A Homegrown Approach

SHELTONMASONCOUNTY

Heidi McCutcheon | Chamber Director

2016 BOARD OF TRUSTEES

As I logged into my LinkedIn account recently, I was surprised to have received a number of congratulatory messages for being the Chamber director for six years. Six years?! How did that happen? Many colleagues who had sent those messages asked how I had begun my time at the Chamber. It seemed time to reintroduce my story.

PRESIDENT

Jennifer Owens Peninsula Credit Union

I was born and raised in Shelton, graduated from SHS and immediately headed off to University of Washington (Go Dawgs). Like so many teens from rural areas, I was tired of Shelton’s “slowness” and yearned for big-city life. I vowed to never return – yet a few years later, I had grown up and grown tired of that same urban lifestyle I yearned for in my youth. My husband began working for a Thurston County company that November, making his workplace near enough that we could move ‘home.’ I was a real estate agent and, if you can remember the market at the end of 2008, there should be no surprise that I had some extra time on my hands. I’ve never been one to sit around and do nothing, so I began to volunteer at the Chamber office.

Several months later, a parttime membership position arose and I accepted employment. After several months working with the director at the Chamber, she had a different calling and turned in her resignation at the Chamber. I was unprepared for her departure and even more unprepared when the Board approached me to see if I was interested in taking the reins. My answer was a resounding no. Not because I wasn’t interested in the work, but because I was happy working part time, giving me time for my passion helping people find homes. The real estate market had began to perk up again and I had less extra time. I did promise to do what I could to keep the Chamber moving forward as they searched for a new director.

As I’ve been thinking about my own path to where I am now, there has been some community discussion about hiring “hometown kids” as if it is a bad thing. While there are many studies that show the benefits of doing so, my personal belief is that hiring past residents is good because it gives our students something to consider. There was a strong belief when I graduated that to make something of myself, I’d need to leave home and go elsewhere. There is a common belief that there are no good jobs in Mason County for those who have a college education. People think only of tideland workers and loggers, not of the biologists and engineers that are also critical to those businesses. Our students who choose to go to college can come home to find success and fulfillment.

In real estate, I found that the Chamber had information on schools, economic development, and businesses that were coming to town. These things were of great importance to my clients and it was easy to learn what was happening around the homes I was showing them. As such, I’d immediately joined the Shelton-Mason County Chamber upon moving. Volunteering seemed a logical next step when the opportunity presented itself.

After nearly five months of searching, I realized that I needed to take the job. I approached the Board with suggestions on how to reorganize the office and what staff would be needed to most efficiently carry out the Chamber’s mission. The Board agreed with my vision and I began ‘officially’ acting as the director.

I am proud of this town, young and old, both in age and in residency. There is something unique about Mason County residents; a grit and a resolve that I rarely found while living in urban areas. I have found that many who move here and thrive here have those same qualities. I’m looking forward to working with and for each of you over the next six years and beyond.

Lessons from Lemonade

Jennifer Owens | 2016 Chamber Board President Branch Manager, Peninsula Credit Union Shelton

When I was younger and wanted to have some spending money of my own, I would have my own lemonade stand. Often times, the preparation took longer than the ‘hours’ I was open. Because of what a lemonade stand involves, my curiosity was piqued when the Chamber began to discuss working on a curriculum known simply as “Lemonade Day.” Lemonade Day is a community-wide educational program that teaches youth the entrepreneurial skills necessary to start, own, and operate their own business by means of a lemonade stand. This time last year the Chamber, along with the Economic Development Council, launched a pilot program at Hood Canal School as part of their summer school program. As a person who works at a financial institution, I felt a little nervous walking into the classroom the first day. The welcoming smiles on the kids’ faces helped calm my initial nervousness as I started on a path of learning and growth that I didn’t realize would touch me so much personally. I was fortunate enough to spend several days in the classroom with thirteen 5th - 8th grade students presenting portions of the curriculum, serving as a mentor, and watching as local business people guided students through the process of setting goals, creating a budget,

securing an investor, choosing a location, creating an advertising plan, building the stand, working as a team, and making financial decisions. Each time I came to the classroom, I got to know the students better. I learned their personalities, who stood out as leaders, who the followers were, and who needed a helping hand. Day by day, the students became more engaged and excited learning how to start and run their own business. In preparation of the lemonade stand opening, I thought it was important to work with the students on how to count money without any tools with the exception of the brain. We now live in a world that has computers that do thinking for us, but what if the computer quit working? I quickly saw there were some shining financial wizzes in the group. On the day the lemonade stand opened, the students were very excited and ready to start selling their delicious product.

