The RM of Estevan’s latest council meeting on Sept. 6 dealt with a number of issues from drainage obstruction to development of a work camp. After a group proposing a work camp off Highway 39 heading west of Estevan was denied a permit by the RM, who cited problems with waste disposal, security and road access, a second proposal has hit similar hurdles. The latest group has not addressed the same issues that led to the failure of getting a permit to add a work camp in the Shand Road Industrial District. Greg Hoffort, RM administrator, said that if the group comes up with
solutions to these issues and returns with a more rounded proposal, the RM would be happy to grant permits for the camp. “When you’re mining coal, you are changing the way the land looks. That’s inevitable,” he said. There are regulations set out by the province that deal with the issues of obstructing drainage, Hoffort said, noting that it’s years like this one that really show how important those regulations are. As the concern was raised at council, the RM is speaking directly with Luscar Ltd., who is working at the area in question. The RM issued tenders for the cleaning of
38 septic tanks in Hitchcock. Hoffort said while the grey water system is drained to a lagoon, the tanks are cleaned out each year. The work is scheduled later in the year because of water issues that were present in the spring. The municipality hired four temporary employees to add to the work crew’s payroll. Because of the severity of road damage in the RM, the extra hands should help get some of those roads back in order. Two office clerks were also given approval to begin working at the RM, and development permits for two shops and four dwellings were approved at the council sitting as well.

New office for Estevan conservation Planting the Upper Souris Watershed Association (USWA) and Ducks Unlimited Canada (DUC) into a shared office is an obvious union, say the employees of both organizations. For DUC, the office in the Beefeater Plaza is not only their first office in Estevan, but also their first in southeast Saskatchewan now that they have moved in with the USWA. The three employees, two for DUC and one for the USWA have been in the office since December 2010. Employees and volunteers of Ducks Unlimited and the USWA held a small ceremony at the Elks Hall on Sept. 13 with local MP Ed Komarnicki, MLA Doreen Eagles and Estevan Mayor Gary St. Onge in attendance. Speaking to the group of attendees, Vicki East, USWA watershed co-ordinator, said ensuring close ties between these two organizations was a great move. “This partnership just makes sense,” she said. “We can work together with our programming and our education and awareness.” One of the action items in the USWA’s watershed plan is to protect and restore wetlands, which overlaps directly with DUC’s priorities, she noted. The USWA is in the implementation phase of their watershed protection plan since the outline had been completed in October 2010. The plan includes 40 key actions in total. The items are sorted into four areas: education, programs, research and lobbying. East said education is important, and they have been sending newsletters

out, as well as attending trade shows to increase awareness of the importance of water in the watershed. Komarnicki said he often wonders what it takes to ensure that the public is behind conservation projects. “Education is probably one of the biggest parts of it,” he said. “It seems like (DUC and USWA) have very much in common. I can see your goals are such that you can work together in a partnership.” He stressed the importance of volunteers for conservation and DUC, noting Dick Henders’s long time local volunteer work for the organization. “He’s been here as long as I can remember doing volunteer work. The wetlands have been capturing carbon, sequestering (it) for a long time without the investment of $1.4 billion, for sure,” Komarnicki said, alluding to the recent investment of that money to retrofit a stack at the Boundary Dam Power Station. “We have three dams in our constituency. From your association’s point of view I can see where it’s very exciting, and perhaps challenging, to work within that kind of atmosphere. We have
oil and gas exploration. We have RM roads acting as dikes and you’ve got the railway, and they’re diking. When you have a wet year like this, it becomes very interesting how you handle all that.” Brent Kennedy, Saskatchewan manager of provincial operations for DUC, also spoke, saying the organization’s primary goal is to protect and restore nesting habitats. He told the attendees that Saskatchewan accounts for about one-third of all North American breeding ducks. “(It is) the most important jurisdiction by far of any province or state on the whole continent,” said Kennedy. One of the major challenges Kennedy said DUC faces in this area is ongoing loss of the wetlands in southeast Saskatchewan, and the unauthorized drainage. “The wetlands provide many benefits, benefits that we know much more about today than we did a few years ago,” he added. “Those benefits no doubt include habitat for waterfowl and wildlife, but just as important, and maybe more important to much of society, are the other benefits.”

