The intervention aims to challenge what have been identified as threats for the Libis community, taking them as a starting point for a fruitful transformation. Nowadays the community is suffering its vast location below a power line that is crossing throughout all the site and the settlement. Indeed, the authority is pushing the community to be organized and ready to clear the way under the electrical infrastructure in order to have a road expanded enough to fulfill the “formal� requirements. Taking this issue as a trigger for the community itself, the project proposes a strategy to relocate the inhabitants of this contested space while upgrading the entire settlement improving the public spaces and maintaining the nature of the community, its current social dynamics and culture. The intervention will be developed through a span of 5 different stages, allowing the inhabitants to be ready and organized to sustain the project. Basically the strategy acts on the upgrading of the buildings, thanks the re-blocking of the fabric through an incremental housing scheme, giving more freedom to each household and to the community in designing their own place. The project also includes interventions in the central strip that will be expanded after the relocation of the present houses. According to maintain this strip as the core of the community, where the main businesses and social interactions are performed, two different structure will be constructed to create flexible spaces. On the west side a series of covers are suggested, expanding the potentiality of the basketball court, creating public open spaces. Instead, on the east side a more vertical diaphragm will be implemented to create a buffer zone that can be the transition from the public space (main street) into the more private buildings (housing). This structure is also a flexible one, that can host local businesses, common services or activities. The program will be possibly carried on thanks different actors involved, starting from the capabilities already present among community’s members and the already present saving scheme. The timeline over the five stages is actually a way to support the sustainability of the project, that will became economically and physically affordable.

The program relies on 5 different phase according to different strips that have been identified in the site. This timeline allows the program to be affordable for the community, giving time to save money and construct for each strip avoiding a massive relocation of the whole community at the same time. In fact, the timeline will allow to work with small groups of people which already know each other and have social connections due to their current condition of closeness, as long as they are neighbors.

Throughout the various stages the relocated people will be temporarily housed in the community centre, also taking advantage from the covered court. The same usage might be undertaken by the structures provided through the project.

Where the communities have acquired or purchased their land on-site or off-site, the development of their sites does not necessarily follow. A network of ACTORS involving urban poor organisations and community architects and engineers is involved in activities of community mapping and community upgrading, trying to move within with the strict â&#x20AC;&#x153;Revised Rules and Standards for Economic and Socialized Housing Projectsâ&#x20AC;? and to negotiate some room with the HRO.

the community centre is considered and used as public space for gathering. Its strength is the covered basketball court just in front of it that is an open space where the main activities are performed.
The public spaces have increased their dimensions after the removal of the buildings alongside the main street. Nowadays this space is used as commercial street, public space and only way to cross the site by car. It is in this area where the social, economical and cultural relations are established and maintained among the communitâ&#x20AC;&#x2122;s members.

The intervention acts in the new â&#x20AC;&#x153;voidâ&#x20AC;? through two different structures, which are designed to create spaces where the previous dynamics can be still performed and where new community events, recrecreational activities and local businesses can be implemented. On the side of the community centre the project provides a cover, creating flexible spaces similar to the already present basketball court. On the East side of the main street the intervention consists in a new diaphragm as semi-public transitional layer from the pubblic to the private space.
