A word from the CEO
As I reflect on the beginning of this year I am reinvigorated.
Early in January, the Chamber's board of directors gathered to set the strategy for our organization. Of course, our mission (to encourage and maintain a vibrant business community, promote tourism, and facilitate economic development) and our values (to be a Catalyst for business growth, a Convener of leaders and influencers, and a Champion of a strong community) persist. Each year the way we do that work, however, must adapt to the changing needs of our members and the current climate. We are fortunate to have bold and thoughtful leaders engaged in that conversation.
And just recently, I attended the Western Association of Chamber Executives Conference in Sacramento, CA. The WACE conference drew nearly 300 chamber leaders from 21 Western States and Canada, the schedule filled with networking and professional development. Themed “Future Forward,” this year’s program included keynotes from executive coach Justin Patton, economic expert Dr. Chris Thornberg, and futurist Erica Orange. Breakout sessions offered a variety of content on programs, funding, community issues, and strategies for operational excellence.
As I looked around the conference's closing session, I noticed. I noticed the array of people whom I had spent the week with. There were titans of our industry, fresh-faced newbies, single professionals, parents, tech whizzes, and traditionalists. The range of physical and behavioral traits was wide. That said, each person in that room had made an intentional choice to show up and work to make things better. What's more: they were willing to share.
How powerful it can be to focus on what we have in common. What issues can we tackle together?
The Chamber plays a vital role in shaping our community and creating an environment where businesses and neighbors can succeed. But we are only able to affect lasting, meaningful change when we are one of many striving. This community is fortunate to have countless individuals, organizations, and stakeholders working every day to create a community that is worth the people who have made it home. We are poised for great things and I am thrilled to work each day towards solving problems and creating opportunities. Mason County deserves it.

Builders FirstSourceIt’s an honor for me to be a member of the Shelton Mason Chamber of Commerce, and to have the privilege of serving as the board chair for 2023. I would like to thank all our members, staff, board, and volunteers for working to be champions in our community.
A little about me: I’ve been a leader in the lumber and building materials industry for twenty four years. I have worked for eighteen years with Builders FirstSource, or as many of you know it, legacy Lumbermens, which started right here in Shelton in 1895.
I enjoy the outdoors with my friends and family as often as possible. Having spent ten years in Astoria Oregon before moving to Shelton, I still get out to the lower Columbia fishery any chance I get. You will likely find me on our Lake Limerick golf course any time the weather permits. (However, it certainly hasn’t improved my golf game!)
Like many of you, I’ve been concerned about current housing needs in our community, state, and nation. In my work at Builders FirstSource, I talk with a lot of home builders, and I hear firsthand about the challenges they face to bring affordability to the housing market. I’m also a member of Olympia Master Builders. Because of my work at BFS, and my memberships with the Chamber and OMB, I’m able keep up on what’s happening with legislation in Olympia.
This year, as I take on the responsibility of Chair of the Chamber Board, I look forward to the challenge. We have important issues tackle and relationships to build. I hope you will reach out and share your concerns and ideas with me or our Chamber staff. We all have an important role to play in moving our community forward.

Senate Bill 5761, which is now in effect (as of January 1. 2023), amended part of the state’s Equal Pay and Opportunities Act regarding job-posting requirements.
Since July of 2019, Washington has required employers to, upon request and post-offer: provide external job applicants with the minimum wage or salary for the position; and provide internal job applicants with the wage scale or salary range for the new position.
Now Washington joins Colorado, New York City, and California in requiring employers with 15 or more employees to include this type of information in each job posting.
According to the L&I, under the new law, employers will have to include information in job postings such as a wage/salary range, and a general description of all benefits and other compensation. Employers must also provide an employee who is promoted, or transferred to a new position, with the pay scale for the new position, if requested. A posting for a remote role must also comply if the position could be performed by a Washington-based employee. Washington Policy Center and others continue to express concern. WPC warns, "For both employers and potential candidates, the new legislation will only increase employer costs, candidate confusion, and create more government oversight where none is needed."
In the current, competitive job market the new rule may require employers to repost if they are unable to find a candidate that exactly fits their job posting. This will likely result in artificially large salary ranges and will only make it harder for a candidate to find the right job.
This law only applies to postings that include qualifications for the specific position. Qualifications include, but are not limited to, specific knowledge, skills, or abilities. Generally, a simple statement of "Help Wanted" is not covered.