He noted recharge of groundwater, restoring nutrients like phosphorous and nitrogen, which appear in lakes, as well as storing carbon and reducing greenhouse gases. “Probably most important in a year like this, is wetlands store water. They act like sponges and help to reduce downstream flooding. Much of the water that moves through streams and rivers, the Souris (River) being a good example, is a result of upstream drainage.” He said in order to maintain wetlands, as a province, there needs to be new and effective wetland policy. DUC has been speaking with the province about that already, he said. Kennedy said DUC will buy land for conservation purposes but is doing more with private landowners who come to them with their own conservation projects in mind. “We do buy some land and manage those lands for conservation and agriculture, much of our conservation is focused now with private landowners,” he noted. Staff in the new office are East, formerly of DUC, and Kylie McRae, currently with DUC, who are both professional agrologists, while Dwayne Donald is the conservation programs specialist for DUC.

Rugby World Cup full of hakas and beards In a barbarian’s game played by gentlemen, Canada’s gentlemen are The Beardos. The Rugby World Cup kicked off a week ago in New Zealand with two ceremonial, pre-match challenges: the New Zealand All Blacks Haka and the Tonga Sea Eagles’ Sipi Tau. Both nations are from the south Pacific and the traditional challenges stem from those island cultures. Canada was the last team in the tournament to see action Tuesday night, and after facing Tonga’s Sipi Tau challenge before the opening kickoff, beat the 12th-ranked Tongans 25-20. Canada is ranked 14th in the world entering the contest. I love international competitions, whether it’s the World Juniors, the Olympics or the World Cup. The Rugby World Cup is no different. There are a number of things that I’ve noticed from the early matches so far: the game officials run the show, and they do not put up with gripe from anybody. The Japan and France game was spectacular. The score doesn’t show it at 47-21, but the Japanese team held their own against the fourth-ranked French team who capitalized on a few Japan mistakes. Down 25-11 at the half, Japan rallied to close the gap to 25-21 before the French scored 22 points in
Jordan Baker Thoughts From My Fingers the final 10 minutes. During the game, a player went down with an injury near where a scrum was to take place. The team medics ran onto the field, but because of the injured player’s close proximity to where the game would continue, the official told the player to get up. He then turned to the medics and said, “Move on,” waving them back to the sidelines. Norm Park doesn’t like the NFL because of the breaks allowing oxygen-deprived players to catch their breath. Well, he would love watching a sport where the game doesn’t break for an injured player. They just play around him. As they say, it is a barbarian’s game. That brings me to Canada’s barbaric beardos. Saskatoon’s Hubert Buydens, Adam Kleeberger and Jebb Sinclair complete this trio of burly, bearded brethren, who all played a big part in the win over
Tonga. Sinclair opened the game’s scoring with an early try. Kleeberger was voted man-of-the-match. A story on Rugby Canada’s website, titled The Beardos Cometh, says the three men are now under strict orders not to shave until the tournament has ended. Buydens and Sinclair have been playing together in Wales for the RGC 1404. Buydens grew his beard longer, and Sinclair decided to follow suit. Kleeberger’s growth is more like a mane, with his wild hair and Grizzly Adams beard making him the front-runner on any television show called So You Think You Look Like a Lion. At one point during the opening match, one of the commentators pointed out that Kleeberger is 27, but his beard is a few years older than that. Canada’s opener was a nail-biting match. Both teams missed opportunities to break out for tries. Canada was up 10-0 before the Tongans scored a try just before halftime, and then fell back 20-13 in the second. After a couple of impressive defensive stands, Canada scored two tries, missing one conversion to take the lead with just seven minutes to play in the match to a claim an opening-game victory. Cheer for Canada. Cheer the beards.
Food safety, resposibility of consumer It was interesting to see a recent story about the recent Cairns Group ministerial meeting in Saskatoon. It marked the first time group members discussed ways scientific innovations and rules-based trade may help meet global food security objectives. The idea of food security is one we should consider for a variety of reasons. On one hand, the basic idea is one we should generally embrace. Safe food is important for us all since food is one of life’s essential. On the other hand, the more rules established around food security, the greater the red tape and costs farmers are likely to face in marketing their crops and livestock. We have deemed food traceability a key aspect of food safety and that means all the way from the farm gate to the kitchen table. And while the processing sector will be able to pass on its costs to consumers, farmers are not likely to see new costs factored into what they receive from the marketplace. There is however, a growing question about whether we are maybe going so far in establishing rules that in the process, we are about to lose a huge part of our food heritage. I think about one of my favourite shows on television right now regarding food; Bizarre Foods with Andrew Zimmern. The host travels the world eating the weirdest foods he can find, possum and raccoon in the Ozarks; whole deep fried chicks and partially incubated eggs in the Orient; worms, bugs, tarantulas and in almost every country, some of his favourite foods are found being sold by street vendors. That has always been something I have

