We are always on the move!

President report

By Deb

Neuman President,

BANGOR REGION CHAMBER OF COMMERCE

Early in 2017 we learned that the building where the Bangor Region Chamber of Commerce was located had been sold to Bangor Savings Bank to be developed into their new campus on the Bangor waterfront. We were and continue to be so excited about the bank’s investment and plans for that space. That meant that we had to find a new home. We embarked on a mission to find space suitable for our staff, volunteers, members and the community at large. As is true with any move, we were presented with opportunities, setbacks and challenges along the way, but thanks to the help from many and the support from our Board of Directors, our members and the positive attitude from staff, we are now happily doing business in our new location at 2 Hammond Street in downtown Bangor. If you have not yet been to our new space, we invite you to stop in and check it out! We also invite you to use our space for meetings and conferences. Be sure to leave us your business card and rack cards. Our location downtown has meant that we see a lot of visitors coming in to find information to help them with their visit or in many cases, they want to move to the area. Moving is frankly, not fun. This year I moved twice, with the Chamber and also personally. I am now settling into both places and reflecting on that process. Moving affords you an opportunity to purge and get rid of “stuff” that is no longer working for you or relevant to your life. It allows you to make space for new things that bring you joy and are relevant to you today. As we begin a new year, it’s a good time to consider what is working for you, what is not and what you need to simply get rid of. You don’t have to be “moving “ to engage in this process. The Chamber staff and Board of Directors have this conversation frequently. We ask ourselves, what are we doing that is still working and what isn’t? What do we need to get rid of and is there something new we need to add? These conversations focus on one key thing - our members! Are we bringing you value for your membership? Are we offering you opportunities to achieve your goals? Are we serving you well? Our team is committed to serving our members and to having a positive impact on the region. This year we launched a new website to tell the story about the Chamber, our members and our region. We put on more than 50 events to provide members with opportunities to network, to learn and to engage in important conversations about our region’s past, present and future. We partnered with local media to showcase our members and featured member stories in our newsletters, membership guide and annual report. We celebrated many grand opening events with ribbon cuttings and very big scissors. We offered “Success Seminars”, “Business After Hours”, “Early Bird Breakfasts”, HR Conference”, “Hot Stove” series and more. Our newsletters, email updates and social media content has been focused on providing our members with opportunities to promote all of the exciting things you have to announce and celebrate. Our Governmental Affairs, Business Action and Membership Committees and our Board of Directors have taken the lead on projects and issues that are relevant to our members and our region. Our programs, Bangor Region Leadership Institute, Fusion and Building Bridges continue to expand and have a positive impact on our region! We are so fortunate to have a committed group of volunteers and staff. I can’t say enough about the Chamber staff. Everyone brings so much talent and experience to the table and we work really well together. We are all committed to serving you and we love what we do! Thanks to our Board Chair, Lee Speronis and our entire Board of Directors for their support and leadership. Even though our physical move is behind us, we are moving ahead into an exciting future as a Chamber and as a region.

The Bangor Region Chamber of Commerce is poised to lead our business community for the next decade through its service to its membership. Our talented and professional staff combines with our amazing location to provide our community with many tools to build and develop their dreams into reality. The Chamber’s Vision is to promote and advance a vital healthy business environment is a clear message to its membership that we are listening. Our Board of Directors has pledged to listen to the Chamber staff and the membership in order to provide them both with opportunities for professional growth toward the achievement of their goals. Our new website will act as a conduit for information and communication between the membership and the Chamber. Indeed our mission is to become a member-centric organization by promoting business growth, developing professional talent, creating membership networks and advocating for our members. All parts of the Mission are focused on leading by and through serving our membership. The Chamber is operating on a sound financial foundation through efforts led by CEO Deb Neuman. Deb stresses that the staff, the board members and the general membership must be engaged. Through improved governance, transparency and communication the Chamber plans to be the leading asset and resource for our region’s business community. We still have much to accomplish and standing still is not an option. The BRCC will continue to move forward by serving its membership through our 2017-19 Strategic Vision. Included in this plan are 5 Core Values that we will live by:

1

3

MEMBER CENTRIC

The BRCC will continue to operate with transparency as a financially responsible organization.

The BRCC represents a region and will advocate for and engage members from all 21 communities.

4

CULTURE The BRCC promotes and supports the empowerment of our staff to serve our members and lead in their areas of expertise.

INNOVATION AND CREATIVITY The BRCC is and will continue to be innovative, creative and adaptive to the needs of its members, partners, and staff.

I wish to thank the many men and women in this wonderful community who inspired and mentored me to be a servant leader. Any and all success that I have achieved to this point is shared by all and I would ask that you continue to mentor the many remarkable young stars developing around us on a daily basis. Mentorship is the greatest opportunity to create and maintain a sustainable workforce. The Bangor Region is an engaged region, we must continue to listen to each other and find our common ground and that common ground can always start with service to our community. My Husson College of Business shirts are emblazoned with the words “Character and Humility” and I strive to live by those words every day. Thank you for the honor of acting as your chair and we will all move forward together with your assistance and guidance.

Committee Report

GOVERNMENTAL AFFAIRS By Sarah Dubay, Chair The Governmental Affairs Committee focuses on outreach for our members, and advancement of the Chamber’s longstanding commitment to local advocacy for the greater Bangor region. The committee tracks legislation and government-related issues at all levels, and makes recommendations to the Board of Directors regarding positions the Chamber should adopt. The committee is responsible for the Chamber’s yearly “Issues of Impact” document, which outlines the Chamber’s advocacy priorities. Our 2018 “Issues of Impact” was unveiled this past December and is contained within this report. The committee’s marquee program is our Hot Stove Roundtable forum held at Eastern Maine Community College’s Rangeley Hall the third Saturday of the month from December through April. Municipal, State and Federal officials exchange thoughts and ideas with business and service center leaders as well as community participants, engaging in lively discussion about issues that concern our members. Past conversations ranged from state tax policy, to research and development importance, energy and transportation policy, and key social issues like the opioid epidemic or the recruitment and retention of young professionals to the region! All Chamber members are encouraged to attend our Hot Stove Roundtable sessions – we hope to see you there!

