You might not realize it but every time you order from your favorite eatery, purchase a gift from the local boutique, or order online from a neighborhood business, you’re shopping local and making a difference. Shop Local is more than a day or a season. It is a way of life. Our community thrives when we support our local businesses. By choosing to shop locally, we contribute to a robust local economy and support fellow entrepreneurs. We are choosing to make a difference for our friends and neighbors. As we exchange gifts and celebrate, let's make a conscious effort to back the businesses that make our community unique. Looking forward, the coming year holds exciting possibilities. At the Chamber we will continue to be a Catalyst for business growth, a Convener of leaders and influencers, and a Champion for a strong community. Our Chamber is more than just an organization; it's a vibrant community of businesses and individuals dedicated to the prosperity and well-being of Shelton. This year has been a testament to our collective strength and resilience, as we faced challenges head-on and worked together to overcome them. I am immensely proud of the accomplishments we've achieved together. From successful networking events that brought us closer as a community to innovative initiatives that supported local businesses, each step forward has been a result of your dedication and passion for Shelton's growth. Our members are the heart and soul of the Shelton Chamber of Commerce, and your commitment to our community has not gone unnoticed. HOURLY, SALARY MINIMUMS INCREASE JANUARY 1 Washington State Labor and Industries (L&I) has announced that 2023 minimum wage rate will be set at $16.28 which is a 3.4 percent increase over 2023. The calculation for minimum wage is based on the federal Bureau of Labor Statistics’ Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). In making the calculation, L&I compares the CPI-W index from August of the previous year to the index for August of the current year. According to minimum-wage.org, Washington will have the highest statewide minimum wage in the country. The highest minimum wage in the nation, including municipalities that can set their own rates, is in Washington State, Sea Tac at $19.06 followed by Seattle at $18.69. The federal minimum wage is $7.25.

The state minimum wage applies to workers age 16 and older. Under state law, employers can pay 85 percent of the minimum wage to workers ages 14-15. For 2024, the wage for that younger group will be $13.84 per hour. Salary workers may also be affected, since L&I updated the overtime rules in 2020, creating an eight-year implementation schedule that incrementally raises the multiplier until it reaches 2.5 times in 2028. The pace of the increase is no longer based on the size of the employer. The 2023 minimum salary for exempt employees working for both small employers (1-50 employees) and large employers (51 or more employees)is 2 times the minimum wage. That means an exempt employee will have to earn at least $1,302.40 a week ($67,724.80 a year).
To be exempt from earning overtime, a worker must earn at least the minimum salary and their duties must meet a jobs test. Under the same rules, exempt computer professionals may be paid an hourly rate rather than with a salary. The applicable hourly rate is 3.5 times the minimum wage, regardless of employer size. For 2024, that will be $56.98 per hour. Minimum pay drivers for transportation network companies like Lyft and Uber will earn beginning Jan. 1 is also going up. The minimum pay is one of the new rights and protections granted to TNC drivers by legislation passed in 2022. See lni.wa.gov for more information.
35th Delegation Meet with Business Community in Advance of Short Session On Friday, December 8, the Shelton-Mason County and North Mason Chambers of Commerce, together with the EDC of Mason County, hosted a Legislative Sendoff for Senator Drew MacEwen (R-Union) and Representative Travis Couture (R-Allyn) of the 35th Legislative District. The clubhouse at Alderbrook Golf & Yacht Club was filled with business owners, private enterprises, nonprofits, public agencies, and elected officials The program asked legislators to speak to a variety of topics ranging from the critical need for infrastructure and community safety to workforce challenges and affordability fiscal responsibility. All three legislators graciously and candidly answered questions regarding business and economics. They shared their insights on the upcoming 2024 session and spoke to the challenges that business owners and economic stakeholders face in today’s dynamic economic and political landscape. Senator MacEwen called for a higher level of accountability in government and continues to push for data to support or debunk current strategies within state government. Representative Travis Couture shared his concerns and hopes for session. Representative Dan Griffey continues to offer a strong support for local needs while encouraging those with concerns to band together and seek solutions. The entire delegation urged early and open communication—both leading into this short session and looking ahead to 2025. Washington state crafts its critical budgets operating, capital, and transportation - every two years, and we're currently navigating the 2023-
2025 fiscal biennium. The 60-day short sessions, slated for even-numbered years like 2024, are distinct from the regular 105-day sessions in oddnumbered years. These sessions are crucial as they concentrate on revising the state's budget and addressing immediate economic issues within a tight schedule, directly impacting the business environment and investment climate. EDC Chair Joe Schmit acknowledged, “legislators grapple with decisions that can profoundly affect our day-to-day operations, access to capital, and overall business growth. Their choices on taxation, regulatory policies, and investment in infrastructure can either alleviate or amplify the challenges we face, such as managing costs, staying competitive, and adapting to new market realities.”
After answering a few questions from the hosts, the remainder of the program was offered up to question from the audience. 10 Reasons to Shop Local 1. You support yourself. When you buy from an independent, locally owned business significantly more of your money is reused to make purchases from other local businesses, service providers and retailers. 2. You support community groups. On average, small business owners give 250% more to community nonprofit organizations than large businesses do. 3. You help keep our community unique. Where we shop, eat, and have fun all makes our community home; our one-of-a-kind businesses are an integral part of the distinctive character of this place. 4. You reduce environmental impact. Locally owned businesses also shop local, requiring less transportation. This generally means less sprawl, congestion, habitat loss, and pollution. 5. You help create more good jobs. Small local businesses are the largest employer nationally as well as in our community, providing the most jobs to residents. 6. You get better service. Local businesses often hire people with a better understanding of the products they are selling and take more time to get to know customers. Local businesses are owned by people who live in this community, are less likely to leave, and are more invested in the community’s future. 8. You put your taxes to good use. Local businesses require comparatively little infrastructure investment and make more efficient use of public services as compared to nationally owned stores entering the community. Can’t find it locally? Order online and the sales tax is distributed based on the delivery address. 9. You can buy what you want, not what someone wants you to buy. A marketplace of small businesses is the best way to ensure innovation and low prices over the long-term. A multitude of small businesses guarantees a much broader range of product choices. 10. You encourage local prosperity. In an increasingly uniform world, entrepreneurs are more likely to invest and settle in communities that preserve their one-of-a-kind businesses and distinctive character.

