Campaign to mark those lost on Highway 39 It’s a highway that has seen increasing traffic for years, and as more vehicles drift down Highway 39 the danger increases with every new vehicle on the road. There have been a number of calls from the public for the provincial government to put money into dividing the highway and running two lanes in each direction from North Portal all the way to Regina. The Time to Twin Committee has been advocating for the twinning of Highway 39 for five
years and currently has a petition they are asking people to sign. Now Jackie Fitzsimmons is spearheading an event to add greater exposure to the lives lost along the stretch of highway between Estevan and Regina. Heaven’s Flowered Highway is an initiative she hopes will be both jarring and eye opening as it draws attention to how dangerous Highway 39 can be. On the week leading up to Aug. 25, she is hoping those who have lost
friends and loved ones will mark the positions of their collisions with crosses and flowers, so all drivers can be reminded of those who are no longer with us. “If people want to place flowers or a cross at the sites of where the accidents happened for their loved ones or friends, (I ask) they do that prior. I definitely don’t want any more people on the highway. I want to keep it as safe as possible.” She asks those wishing to place flowers at a site
along the highway to do so safely. Rather than parking on the side of the road she suggested parking at an approach and walking along the ditch to reach the site. “Almost everybody knows of somebody, prior classmates or neighbours or friends, that has been in a serious accident on that road,” said Fitzsimmons. “I’ve got family travelling the highway nonstop. Everybody’s travelling that highway nonstop.” As a realtor Fitzsimmons makes regular visits
to Hitchcock, Macoun and Midale, forcing her on the highway at least once a week. A couple of weeks ago she and her daughter were driving on Highway 39 and there were flowers beside it. “We just said that’s so said to see the flowers. I said to her if there were flowers along this highway for every death that has happened, the whole highway from Regina to Estevan would be flowered up,” she said. Because of the attention one set of flowers received from Fitzsimmons, she thought flowers marking spots of fatalities all along the highway would certainly get other people’s attention. “We thought maybe that’s a good way to bring some awareness. There’s just way too much traffic on that highway now,” Fitzsimmons said. The Heaven’s Flowered Highway event is less of an event and more of a show of support for the twinning of Highway 39. Fitzsimmons has the event scheduled for Aug. 25, but noted there is no place to attend. There is no meeting point. Fitzsimmons is asking those who support the event to mark on the Facebook Page that they will be at-
tending. As of Wednesday, more than 2,000 people said they will be attending in support of the event. Fitzsimmons does, however, warn people not to travel the highway on that day if they don’t absolutely have to. She doesn’t want the event to add to the volume of traffic on the highway. Fitzsimmons will be on the road that day, taking photos of each of the displays between Estevan and Regina. She will post those photos on the event’s Facebook page and that’s where everyone can see the number of displays along the highway. She will be sending the photos to all levels of government as well to demonstrate the tragic impact the 200-kilometre stretch of road has had on so many lives in the southeast. On the Facebook page, a number of people have shared stories of people they have lost in collisions along the highway. “It’s very, very sad, but it’s a huge reality of that highway, and it does seem that it’s happening more and more frequently,” said Fitzsimmons. “It breaks your heart to see these. For me, when you see these crosses and flowers on the road, it just brings to mind the need to be more aware.”