Of course to operate such a business now in Canada is something where people need to be ready to work through a ton of regulations to make it a go. And it goes farther. A rib barbecue competition at the local summer fair took a long visit from health inspectors to get the go ahead. Yes, safety is important, but backyard barbecues are not exactly alien science competitors we’re foreign to. An upcoming cultural event in the city isn’t sure cultural foods will be part of the offerings because the regulations are simply daunting. Neighbourhood and community potluck suppers, and even the farmers’ market sale of cooked goods is becoming ever more difficult. Do we need rules? Well to say no would be anarchist talk, but at the same time I have attended a lot of rural fairs and sports days where I ate cold cut dinners, potato salad with eggs and salad dressing included, and I don’t recall an upset stomach, and that was in years before most of the current rules regime existed. I will grant that when I was a youngster,
food might well have been safer in the sense the potatoes in the salad likely came from the family garden of the cook, and the eggs from their chicken coop. The control over the food we ate was much more in our hands. We knew if a pig was sick, we never butchered that animal in the fall. We actually picked the animal out of the pen, shot it humanely and lifted it with a block and tackle and disposed of it ourselves. It was the same with chickens. And, most of the vegetables we ate came from the garden. They were canned, frozen or saved in cold storage for winter. Much of the fruit was even gathered blueberries, saskatoons and chokecherries in the wild, currants, raspberries, rhubarb, gooseberries and strawberries from the garden. I grew up eating food I helped raise and put up for winter. Now, I can tell you in my own case I haven’t grown a thing to eat in more than a decade, and with the exception of the occasional farmers’ market purchase from an area producer, I rely on food grown by others - often hundreds, if not thousands of miles away - processed by others, trucked by others, and handled by far too many others before I eat it. So I am left to wonder if rules that impact barbecue events, cultural food sales at local events, potluck suppers are what are needed for safer food? Or, do we need to take more personal responsibility for our own food, growing more of it, processing more of it, and cooking more of it?

Is one better than the other?
I’ve been a member of Facebook for years now (I’m old, remember?) and have gone through periods of addiction and obsession (usually during finals and midterms). Had someone suggested to me six months ago that Twitter was equally valuable, I would have laughed obnoxiously, then posted a passive-aggressive status about the lameness of Twitter and the people who love it. However, things have changed for me. I originally set up a Twitter account as part of an Introduction to Internet class I took in my first year of university, but I didn’t really use it. I may like to rant in a weekly column, but I honestly don’t think I have enough random thoughts and observations to really make an interesting Twitter feed. This past spring, I tentatively resumed using Twitter again, spurred by my sister’s involvement and clear love for Twitter. Nearly half a year later, and I’m torn between my first love Facebook and the new kid on the block, Twitter. Both offer me nearly unlimited stalking opportunities, which I really value in my social media. Beyond that, they seem to be very similar and it’s tough to pick a favourite. For one, both Twitter and Facebook allow easy picture sharing. Both are very immediate with this, especially when one has a Smart phone and has downloaded those convenient little apps. However,