HOURLY, SALARY MINIMUMS INCREASE JANUARY 1 The City of Shelton Business & Occupation Tax will increase to 0.02 percent of gross receipts beginning January 1, 2024. The City Council adopted Ordinance 20161023 at its November 21 business meeting, setting the new rate and striking some antiquated exemptions. According to the City, “The updated B&O tax rate will fund general governmental functions including public safety; police, fire and emergency medical services, street maintenance, animal control and other general services not supported by rates and fees.” At its August study session and the November 21 business meeting, Council pointed to the B&O increase as just one strategy to fund essential services. What are B&O Taxes? B&O taxes support general governmental services. Every person, firm, association, or corporation doing business in the City is subject to the B&O tax based on gross

receipts. All businesses report based on their gross receipts. All businesses are subject to B&O tax unless exempted by Shelton Municipal Code. Businesses with gross receipts of less than $20,000 annually or $5,000 quarterly are not subject to B&O tax. The City of Shelton's B&O tax is a different tax than the Washington State Department of Revenue's B&O tax. If you engaged in business in the City of Shelton, then you would be required to report to both the City and state. Business and occupation tax reports must be filed even if there is no business activity or no tax is due. B&O Tax Classifications For B&O tax purposes, businesses are divided into six classifications: Extracting; Manufacturing/Construction; Wholesaling; Retail Sales; Printing/Publishing; Retail Service & Other Business. All classifications pay the same B&O tax rate.
Businesses conducting multiple activities will report in more than one tax classification. There are also some exemptions. Businesses are assigned a filing period: monthly, quarterly, or annually. Tax reports must be filed, even if there was no business activity during the taxable period. See ordinances in Chapter 3.52 and Chapter 3.10 of the Shelton Municipal Code or call the City at (360) 426-4491 for additional details. In the spirit of community, the Chamber is launching a heartfelt appeal to residents and businesses to support its annual Beautification Program. The program, a symbol of civic pride, not only transforms our city into a winter wonderland with twinkling Christmas lights but also graces our streets with vibrant summer flower baskets. As the Chamber aims to enhance the aesthetic appeal of our beloved city, it is calling upon the generosity of the community to ensure the program's continued success. The tradition of turning our small town into Christmastown USA every year gets people engaged in the spirit of celebrating community. It’s made possible thanks to generous donations from businesses and individuals, every single year. The Chamber Foundation funds flower baskets bursting with color in the summer months and the glow of shiny street lights in the winter. We still need to raise $20,000 to make our annual goal for the beautification program. The funds we raise now will direct how many flower baskets and lights we can hang next year.

“It’s Christmas time in the City…” Or so the song goes! The Chamber is proud to trim the town again this year along with our many community partners. Shelton is dazzling with lights strung across Railroad Avenue and colorful bulbs wrapping the trees which line the street. The lamp posts that held flower baskets in the summer are now adorned with tinseled, twinkly décor of ornaments, bells, and stars, while Santa and his reindeer take flight across the intersection at 7th & Railroad. And Tollie and the caboose have been wrapped in lights by volunteers and draped with evergreens donated by Wild Greens International. Meanwhile, our friends Kristmas Town Kiwanis decked out Overlook Park and the clocktower at Evergreen Square by hanging lush greenery from Lynch Creek Floral.