They worked as a team setting up the stand and deciding what role each person would play. From sign waver, greeter, lemonade pourer, and cashier; each student had an important role. As I observed one of the students cutting the fruit to add to the lemonade, I noticed that he was cutting the lemons in large slices. I pointed out to him if he cuts the lemons in smaller slices; their product would go farther and further the net profit. With a smile on his face, he started cutting smaller portions and shared his new found knowledge with his fellow students. “Hey guys, we can make more money if we cut it smaller because we won’t have to buy as much inventory!” he shared with his friends. They had a successful day of selling and, after the bills were paid, the students netted $356. As a group, the students decided to spend one third (this was given to them in the form of a Visa Check Card), save one third (presented in the form of a check) and donate one

third to charity. At least three students took their ‘save’ money to Peninsula Credit Union and opened their first bank account. Additionally, many students that said they couldn’t wait until the next summer to be in the class again. This experience gave me a new found respect for the hard work and dedication our teachers provide our youth. As fulfilling as this process was for me, I will keep my day job and look forward to helping with this program again as the Chamber rolls it out this month at Hood Canal School. We’ve also begun speaking with a teacher at Olympic Middle School to see if we can successfully implement it within the classroom there. This is one of the many ways that I am thankful that the Chamber interacts with our school districts. If you would also like to become involved, please give us a call at the Chamber office.

Chamber’s festival celebrates Northwest style

On April 30 the Chamber’s inaugural April Showers event was a rousing success. Despite the festival’s name, showers were nowhere to be seen. The crowd didn’t seem to mind as Mason Lake Recreation Area was glittering with sun along the still, cool lake as campers meandered towards the field and cars started rolling in. Nearly 300 neighbors, friends, and Chamber members gathered for an afternoon celebrating the Pacific Northwest – food, music, and scenery. Of course, it wouldn’t be a day at the lake without activities for all ages.

2

Bubble blowing competitions and face painting entertained the youngest guests while yard games sprawled across the lawn. A few brave souls even dove in for a swim. Local restaurants showcased their favorite lakeside fare – from pulled pork sliders by Smoking Mo’s to oyster shooters by Hama Hama Oyster Co. and South Sound Mariculture, smashed sliders from LC3 Bar & Grill, and Xinh’s Clam & Oyster House’s famous chowder – and Hales Ales and The

Research shows that early intervention has the greatest impact on graduation rates. That is why Graduation Matters Shelton does not begin in High School but rather much earlier in life, even before a child enters the school system, creating an environment where support starts the very first day of a child’s life and continues through graduation. Graduation Matters Shelton is a longterm campaign, not a “one-shot” effort. Along the way, campaign strategies will evolve and change to meet the needs of our students. One of the many strategies currently being utilized is through enhancement of the after school program. According to Shelton Police Chief Darrin Moody, if you feed them, they will come. “For some of these kids,