Chambers, EDC address 105-day session
On Thursday, January 5, the Shelton-Mason County and North Mason Chambers of Commerce, EDC of Mason County and City of Shelton hosted a Legislative Sendoff for Senator Drew MacEwen (RUnion) and Representative Travis Couture (RAllyn) of the 35th Legislative District.
Representative Dan Griffey (R-Belfair) planned to attend but was unable to participate due to illness. Griffey sent a report detailing his service to transportation, local government, and public safety committees. He also made an overture for anyone to reach him with concerns involving state government and offered to either help or point you to the appropriate resource.
Senator MacEwen reminisced shortly on his decade already spent at the capitol and his relationship with long-serving Senator Tim Sheldon. In his new role, MacEwen will serve on the transportation committee. He acknowledged the serious infrastructure issues in this district. MacEwen also noted that he will not serve on the Ways and Means, despite having served on appropriations the last ten years, he intends to continue to be actively involved.
Couture has been assigned to the capital budget, environment and energy, and is assistant ranking member on human services, youth and early learning.
Senator Drew MacEwen and Representative Travis Couture, both graciously and candidly answered questions regarding business and economics. They reviewed what took place in the 2022 short session and their outlook for the 2023 session.
The Chamber provided legislators with areas of concern ranging from employment and labor regulatory certainty, the critical need for infrastructure, education and workforce development—especially as it relates to career readiness, policies affecting resource industries, community safety, housing affordability & supply, and fiscal responsibility.
The Economic Development Council also touted the need for modern infrastructure, naming it as “critical for successful economic recovery and development.” The county-approved Community & Economic Development Strategies Project list inventories planned projects.
Three were highlighted as priorities: Shelton water storage facilities – Angleside Tank; Shelton sewer extension projects/wastewater satellite treatment plant; and county-wide substation/electric supply.
The EDC also addressed site readiness, state public works programs designed to help recover and
expand businesses, broadband, transportation/ freight infrastructure, and strategic funding.
After answering a few questions from the hosts, the majority of the program was offered up to question from the audience.
Both legislators expressed gratitude to be returning to the in-person format and encouraged community members to engage. Visit, testify, write letters, and reach out to your legislators. For ease of reference, contact information for the 35th delegation is listed below.
The Chamber's Awards Gala is the highest-profile business affair in Mason County and will be held on Friday, April 21 at the Skookum Creek Event Center at Little Creek Casino Resort. The fête honors individuals and businesses for their contributions to the Chamber and Mason County and the semi-formal event includes an elaborate dinner, installation of the board of trustees, and the announcement of the award winners.
For decades, the Chamber has recognized deserving businesses, individuals, and organizations through its annual awards program. Every year showcases the best of Mason County and this year is no exception.
There are five categories which will be voted upon: Business of the Year honors the business that made the most significant contribution benefiting the Mason County community over the past year. This year's finalists are Bradley Air Company, Maples Excavating, and The Shelton Plant Shop. Rookie of the Year nods to a new business and will recognize finalists Mestizo's, O'Connell Archery, and Our Favorite Things Resale Shop.
Boss of Year recognizes an individual who empowers their employees and is an example of leadership and management excellence; this year's finalists are Aleiha Smith of Alderbrook Resort & Spa, Gina Finley of Turning Pointe Survivor Advocacy Center, and Hauke Hansen of Hawks View Insurance.
Citizen of the Year credits an individual who has made outstanding contributions to enhance the business community and the community at large; this year's finalists are Debbie Hake, Justin Baze, and Tammy Bacigalupo.
Nonprofit of the Year celebrates an organization who strongly impacts Mason County through service, volunteerism, and donations; Exceptional Foresters, Inc., The Salmon Center, and Shelton Family YMCA are finalists for that category.
“Mason County brims with innovative entrepreneurs, compassionate individuals, and collaborative efforts,” says Chamber CEO Deidre Peterson. “We are fortunate to celebrate the extraordinary businesses and people who are making our community better.”
Nominations were solicited from the community at large and, as always, ballots will be sent to all members in good standing; each Chamber member receives one vote per category. The majority vote by the membership determines the award winners who will be announced live at the Awards Gala.
Two other awards will also be announced at the event: President’s Choice Award and Volunteer of the Year.
The community is welcome to attend although priority seating is given to award finalists and Chamber members. The cost is $200 per person and includes a four course meal, paired with wines. An early bird rate is available to Chamber members who pay on or before March 15, 2023. Discounted rooms are also available to event guests.