Museum Opens Special Exhibit Mason County Historical Society Museum has opened a special exhibit “The Photography of Dennis Meurer: Shelton, 1968-1974.” The exhibit is on display at the museum during regular hours.
The Mason County Historical Society Museum, located at 427 W Railroad Ave in Shelton, is open Tuesday-Friday, 10:00a-4:00p and Saturday 11:00a-4:00p.
Dennis Meurer wandered the streets of Shelton, taking photographs for years, and recorded a lost period of our history. An artist’s statement included in the MCHS December newsletter reads, “One of the great advantages of photography lies in its ability to freeze a moment in time in great detail in a way that can be shared when it is convenient. [...] Now it is possible to appreciate better what is increasingly fading into the past. [...] Like the collector who saves specific artifacts of cultural significance, [...] I know that what I have done in photographing Shelton will be fore the future generations who come after me.”
The museum maintains an extensive archive of historical materials, including photos, newspapers, letters, diaries, periodicals and maps. MCHS also hosts regular programs at the museum, and county-wide from Kamilche to Matlock, Lilliwaup to Belfair, to visit historic sites and learn about Mason County history. Mike Araiza and his dedicated team provided tours of their state of the art manufacturing facility. The native-owned company is located on the Squaxin Island Indian Reservation. By investing the profits, it secures the tribe’s economic future and while also supporting our local community
October was hosted at El Sarape Cantina at Evergreen Square. Guests were invited to enjoy their signature street tacos for a networking fiesta. The Cantina features a full bar, Mexican style fare, pool and shuffleboard tables, and an event space with seating for a crowd. They are also well known for its fun specials, live music stage, pop-up events, and community fundraisers.

Looking for a unique holiday experience? Harvest your own Christmas tree from the Olympic National Park. The Hoodsport Visitor Information Center will once again play a small part in igniting the Christmas spirit and having a place for Old St. Nick to place gifts by offering Christmas tree permits. These permits allow hearty souls to journey into the Olympic National Forest to cut down a tree of their liking. The volunteer staff is knowledgeable and willing to share their tips with you for your Christmas tree sojourn. Christmas tree permits are just $5 and come with directions as to size limitations and other pertinent details. Silver Firs are the most sought after trees and the visitor center has driving directions to get you going. The Christmas tree tags are available November 15 with a limit of two per customer.
In addition to all-things Christmas tree related, the volunteers and staff at the visitor center are always happy to provide hiking and tourism information. With decades of experience guiding tourists in the area, they are eager to continue meeting new folks and become reacquainted with old friends. The Hoodsport Visitor Information Center is located at 150 North Lake Cushman Road, Hoodsport. The hours during the winter months are Thursday – Sunday from 10:00 AM - 4:00 PM. The visitor center can be reached by phone at (360) 877-2021. Prefer to find a tree without a trek in the woods? How about visiting a Mason County tree farm instead? Plenty of nearby options are offered. Visit christmastownwa.org/get-your-tree for a list of local options.
Newbies to the area may realize Shelton established its roots as a timber town, but how many know Christmas trees are what gave it an initial claim to fame? During the 1950s and 1960s, an abundance of Douglas Fir trees were harvested year after year. The sheer volume of pre-cut evergreens being shipped worldwide by container ships and rail cars is how the town was dubbed “Christmas Tree Capital of the Nation” with literally millions being sold annually. Although other locations have since surpassed Shelton in production, tree farms are still prevalent in Mason County.

KEEPING SPIRITS Bright! Again this year, the Chamber is partnering with the Johnston Family to present Keeping Spirits Bright, the Christmas lights competition with an interactive map. Registration is open and additional entries can be added to the map until December 19 at 5:00p. There are three categories for 2023: commercial, countywide; City of Shelton residential; and Mason County residential. There is a $20 entry fee only if you wish to be included in the judging and vie for a cash prize. Judging will take place December 20 & 21 and winners will be announced on December 22.
That still leaves plenty of time for spectators to gather their loved ones and enjoy the sites! This year we are hopeful to expand the map to include all of homes that are decked out for the season. Holiday displays of all types are encouraged to sign-up. Whether you have simple lights trimming your house or an incredible lighting show set to music, we want to see your cheer. Remember that anyone can place their address on the map at no cost and without competing. It's easy! Just hop online to let the Chamber know you want to get on the map, then stop by to pick up your complimentary yard sign.
