Welcome to our first edition of the new quarterly BIGHT! We are excited for the opportunity to share the efforts of your Chamber with the entire community. This new approach is a reflection of one of the Chamber Board’s major goals for 2013: increase education and communication of what your Chamber does for our members and the community. Through the leadership of Executive Director Heidi McCutcheon and the work of our many volunteer committees, your Chamber continually works to serve its mission to encourage and maintain a vibrant business community, promote tourism and facilitate economic development.

Our Government Affairs Committee monitors and facilitates discussion related to local, state and federal government impacts that may positively or adversely affect the business community of Mason County.
Your Chamber is also making efforts to strengthen our relationships with the schools. We’re partnering with Mason Matters on the High School and Beyond Grant that targets 4th – 8th graders, as well as looking at additional ways to connect business owners to our junior high and high school students.
Instead of being the voice of one business, as a member of your chamber you are part of a larger group. The efforts of this committee have resulted in your Chamber providing a list of legislative priorities to our local representatives at the beginning of the session.
Recently, several members traveled to Olympia to check in with each of our legislators on the status of these priorities. The committee is also closely monitoring the shoreline master plan update process, and your chamber is communicating with the County Commissioners on issues that could adversely affect businesses and homeowners in Mason County. Shopping Local continues to be a focus of your Chamber’s Marketing Committee. If you haven’t picked a supply of LOCAL BUCK$, you can purchase them at the Chamber office. We will also have them available at upcoming membership meetings. The Shelton Alliance for Viable Economic Revitalization (SAVER) Committee is focusing on promoting beautification efforts, encour-

In addition to our four networking events each month, our annual Business Expo and Bite of Shelton is being held Thursday, May 16 at The Pavilion at Sentry Park from 11:00 AM – 6:00 PM. This is a great opportunity to showcase your business – and if you’re a consumer, a great opportunity to visit a variety of businesses in one location, plus try some fabulous fare presented by our local restaurants. And, our Beautification Committee has begun its fundraising efforts for the beautiful flower baskets that adorn our streets. You don’t have to wait for a call or a letter – you can just call your Chamber office to make your donation. Each basket costs $200 and our goal is to put up more than 60 baskets throughout the city and its entryways. There is a lot going on at your Chamber – because of the support and efforts of our members, volunteers, staff. See you in the community and all of you at the Business Expo and Bite of Shelton!
EXECUTIVE DIRECTOR’S MESSAGE HEIDI MCCUTCHEON
I’m sure everyone has heard of the Chamber of Commerce. But not many can answer the questions, “What is the Chamber of Commerce? And what do they do?” Simply stated, the Chamber of Commerce is comprised of businesses, organizations and individuals working collectively to build a healthy economy and to improve the quality of life in our community. As we work to accomplish these goals, we wear many hats: economic developer and planner, visitor information center, business spokesperson, economic counselor and teacher, government relations specialist, human resources advisor and public relations practitioner. The Chamber is run by its members whom elect a Board of Trustees that determine our policies and sets goals. The Board’s elected President presides over the monthly board meetings. Meanwhile the everyday operations are managed by myself, a paid employee working jointly will the Board of Trustees and Chamber committees to implement our goals and mission. Chamber committees are the most common method that individual members utilize to become actively involved. These committees focus on several programs including economic development, education, human resources, conventions, tourism, public affairs and government relations. You can see the different committees and their focus on page 13. Often, I have heard, “I don’t have time to attend your events, so I’m not using the benefit of my Chamber membership.” I always cringe a little when I hear this, as the Chamber is so much more than merely networking and events. Yes, I strongly encourage you to attend the events. The networking opportunities are a key reason that people join. The more people you meet, the more you know; the more often you see each other, the stronger the relationship. Seems simple, yes?
However another key reason that people join is for the advocacy and representation that the Chamber provides. I know that you’re busy. You are running your business, trying to maintain your personal life and find time for a social life. You don’t have the time to review the legislative initiatives that can affect your business and the last thing on your to-do list is to go to City Hall and make a statement on any given topic – let alone find the time to look into what topics are being discussed. We take care of that for you. Check out page 8 for an update from our Government Affairs Committee who recently went to Olympia to talk with our legislators or page 5 to see what the SAVER committee is working on with the City of Shelton.
Many businesses in Mason County are largely dependent on visitors and tourism. To that end, our Chamber runs three information centers that welcome nearly 30,000 visitors into our community annually. We also manage tourism promotion for Mason County jointly with the North Mason Chamber of Commerce (yes, we play nicely with each other).
We also bring training and education to our members. Many small business owners don’t have the ability to hire professionals and experts in the myriad of topics a business owner should know, so we bring them to our members for little to no cost. Our Business Builder Workshops, held the first Friday of the month, have helped more than 250 business people learn about issues from the Affordable Health Care Act and Small Business Loans to Microsoft Office Tips & Tricks and Customer Service Training, among others.
We are here to help our businesses and our community in the best way that we can.