Sick leave becoming an epidemic Sometimes people get sick and that’s unpredictable and unpleasant, but looking at all the tax money spent on sick days it’s easy to think the system, supported mostly by individual honour, is being taken advantage of. I come from an industry that doesn’t believe in sick days. One day off will put you behind the proverbial eight ball, and more than that is just something to never even be considered. Looking at Ottawa’s sick leave liability, a story in Maclean’s showed that the average federal civil servant claims 18.2 sick days every year. Aging federal employees average 45 sick days the year before retirement. There were $20 million in incurred costs by the Vancouver School Board for absenteeism in 2012. The story noted a sunny Friday in June saw almost 20 per cent of teachers in Toronto’s Peel district fall ill and claim a sick day. I don’t mean to suggest none of them were actually sick. Because teachers work with kids, who are notorious for their ability to contract and spread disease, I would naturally expect them to fall ill more than people in many other professions. Maybe even 20 per cent of them at the same time. The flu rears its head in the summer too, right? I don’t want to step on too many toes, as I
Jordan Baker Thoughts From My Fingers have made a number of friends in Estevan who are teachers, but I would still like to know the cost of absenteeism to the South East Cornerstone School Division for the previous year. I’m not trying to point fingers. I’m just curious. People on the board of the Peel district are concerned about abuse of sick days, and I would like to know if teachers in this area suffer from the same bout of sick-day addiction some other teachers appear to have. I have a lot of respect for teachers. They have an important job and most of them really care about the future success of their students and work hard to help ensure that success. I don’t mean to paint them all with the same scornful brush. It’s all civil servants who appear to have deals in their contract that welcome extra days off. Calgary schoolteachers — sorry to continue on about teachers — can apparently be
awarded up to 90 sick days per year. I have no context for that, but I hope those can only be awarded for chemo or recovery from an amputation. When I read that 19,000 federal employees call in sick each day of the year in Canada, I can’t help but think our federal government is bloated. If we get by every day with 19,000 people fewer than we have hired to run this country, we can probably fire about 19,000 people. Of course, I would make a poor economist or human resources expert. Sick days in the federal government cost us $5 billion every year. I find myself asking the same questions as Norm “Central” Park when he wonders why we couldn’t find $3 million to keep the experimental tree farming operation afloat in Indian Head. As the naïve and good-natured person I am, I always thought people calling in sick to work was just a myth. Surely it couldn’t be something that actually happens in a world of so many good people. I would like to say it’s a system that has created a culture of entitlement in far too many workers, but I’m probably just jealous that I can’t call in sick because the alarm went too early, again, and it looks like it’s going to be a great day to go to the beach.
Project encourages wetland revitalization Wetlands have become something of a hot topic issue for farmers over recent years. High farm debt loads, at times razor thin margins, and more recently the allure of high grain and oilseed prices, have all conspired to have farmers thinking about draining every slough, pothole and wetland they have. Those are the economic reasons pressuring the loss of wetlands, but it goes farther than that too. With ever larger air seeders and sprayers, going around small one, two, and three acre potholes is at best a time consuming inconvenience and at worst basically impossible to manoeuvre. It is just one more reason farmers think about bringing in the earthmover to drain the water forever. But there is a cost to water drainage, most of which are incurred somewhere downstream of the farm doing the draining. When a pothole, slough, or wetland is lost, so too is its water holding capacity. That means the water, which was held in such lowlands, is allowed to seep away slowly over time, will flow and eventually collect somewhere else. Potentially, that is on a neighbour’s farmland, or ultimately, it might contribute to a river flow, contributing to levels that can lead to flooding, and at times may threaten urban communities. Understanding what impact any single drainage effort might have is not easy, although efforts such as the Land & Infrastructure Resiliency Assessment Project (LIRA) are beginning to build such data for the Assiniboine River Watershed. On a primarily flat Prairie landscape, it is