Governmental Affairs Committee works to promote productive relationships between Chamber members and local/state/national elected officials. The committee, along with Chamber staff, identifies and prioritizes issues of importance to the Bangor region business community and communicates that to the public.

Meeting dates: First Monday of the month | Time: 12:00 - 1:00 pm

Committee Report

BUSINESS ACTION By Rob Frank, Chair The Business Action Committee, which oversees economic development initiatives, has retained its focus on advancing one or more discreet initiatives at a time. I must thank all of our early-rising committee members for their great ideas and “action”! We are in the midst of brainstorming sessions addressing the renewed interest in Bangor/Brewer as a navigable destination and boating resource. Much is underway through the hard work and cooperation between staff and councilors in Bangor and Brewer. While we anxiously await the results of an Army Corps permit for moorings in an expanded mooring field, we are looking at ways that our harbor can integrate with the two amazing waterfront parcels on each side of the River, while re-imagining the entire range of boating possibilities that can co-exist whether paddle, wind, or powered. Last Summer’s concert series was an eye opener for the potential that can return to our once-river dependent economy. We are pleased to report that the entrepreneurial environment is alive and well: The “Bangor Angels” group has just begun another round of investments in start-ups in our region and beyond; The Scratchpad accelerator program will return in FY 2017, and we welcome CoVort workspace to Downtown while it quickly supplies a built up demand for co-working space. This Fall we joined many like-minded attendees to celebrate the official opening of UpStart Maine at the Target Technology Center in Orono. They will unify the outreach, marketing, and branding of the Bangor Region as

an innovation hub. If you haven’t been to a Top Gun or Big Gig pitch from some of the companies that have moved through these organizations….. you’re missing out! Our Bangor Region Chamber web-based initiative in direct response to growing demand for a “single portal” to promote activities and opportunities occurring within the region is currently in the web-design phases, graduating from our idea table less than a year ago. Kudos to the Bangor Forward initiative for lending insight and approach to this exciting development in the works. And finally, the Regional food hub initiative (Bangorregionfoodhub.wordpress. com) has completed the first phase of their survey - identifying demand by the region’s larger institutional food consumers. The survey is on their website, the initial results of which have identified (a $5M) unmet need in our region for locally grown food! With other recent changes within local and statewide food distribution hubs, including the Good Shephard acquisition in Hampden, we see the potential for strong synergies to evolve as these groups interests continue to intersect!

The Biz Action Committee works with staff to identify economic retention and development opportunities in the Bangor region and working with community and economic development partners, the committee works to take action on opportunities and projects that will enhance and expand economic opportunities in the region

Committee Report

MEMBERSHIP COMMITTEE By Brian H. Cotlar, BRCC Director of Membership & Sales

The Bangor Region Chamber of Commerce acquired 75 new members through November of 2017, making the current total active membership 798 Members. We continue to see consistent interest in joining the Bangor Region Chamber from both new and long-standing businesses throughout our 21-community region. We believe that providing real and quantifiable value to our membership is of paramount importance, and the goal is to make sure each member is experiencing value well in excess of the cost of their annual dues investment. For this reason, the BRCC Membership Committee, led by Co-Chairs Jose Flores & Carrie Meo, will continue the primary focus in 2018 of care, engagement, and support of our new and existing members. 2018 will be an exciting year for our members. We’re committed to helping our membership engage with the Chamber in meaningful ways which are beneficial to their businesses.

Some of the ways the Chamber can help your business include networking with other business professionals, connecting with local and state resources to navigate the ever-challenging business climate, and providing marketing and media support. Over the past six months, we have also provided value through the launch of our new website, which gives members easy and convenient access to their online Member Portal. This tool provides an online community of Chamber member news, events, and specials, and also provides a significant organic SEO lift, by virtue of affiliation with the BangorRegion.com domain. Finally, please know that our Membership Committee is here specifically to help our members. Chamber members can feel free to reach out to the Membership Committee at any time, although we believe in proactively reaching out first, so expect to see or hear from us! If there is a member who feels they are not getting the best possible value out of their Bangor Region Chamber of Commerce Membership, we want to hear from you! Please don’t hesitate to contact BRCC Director of Membership, Brian Cotlar at (207) 9470307 or Brian@BangorRegion.com or feel free to connect with any one of our Membership Committee members.

The Membership Committee serves as the support group for membership activities at the Chamber. Together, they work with staff and the Board of Directors to clarify membership policies, promote member attraction and retention and achieve overall membership goals.

NORBERT X. DOWD AWARD

Jean Deighan Jean Deighan, Co-founder and CEO of Deighan Wealth Advisors, is the recipient of the Chamber’s most prestigious honor, the Norbert X. Dowd Award. Deighan is a deeply driven volunteer and philanthropist and has worked tirelessly to build community throughout Bangor’s business, non-profit, and cultural scenes. The Norbert X. Dowd Award recognizes her commitment of time, resources, and talent to making the Bangor region a better place to pursue one’s livelihood and dreams. “Jean's community involvement and service record is astounding, but I believe Jean should first be commended as an excellent scholar, businesswoman, role model, and leader,” said Elizabeth Sutherland of Sutherland Weston Marketing & Communications, in one of more than 25 nominations submitted to recognize Deighan’s role in the success of the greater Bangor community. “She is a woman of great personal integrity, and is widely admired and respected. As a successful and strong professional woman, Jean has also been on the forefront of female advancement within the business community for many years and serves as an inspiration to all. She is a perfect fit for the Dowd Award,” said Ben Sprague, Vice President of Business Development at The First National Bank and a Bangor city councilor. Reflecting on the significant progress the Bangor community has made, and the work left to be done, Deighan said: “We have many wonderful things going for us, but there one thing we really need: a reality check on our demographics and a regionally focused economic development program. No matter how much we might want to, we cannot physically organically grow the workers we need fast enough to keep our economy constant, let alone to provide for growth. We need to expand our generosity of spirit and welcome good people looking for a new start to Bangor. It is enlightened selfinterest to open our hearts and minds to new people to our region, and it is time we really faced up to it.”