Facebook does allow the posting of albums, which are super nice when you need to document your sloppy weekends. Definitely classy and great for employers who want to know about your keg stand abilities. I can’t decide if this really is a positive quality – call it a draw? Twitter and Facebook easily allow people to share what’s on their minds. This is great for people who make witty, clever or funny observations about their daily lives or the world around them. However, this also allows the moron you sat beside in Math 20 to spam you with non-stop “my life is so awesome/pathetic/ annoying” updates assuming you accept his/her friend requests or decide to follow him/her, for some reason. At least Facebook gives you the option to hide updates from the friends you don’t want to constantly read about. Facebook and Twitter make it easy to know your favourite celebrities. I love waking up to recording updates or sound bites from my favourite musicians, or seeing the cool costumes and makeup of awesome actors. It definitely makes them
seem more relatable. I think Twitter is best for this, because Facebook forces you to read all the garbage other less-coolthan-you fans have posted on the artist’s wall, which is a downer. Of course, both media leave room for fake accounts that fool unsuspecting fans. And there’s the added threat of learning that your favourite reality star is an idiot, because without a PR person or producer breathing down her throat, she is able to tweet all of the useless garbage she so often thinks. I guess that Twitter and Facebook have downsides in this area. Clearly Twitter and Facebook are awesome. They allow us to be super egotistical and often creepy with few repercussions. It’s going to take me a long time to choose a personal favourite, though it’s unlikely that I’ll ever commit to using just one. Maybe there’ll be a super social media in the future that somehow puts them both obsolete? Guess we’ll see. Maybe this is a stupid thing to spend time dwelling on? Most definitely. Having only lived in the province for nine months, and being an Argos fan—you can submit your derisive verbal hurls in the comment section on the Mercury website—I can say with absolute certainty that there is little about the Prairies that shapes the livelihoods of Saskatchewan people quite like the Roughriders. Rider pride shows Saskatchewan’s commitment to what is homegrown. I’ve seen so many cases where people love to hate the home team. Perhaps Canada’s most well-known and successful golfer, Mike Weir, has fallen off the professional golf radar and for the first time in either of our lives, I am making more money than Weir. I’ve heard people say he was never that good, he got lucky and won one tournament (The Masters), and then rode that success for the rest of his career. This is a guy who not only won The Masters but earned almost $27 million in his career so far. I’d say that’s a successful career. While the best way to describe Argos’ fans is apathetic, Rider fans are nothing if not enthusiastic. There is no such thing as an inferiority complex for Rider fans. Fans do take a lot of pride in their football team. Rider fans are an interesting breed. Lots of die-hard sports fans would do a lot for their team. Rider fans would do more. Rather than hating the home team, people in Saskatchewan love and demand a lot from their Riders. It’s tough love, but it’s love. The Roughriders started the 2011 season 1-7. A receiver comes back into town to don the emerald jersey, the team goes on a two-game winning streak and Rider fans are back expecting a playoff run. Who cares that the Riders are still winless inside the division. A lot of fans would have checked out for the season. I know I have with the Argos. There’s always 2012 for them. I really do admire the dedication you Rider fans have for your team, but not so much that I’m going to jump off the Argonauts’ ship. Look, I’ll cheer for the Riders when they aren’t playing Toronto. I just won’t wear anything green.

Yes, yes it does. The way I see it, there are two types of Saskatchewan people: Rider fans, and not Rider fans. Rider fans love the team year round, spend copious amounts of time discussing plays and players, and own excessive amounts of green clothing. They idolize the Riders and if given the choice between saving Ken Miller or their grandmas from a psychotic robot monster, they’d likely take one for the team (pun intended) and save Mr. Miller from a mechanical demise. Well, I may exaggerate a bit, but a lot of Rider fans are ridiculously hardcore. Thinking back to the Riderville competition last summer, didn’t one of the communities paint an entire street green? That’s intense. Non-fans are those who simply don’t care, and also bandwagon jumpers like myself. CFL (and football in general) just isn’t my thing, but toward the end of playoffs I can rally a bit of support for the local team and get in on the celebrating. The Grey Cup kind of turns into St. Patrick’s Day for every non-Irish person out there who wants to enjoy some green beer and throw a sick party. I’m hardly a true, loyal-to-the-end fan, though, and don’t deserve to be considered among the hoard of crazies. The division between fans and non-fans always seems to come out in social events, making it super obvious that we are a province defined by our favourite pasttime. Getting to know people during orientation/welcome week at university, one of the first questions I was asked by a student was whether or not I like football and the Riders. And I lied and faked a bit of interest, because no one wants to be written off as a non-supporter. It’s practically blasphemy to suggest that the Riders may not be the top priority during the summer months. I’m not complaining, as I can’t say I’ve ever been discriminated against for being a Rider bandwagon jumper. We might be a province defined by our majority’s crazy love for football, but we’re also fairly accepting and willing to let fake fans like me enjoy the team’s successes. Though if I said I was a Stamps fan, maybe I’d get a less positive reception? Eh, I’m not going to test that theory out.