SAVER continues efforts to make downtown business friendly PATTI CASE | Green Diamond Resource Company & SAVER Committee Chair
Your Chamber’s SAVER committee has been busy, as evidenced by the progress at First and Railroad… and other work. SAVER stands for Shelton Alliance for Viable Economic Revitalization and was created in 2011 to “advocate and support enhanced economic vitality and an improved quality of life for Shelton residents.” Toward that goal, the committee is currently focused on downtown business core improvements though discussions range more broadly. This committee is unique. In addition to downtown Shelton business and building owners, many entities have a seat at the table including the City of Shelton, Historic Preservation Commission, Port of Shelton, and Mason County Transportation Authority/ Transit-Community Center. SAVER’s first project was to partner with the city and local businesses to revitalize the corner of First and Railroad to improve both pedestrian and vehicular traffic through the downtown business core. The median, which is owned by the city, was in desperate need of an upgrade. Diseased trees were removed and the sidewalk demolished by the city. New sidewalks were built, courtesy of Miles Sand & Gravel, which donated the concrete, and Cline Construction, which poured the sidewalks. The finishing touch for the intersection is a monument-style sign, designed by Foster & Williams Architects to complement the Evergreen Square clock tower, which will welcome visitors to historic downtown and Shelton’s business core. Tuson Masonry will construct the sign which will have full up-lighting, thanks to the electrical work of Aries Electric.
Last, volunteers from Skookum Rotary will add landscaping that was designed by Oakland Bay Landscaping. In addition to the First and Railroad project, SAVER has also made a number of recommendations to the city in effort to attract potential businesses to downtown Shelton. Last fall, City officials adopted a Chamber recommendation to waive traffic impact fees for businesses occupying existing buildings in the downtown core. The city is currently working on amendments to their right of way permit and application fees, making it easier for businesses to ‘spruce up’ their storefronts with minor cosmetic work. SAVER members are currently reviewing these recommendations before they are forwarded to the City Commission for action. Stay tuned for other news from the Chamber’s SAVER committee as the city considers other recommend ations and the Chamber partners with other groups to take a comprehensive look at how various economic, historic and other elements work together to connect our community and create a positive downtown experience.

The lovely flower baskets that grace our streets for the summer months would not be possible without our community’s support. The business community and individual sponsors have taken responsibility for the majority of the costs associated with the installation and upkeep of the 62 flower baskets, 100 streetlight banners, and 65 Christmas decoration sites. In addition to donations made towards the collective project, flower baskets may be sponsored for $200 each. The $200 offsets the cost of materials and maintenance for the season – and citizens may choose to sponsor a basket in memoriam of a loved one or in honor of someone special. The committee’s fundraising effort is now underway. Members of the committee will begin contacting businesses, service organizations, employee associations and reaching out to the greater community to assist with financial

It’s a great time to shop local Many of us have already made small but significant changes in our shopping behavior to create a positive impact in our local community. We make choices that reduce our impact on the environment, help us live and eat healthier and save money. By being a conscientious consumer, you can also help build a stronger community. When you shop locally, you are providing the means for a business owner to hire staff locally, pay for his son’s little league or daughter’s dance lessons. Beyond helping the ‘little guy’ when you make an effort to shop locally, it encourages new business development and also helps builds the tax base needed to pay for local government services. Mason County is unique and our one-of-a-kind businesses are an integral part of our distinctive character. Local ownership ensures that important decisions are made locally by people who live in the community and who will feel the impacts of those decisions. You save money by shopping at home. Studies have shown for every $100 spent in a local, independently owned business, $68 is reinvested back into the local economy. One dollar spent at a locally owned business will return five times that amount within the community through local taxes, employees’ wages, and the purchase of materials and supplies at other independent businesses. In addition, local businesses turn that dollar back into the community through school funding, social services, and contributions to local non-profit organizations. Local businesses are owned by people who live in this community and are invested in the community’s future. The play on words is undeniable. The word evokes all types of visual images – food & fishing “bites,” computer “bytes” – doubtless you came up with a few! I became attached to the word when I started researching appropriate titles for a chamber publication. The catchy words were overused – “Link,” “Insight,” “Vision,” or “Voice.” It seemed that “Chamber News,” would lose its roots when the magazine was used as an out-of-County marketing piece. When I moved to this area with my family I was charmed by some of the things that embodied Mason County. First, I love that you can be in a wilderness or floating a remote waterway in minutes – literally. Second, I am enamoured with the sense of community. Hailing from a knothole in Canada and moving to a Seattle suburb then home in Mason County– I appreciate the heartfelt greetings in the street. Finally, I love the heritage here. This community has a strong connection to its history and natural geography. We need a title that captures this area’s many layers.