Deighan was born in New Jersey and moved to Hampden, Maine as a four-year-old when her father opened an oral surgery practice in Bangor. After graduating from Hampden Academy, she attended Tufts University and the University of Maine School of Law, later returning to Bangor where she began practicing law at Twitchell, Gray, and Linscott. In 1978, she married her self-described “sweetheart,” Glen Porter and shortly after the wedding, accepted a role as Assistant Trust Officer at Northeast Bank and Trust Co. She ascended to senior leadership roles in several financial institutes and eventually cofounded Deighan Wealth Advisors, with Jenifer Butler, in 1994. “Our mission is to help people who want to better their lives by providing them with thoughtful financial advice, making customized recommendations based solely on what’s best for them. We define wealth as ‘living one’s best life’ which in turn, means living with intention and rightsizing your life to comfortably fit the size of your wallet,” said Deighan. Deighan and Deighan Wealth Advisors have a clear dedication to community building, particularly in the areas of arts, education, and support of girls and women. She and her firm support the Bangor Symphony Orchestra, the Penobscot Theatre Company, Junior Achievement, Olympia’s Leaders, the American Folk Festival, and countless other organizations. For the past several years, the firm has underwritten free admission for all at the University of Maine Museum of Art. In addition to philanthropic efforts, Deighan has given immeasurable time in support of Bangor’s community organizations, including, among many, the Greater Bangor Chamber of Commerce, Eastern Maine Development Corporation, the Rotary Club, and the Maine Community Foundation. Jean and Glen raised two wonderful children in Bangor, Katherine and Alexander; their family has been joined by daughter-in-law, Keya, and granddaughter, Vaila.

PAST RECIPIENTS INCLUDE: Harold L. Nason, Frederic S. Newman, Jon Grant, Herbert E. Sargent, Larry K. Mahaney, Curtis Hutchins, Galen Cole, Wilma A. Bradford, D. Arthur Johnson, R. BUSINESS OF THE YEAR

Dysarts

This honor goes to an individual or individuals from the public sector who has advanced the cause of economic opportunity in the Bangor Region.

The Dysart's family of businesses is celebrating 50 years of service to central and eastern Maine. Starting with a one-story truck stop and 70-seat restaurant in Hermon, the brand has grown to include two large and very popular restaurants, fuel and lubricant sales, a full-service marina, events hosting and catering, and several travel stops from Pittsfield to Lincoln. Combined, the businesses employ over 300 people. Dysart’s, a nationwide tourist attraction with a strong commitment to the local community, has provided noteworthy economic opportunity to the people of the Bangor region. Dave Dysart, his father Edward, and both of their wives opened their first truck stop and restaurant in 1967. “He’d work 15 hour days or longer every day, and always stopped to have a cup of coffee with people who would come into the restaurant,” said Mary Dysart Hartt, Dave’s daughter who has led the restaurants for many years. “After he passed away in 1999, we got notes from all these people with stories about him. One said they’d pulled in at 2 AM in freezing rain with a broken truck, and he went out there to try to help them get it fixed,” she said. The Dysart’s family of businesses is a true family affair. Dysart Hartt and her brothers Edward and Tim have very successfully worked together to continue to grow the businesses. At 15, Edward Dysart started working full time when the truck stop first opened in 1967. Tim, the youngest of the three, has also worked for the family business from a young age. From the fourth generation, Rory, Ed’s son, is involved full time. Others younger members of the fourth generation, including Ed’s daughter Amanda and Tim’s children Emily and Jordan, help out when they can in between school and other commitments. Ron Round, of the Maine Professional Drivers Association, said, “They have continued their growth all while retaining the title of the place to stop on I-95 for truckers and other travelers alike.

They are a welcomed sight for travelers looking for a good meal and a smiling face.” Dysart Hartt added, “We’ve always worked hard to keep classic Maine on the menu while also keeping up with popular food trends. You need enough variety to attract the 80-year-old and the 20-year old. We’ve always had breakfast 24/7 for the drivers because of their hours, but we’ve found the menu is just as interesting to a family of four for dinner.” The family is quick to credit their employees for their long-term growth. “Our success couldn’t be possible without our employees, and we appreciate them beyond belief. Many of them started with us in high school, and a few of them are grandparents now. They make up the number one piece of the Dysart story,” said Dysart Hartt. The Dysart’s charitable giving includes supporting the construction of the Lafayette Family Cancer Center, Eastern Maine Medical Center’s Champion the Cure Challenge, the Pine Tree Society, and countless others. Two books in Dave Dysart’s memory have been published with Dysart’s food as the centerpiece, the most popular titled “Cooking with Dysart.” Together, the books have raised more than $100,000 for cancerrelated and other community charitable causes. More recently, Dysart’s developed a limited edition PurpleBerry Pie, resulting in a more than $20,000 donation to the Alzheimer’s Association, Maine Chapter, in 2016. On October 15 of this year, Dysart's Restaurant on Broadway hosted a special “Walk to End Alzheimer's” fundraiser. Closing off his award nomination for the Dysarts family of businesses, Round added: “They are the kind of business that all towns wish to attract and retain.”