BEAUTIFICATION Springs
Call it small town. Call it curbside appeal. Call it classy. Whatever you call it, the bright blooms that adorn city streets and gateways offer a warm welcome to visitors and enhance the thoroughfares traveled by residents daily.
Now a staple of charm and hospitality, the Chamber added the flower baskets to its annual program in 1999.
The hopeful, sunny days this spring seem to have many residents looking ahead to the summer season. The Chamber began receiving phone calls and walk-ins in April from folks asking if the oversized flower baskets will be going up again this year. Yes… and very soon!
There is a tremendous cost in materials, maintenance, and manpower to upkeep the summer and winter décor and funding for this program is raised exclusively through our annual campaign. The Chamber relies on the generosity of our community to help us make this point of pride a reality. Donations can be made toward beautification overall or, for $275 each, an individual flower basket can be sponsored by a business or designated in memoriam of a loved one. The amount collected this year will determine how many baskets will be hung the following year. Last season we did not make our goal so we will make one final push before kicking off a new campaign.
Hanging the flower baskets and trimming the town in Christmastown USA is no small task. The Chamber is grateful to community partners including City of Shelton, Green Diamond Resource Company, Hood Canal Communications, Mason PUD 3, and Skookum Rotary; just a few of those who support these efforts year after year.

After being cooped up indoors for the winter, it’s almost time to fling open the windows, shoo away the cobwebs, and take on your annual spring cleaning. Let’s admit it… cleaning is a pretty easy thing to do; a lot of people might not enjoy doing it or might not have enough time to do it, but the truth is that anybody can clean. Now if we talk about proper cleaning, we are now talking about a whole new level. That takes time, experience, common sense, skills and A LOT of passion. If you are paying someone to do the cleaning for you and if they don’t have any of those must-have principles, you might not be getting your money’s worth. --
Emmanuel Reyes, Bella Casa Service ManagementA cleaning company should properly vacuum, sweep, dust, and mop. Any cleaning company should at least do these basic cleaning tasks, but there is a lot more to cleaning than just that.
When contracting a person or company for your housekeeping needs, make sure they have a cleaning plan for all areas that need to be detailed on a regular basis which is usually known as a “rotation system”. Most cleaning companies train their staff to rotate these areas as follows; using a regular biweekly maid service as an example, a cleaning company would detail all bathrooms and the kitchen in one visit and then detail the dusting and vacuuming on the rest of the house or business during the following visit.
These areas are where time, experience, common sense, skill and passion should come together. Any cleaning company applying these principles to their work will successfully maintain a clean and sharp house or commercial facility at all times. After checking the areas in your home or commercial facility on the deep clean list, you will realize if you are getting the desired results.
At Bella Casa Cleaning Services, we want to make sure that you hire the right cleaning company for your housekeeping needs. Look for these habits for a deep clean and see how your home or business cleans up.
In the bathroom:
¨ The inside of the toilet bowl is clean, but have you checked the base of the toilet and the bottom of the toilet seat?
¨ Light fixtures, including light bulbs, should be dust free
¨ Vents should be cleaned at least once a month so the amount of dust should be minimal to none. If you are able to clearly see dust, it means that the vents have not been cleaned in well over two months, sometimes even years.
In the kitchen:
¨ Scrubbing down the backsplash is easy to miss while wiping down the counter but doing so means a cleaner, healthier prep space.
Throughout your home:
¨ Take the time to address your ceilings, removing spider webs, cleaning ceiling fans, chandeliers, lights, vents, etc.
¨ Move furniture when cleaning your floors, both carpeted and hard surfaces.
¨ Slide your finger along the baseboards to check for dust and debris; baseboards should be cleaned at least once a month.
¨ Check doors for any food, make up, handprints, etc. Just like the spider webs, they can appear from one day to another and stay there for long periods of time.
Lastly, did you know? You can easily tell whether a spider web is new or old; a new spider web is really thin and can hardly be spotted when the light is shining against it and old spider web will be thicker and will usually hang a little lower due to the dust that it has collected making it a lot easier to spot even without light.
¨ Use the correct cleaners for your kitchen counters (especially on granite or marble counter tops).
¨ When cleaning the outside of your kitchen cabinetry, consider thoroughly cleaning the inside as well.

