GENERAL JOB DESCRIPTION Under general direction, the Program Manager II plans, organizes, directs and evaluates the activities of a major segment of a housing program, including the supervision, evaluation, and development of subordinate staff. This position qualifies to work in the Section 8 Department, the Public Housing Department, and the Maintenance Department. In the Section 8 Department, the incumbent may manage the Eligibility Unit, Special Programs or the Inspection Unit. In the Public Housing the incumbent is responsible for all aspects of property management and in Maintenance; the Incumbent is responsible for the day to day operations of the Maintenance Department. This position is represented by the Municipal Executives’ Association. Observes and enforces SFHA rules and regulations.

MINIMUM QUALIFICATIONS EDUCATION, EXPERIENCE AND LICENSURE One to two years of responsible technical and clerical experience involving the Section (8) Certificate, Voucher or Public Housing Programs. Minimum completion of a two (2) year Associate's degree from an accredited college or university or educational equivalent. Bachelor's of Arts (BA) degree preferred. Public Housing Manager Certification preferred. Substitution: Experience beyond minimally required can be substituted for the required education on a year for year basis. Possession of a valid California driver’s license, and automobile insurability by the Authority’s insurance carrier. Sensitivity to and experience working with the ethnically and culturally diverse individuals, communities, agencies and organizations which comprise the constituency of the San Francisco Housing Authority.

ESSENTIAL DUTIES (Illustrative Only)


Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.  Supervises, trains, and oversees the work of the Relocation Eligibility Program Supervisor, Program Specialist II, Relocation Aide, Senior Eligibility Clerks and Eligibility Clerks.  Interprets and enforces Authority procedures and policies for eligibility process, according to Federal Housing guidelines and regulations. Implements changes as needed.  Represents the Authority at various community meetings. Communicates and coordinates between residents and managers, as well as with other internal departments and external social service agencies.  Audits waiting lists and other relevant records. Assures rent, lease, and inspection records are kept; prepares a variety of department reports for Public Housing Operation and Commission meetings.

SELECTION PLAN Applicants meeting the minimum qualifications will be administered an examination that may consist of any combination of written, oral or other exercises or assessment procedures that evaluate, knowledge, skill, ability or qualifications. Applicants must pass each phase of the process to be placed on the list that will be used to fill vacancies. The Authority may without notice, change or eliminate any particular assessment component or combination of components as the needs of the Agency dictate.