No one is dying to protect Canadian oil Over the past three years as editor of Pipeline News, Saskatchewan’s petroleum monthly, combined with my previous work as a pipeliner, I have had an opportunity to visit almost every area of the Saskatchewan oilpatch. From Onion Lake in the northwest, to Dodsland in the west, Shaunavon in the southwest, Lake Alma in the south and Redvers in the southeast, I put tens of thousands of kilometres on my truck each year visiting these sites. Over that time, I have not been shot at once. I have not been escorted onto sites by heavily armed mercenaries or, former special forces soldiers making hundreds of thousands a year to keep away the bad guys. My tires may be balding, but they have not once come in danger of rolling over and setting off an improvised explosive device. I have not once been stopped at a checkpoint where a dozen soldiers had their laser-sighted assault rifles trained on me. The only soldiers I have seen were in the corner store at Wainwright, Alta., adjacent to the local army base. No mortar bombs have landed near my hotel rooms. As a pipeliner, I have worked on two major projects: Enbridge’s 1998
Brian Zinchuk From the Top of the Pile Terrace B expansion, and the Alliance Pipeline in 1999-2000. I spent 2009 covering the Enbridge Alberta Clipper. At no point in time was there any concern about these pipelines being blown up by insurgents and causing mammoth spills. The biggest threat was chemistry, where corrosion finds its way into the pipe via defects in the coating. To guard against that, you used melted epoxy, not an M-16. Never, ever, in my time in the oilpatch, have I seen an armed guard of any type, much less an infantry platoon. It is with this in mind that I must reflect on the absurdity of the protests in the United States against the TransCanada Keystone XL pipeline. Al Gore says Canadian oilsands oil is dirty oil, so it must be true. Apparently the former Lois Lane, Margot Kidder, agrees, as she was arrested at a Keystone XL protest in Washington. Perhaps the former vice-president, one whose administration bombed the
crap out of the Balkans, forgot there are other forms of dirty beyond carbon dioxide. Like blood. It doesn’t wash out that easily. Out damned spot! Out, I say! Americans have spent the last eight years coming home in body bags from Iraq, a war that had nothing to do with 9/11 and everything to do with Middle Eastern oil. No American soldiers will come home in body bags from Fort McMurray. Nearly 4,500 have died in Iraq. That is dirty oil. No trillions of dollars have been spent fighting a war in Canada for oil. The cost of all the oilsands projects in Fort McMurray over the last five years likely wouldn’t cover a third of U.S. military spending for one year. The Keystone XL pipeline project’s total cost will be less than a week’s spending for the U.S. military. Perhaps the protesters should find some supertanker terminals to protest. It appears they would rather get their oil from
Iraq, where they still have troops, or Saudi Arabia, homeland of Osama Bin Laden and the majority of the 9/11 terrorists, than from Canada. If the U.S. really wanted to clean up its act on “dirty oil,” they could have spent hundreds of billions on research and development in higher efficiency vehicles, carbon capture, and coal gasification, instead of mercenaries and bombs. Not only would the outcome have been longer lasting and meaningful in a climate change aspect, it would have also reduced U.S. reliance on the truly dirty oil with blood stains on the barrel. The Riders bagged the swag. One week after upsetting the Winnipeg Blue Bombers by 20 points in the Labour Day Classic, Saskatchewan went into Swaggerville and destroyed the Winnipeg Blue Bombers 43-25 on Sunday to complete a home-and-home sweep. The last time they swept the Bombers was 2009, but back then they were expected to. No one saw this coming. You could almost sense a victory in the Classic due to the emotional return of Ken Miller to the sidelines but the Banjo Bowl outcome seemed to be, at best, a toss-up. However the Riders had other ideas. Despite a slow start that saw them fall down 10-0 early, Darian Durant fired three touchdowns in the second quarter to give the club a lead it would not relinquish. By the time the clock hit 0:00, there was no one left in Canad Inns Stadium but Rider fans. “I am so proud of the men in this room,” gushed Miller after the game. “We overcame adversity and
distractions. It was a big win in a hostile place. The men showed a lot of character.” The turning point in the game had to be the first-half sack on Winnipeg quarterback Buck Pierce by rookie Rider safety Craig Butler in which Pierce’s helmet went flying for 10 yards. Pierce was never the same after that, as he threw five interceptions on the day, two of which were picked off by Butler. It was the season debut for Rider slotback Andy Fantuz and he was limited to just two catches. However his impact on the game was immense. “They were doubling Fantuz all day and it opened up things for Getzlaf and Dressler,” Durant explained. “That’s the impact he has, the attention he draws from the defence. They can’t just key in on Getz and Dress anymore and that makes us a whole other animal to deal with.”
It’s difficult to explain the grip Ken Miller has on this team but it’s immense. The firing of coaches Greg Marshall and Doug Berry on August 19 was criticized by many across the land, even by some in the Rider Nation, but the critics have nothing to say now; at least not at the moment. The club is still a distasteful 3-7 and out of a playoff spot, but they’re 2-0 under Miller. “It’s hard to say what the difference is,” Craig Butler said. “The locker room atmosphere, the way we practice now. We all believe. Sometimes you need to make a change and it’s been for the better. We’re playing Rider football from what I’ve seen watching this team the past four or five years.” There’s an old saying that “two’s a fluke, three’s a streak.” However if the Riders pull out another victory over the 2-8 Toronto Argonauts Saturday in Regina, I think we can safely say the Riders are back. A new season of Koncerts about to begin The Missoula Children’s Theatre is once again kicking off the Koncerts for Kids season when the theatre’s bus pulls into Estevan for auditions Sept. 19. The theatre group out of Montana brings in everything needed for the production; everything except actors. It’s local talent that’s required to pull the show off successfully. Local students aged five to 18 are encouraged to audition for one of the more than 50 roles in the show. This year will feature a production of Alice in Wonderland. Having local children begin the Koncerts for Kids fall program gets the area’s youth involved in the arts early in the season, further getting them interested in the acts that will be coming later in the fall and spring 2012. Brenda Lyons, Koncerts for Kids co-chair,
said, “We find (the Missoula Children’s Theatre) is a great way to kick off our series. It just gets the ball rolling.” For eight years, the theatre has come into town to start the fall schedule. Lyons notices some of the benefits of having a production like that in Estevan after so many years. She said she recognized a number of the cast for Estevan Triple Threat Theatre’s production of Hairspray had previously taken part in a Missoula Theatre production. She said there isn’t a lot of opportunity for youth in the city to get involved in the performing arts before high school. “This is a spot where the kids can see if it’s an interest for them. If a kid isn’t into sports, this is a great outlet for their creativity.” Lyons said it is “amazing” to see the kids who are
part of the performance. With only a week of rehearsals that include singing, choreography and memorizing lines, the amount of growth