Vendors will entertain and interact by hosting games, offering give-aways, and drawing free raffles throughout the day; and our restaurants prepared delectable bites of food for a great value.
Last year’s event boasted nearly 100 booth spaces and dozen food vendors and this year is bound to be packed with even more fare and fun!

An anchor of Little Creek Casino's culinary and entertainment options, Starlight has been through several concept evolutions. The new sports bar and lounge is under construction now, with plans to reopen in July 2023.
This comes on the heels of the opening of the Boardwalk Marketplace. The Boardwalk is home to The Creekside Wok, Legends Cheesesteak, Kamilche Brick Oven Pizza, and Red Cedar Espresso. Eateries are open daily at 11:00a.
“We’re excited to offer these new options,” says CEO Ramon Nunez. “We recognize the need for family-friendly options and [the Boardwalk] space adds to that.”
Conveniently located on the gaming floor, Water's Edge has recently reopened with a new menu and is open daily. The Island Grille is also open for breakfast and dinner.
And, of course, when it comes to fresh seafood, you cannot beat the Squaxin Island Seafood Bar. The menu is an exploration of the region’s traditions and the edible treasures from our waterways.

Inspections Required for Local Businesses, Property Owners
City of Shelton made recent announcements on two inspection programs that affect businesses and property owners alike: fire andstormwater.
In its press release, the City pointed to the critical safety issues surrounding the fire inspection program. "Fires are incredibly damagingtoabusiness.Inadditiontolosing your physical building, livelihood, and economic stability – a fire can have devastating impacts on our entire community. Ripple effects of even a small fire can impact a neighborhood for years, especially in downtown Shelton. Proactive firepreventionandlifesafetyinspectionsare key to ensuring the safety of your customers andemployees."
Fire inspections are required by the InternationalFireCodeandwillbeconducted byCentralMasonFire&EMS,astheyhavein the past. As of February 21, City staff will createfireinspectionpermitsusingitsonline permitting portal (EnerGov), together with the Fire Marshal, an employee of Central Mason Fire & EMS. Permits will include expirationdatesofeitheroneorthreeyears.

The City will send invoices to business and commercialpropertyownersidentifiedonits inspection schedule, approximately 120 businessesperquarter.
Businesses that are identified as “business offices”, for example a lawyer or accountant, onlyneedtobeinspectedevery3years.Other businesseswillbeinspectedannually.
Invoices will be for a flat fee of $100 per inspection (and note that properties over 5,000 square feet will incur additional charges).
Once business and commercial building owners have paid their invoices, a representative of the Fire Marshal’s Office willcompleteaninspectionforyourbusiness orproperty.CodeEnforcementwillfollowup withuninspectedpropertiesasneeded.

Letters will be sent to properties which are subjecttoinspection.Eachsiteinspectionwill differ,dependingonbusinesstypeandon-site activities. Inspections will be scheduled in advance with the business/site owner or manager to ensure a thorough and safe inspection.