Calvin Daniels Trader Agriculture Columnist not always easy to predict where excess water will flow, and mapping is needed to help build better flow models. Cameron Kayter, land resource specialist with Agriculture and Agri-Food Canada and the local LIRA project, said at a seminar earlier this year in Yorkton, the data around Prairie hydrology is limited. So the project focused on “what happens outside of riverine (near river) areas.” LIRA was looking “to identify drainage paths in a landscape,” said Kayter. That will help define details for a watershed, which flows eventually down the Assiniboine River and can threaten Winnipeg in high flow years. But farmers must also recognize the importance of wetlands locally. Aron Hershmiller, manager of the Assinboine Watershed Stewardship Association (AWSA) in a recent interview commented, “wetlands are sort of like the kidneys, it’s the filtration system for water quality.” Those wetlands not only filtrate water locally, but provide on-the-land storage capacity. At a time when severe weather seems increasingly prevalent, that capacity has added value. And there is of course the value to wildlife, in particular ducks. Ducks prefer to nest in smaller water areas, and when those lands
are drained, ducks suffer. That all said, Hershmiller noted, “wetland loss is obviously happening.” A new program is hoping, at least in the Assiniboine Watershed to recreate some wetlands. Farmers in the Watershed may be eligible for new funding to put drained low-lying wetland and slough areas back to their natural state. “It’s for wetlands that have been lost or drained in the past. We want to put them back on the landscape and compensate you (producers) for it,” said Hershmiller. Through the program producers can receive up to $3,500 per acre for re-establishing previously-drained wetlands. Hershmiller said the new program is a partnership including AWSA, Ducks Unlimited Canada and Environment Canada through its Lake Winnipeg Basin Stewardship Fund. The program is hoping to re-establish 115 acres of wetlands, which in itself may not seem that significant. But what the program does is establish a sort of precedent in regards to establishing some compensation values for wetlands saved as wetlands. The program recognizes farmers could generate some crop dollars from drained land and so pays farmers compensation for up to 10-years to put it back to water. Wetlands, and in fact wildlife lands in general, bluffs and tree stands, are important for reasons well beyond those of the landowner, and the new program recognizes that. That in itself may be the greatest value of the program, helping establish a system where a broader cross-section of society invests alongside farm landowners to save wetlands.

Canadian let go from Mauritanian prison National N O U A K C H O T T, Mauritania - A Mauritanian official and Amnesty International say a 24-year-old Canadian man sentenced to 18 months in prison for alleged ties to al-Qaida’s North Africa branch has been freed. The official, who insisted on anonymity because he was not directly responsible for the release, said Aaron Yoon would be kept under police surveillance until he was sent back to Canada. The official did not say when that would happen. “All that we know is that he has been released,” said John Tackaberry, spokesman for Amnesty International in Ottawa. Yoon travelled to the region with two other Canadians who were implicated in a large-scale terror attack on a natural gas plant in southeastern Algeria earlier this year. He was arrested in Mau-
ritania in December 2011. Earlier this month, a court ordered his release after he was sentenced to 18 months in prison — the same amount of time he had already served. A spokesperson in Ottawa for the Foreign Affairs Department confirmed the release. “We are aware that a Canadian jailed in Mauritania is in the process of being released,” JeanBruno Villeneuve said in an email. “We are not going to comment any further on this case.” Yoon has denied that he had any ties to terrorism, saying he came to Mauritania only to learn Arabic and study the Qur’an. *** OTTAWA - Health Canada says a number of craft glue guns sold widely in Canada could pose a danger of burns and electrical shock, and consum-
ers should stop using the products. The glue guns — sold under the names Sabre, Tool Tech and Wellson — have not been evaluated for safety against Canadian standards but bear unauthorized Canadian Underwriters Laboratories Inc. certification marks, the federal department said Tuesday. About 2,000 Sabre Glue Guns were sold at Dollarama stores across Canada in 2012. The affected product has the model number WR-D11 and an electrical rating of 110V/60Hz/10W. International BEIJING, China Rescuers with shovels and sniffer dogs chipped away at collapsed hillsides Tuesday as the death toll rose to 94 from a strong earthquake in a farming region of northwest China. Just one person was listed as missing and 1,001 as injured in Monday morning’s quake near the city of Dingxi in Gansu province. About 123,000 people were affected by the quake, with 31,600 moved to temporary shelters, the provincial earthquake administration said on its website. Almost 2,000 homes were completely destroyed, and about 22,500 damaged, the administration said. 52-year-old Rosa Irene Ayala-Gaona. She was found dead Friday night at the Six Flags Over Texas amusement park in suburban Dallas. The