over the week is often significant. For the youth who do take part in the performance, Lyons said the experience makes drama and the theatre more real to them. When they come to the events later and watch the other performances, they then have a greater appreciation for what they’re seeing. “It’s amazing what these kids can perform. They’re like little sponges.
The performances in the Koncert for Kids series range from the musical to the theatrical and the comical. Lyons said they try to feature diverse performances. “We try to look for totally different things in the art world,” said Lyons. “It’s really amazing what some people do for a living.” All efforts are meant to increase the exposure to the arts for the area’s young people.
The second show in the series on Oct. 25 is The Trollsons, a performing duo who tell the stories of Hans Christian Andersen. The characters have incredibly lifelike, yet cartoonish, masks that add to the charm of Andersen’s popular tales. In the spring, Motus O - Circus Terrifico will bring their storytelling back to Estevan through interpretative dance on April 15. Lyons said the group has been in the city before for Koncerts for Kids, showing a whole new way to tell a story. “They are so professional. It’s great for the kids to see a story told without words.” She said getting children away from television and in front of a live performance gets them involved in the act. Last time Motus O was in town, she recalls talking with some of the
young audience members afterward, and without a verbal story the children were still able to follow and understand what the performance was about. Closing the season May 6 will be Infinitus String Trio, bringing a combination of classical and pop music. Lyons said she wasn’t exposed to enough classical music when she was younger, and this trio is a great way to get children interested in the music by playing familiar tunes from movies and television shows. Combining classical with pop can get kids interested because it “pulls them in with things they are used to,” said Lyons. Performances for the 2011-12 Koncerts for Kids season are all at Westview Elementary School and begin Sept. 24 with the Alice in Wonderland production.