this is the safest and most comfortable place for them to be when school gets out, and school meals are their best meal of the day,” he says. Because of this, he is looking for businesses and individuals to sponsor one meal a month. The cost depends on how many kids participate, but is expected to be $30-50. If you would like to sponsor a meal, please contact Chief Moody at dmoody@ci.shelton.wa.us or by calling (360) 426-4441. You may even get a free cup of coffee out of the deal. Taking it to the Streets: Community Expo & Bite Moves Downtown Have you always wanted to try out that corner restaurant? Want to talk to a roofer about doing a job? How about talking to a neighbor about insurance and investment options? And what about the fashions from that darling boutique? Does a high energy block party with businesses and community organizations drawing on showmanship and flair to get your attention while sharing what makes their business so dynamic sound like a fun to you? You will find all that and more at the Community & Business Expo and Bite of Mason County. The Expo is the largest business and restaurant event in Mason County, attended by thousands of community members each year. The event will be held on Thursday, July 21 from 11:00 AM - 6:00 PM; admission and parking are free to the public. Vendor registration is now open online and at the Chamber office. And – new this year – the Expo is moving downtown! As we progress with the vision plan by implementing a road diet test (see article on page 14), it seems a natural fit to showcase both our business community and our newly painted, pedestrian friendly streets. We will utilize the parking spaces as “Booth” space on the south side of Railroad Avenue. 2nd – 5th Streets will be closed between Railroad Avenue and Cota Street. Cota Street itself will also be closed between 2nd – 5th Streets. The space on 2nd Street for a beer/ wine/spirits garden will be repurposed for the public taste the flavors of our local wineries, tasting rooms, and lounges signature drinks. The Expo always boasts a wide variety of interactive activities, food samples showcasing local restaurants and caterers, as well as a beer and wine garden to sample local spirits, and more. Collectively, there will be dozens upon dozens of businesses and non-profits in the same place at the same time! As always, the community is called to vote for their favorites to receive the coveted “Golden Fork” and “Best Booth” awards.

Voting will take place on site and, if last year was any indication, the competition will be intense. Last year, The Strip Steak House won the Golden Fork award and Best Booth was awarded to Hood Canal Communications (for the third year running). For more information visit sheltonchamber.org/expo or call (360) 4262021.

Downtown Shelton Revitalization Projects Begin this Summer As the main street of Shelton, Railroad Avenue has the potential to be the heart of a vibrant downtown. In fact, last year a group of nearly 100 residents and business leaders came together to create a vision for downtown revitalization. Attendees at the cityled community meetings envisioned a vibrant Railroad Avenue with thriving shops, public spaces, and investment in infrastructure. This community-based vision is now providing a roadmap for taking action. One of the key visions community members had for Railroad Avenue was a safer and more pedestrian friendly environment where people are comfortable getting out of their cars and walking downtown. One way to accomplish this vision is by reducing travel lanes from a roadway in order to use the space for other uses such as pedestrians, bicyclists, crosswalks, and parking. This sort of road modification is referred to as a “road diet” – and is defined by the reduction of a four-lane roadway

to two through lanes, reducing the roadway width for crossing pedestrians. Road diets have been shown to reduce crashes from 19 to 47 percent by reducing speeds and speed differentials of traveling vehicles. This sort of street modification has the potential to improve safety, convenience and quality of life for all road users in downtown Shelton. This plan is a result of over two years of work and commitment from a variety of partners committed to

taking steps to revitalize our City’s downtown. Through a partnership with the City of Shelton, the Shelton – Mason County Chamber of Commerce, Green Diamond Resource Company, Simpson, and many other local businesses, $54,000 was raised to conduct the process. Nearly 100 people participated in the process, which included a walking audit of downtown Shelton and two public meetings, and the plan was delivered in October 2015.

In January, an advisory committee of private and public stakeholders formed to take a leadership role in ensuring that the plan is used to begin implementing projects in Shelton. The mission of this task force is to identify priorities from the Vision Plan and forward recommendations to the City Commission, Chamber Board, and community stakeholders. In early April, the advisory group reached consensus to implement a demonstration road diet beginning summer

2016 and running for approximately one year. The main objectives of the road diet are to lower vehicle speeds (traffic calming), adding on-street parking, and increased pedestrian comfort and safety. The road diet will consist of five possible items including 1) Railroad Avenue from 3rd to 5th Streets becoming a two-lane road. Drivers in the right lane approaching intersections will turn right. Crosswalks incorporating enlarged “bulb-outs” will be painted at each intersection, some will receive decorative treatment. 2) The south side of Railroad Avenue from 3rd to 5th Streets will be parallel parking with a simulated widened sidewalk, increasing space for pedestrian and other amenities, and an adjacent safety zone for bicycle travel, space to aid in parallel parking or pull over for emergency vehicles, among other uses. 3) The north side of Railroad Avenue from 3rd to 5th Streets will feature back-in angled parking. This will increase the amount of parking on these two blocks by 20 percent. 4) Parklets designed to provide additional space and amenities in downtown

McCarty&Assoc.

