Resolution Authorizing the Executive Director to enter into an Agreement with The Association of Midnight Basketball League Programs to provide a Structured Athletic and Enrichment Program for Housing Authority Youth and Young Adults in an amount not to exceed $250,000. _________________________________________________________________________ BACKGROUND This resolution authorizes the Executive Director to enter into an agreement with The Association of Midnight Basketball League Programs (“AMBLP”) to provide basketball and enrichment activities to Housing Authority youth and young adults. The activities will be provided while school is in recess for the summer (approximately 8 weeks), and will be for an amount not to exceed $250,000. PROCUREMENT The Authority advertised an RFP seeking to retain an organization qualified to help the Housing Authority provide its youth and young adults with a structured, night-time summer program with educational and athletic components as well as health and culture enrichment. The program’s aim is to deter young adults living in our developments from engaging in delinquent and criminal activities. AMBLP was the only responsive bidder. The Solicitation Review Committee determined that AMBLP had the desired experience necessary to provide night-time sports activities in the manner requested and within the specified budget. In particular, AMBLP will provide the following through its program: •

Available to Housing Authority young-adults free of charge, ages 17 to 25 and 12 to 16; Page | 1

Organized Basketball League – Games scheduled between 10pm – 2am (ages 17 to 25) and 4pm to 8pm (ages 12 to 16); Available to an approximate goal of 260 residents Employment for Housing Authority residents with AMBLP GED Preparation Classes available through San Francisco City College; Workshops in areas such as crime, substance abuse and cultural heritage; Employment Preparation Workshops; AIDS and HIV Education Classes; Mentorship

The goals of AMBLP include: • • •

The development of a more stable, safe and livable inner-city neighborhood; Contributing to the reduction of youth-related crime during peak crime hours; Decrease in school drop out percentages.

Locations: The midnight basketball program will be held at the following locations: • • •

Western Addition / Fillmore: (Hamilton Recreation Center) Bayview / Hunter’s Point (Joseph Lee Recreation Center) Sunnydale / Visitation Valley (Visitation Valley Middle School)

WHO BENEFITS: Housing Authority youth and young adults, their families and communities. Young adults and youth living in high risk areas need organized activities year-round, but especially during the summer months and at night to deter them from gang violence, drugs and other non-positive behaviors. AMBLP will provide such organized activities through its program, and is committed to being a long-term resource beyond the summer of 2010. BUDGET CONSIDERATIONS The Housing asked that the consultant be able to provide the requested services in an amount not to exceed $250,000. Funding for this activity is available from operational savings from the FY 2010 Public Housing Operating Program. DEPARTMENT’S REQUESTED ACTION Staff recommends approval of this Resolution. EXECUTIVE DIRECTOR’S RECOMMENDATION I concur with the requested action.

WHEREAS, the San Francisco Housing Authority has the desire to provide a structured athletic and enrichment program, free of charge, to youth and young adults living in Housing Authority developments. WHEREAS, The Association of Midnight Basketball League Programs (“AMBLP”) demonstrated, through a competitive process, the best ability to provide a structured athletic and enrichment program to children and young adults as well as the ability to provide job opportunities to Housing Authority residents through its program. WHEREAS, AMBLP will be able to provide its services for an amount not to exceed $250,000. NOW, THEREFORE, BE IT RESOLVED BY THE COMMSSION OF THE HOUSING AUTHORITY OF THE CITY AND COUNTY OF SAN FRANCISCO THAT: 1. The Executive Director is hereby authorized to enter into an agreement with The Association of Midnight Basketball League Programs to provide a structured sports program and related activities to Housing Authority youth and young adults in an amount not to exceed $250,000. 2. This Resolution becomes effective immediately.
