GENERAL JOB DESCRIPTION Under the direction of the Area Manager, the Property Manager II is responsible for the overall management, services and activities associated with the management, maintenance and operations of the more difficult or complex properties within the Public Housing Operations, generally 201 or more units. This position is represented by SEIU Local 21. Observes and enforces SFHA rules and regulations. MINIMUM QUALIFICATIONS KNOWLEDGE & SKILLS
Any combination of education, experience and training that would likely provide the required knowledge and skills. A typical way, but not the only way to obtain these would be: Knowledge of: Authority polices and procedures (property management); Department of Housing and Urban Development (HUD) rules and regulations; laws and standards of Fair housing, Landlord-Tenant Law, OSHA Standards, Local and state building codes; building maintenance, fire prevention and liability reduction principles; principles of management and supervision; effective oral and written communication; perform mathematical calculations for summarizing rent collection, deposits and rent adjustments. Ability to: Maintain tenant file and vacancy reports; procure goods and services; prepare reports; maintain effective working relationships with peers, superiors, residents, community service agencies and the public.
EDUCATION, EXPERIENCE AND LICENSURE Education equivalent to the completion of high school or equivalent (Bachelor degree preferred) AND Five (5) years of experience in property management and experience involving public contact preferred. Within twelve (12) months of appointment, must obtain certification as a Pubic Housing Manager from the National Association of Housing and Redevelopment Officials (NAHRO) or other Authority approved association.
Possession of a valid California driver’s license, and automobile insurability by the Authority’s insurance carrier. Sensitivity to an d experience working with the ethnically and culturally diverse individuals, communities, agencies and organizations which comprise the constituency of the San Francisco Housing Authority.
SELECTION PLAN Applicants meeting the minimum qualifications will be administered an examination that may consist of any combination of written, oral or other exercises or assessment procedures that evaluate, knowledge, skill, ability or qualifications. Applicants must pass each phase of the process to be placed on the list that will be used to fill vacancies for the next nine (9) months. Vacancies will be filled based on the Rule of Three .
The Authority may without notice, change or eliminate any particular assessment component or combination of components as the needs of the Agency dictate. Employment offers are contingent upon documentation of the right to work in the United States and a criminal record check.