No help comes to drowning victim in Regina Provincial REGINA - Questions are being raised about why it took a Regina man 30 minutes to find help for his friend who disappeared while swimming. A woman who called 911 says there were people around Wascana Lake in front of the legislature on Saturday, but the man told her that no one would make the call. Lani Elliott says on Facebook that she was taking pictures when a
distraught and dishevelled aboriginal man approached her and said his friend had just died in the water. Elliott says the crying man told her that everyone he had asked ignored his pleas for help. A police spokeswoman confirms the man was last seen in the water 30 minutes before help was called, but wouldn’t speculate as to why there was a delay. The body of Darlyn Boyd Johns of no fixed address was found the next day.

National CROWSNEST PASS, Alta. - The RCMP say accused kidnapper Randall Hopley has been captured. Police have named Hopley as the sole suspect in the disappearance of three-year-old Kienan Hebert, who police have said was taken from his home in Sparwood, B.C., last week and mysteriously returned on Sunday. RCMP Cpl. Annie Linteau confirms Hopley has been arrested, but had no further details.
A news conference is scheduled in Sparwood later today. Kienan’s disappearance prompted a massive search around his home and an Amber Alert that stretched for days, which was eventually expanded into Alberta. Blue Bombers lose linebacker for season National WINNIPEG - Winnipeg Blue Bombers linebacker Joe Lobendahn will miss the rest of the season with a knee injury. The CFL club placed him on the nine-game injured list Tuesday after he was hurt in the Bombers’ 45-23 home loss Sunday to the Saskatchewan Roughriders. The loss of Lobendahn is a big one for Winnipeg, which faces the Montreal Alouettes on Sunday with top spot in the East Division on the line. The Bombers also listed quarterback Buck Pierce as day to day with bruised ribs. He was picked off five times and was hit hard on several occasions in the loss. *** OTTAWA - World silver medallist Dylan Armstrong headlines the
list of 17 Canadian track and field athletes who will compete at next month’s Pan Am Games in Mexico. Softer, gentler NHL season ahead? It could be a softer, more gentle National Hockey League when the 2011-12 season gets down to business in early October. No, the players won’t be wearing white skates with picks, nor will pink show up on any uniforms, but the forces that drive the best professional league in the world are leaning towards more slap, less punch, more push, less crunch. Don Cherry, he of the loudmouth opinion that a team first has to show its physical superiority before it can hope to succeed on the scoreboard, probably won’t like this evolution we’re almost certain to see. Conn Smythe, whose famous utterance “If you can’t beat ‘em in the alley, you can’t beat ‘em on the ice” has resonated through generations of hockey, might just roll over in his grave. But ... things are getting out of hand and finally, some intelligence is being wrapped in the package that NHL commissioner Gary Bettman is trying to sell to NorthAmerican hockey fans. For one thing, blows to the head are going to be dealt with harshly, and it’s about time. Sidney Crosby, the game’s No. 1 attraction, won’t start the season due to a head-crashing concussion he suffered last January. He has had nearly 10 months for it to heal and he’s still not there. The NHL can’t take the chance that more young stars may be “head-hunted” too, so talk about the headshot rule will dominate the 2011-12 season. There is also backroom NHL chatter about the elimination of fighting, which would be the game’s biggest change since the rover position was eliminated. The summer deaths of Derek Boogaard, Rick Rypien and Wade Belak, all of whom were star members of the NHL’s Fight Club, have got tongues wagging that perhaps the game doesn’t need fighting anymore. We don’t see it in the Olympics, and it’s rare to see it in the NHL playoffs - both pretty good stages for

