it has stopped snowing. It is dangerous due to reduced visibility and ineffective to clear Priority 1 areas more than once if the streets are passable. Will the City complete some areas more than once in a major snowfall before all streets are completed?

Yes, if the Priority 1 and 2 become impassable those streets would be cleared of snow again to ensure that traffic can move.

Can home owners blow snow from their sidewalks, driveways and parking lots into streets?

No, property owners cannot as it makes it more difficult for the city to complete a proper cleanup; it causes the streets to be rougher than necessary, causes a hazard to motorists and is prohibited by the Traffic Bylaw.

The only place this is permitted is the downtown business district as they have nowhere else to shovel the snow to.

Should we keep our sidewalks clear of snow?

Yes, the Traffic Bylaw requires it as it makes it safer for pedestrians and those people that have to walk on the streets for work purposes such as letter carriers and meter readers. Also please make sure that extension cords crossing sidewalks to vehicles do not create trip hazards.

Can we pile snow from the sidewalks on the streets?

No, the only place this is allowed is the downtown business district as these buildings do not have any other area to move the snow to.

Can home and business owners pile snow on their own private properties adjacent to alleys and streets?

What is the goal of the snow removal policy?

The goal of the snow removal policy is to provide a timely, adequate and cost effective level of service so that streets are passable and vehicles can move in the City. Once the initial clean-up is completed standard procedure of Public Works is to continue to widen and grade streets. A copy of the full policy is available at www.estevan.ca

How does the City determine what streets get cleaned first?

The City classifies the streets into 3 priorities: Priority 1 – Arterial Streets Streets with high volumes of traffic and main routes through and around the City such as 4th Street – average daily traffic volume of more than 8,000.

Priority 2 – Collector Roads Streets with somewhat lesser volumes of traffic and designed to route traffic from local streets to the Arterial Streets such as Nicholson Road – average daily traffic of between 1,000 and 8,000.

Priority 3 – Local Streets Streets that generally only serve the people that live in that area with low volumes of traffic and mostly residential – less than 1,000 average daily traffic volume.

Within Priority Three there are some streets that are extremely narrow and have to be windrowed and transported away in the same day such as Grundeen Crescent. access for snow removal equipment and have greater potential of being damaged by other vehicles and equipment.

When are City snow dump areas used?

The City Snow dump sites are operational from 6am – 10pm, city equipment does not operate at these locations outside of these hours.

The City also asks that: Can snow be piled in city alleys and streets?

No this eliminates access for garbage collection, fire protection and other emergency services and is prohibited by the Traffic Bylaw. However it is permitted in cul-de-sacs as long as the snow is piled in the centre of the cul-de-sac only as other piles of snow impact neighbors and makes snow removal more difficult.

Can I park my spare vehicle or Motor Home on the Street?

Yes, however vehicles are not permitted to be parked on any streets in excess of 24 hours and cause a lot of problems for snow removal and traffic.

Can I park on the streets for less than 24 hours?

Yes, however in the event of a major snowstorm we ask that all vehicles be parked in driveways or other areas where possible. In the event of a Major snowstorm the City plans to have all areas windrowed where required as soon as possible, providing equipment is operational. Please do not park your vehicles on the streets if possible as the vehicles limit

• Children are kept away from snow dump sites and piles. These are dangerous areas when equipment is working, as well as voids in the piles may collapse trapping children.

• Please keep clear of snow clearing equipment and crews. If possible choose an alternate route to avoid delays.

• Please keep back 20m of Sanding equipment, as they will be discharging sand at intersections of streets, lanes, and high traffic zones.

• Please keep all emergency exits buildings clear of snow and ice.

Tuesday, December 04, 11, 18 @ 6:00 pm – Sprechen Sie Deutsch? – Join Katharina Ulbrich for an introduction to the German language. This is an ongoing program and will take place at the library every Tuesday from 6:00 to 7:00 until the end of January. The classes are designed to be fun and non-competitive; those who want to learn faster will get extra homework.

By the end of January students will be able to follow easy directions, introduce themselves in simple sentences, have an idea about Germany (size, regions, customs, do’s & don’ts). If there is enough interest, the program will resume in March. Call 636-1621 to register. All ages welcome.

CONSTRUCTION BULLETIN The City of Estevan is undertaking concrete work and road works at: Woodlawn Reservoir The City of Estevan is undertaking construction of a Treated Drinking Water Reservoir.

The affected area includes The Woodlawn Avenue Right of Way North of the St. Joseph’s Hospital.

This Right of Way is not a though road and no traffic will be allowed in the area that is not involved with the reservoir construction.

This work will commence March 5, 2012 and will take approximately ten (10) months to complete.

Ledcor Construction Ltd. and JV&M Constructors Inc will perform this work within the current Bylaw regulations and specifications.

Estevan Municipal Airport Rehabilitation Works The City of Estevan is undertaking construction works to rehabilitate existing Apron at Estevan Municipal Airport Construction on: Estevan Municipal Airport Apron This work would require closure of immediate areas of excavation and may necessitate parking restriction in adjacent areas. This work will commence during the week of November 21, 2012 and will approximately complete in June 30, 2013 (subject to weather).

Safety Construction site could be dangerous. If you have children, please ask them to keep a safe distance from the site. We will take every precaution to ensure public safety, but we need your assistance to constrain the natural curiosity of younger children. Please DO NOT attempt to go close to areas affected.