official cause of death remains pending, but the office says the Dallas woman’s body was found atop a ride tunnel for the 14-story Texas Giant German-made roller coaster. Renovations in future for BMO Field National Steve Yzerman wants speed and skill for Team Canada at the 2014 Winter Olympics in Sochi. Canada’s general manager figures that was lacking during the 2006 failure in Turin. Back on the bigger, international ice surface after winning gold in Vancouver on an NHL-sized rink, the Sochi roster could have a slightly different composition. “I believe there is a priority and importance in being able to get around the ice to skate,” Yzerman said this week in naming the roster for next month’s pre-Olympic camp. “That will weigh into our final decisions on putting this team together. There will be more of a premium price on skating.” Ultimately, though,Yzerman emphasized that he and his staff will “simply pick the best players available.” “We’re not putting together a team for an NHL all-star game, we’re putting together the best possible team we can to compete against the best players in the world and try and win a gold medal,” Yzerman said. “Part of that comes with having players that can do specific things for us.” *** TORONTO - Maple Leaf Sports & Entertainment is looking at ways to improve BMO Field, home to Toronto FC. “We’re spending a little bit of time on trying to figure out how to upgrade it,” said Tim Leiweke, MLSE’s new president and CEO. Leiweke is also dispatching some of the MLS club’s front office to Kansas City for the league’s all-star game July 31 to see the US$200-million-plus Sporting Park, which opened in June 2011. “Kansas City’s stadium is fantastic,” said Leiweke. “They market it the right way, they sell it the right way. “Robb and Cliff (Sporting Kansas City co-owners Robb Heineman and Cliff Illig) do
the best job in the league. I am in awe of Kansas City and the way they built that team and the way they built that stadium and the way they sell that product and the position they have in that marketplace. They are phenomenal and we should all aspire to be Kansas City and Portland and Vancouver and now Montreal. “And so suddenly there’s a new challenge which is the economics, the structure, the stadium and the way the team is marketed and the way the team is operated. We’re at a whole new level that is higher than even what TFC set when they came into the league. “And we as an organization need to step back and go look at all these new stadiums and these clubs, some old like K.C., some new like Portland, and learn from them.” Leiweke plans to send team officials to such teams in the new few months. Building BMO Field was part of Canada’s successful bid to host the 2007 FIFA U-20 World Cup and has been home to TFC since it entered the league in 2007. International EAST RUTHERFORD, N.J. - The New Jersey Devils have signed forward Jaromir Jagr to make up for some of the scoring lost with the recent retirement of Ilya Kovalchuk. Devils general manager Lou Lamoriello announced the signing Tuesday. The one-year contract is worth $2 million. Jagr said three or four teams were interested in signing him. However, he said he wasn’t able to command as much attention or money as in past years because he is now 41 and many teams didn’t have the money to spend. “In my stage, because I love the game, I was looking for the team where I was going to have the opportunity to play,” Jagr said in a conference call. “I was talking to Lou before Kovalchuk retired.
“And after he retired, I think it was even more important for me to play on the Devils.” Jagr split last season with the Dallas Stars and Boston Bruins, scoring a combined 16 goals and 19 assists in 45 games. The NHL’s active leading scorer added 10 assists in helping the Bruins reach the Stanley Cup final, but he did not score a post-season goal. He signed with Dallas last summer, and started the year playing in Europe due to the NHL lockout. The 16 regular-season goals would have led the Devils last season and his 35 points would have been one behind team leader Patrik Elias. Kovalchuk, who walked away from $77 million left on a contract that he signed in 2010, had 11 goals and 20 assists in a season limited to 37 games mostly by a shoulder injury. *** BUFFALO, N.Y. - New general manager. These are certainly not the same old Buffalo Bills after newly promoted team president Russ Brandon delivered on his New Year’s Day vow to transform a team whose relevancy he described as “tarnished.” The familiar question is whether this latest fresh start will work any better than the many that preceded it. This is a Bills team, after all, that’s not made the playoffs in 13 seasons — the NFL’s longest active drought — and hasn’t posted a winning finish since 2004. The Bills are on their fifth GM (Doug Whaley) and coach (Doug Marrone) since 2001. And the team is counting on rookie EJ Manuel to fill a quarterback spot that’s been mostly unsettled since Hall of Famer Jim Kelly retired after the 1996 season. The Bills off-season overhaul included a significant purge of a roster that features only nine players who were still on the team since 2009.