Because there is a fan element who go to a game to see blood just as a race car “fan” goes to Indy hoping to see a 10-car pileup. But why cater to that element? Believe it, changes are coming. His tennis-star girlfriend, Caroline Wozniacki, is ranked No. 1 but has never won a major. They make such an imperfect couple.” • Mike Bianchi, Orlando Sentinel: “Houston Texans star running back Arian Foster is getting hammered because he put the MRI photo of his pulled hamstring out on Twitter. In keeping with this objective we are inviting applications from students in Grade 11 or 12 interested in participating as Youth Members of Council. These students will be appointed on a three month basis and be requested to attend an Orientation Session and all regular open Council Meetings. The Student Council Member will be a fully participating member of Council excluding the actual voting privilege on any issue. SUPPORT WORKERS NEEDED Southeast Regional Victim Services is looking for volunteers in the Estevan City Police / Estevan RCMP detachment area to work with victims of crime and traumatic events by providing information, advocacy, support and referral. Victim Services is a police-afÀliated program. Water Main Replacement
The City of Estevan is undertaking replacement of Water Main at: Souris Avenue – Seventh Street to King Street
The purpose of this work is to provide timely and cost effective replacement of existing cast iron water main with PVC pipe, replacement of existing water and sanitary sewer services from water & sewer main up to the property line and surface restoration. This work would require closure of immediate areas of excavation and may necessitate parking restriction in adjacent areas. This work will commence during the week of August 22, 2011 (from Seventh Street) and will take approximately Eight (8) to Ten (10) Weeks to complete (subject to weather). Glen Peterson Construction Ltd. will perform this work within the current Bylaw regulations.

Temporary Water Supply Temporary Supply of Water shall be made during the construction through the water tap outside the house during the week of August 22, 2010 (from Seventh Street). This may require crew to enter inside the house to complete the connection. This temporary supply may be connected up to 8 weeks. During this time water pressure may vary, however should not adversely affect appliances that use water. Interruption of water supply may result in some pockets and sediments enter in the plumbing. We advise that when water service is restored, please let each tap in house run for about 30 seconds or until water runs clear. Hot water may require running long enough to completely exchange water in the water heater. The City or the contractor shall not assume any responsibility of damage caused to any appliances such as washer, dishwasher etc, for being connected to temporary water supply. Please see attached advisory from the province on temporary water connections.

Check Heating Unit Before Cold Arrives
Q: Please settle an argument for me. I feel our heating unit needs to be maintained every year, while my housemate has an attitude of, “If it ain’t broke, don’t mess with it.” Who’s right? -- Jackie L. in Maryland A: While most homeowners don’t have their heating (and cooling)
systems checked every year -- or for several years, for that matter -- they should try to schedule a maintenance checkup at least every other year. A licensed air conditioning and heating professional can check the entire system, including ducting and vents, point out potential trouble spots and ensure the unit is working efficiently. In between maintenance checks, homeowners can do some of their own maintenance to keep the heating system in top
shape for winter. Fall is the best time to do this, before you need the heat. Here are some tips: --Change the air filter, even if it is relatively clean and was changed on schedule last winter. Once you start using the heating system regularly, replace the filter monthly. --Open vents and registers, check for debris and vacuum out dust and dirt. This not only keeps warm air flowing freely, it helps reduce allergies from dust and pollen. --Clean the blower
and motor housing. Often accessible behind the air filter, make sure these two important parts of the heater are free of dust and dirt. Wipe with a clean rag. If the housing is covered with a film of dirt, wipe with a rag dampened in soapy water to clean. Don’t use solvents or harsh chemicals on these parts. --If your heater is a natural gas unit, make sure the pilot light is working efficiently. Turn the burner control to OFF and wait three minutes for

the pilot light assembly to cool. Open the pilot light access panel. Turn the burner control to PILOT and light the pilot light (you may need to depress the control while lighting). The pilot light should relight fairly quickly and burn with a clean blue flame. That’s basically all a homeowner needs to do between professional maintenance checks. It may not seem like much, but simply inspecting and cleaning the heating unit each year can go a long
way toward preventing unexpected repair bills. HOME TIP: It’s important to locate the shutoff valve for your home’s gas system in the event of a leak. It’s typically near the meter.