CATHERINE LEBOWITZ AWARD FOR PUBLIC SERVICE

Dr. susan hunter Currently in her fourth and final academic year as UMaine's president, Dr. Susan J. Hunter is capping off an impressive 30year career in our region as an influential educator, researcher, and champion of economic development. Under Dr. Hunter’s leadership, UMaine has recruited its largest incoming classes and the largest number of out-of-state students in its history. The university has also seen a 22 percent increase in private giving to its Annual Fund thanks to her efforts. Hunter has served on boards for several civic and community organizations, including the Maine School of Science and Mathematics, the Maine Math & Science Alliance, and the Bangor Symphony Orchestra. She currently serves on the boards of Maine & Company and the Maine Development Foundation.

I’m a firm believer in the power of “education to markedly change and improve lives, and it’s increasingly important that public higher education play that role for the citizens of Maine.

DR. HUNTER

In his nomination for this award, Miles Theeman said: “Dr. Hunter has been a tremendous public servant to the Bangor region and the whole state of Maine through her three decades at the University of Maine, from beginning as a faculty member mentoring students through her current role as the leader of the state's largest public university. Dr. Hunter's demonstrated commitment to the University of Maine, its students, the greater Bangor community, and the entire state of Maine is exemplary.” Under her leadership, the university has worked tirelessly to meet Maine’s needs. “Maine’s demographics and economy

demand that the state’s flagship university respond to needs by recruiting and educating students to provide the workforce of tomorrow,” Hunter said. “I’m a firm believer in the power of education to markedly change and improve lives, and it’s increasingly important that public higher education play that role for the citizens of Maine. There’s no greater job than being a president of a university with this kind of mission and impact, working for the people of Maine.” "At a time when attracting young people is one of our state's and region's top challenges, President Hunter’s leadership has resulted in record students from out of state. Nearly 50 percent of our incoming UMaine class are some of the brightest, most promising young adults from across New England, the U.S., and the world,” said Dr. Habib J. Dagher, Executive Director of the UMaine Advanced Structures and Composites Center and recipient of the 2012 Catherine Lebowitz Award for Public Service. UMaine has an impressive track record of partnering with businesses and state leadership to drive research and development in the state of Maine. UMaine also has significant reach well beyond state borders, partnering with thousands of businesses to produce new products, address supply chain needs, support spin-off companies, and help solve policy challenges through its substantial research enterprise, including the internationally renowned Advanced Structures and Composites Center, Forest Bioproducts Research Institute, and Climate Change Institute. Reflecting on the award and the leadership spirit of Catherine Lebowitz, Dr. Hunter said: “Catherine was a major force in our region. I view myself as working for the whole state of Maine, and I’d like to think she felt that way, too. I’m so humbled by this award.”

This honor goes to an individual or individuals from the public sector who has advanced the cause of economic opportunity in the Bangor Region.

M. JANE IRVING COMMUNITY SERVICE AWARD

This recognition goes to a group or organization that has made the Bangor Region’s quality of life better, either by helping others directly or by enhancing community or regional assets that add to that quality of life.

The Bangor Housing Authority is a quasi-governmental agency that provides housing opportunities for low-to-moderate income households. Bangor Housing Authority owns and manages more than 500 public housing units, including the largest public housing neighborhood north of Boston, with a total population of 3,000+ residents (including almost 1,000 school-aged children). Bangor Housing Authority houses about 10% of Bangor’s total population and nearly 25% of the students in its school system. Bangor Housing Authority also administers more than 400 Section 8 vouchers, which allows individuals and families to live in private housing in Bangor and neighboring communities. “Bangor Housing is honored to be recognized for this award. As an agency, we work hard everyday to focus our efforts on our residents to provide them with every resource possible to help them eliminate barriers and achieve their goals. We strive to be a leader on a national level for resident driven programs and will never stop working to achieve our goal of ending generational poverty,” said Mike Myatt, Executive Director of the Bangor Housing Authority. Bangor Housing Authority was created by the City of Bangor on September 11, 1967, to provide safe, affordable housing to persons of low income. For the last 50 years, Bangor Housing Authority has fulfilled its mission of building a community in Bangor by providing quality, affordable, and environmentally responsible housing. “Bangor Housing Authority has become one of the most important organizations in the city because they fulfill one of our most basic needs: housing. Good, stable housing is an integral part of economic development,” said Ben Sprague, chair of the Bangor City Council. The organization’s Family Self Sufficiency (FSS) program works to support residents and families in reaching financial independence and place them on a path to end generational poverty and reliance on public assistance. Participants in the FSS

program receive education, employment assistance, counseling, childcare, and other supportive services, as well as training and education about home ownership and financial literacy and budgeting. When a participant furthers his or her education, employment, and income, their rent increases. FSS puts the difference between the current and former rent into an escrow account, which is given to the participant upon graduation from the program. Participants have used their savings to help pay for closing costs and a downpayment on a first home or purchase a reliable vehicle for work. Nearly 100 families have enrolled in the FSS program over the past year. Taking a “cradle-to-college” approach, Bangor Housing Authority also serves children in its Families Forward program for families enrolled in FSS. Families Forward gives children access to much needed services that many children in lower income families may not receive like consistent doctor visits, affordable childcare, access to professional counseling, and reading programs. Families Forward also aims to eliminate food insecurity by providing free lunches during the summer when children do not have access to the school lunch program. Families Forward gives children every opportunity to succeed by the time they’re ready for school, in the hopes that when they get to school, they’re ready to learn and succeed. The program also partners with local agencies, like the Boys and Girls Club of Bangor, to provide additional support. Catherine Conlow, Bangor city manager, said: “The Bangor Housing Authority plays an important role in delivering vital services to some of our most vulnerable residents. They continue to be an important partner with the City and school in reaching this population, whether it is stepping forward to take over management of Parke Woods, partnering with the schools and city to get wifi to school aged children, or assisting with emergency sheltering. The leadership of the Housing Authority is second to none.”

