The San Francisco Housing Authority (“Authority”) holds its regular meetings at 440 Turk Street, San Francisco, California 94102.

Requests for public comment may be heard on items not on the agenda as well as after staff presentation on any Regular Agenda Item. Speakers at Board meetings are requested, but not required, to identify themselves and fill out cards placed on the table at the entrance door. When the Board considers legislation, which has not been considered by a committee, testimony is welcome during the Public Comment portion of the meeting. Testimony is not permitted when an opportunity has been given at a committee hearing for testimony on an item. The public may address the Board for up to two minutes or four minutes for speakers who require an interpreter, or unless otherwise approved by the Board of Commissioners. The President, or the Board, may limit the total testimony to 30 minutes. The Board may not take action on a new proposal, which is not on the agenda.

Responses to Public Comment at Commission Meeting on October 27, 2011
All of the following commenters spoke on behalf of Mr. Marshall Johnson, SFHA staff person; (some of them did not state their name for the public record or fill out a comment card, and will be referred to as “Commenter”.) Commenter #1, Resident Robert B. Pitts; Commenter #2, Resident, Robert B. Pitts; Jimmy Fung, Resident Robert B. Pitts; Commenter #3, Resident Robert B. Pitts; “Amy, Resident, Robert B. Pitts, Commenter #4, Robert B. Pitts, and Nicole Jackson, Vera Seymor. They commented that they were pleased that Mr. Marshall Johnson, SFHA staff person, will not be laid off and also they spoke in general about his enthusiasm, effectiveness, and the quality of his work performance. Staff Response: Management has met with all the Unions representing employees of the SFHA over the last several months and discussed as many alternatives to layoffs and other cost cutting measures as possible. As a result, Management was able to rescind some of the intended layoffs. Mr. Marshall Johnson’s layoff notice was one of the rescinded positions, and he will continue to work for the agency. All of the following commenters spoke regarding the incident on October 15, 2011 when the Shiloh Life Changing Facility burned down and as a result, approximately 23 males were displaced. (some of them did not state their name for the record or fill out a comment card, and will be referred to as commenter.) respectively: Bishop Lee, Commenter #1, worker at Shiloh Life Changing Facility, Linda Richardson, Barbara Washington, William Mitchell, Elder Dwayne, Sister Charlene Henderson, Ms. Allen, and Andrew King. They requested that the Commission and the Management of the Authority work with them to identify some emergency temporary housing.
Staff Response: After meeting with the City and discussing the issue, the City has issued the following flyer:
All of the following commenters spoke on behalf of Ms. Denise Kimble, SFHA staff person; (some of them did not state their name for the public record or fill out a comment card, and will be referred to as commenter respectively: Carole Flowra, Judy Aspen, and Commenter #1. They commented about the work and dedication of Ms. Kimble and Dorothy Raimey and for getting the elections moving forward and also wanted to know what will happen regarding the status of elections moving forward and who residents can contact from the Authority that will address their needs? Staff Response: Management has agreed to monitor the elections but in addition, there will still need to be an appropriate third party to sanction the elections. In addition, SFHA staff can assist in identifying a third party monitor to help them with the elections. Commenter Judy Aspen, indicated that her residence located at 345 Arguello has a number of various insect infestations, including but not limited to roaches and bed bugs. She requested that the Authority take steps to mitigate this problem. Ms. Aspen also raised concerns about the Housing Authority taking too long to deposit her rent check as it takes up to 17-days to clear her bank account. Staff Response: Staff met with Ms. Aspen during the October 27, 2011 meeting and made an appointment with her to send an exterminator to her unit. On Friday, October 28, 2011, SFHA sent an exterminator to apply the initial treatment to the unit. SFHA will be following up with additional treatment sessions and monitor efficacy. As soon as the Housing Authority receives a rent payment, we deposit it into our bank account, so there is no delay from the SFHA. However, if there is a delay between our bank and the bank of the tenant in clearing the check, that is beyond the control of the SFHA. Commenter Reed Condit, indicated that although his residence at 666 Ellis was provided Wi-Fi, due to the location of his apartment, he did not get a very good signal and he requested that someone from the SFHA address the problem.
Staff Response: The Wi-Fi currently provided to our residents is based on infrastructure put in place by the City of San Francisco. Therefore the SFHA IT Department issued a repair ticket to the City’s Department of Technology with a request that the signal to 666 Ellis be improved. The City is looking into the issue and has made attempts to contact Mr. Condit, but they have been unable to reach him to date. Commenter Mavis Craig, Resident of Hunters View indicated that her health and specifically her eyes are being adversely affected by the high magnitude of dust particulates in the air at the adjacent construction site. She requested that something be done to decrease the amount of dust in the air. The contractor at Hunter’s View is in compliance with City air quality requirements and has sprinklers on all day to keep the dust under control. However, under the Hunters View Relocation Plan, residents may request to move off-site on a case by case basis. Ms. Craig was recently transferred from Hunters View to 18th Street because of mold and mildew in her unit. Commenter Tessie Esther, Resident at Hunters View indicated that she has concerns as to how the Community based organization, (CBO), Urban Strategies, located at Hunters View is spending their funding, and in addition, she has concerns that they hire felons to work there. She requested that someone from the SFHA look into these allegations. Staff Response: SFHA staff and the Mayor’s office of Housing are in ongoing discussions with Urban Strategies to assess their progress and determine if the programs and staffing that are currently in place are reasonable and appropriate. Commenter Cassandra Bennett, Resident of Westside Courts, presented a petition supporting Dawn Jones, SFHA staff member. She stated that Ms. Jones has been very supportive of the residents, does an excellent job and that they are requesting that Management does not transfer Ms. Jones to another facility. Staff Response: Staff has no immediate plans to move Ms. Jones.