Take a look at Mason County – every body of water is bounded by such a bend. Bight also refers to the loop of a rope or cable. For those who use the waterways as their highways, this is a piece of the dialect.
The word “bight” was found in a list of forestry terms. I was almost discouraged by the phrase “caught in the bight,” but alone the word has its own life. “Bight” is familiar to sailors, fishers,

GAC closely monitors legislative action The Chamber’s Government Affairs Committee (GAC) has taken an active role in tracking action in both the state House and Senate during the 2013 legislative session. In late January, the Chamber’s Board, on recommendation of the GAC, sent a letter to Senator Tim Sheldon (D-Potlatch), Representative Kathy Haigh (D-Union) and Representative Drew MacEwen (R-Union), outlining the legislative priorities for the Chamber. Those priorities include: • • • • • •
“Do no harm” to business and commerce; protect existing businesses from excessive fees and burdensome regulations; Reform and refocus state government before asking for new revenue; Continue reforming the state’s unstable workers’ compensation system to avoid increased rates on employers; Stabilize Unemployment Insurance Taxes; Protect Mason County’s resource industries; and Prioritize the Belfair Bypass.
Following the deadline for policy bills to be passed out of their house of origin in midMarch, the GAC took inventory of what specific legislation affecting business was “still alive.” A delegation of GAC members visited at the state capitol campus with the three legislators from the 35th district about the Chamber’s priorities. Senator Sheldon was elected President Pro Tempore of the Washington State Senate early in the session after he and another Democrat, Rodney Tom (D-Medina), joined with 23 Republicans to form an unprecedented, bi-partisan governing coalition in the state Senate. Sens. Sheldon and Tom have remained firm that they believe new taxes are not needed to solve state budget problems. Even so, there is talk around Olympia of increasing existing taxes, developing a state capital gains tax, and continued talk of a state income tax. Rep. MacEwen, a freshman legislator, also agrees that new revenue is not necessary. Rep. Haigh, on the other hand, told GAC representatives that new revenue is a necessity.
When it comes to transportation, a 10 cent gas tax has been proposed to fund transportation projects. Both Rep. MacEwen and Sen. Sheldon expressed disappointment to see a new tax offered alongside long-awaited construction funds. Like many areas around the state, a large percentage of 35th District citizens commute to work. They assert that a gas tax unfairly targets the people of the 35th District because many travel for work; additionally, inclusion of the tax makes it unlikely that many people will support this bill, so again funding for the Belfair Bypass, which is a key aspect of our community growth, would be postponed. As the April 28 regular session comes to a close, legislators will vote on final budget proposals put together by the Senate leadership and House Democratic Leadership. Watch for updates from the GAC on the Chamber’s Facebook page and Monday email blasts.

Background SSB 5605 clarifies the legal standards for Association Health Plans and clarifies the role of the Office of the Insurance Commissioner. Business-related associations would like to continue offering current plans even while the federal Department of Labor updates its governing regulations. This bill would prevent health coverage from being disrupted during this time; it simply allows these health care plans to continue operating under state and federal laws. AHPs provide affordable, comprehensive health care coverage options to employers and their employees through associations like AWB.

This bill directs a committee to look at recommending stricter penalties for violation of WISHA/ OSHA regulations, including increased paperwork penalties. It also imposes new list of regulatory requirements for businesses who are required by law (or voluntarily choose) to establish a safety committee. The bill adds requirements for education of new employees and increases the time allowed to file a discrimination claim from 30 to 180 days.

This bill seeks to consolidate tax collection, making the process of paying for business licenses and B&O taxes as easy as paying sales tax. Most cities do not have the capacity to electronically collect and administer local taxes and would be helped by having these taxes paid through the Department of Revenue. Employers would be able to go to one site to pay these important tax and licensing fees, rather than hop from one city website to the other. (Note: building out this new system would not cost the state -- or cities -- additional revenue because the system upgrades are paid for by existing fees.)

A state capital gains tax would be devastating to anyone running a pass-through business. For timberland owners in particular, it would have an overwhelming effect because both the sale of timber and timberland are consider as capital gains by the IRS -- essentially this would double-tax many property owners and resource employers in Mason County.
Expands the opportunity for “structured settlements” in workers compensation cases, saving the state fund money over time and helps limit future premium hikes on employers.

The legislation passed gave the voice for older, permanently disabled workers to get their money sooner by giving up the chance for a larger lifelong pension. So far, there have been only 28 settlements. This bill would lower the minimum age to 40, giving many more claimants this choice to get a settlement. This legislation would be another step to help the stability of the workers’ compensation fund. Without it, employers and workers could face a $110 million workers’ compensation surcharge every year for the next 10 years.