NON-PROFIT OF THE YEAR

Penquis envisions a poverty-free Maine, where all people lead healthy lives, full of opportunities to work and learn. In order to realize that vision, Penquis works to ensure that all Mainers have access to safe, affordable housing; reliable transportation; economic stability; and that all children have the opportunity to achieve optimal health and development in safe, nurturing families and environments. Penquis ranks among the 20 largest employers in Penobscot County, generating more than $50 million in economic impact in the local economy each year. Penquis directly invested more than $11 million in the regional economy through their financing programs in support of home ownership and business development. Penquis has worked in concert with the Bangor region business community to leverage state-wide and national grants to create opportunity, improve quality of life, and build a more responsive workforce for our region over the past 50 years. “What I love most about being involved with Penquis is that they are an organization that truly recognizes and honors the potential of all Mainers. I am so inspired by the work of the more than 400 Penquis employees who strive daily to end and address key drivers of poverty in Penobscot, Piscataquis, and Knox counties. Penquis empowers nearly 20,000 families to lead healthy and dignified lives, full of opportunities by offering programming and services for children and families, transportation solutions, stable housing, and financial security,” said Sarah Dubay, Vice Chair, Penquis Board of Directors. Penquis’ significant menu of programs includes affordable housing, childcare and head start, lending and financial services, transportation, business services, family support and counseling, senior-focused services, and most recently, student loan counseling. “Mainers are an aging workforce, with a growing number of seniors, as well as a problematic number of graduates leaving the state in search of salaries to support, in part, a high volume of

student loan debt,” said Kara Hay, CEO of Penquis. “Our student loan counseling program provides training for students before they take out loans and aims to encourage a better understanding of the ramifications of heavy student debt on early career choices.” In the last three years, Penquis has grown by 30%. Starting in 2018, Penquis will provide management services for the Charlotte White Center, a health and social services agency for adults, children, and families affected by cognitive or developmental disabilities.

What I love most about being involved with “Penquis is that they are an organization that truly recognizes and honors the potential of all Mainers.

SARAH DUBAY, Vice Chair, Penquis Board of Directors

In addition to their direct programs, Penquis is actively engaged in numerous collaborations to improve the health and well-being of the greater Bangor workforce, including: the Social Detox Coalition, the Penobscot County Jail Diversion Group, the Eastern Area Agency on Aging Work Group, the Northeast Workforce Investment Board, and many others. When asked what the chamber community could do to support Penquis’ mission, Hay said that chamber members “have repeatedly demonstrated their understanding that social issues must be part of the strategy to advance a vital, business environment, a healthy workforce, and a vibrant economy. When an employee is struggling, they can send them our way. A lot of our clients are in the business community. So many members of our regional workforce are one job loss or medical emergency away from being in our lobby.”

ARTHUR A. COMSTOCK PROFESSIONAL SERVICE AWARD

Stephen B. Rich Stephen Rich has been a long-term, enthusiastic supporter of the Bangor Region Chamber of Commerce, including serving on the Board of Directors, co-chairing the Legislative Affairs Committee, volunteering countless hours reviewing pending state legislation to help inform the chamber’s position, and facilitating Hot Stove events, often citing the “Arthur Comstock Rules.” “I inherited chairmanship of the Governmental Affairs Committee after Arthur Comstock. I tried to keep his rules of governing at play: Everyone gets a chance to speak, nobody is allowed to give speeches, and speakers should only give short, concise points. We keep a list so anyone that who wants has a chance to speak can, making sure that no one person can dominate the conversation. I really admired Arthur, and I loved working with him,” said Rich.

This award recognizes an individual who embodies Arthur’s generous spirit, donating over an extended period of time his or her expertise to both the Chamber and the community at large.

" Advocacy is an important part of the Bangor Region Chamber of Commerce and Steve does that so well. He is passionate about understanding the often complex issues being discussed at the local, state and national levels. As Chair of our Governmental Affairs Committee he was committed to making sure we stayed on top of the issues and provided opportunities to inform our members and engage them in productive and impactful conversations with those who represent us. It is not an exaggeration to say that the Bangor Region Chamber of Commerce, the Bangor region and the state of Maine is a better place because of Steve Rich." DEB NEUMAN, Chamber President

Rich moved to Bangor from southern Maine in 1974 after spending time out of state and abroad, landing one of his first positions at Eaton Tarbell. Rich couldn’t wait to get back to Maine, and was particularly interested in calling Bangor home. “Bangor was a great place to come back to in Maine; I always wanted to experience more than the southern tip. I find that most people in the state tend to look south. I wanted to turn around and look north. When I got here, there was a lot of opportunity,” he said. In 1980, Rich joined WBRC Architects/Engineers as an architect, and retired several years ago as the President and CEO after more than 30 years with the firm. “When I joined at WBRC, I was the 12th person,” he said. “When I retired, WBRC had over 70 employees. We brought in some great local and imported talent; it was a wonderful experience all the way around.” Rich was involved in key projects at WBRC, including Hermon High School, the Old Town Public Library expansion, the original building and first three expansions of the University of Maine Advanced Structures and Composites Center, the grandstand at the Harold Alfond Sports Stadium at the University of Maine, and others. Rich serves on numerous nonprofit boards, including the Eastern Maine Healthcare System as current Vice Chair, the Maine State Chamber of Commerce, the Rotary Club of Bangor, the Bangor Nursing & Rehab Center, and the Charlotte White Center. Reflecting on his involvement in the community, Rich said, “If I wanted the best opportunity for my kids, I couldn’t rely on other people to provide it; I needed to pitch in from the beginning. I think that it’s a citizen’s obligation to participate and give back, and my father first set that example for me. Small gestures have big impacts that last, especially in a region like ours. Everyone needs to step in to help.” Rich continues to be involved with the Chamber board and other regional causes. He provides assistance for nonprofit and for-profit entities across the state.

