Habitat For Humanity Update The South Florida PGA is finishing up its fourth home build for Habitat For Humanity. Currently, the SFPGA is partnering with Habitat for Humanity of Collier County and will finish the home build in August. Thirty PGA Professionals have donated over 150 hours to building this home. This year the Dohannys and Alina Arcas family will purchase the home being built. The Arcas family has two little girls, Michelle, age 4 and Nicole, age 2. Dohannys is the manager of the meat department of Wal-Mart where he has worked for six years. Before applying for the Habitat program, the Arcas family lived in an overpriced two-bedroom, two-bathroom apartment. Michelle and Nicole shared a bedroom. The living room area was big enough to fit two chairs. One of the reasons the Arcas’ decided to apply for a Habitat home was to give their daughters stability. The constant rise of rent costs would cause the family to move on a yearly basis in an attempt to find something more affordable. A key passing ceremony will take place in August once the home is complete.

Andrew Kozan went wire to wire with rounds of 69-70 to capture his first South Floriwin the Junior PGA Championship. Kozan jumped out to fast start after birding the opening hole and was able to keep the momentum going. Lake Worth native Jordan Reeves started to put pressure on Kozan after rattling off birdies on holes 10, 12, 13 and 18. Despite Reeves outstanding back nine, Kozan’s strong lead was too much to overcome for Reeves. Jillian Bourdage finished off a strong week at the year’s first junior major with a big playoff win over 2012 South Florida Junior PGA Champion, Valentina Haupt of Weston. Bourdage opened up with a birdie to build on her lead. As the day went on, Bourdage grinded out a four-over par 76 to finish tied for the lead with Haupt. Boynton Beach native Jack Braverman entered Wednesday’s final round four strokes behind Taylor. Braverman rattled off six birdies on his way to a final round 1-under par 71. rules with chris Abnormal
With much of the 2015 U.S. Open discussion revolving around course conditions, this month’s edition of Rules with Chris outlines what constitutes an abnormal ground condition in the eyes of the Committee. An abnormal ground condition is defined in the Decisions on the Rules of Golf as any casual water, ground under repair or hole, cast or runway on the course made by a burrowing animal, a reptile or a bird. In the definition of abnormal ground condition the terms casual water, ground under repair, course, and burrowing animals all have their own separate and equally important definitions outlined in the second section of the Rules of Golf. As a player, it is important to remember that the Committee is responsible for evaluating all questionable areas on the golf course and also responsible for determining what to mark as ground under repair and what to leave as through the green. Many times this distinction can be found in the very premise of the term “abnormal”. From a committee’s standpoint, if a competitor’s ball lies in a bare spot of the fairway of a particular hole, a committee member may deem that area as through the green if the condition is not abnormal or unique to the entirety of the golf course. If the same bare spot is determined unique or abnormal to the golf course, the committee member may decide to mark the area if it is not intended to be in play for the field. The definition of ground under repair is any part of the course so marked by order of the committee or so declared by its authorized representative. All ground and any grass, bush, tree, or other growing thing within the ground under repair are part of the ground under repair. Ground under repair includes material piled for removal and a hole made by a greenkeeper, even if not so marked. Grass cuttings and other material left on the course that have been abandoned are not intended to be removed are not ground under repair unless so marked. The boundary of ground under repair extends down but not vertically. Relief is outlined in Rule 25-1 and states that interference by an abnormal ground condition occurs when a ball lies in or touches the condition or when the condition interferes with the player’s stance or the area of his intended swing. If the player’s ball lies on the putting green, interference also occurs if an abnormal ground condition intervenes on his line of putt. In order to take relief through the green the player must lift the ball and drop it, without penalty, within one clublength of and not nearer the hole than the nearest point of relief and also the nearest point of relief must not be in a hazard or on a putting green. It is important to remember that the ball must first strike a part of the course at a spot that avoids interference by the condition and is not in a hazard and not on a putting green. To take relief from an abnormal ground condition on the putting green, the player must lift the ball and place it, without penalty, at the nearest point of relief that is also not in a hazard or, if complete relief is impossible, at the nearest position to where it lay that affords maximum available relief from the condition. Let’s say a player finds themselves in an area that they believe is an abnormal ground condition such as a gopher hole but the area is not marked by the committee and they are unsure how to proceed. In such circumstances, the player should play two balls under Rule 3-3, one from the position that the ball originally lies and the other from a position outlined in the relief procedure provided above. The player must announce which ball they intend to score with and hole out with both balls. Once completed the player should then bring the situation to the committee as soon as practicable so that they can rule on the area. This allows for the pace of the tournament to continue without waiting for a member of the committee when one is not readily available and it also protects the player from proceeding under the wrong procedure. Course set-up can drastically differ from facility to facility and each differential factor displays the intention of the course and tournament. The key in these situations is determining when you are in a condition that is abnormal to the tournament and course intention. It is always to your benefit to understand how to bring the situation to the Committee and also how to protect yourself from operating under a wrong procedure.