The December networking social was held at Zeppelin Shipping & Technology Center. Owner Jonathan Gagliardi is well known for his love of all things Christmas so the halls (and desks and doors!) were trimmed with bright lights and festive décor and the storefront was stocked with unique, shippable gift items. The holiday party-goers enjoyed a barbecue spread and cold beverages alongside warm handshakes and conversation.
The Chamber’s Business After Hours provide an exclusive opportunity for members to connect with one another and expand their local business-to-business network. On February 1 the Chamber helped mark the grand opening of Community Lifeline’s Recovery Café. which is is designed to help people maintain recovery, reduce relapse, and fulfill their potential. The program offers recovery circles, fun activities, support meetings, health clinics, job readiness training & classes, and peer support & resource connection. Program partners include Quixote Communities, Northwest Resources II Inc., WorkSource Mason County, and more.
HCC Extends broadband to undeserved areas
High speed internet service, once considered a luxury, is now recognized as a necessity. Digital inequality is an issue facing the more rural areas of Mason County. With the assistance of grant programs for projects like the Eldon fiber build, Hood Canal Communications can reduce digital inequality. High speed internet service also helps the business community to stay competitive while retaining their local presence and work force.
The Chamber recently marked the completion of three Hood Canal Communications‘ Broadband Projects. HCC, public officials, project crews, and community stakeholders gathered for ribbon cuttings to celebrate.
HCC’s first grant was $502K from Mason County using American Rescue Plan Act funds towards a $627K project to extend HCC’s backbone heading north and provide broadband services in the low-density Eldon area. To augment the development, a free community WiFi hot spot has been launched at the Eldon Store. The Eldon North project will eventually serve 58 homes and businesses, which currently do not have access to broadband.
HCC was also awarded two broadband grants from the Department of Commerce’s Public Works Board to provide broadband services in previously underserved areas.
The first grant of $410K, of $513K total project cost, was for E Strong Road, E Vineyard Dr, E Osprey Ln, E Angel Way, and E Sonja Ln. That project will serve nearly 70 homes, which currently do not have access to broadband speeds above 15 Mbps, The second grant was for $196k of the total $245k project and provides broadband services in the previously underserved areas of W Old Olympic Hwy, Partridge Dr NW, and W D R Wood Way. That project will serve approximately 35 homes and 1 business, which currently are underserved.
In all areas, the Gigabit Passive Optical Network (GPON) will serve the current and future needs of the area providing high speed internet, phone, and TV service. The result of these significant investments is increased connectivity for rural Mason County residents, increased value of connected parcels, and support economic development through construction jobs and business tax revenue.
These projects are stellar examples of privatepublic partnerships which leverage available resources and maximize outcomes. Mike Oblizalo, General Manager and Vice President of HCC, gratefully acknowledged the Mason County Board of Commissioners, Public Works Board, and Mason PUD 1 for their partnership. He also extended his thanks to their contractors, project teams, and HCC staff.
All grant applications received support of many community partners including home and property owners in the affected areas.
Hood Canal Communications is a local communications service provider with approximately 8,500 residential and business customers in Mason County. With offices located in Union and Shelton, the company has been serving Mason County since 1934.
The Shelton Veterans Village is a tiny home village. The community is sited on land leased from City of Shelton across from Christmas Village and is conveniently located nearby Olympic College, transit, and health services.
The initial funding for the project was secured by then-Senator Tim Sheldon. Quixote Communities received an allocation in the Washington State Housing Trust Fund to build a tiny house village similar to Quixote Village for homeless veterans living in Mason County.
The design for the Shelton Veterans Village is somewhat different than the existing villages in Olympia and Orting. There will be four-plexes and a duplex rather than individual spaces. This strategy helps to reduce costs and climate impact. It also provides more personal mini-communities of support for residents.
The village provides housing for thirty homeless veterans. In additional to personal bedroom and washrooms, there is a large community center with kitchens, laundry, flex space, and offices for support staff. On-site case managers will assist with care coordination and access to resources such as physical and mental health resources, recovery support, life skills classes, employment, education, and transportation.