BION AND DORAIN FOSTER ENTREPRENEURSHIP AWARD

Adam Moskovitz Adam Moskovitz is the founder and CEO of ANM Properties, a Bangor-based company offering commercial properties, luxury apartments, home rentals, and expert architectural design for new construction or renovations. Most recently, ANM properties acquired six buildings on Exchange Street in Bangor (known as the Nichols Block), actually considered a single 53,000 square foot property between State and York Streets. This block is one of the last remaining properties of its size to be renovated in downtown Bangor, signaling continued vibrancy of downtown as a cultural and investment hotspot. Moskovitz moved to Bangor in 2002. He found that high quality apartment spaces were challenging to find, even after months of searching. After several years, he purchased an apartment building, and that led to an interest in architecture, design, and renovating buildings. Now, ANM Properties owns over 40 units, including a number of commercial properties in addition to the Nichols Block. The Nichols Block is undoubtedly Moskovitz’ largest undertaking to date. “Overall, the process has been going well. I had a bit of a learning curve in the beginning because I wasn’t completely versed in commercial developments. All six buildings were under one use, and the code reflected that. I quickly found that when we wanted to divide the space up, it requires a whole new code review and life safety code,” Moskovitz said. “We basically had to start over from scratch.” Moskovitz quickly learned the complexities of commercial development, particularly when compared to residential. “There’s so much more negotiation involved,” he said. In less than a year, significant renovations have taken place and several organizations have made the Nichols Block their home, including: Thompson-Hamel, a financial planning firm; City Drawers, a clothing store; and two pillars of the region’s arts scene, the Bangor Symphony Orchestra and Bangor Arts Exchange. It was most recently announced that in 2018, Black Bear Brewing Company

will open its second tap room, a 50-60 seat, street-level space at Nichols Block with a stage for live music. The Bangor Symphony Orchestra, one of the longest continuously operating professional orchestras in the country, was able to call the Nichols Block home for the second time in its history: “The Bangor Symphony Orchestra was founded in 1896 and at the time, we were performing regularly in the very ballroom that is now home to regular rehearsals of the Bangor Symphony Youth Orchestras and a variety of educational and entertaining musical programs for all ages. For our organization, this is a significant homecoming and a chance to play a role in downtown Bangor's revitalization that was previously not possible,” said Brian Hinrichs, Executive Director of the Bangor Symphony Orchestra. Hinrichs went on to say: “The Bangor Symphony Orchestra's recent move to the historic Nichols Block and the development of the Bangor Arts Exchange project would not have been possible without Adam's vision and commitment to bringing the arts back to Exchange Street. From our first tour of the building, his willingness to be creative and work with us was driven by a serious desire to do something for the betterment of Bangor. Adam helped us keep this vision front and center during the arduous planning and funding process that ultimately allowed us to take the plunge. We are grateful for his partnership.” Moskovitz credits James Strout and Cory McDonald (two members of his team), the City of Bangor, and Sutherland Weston Marketing & Communications as key elements of ANM’s success. When asked what’s next for ANM Properties, it’s clear Moskovitz has no plans to stop: “If another opportunity presents itself, I may jump on it. A lot depends on timing. I'm more of an off-the-cuff type of person, not so much a regimented goal maker. I like to seize opportunities when they come up; who knows?”

This award recognizes an individual or business whose innovation and creativity have succeeded in opening new economic opportunities for our region.

BRCC VOLUNTEER OF THE YEAR

Kathleen Shane Photo by Bell Imaging & Design LLC

The Volunteer of the Year award is given each year to an individual who has contributed significant time and talent to furthering the Chamber’s mission.

Kathleen Shane, Rental Manager at Downeast Toyota, is the Bangor Region Chamber of Commerce’ Volunteer of the Year Award. Kathleen has volunteered significant time in support of the Bangor Region Leadership Institute, the Chamber’s Membership Committee, Business After Hours events, the Chamber’s annual golf tournament, and other events. She moved to Bangor in 1992 and now lives in Dedham with her family. She has worked at Downeast Toyota Rental in Brewer for 13 years.

The Volunteer of the Year award is chosen by Chamber staff and it's a difficult choice, given the many volunteers who give so much to the Chamber. We all agreed that Kathleen deserves this recognition. She is one of those people who "shows up" time and time again to help out in any way she can. She has given so much of her time and herself to the Chamber. We are delighted to recognize her for all she does for us!" DEB NEUMAN, Chamber President

Shane is a 2016 alumna of the Bangor Region Leadership Institute, an intensive, regionally-oriented leadership development program of the Bangor Region Chamber of Commerce. BRLI is designed to give potential and emerging leaders the skills, knowledge, and ongoing support they need to succeed in the greater Bangor community. The program exposes participants to economic themes or challenges through tours of regional businesses and institutions, an array of presenters from various industries, and professional development activities to support participants’ growth, both personally and professionally. “It’s easy to volunteer for the Chamber because it’s a lot of fun. I’ve been able to meet great people and build great friendships, and support the region in the process. I remember going into the first business after hours with a wide-eyed look and being shocked with how welcoming everybody was. It continues to be that way,” said Shane. “There are so many people that are passionate about the region and chamber, and they want you to be as involved in the community as they are.” She noted the importance of employer support leading to this award: “Downeast Toyota Rental is one of our region’s best kept secrets, and they’ve been extremely supportive in all of my volunteer efforts. I’m completely surprised and honored to be recognized as Volunteer of the Year.”