This year’s hours are 11:00 AM – 6:00 PM at the Pavilion at Sentry Park; and entry is free to the public. The Expo is the largest business event in Mason County and is led by a committee comprised of Chair Michelle Corral, Patti Tupper and Kay Pearson, along with Deidre Eaton, who is on the chamber staff. Each year, vendors offer a wide array of interactive games, giveaways and drawings throughout the day and event passports are handed out at the Chamber’s booth. Once a person has each booth sign off on his or her passport, they may enter into a drawing for a grand prize. As always, the event calls for people to vote for their favorites to receive the coveted “Golden Fork” and “Best Booth” awards. Last year’s top honors went to The Strip Steak House and Acupuncture Solutions, respectively.
“Though one could easily spend hours at the Expo discovering all the businesses offerings and amazing restaurants available in Mason County,” says chamber director Heidi McCutcheon, “a quick stop can be just as successful. With several food vendors on site, people can just stop by for a quick lunch or dinner. They find it absolutely enjoyable!”

Transit-Community Center makes strides When you talk with staff at the Mason Transit Authority about the new Transit-Community Center – the enthusiasm is palpable. Architectural renderings pinned to the wall in the MTA boardroom evidence exciting developments afoot!
As part of the Transit-Community Center project, Mason Transit Authority (MTA) saw the opportunity to have the Center open to Shelton’s main street, Railroad Avenue, with the purchase of the Radich Optometry property located at 536 West Railroad Ave. Decades prior, the land in this area of Shelton had been owned and used for railroad activities by Simpson Lumber Company. Due to this usage, a portion of the land was found to have environmental issues which nearly derailed the valuable Transit-Community Center connection. Few companies thrive for more than a century without a commitment to the future, and Simpson is one of those companies. Simpson stepped-up, did the right thing, and cleaned up the property. Simpson takes the long-term view in everything they do in their operations and supporting organizations in the communities they call home. Shelton is one of those communities, and Simpson’s commitment to its future as home to our Transit-Community Center is admirable.

This project is a vision of integrating transit and community services by transforming the 1950’s-era Armory building in Shelton into a regional transit-community resource center. The vision is a partnership with the community to fill a key social need in Mason County and, as such there has been significant federal investment. With the guidance and fundraising assistance from the Community Center Association (CCA), a non-profit agency comprised of citizens, educators, social service leaders and elected officials; the MTA is making great strides with the project. As the building owner, approximately 15% of the space will be dedicated to MTA operations. The remainder will be used exclusively for community programs – currently 30 programs are awaiting space. The CCA will be trusted with the management of the programs once the project is complete. The renovated facility proposes to: • •

create a link between multi-modal transportation (bus, cycling, and walking) provide a centralized location where people of all ages can come to meet, receive services, recreate, learn and socialize, making their connections through public transit, housing provide technology training provide a center for public gatherings, classes and meetings support youth and senior programs provide indoor athletics and other active programs facilitate social and human services offices support private business enterprise with business incubators
Construction will begin in mid to late spring with a completion of Phase 1 expected in early 2014. MTA asserts the project will provide employment opportunities and leave a valuable asset for the citizens of Mason County.

The Member Services committee develops and implements the Chamber’s member benefit programs and initiates efforts to grow the Chamber’s membership. The Shelton Alliance for Viable Economic Revitalization (SAVER) committee works cooperatively with the City of Shelton to identify business needs and attract new businesses to the downtown core and commercial residential valley. Tourism videos capture local adventure Remember Adventure? We do! You may have heard this phrase recently as it is the slogan of three 30-second commercial spots the Chamber produced over the past year. Now, these commercials that promote Mason County are airing across Western Washington in cinemas and on cable television.
Making noise with the Harstine Island Choir On April 28 Harstine Island Community Choir invites you to join composer and pianist Amy Rubin for an exploration of the creative process through a dynamic, interactive concert, culminating in group-directed improvisation with Rubin at the piano.
In 2011, the Shelton Mason County Chamber of Commerce, in concert with the North Mason Chamber, created a Tourism Brief that identified three major demographics to target – outdoor adventure seekers, families and couples/singles. Based on this, the commercials were created specifically to entice each of these groups to visit beautiful Mason County. You can see the commercials now airing on several major networks which already appeal to these groups. The adventurer’s commercial plays on Discovery, History, ESPN and A&E Network; the families’ on Discovery, History, Nickelodeon and Food Network; and the last on AMC, Bravo, CNN, and Food Network.

Providing the opportunity to create music with Amy Rubin is just one of the ways Harstine Island Community Choir promotes the arts in Mason County and supports music programs in our schools. As music organizers for Shelton’s annual Tree Lighting Ceremony, the choir has had more than 100 students from the Shelton and Pioneer school districts join them to sing in the season. The theme for the upcoming concert series, Songs of the Sea, is well suited to Shelton’s history of water transportation and logging.