BRCC PROGRAM: FUSION:Bangor

By Sarah Dubay, FUSION:Bangor Chair

How lucky are we to call the greater Bangor region home? Everything is at our fingertips – a dynamic downtown and waterfront; a rocking concert stage; a bevy of lakes to fish, kayak, or swim; woods and mountain to hike, hunt, or ski; and a salty ocean breeze close by to renew our souls. FUSION:Bangor is even luckier to play a critical role in furthering this region as Maine’s premiere place to live, work, and play. In our twelve years, FUSION:Bangor has grown by leaps and bounds with over three thousand area residents participating in our programming. Whether it be networking at a Newcomers Night or Happy Hour event, vying for a championship in of our Sports leagues– Dodgeball, Volleyball, or Kickball (thanks Bangor Federal Credit Union!), or boosting your knowledge at our Feed Your Brain Leadership Development Luncheon series sponsored by Beal College, FUSION:Bangor has an opportunity for everyone to connect, engage, and transform. However, regardless of our fantastic growth, Fusion’s mission has remained the same: to bring our region’s young residents together. In 2017, FUSION:Bangor decided to further our mission by bringing our community together. As a native Mainer, I have never doubted that what makes this state special is our people. Growing up in the small town of Mercer, Maine, I learned firsthand that Margaret Mead was right – indeed, a small group of passionate, compassionate, motivated people can change the world…or the life of even one person. No matter the circumstance or situation, Mainers will always lend a hand up to a neighbor or a perfect stranger. In that spirit, we added Fusion Gives Back, a unique opportunity for our network of engaged young residents

to partner and learn more about community organizations dedicated to ending homelessness in the greater Bangor region. Thank you for joining us for Dodge for a Cause, welcoming our community partners to Happy Hours and Newcomers Nights, and donating items, monetary support, and your time. The FUSION:Bangor community truly understands that fulfillment comes from doing something for someone else, treating them with dignity and kindness, and showing them that they have value. We hope you’ll join us in 2018 to support our next community cause to be announced in early January. FUSION:Bangor can attribute much of our success in 2017 to the outstanding commitment of our sponsors and the unwavering support of the Chamber of Commerce staff and Board, and Community Council – thank you all! We would like to give a special thank you to the backbone of FUSION:Bangor, Shelly Reilly, our Program Coordinator. So much of what Fusion is able to accomplish is due to her support, her guidance, and her willingness to lend a helping hand whenever, wherever. As the 2017 chair, I personally want to say a huge thank you to the FUSION:Bangor Steering Committee and subcommittees. If you want to make something happen in the greater Bangor region…find a past or current steering committee member! Fusion Steering Committee members are the next generation of Bangor’s leaders and are committed to moving this region forward and to creating the communities that we want for our friends, family, and neighbors. FUSION:Bangor is honored to serve the greater Bangor region and is excited to help further enrich the communities and membership of the Bangor Region Chamber of Commerce in the years to come!

BRCC PROGRAM: BANGOR REGION LEADERSHIP INSTITUTE

By Kirsten Ismail, Chair

LEADERSHIP SKILLS:

2017 marked another successful year for the Bangor Region Leadership Institute. We welcomed the Class of 2017 into our network. The students did a fantastic job providing Unlimited Solutions Clubhouse with valuable deliverables to connect them with possible employers in the region and raise awareness within our community. 2018: We were faced again with the welcome challenge of selecting the Class of 2018 from a near record number of applications. The qualifications and diversity of backgrounds from the applicants was impressive. We have a wide range of employers represented including small business owners, various educational groups and nonprofit organizations. While they are still in the very early stages of the program the bonds they are building and synergies happening are powerful. Maine Discovery Museum is the nonprofit partner for the Class of 2018. We are confident both the students and the museum will have a positive experience working together.

Our Curriculum committee continues to make changes to expose the class to relevant information about our region, make introductions to those who are shaping our community and strengthen and develop their leadership and team building skills. The class has already experienced Starboard Leadership training by Laura Mitchell, a mission at the Challenger Learning Center and low ropes course with Eric Taylor at Camp Roosevelt’s.

GIVING BACK: We continue to focus our energy on aligning our efforts with BRLI’s mission statement. We have re-engaged our BRLI Alumni with an active social media presence, quarterly BRLI Alumni Socials and BRLI Serves events. Look for the “Where Are They Now?” posts on the BRLI Alumni Facebook page; a new initiative to reconnect BRLI Alumni who have moved out of the area or graduated from an earlier class year.

DEVELOPMENT AND COMMUNITY SUPPORT: This year marked our attempt to redesign how we financially support the program. We are elated to have received generous support from several important businesses in our region. We are especially grateful for our first Partner sponsor, Bangor Saving Bank, and our Supporting sponsors TD Bank, Emera Maine & UBS – Argosy Wealth Management. Our success as a program wouldn’t be possible without the assistance of so many. We are grateful to the businesses, educational institutions and community leaders for their support. The energy and time given by our Steering Committee, our subcommittee members, the BRCC and Community Council make it possible for us to cultivate a vibrant pool of leaders who will shape the future of our region. At the center of all this support is the leadership and staff of the Bangor Chamber of Commerce, which includes the incredible Shelly Reilly; we are beyond grateful for all you do for BRLI.

An important part of fulfilling the Chamber’s mission, “To promote and advance a vital, healthy business environment” involves advocating for public policy that will help our region prosper and grow. Rather than react to what policy makers propose, the Bangor Region Chamber of Commerce seeks to define its agenda and bring it forward. “Issues of Impact” outlines the policies that the Chamber believes will most help its members. Drafted by the Chamber’s Governmental Affairs Committee, this document is endorsed by the Chamber’s Board of Directors.

HEALTH CARE

• Exploring greater collaboration with Canada such as creating an energy corridor through Maine and purchasing Canadian energy to lower Maine’s energy costs.

Health care remains a chief concern among Maine employers as a significant cost of doing business and a driver of public sector costs. The Chamber supports: • Amending the Affordable Care Act (ACA) to eliminate penalties on small business, redefine full-time employees as those working 40 hours per week, stabilize insurer participation and premium costs for the exchange products. • Continuing the ACA comprehensive package of benefits for qualifying health plans, retaining and enforcing the individual mandate for health insurance coverage and continuing cost share reduction payments that reduce consumer exposure for high deductibles and co-pays that result in bad debt for health care

TAXES The tax burden on Maine people and businesses is high and discourages growth. Maine cannot continue with an outdated, anti-growth system of taxation. The Chamber supports:

resources to improve the health status of Maine’s workforce and families.

• Tax reform that will reduce the volatility of tax revenues, with an eye toward broadening the sales tax base. • Continued scrutiny of state spending and government efficiency.

ENERGY The Chamber endorses an energy policy that encourages and facilitates lowering overall energy costs for all Mainers, and specifically large and small commercial and industrial customers. The State of Maine, government officials, regulators, generators, and local utilities should continue to pursue strategic investments in all energy forms that lower overall costs. The Chamber supports: • Fully leveraging Maine’s Omnibus Energy Act of 2013 to increase the supply of natural gas in the state and the region, including a new regional infrastructure to relieve the gas supply bottleneck. • Further development and testing of wind, bio-fuel, solar, hydro, and geothermal technologies as-well-as alternative energy in transportation to lower energy costs. • Development and deployment of energy conservation and efficiency, and strategy and policy that encourages businesses to upgrade to more efficient heating and lighting.

EDUCATION AND WORKFORCE DEVELOPMENT A continuum of lifelong educational opportunity and achievement is essential to the region's economic health and quality of life. Without an educated and globally competitive workforce, the region cannot succeed. The Chamber supports: • Efforts to improve the cost-effectiveness of public primary and secondary education combined with continued use of public funding to keep college affordable through tuition support, financial aid and student loan forgiveness programs. • Continued effort by the Maine Legislature to reach the 55 percent commitment to pay for General Purpose Aid for costs associated with K-12

• Development of the Searsport cargo terminal, including necessary dredging to maintain future viability and competitiveness, and continued development of the Port of Eastport.

RESEARCH AND DEVELOPMENT/ COMMERCIALIZATION The future of our region’s economy is tied closely to investments in research, development, and commercialization and should be advanced by publicprivate partnerships. The Chamber supports: • Raising public awareness and understanding of the value of Research and Development (R&D) to Maine’s economy. • The recommendations of the 2017 Maine Innovation Economy Action Plan, which builds on the 2010 Science and Technology Plan and outlines tactics to diversify Maine’s economy through investments in innovation capacity, human talent, and entrepreneurial and enterprise growth, as-well-as the goal of R&D activity equaling three percent of the gross state product. • Leveraging the work of business accelerators and incubators aimed at converting research into new business opportunities. • Investing in R&D and commercialization through bonds, including the commercialization bond that the legislature will consider in 2018. • Attracting and retaining students in our region through investing in modern STEM (science, technology, engineering, and math) education facilities where Maine’s workforce needs are greatest. • Maine Innovation Economy Plan www.mainetechnology.org/wp-content/uploads/2015/04/MSTP_Exec_E.pdf

• Public transportation, pedestrian and recreational amenities that serve the needs of the region’s population and enhance the livability of our downtowns and other centers of commerce. • Marketing and other developmental efforts and initiatives that serve to support the region’s transportation related potential in commercial and industrial trade and production, and tourism.

REGIONAL CONNECTIVITY AND COMMUNICATIONS Broadband capacity and communication capabilities, and a growing awareness of the importance of digital literacy, are critical to economic development, and continue to be a growing strength in this region for eliminating geography as a concern with respect to economic growth. The Chamber supports: • Leveraging assets to bring data centers to the Bangor region. • Economic development strategies to attract companies with a high demand for bandwidth, leveraging the “backbone” assets now in place. • Public and business policies and investments that will allow for greater permeation of broadband, especially ultra-high-speed connections used by technology companies.

TRANSPORTATION Transportation supports economic growth, spurs job creation, and enhances quality of life. Priorities must focus on economic growth and competitiveness, greater regional productivity, global connectivity, job creation, and improved overall quality of life. The Chamber supports:

• Improved broadband for health care in Maine by ensuring the availability and reliability of telemedicine, which is especially critical for patients in rural Maine. • Promotion of regional collaboration between communities for shared resources including public/private broadband partnerships. • Supporting business growth by promoting digital inclusion (affordable broadband, affordable equipment, digital literacy training, and public computer access) to expand markets through the use of website presence (reducing the number of businesses with no online footprint). • Support the increase of broadband capacity to attract home-based businesses and workers.

28 | Bangor Region Chamber of Commerce Annual Report | January 26, 2018

REGIONAL COLLABORATION Regional collaboration is designed to fill or bridge the gap in governance created by issues that span jurisdictions, sectors, and disciplines. The Chamber supports: • A regional approach to develop methods that align our businesses, educational institutions and governmental agencies in an effort to create cost savings and to better serve our communities. • Working with neighboring chambers of commerce to identify shared issues of impact and to solve these issues with a regional focus. • Promoting collaboration between businesses, educational institutions and governmental agencies to encourage workforce development that is specific to the jobs needed. • Encouraging a regional approach to continuous learning by working with businesses and educational institutions to create and nurture an environment of experiential learning for students and continuous learning for those already in the workforce. • Fostering collaboration between regional health care providers to improve access, reduce costs, and improve the quality of health in the region. • Working with all stakeholders in the region, especially businesses and governmental agencies to create, develop, and promote an environment of entrepreneurship and innovation.

SOCIAL IMPACT Social stability is the foundation of all communities and the catalyst for future growth. The Chamber regards social issues, such as affordable housing, substance use and addiction, access to affordable health, mental health, and dental care, sexual assault, domestic violence, violent crime, child abuse and poverty as direct threats to future economic development. By advancing ideas that offer results to regional challenges, the Chamber, in concert with our neighbors, will create a better quality of life and build a more stable, productive workforce and business community. The Chamber supports: • Measures to support a healthy and productive workforce through increasing support for recovery from substance use and addiction. • Measures to increase victim support programs, vigilance and accountability in order to reduce instances of domestic violence, sexual assault, violent crime, and child abuse. • Programs to aid people battling illness and disability and assist those peoples integration into our region’s workforce. • Programs that recognize the value of and leverage senior’s lifetime of experience while promoting their dignity and independence. • Measures to reduce poverty and increase affordable and appropriate housing options and food security.