Shelton (funding dependent), and 5) 4th Street and Railroad Avenue intersection will undergo several tests to determine the best long-term solution. These phased tests include incorporation of the two-lane road diet with traffic lights remaining functional and a painted traffic circle replacing the signalized intersection. The road diet modifications will be made using existing street funds, with additional funding likely coming from the Chamber and the business community. There will be a launch event on July 21, 2016 at the Chamber’s Business Expo and Bite of Mason County that will include opportunities for community feedback, demonstrations of back-in angle parking, and activities for families and children.

This road diet project is another opportunity for community members to partner with the City of Shelton in implementing the vision. The city will monitor and publish the results of this test phase; if the road diet performs as anticipated, we can look to a permanent improvement for downtown Shelton.

Welcome the New Faces of Leadership in Mason County Danette Brannin has been appointed General Manager of Mason Transit Authority (MTA). The MTA Board decided to hire Brannin rather than go through a lengthy and costly recruitment process. After much deliberation, the Board decided an external search was not necessary as the skills and talents needed to lead MTA are evident in Danette’s performance to date. In her four months as Acting General Manager, she has demonstrated the skills and vision needed to continue to grow MTA service from a position of fiscal strength and sustainability. Brannin started working at MTA in June 2012 and has grown with the agency over the last four years. She began as the staff accountant, then quickly excelled and was promoted to Finance Manager in December of 2012. She says, “We have a great team that I am honored to be a part of and look forward to supporting as we continue to move MTA towards being a transit agency of excellence that provides great customer service, as well as partners and builds relationships with the community.”

Wendy Smith has been offered the position as Port of Shelton Executive Director, though the contract had not completed negotiation at print time. Wendy has worked in both the public and private sector, which has given her the balance necessary to lead a Port District. Having worked at the Port over the past six years, Smith is familiar

and involved in every part of the Port’s financial systems, tenant management, project management and human resource management. “I see this as a tremendous strength that, paired with my positive approach, has already earned me the trust and respect of citizens, tenants and community groups. I am excited to face the challenge and see my promotion as a seamless transition to the current work I have performed,” she says. Smith’s goals include continued positive job growth, business retention, exceptional customer service, and continued growth of assets. Ryan Wheaton steps into his role as City of Shelton’s Administrator on August 8. Wheaton is a Shelton native who is excited to begin his new role for both personal and professional reasons. Professionally, he says he enjoys and excels at building collaboration and implementing fiscal improvements. On a personal level, Wheaton says he has a connection to the job that cannot be overlooked. “I still owe the community for all the opportunities it afforded me growing up… a return to Shelton allows my family to settle down in the only home I have ever really known,” he says. Wheaton comes to the City from Pierce Transit where he has been the Specialized Transportation Manager since 2014. Prior to that, Wheaton was Program Coordinator for the Steilacoom School District in Washington for three years, Research Analyst at the University of Nebraska, and early in his career he was a high school teacher in Denver, Co.

Federal Investment in Staircase Road

In June, Representative Derek Kilmer (D-WA) announced that the US Forest Service will receive future federal funding to make Staircase Road, a key access point in Mason County to Lake Cushman and Olympic National Park, more safe and reliable for homeowners and visitors. The Federal Highway Administration has approved an award to the US Forest Service (USFS) of up to $2.5 million to make long-term improvements to Staircase Road. Currently, travelers and residents face dusty driving conditions on this stretch of road. For dozens of homeowners, this is the only way to access their homes. The award will go toward a contract to survey, design, and make permanent improvements to the road. In the short term, Tacoma Public Utilities, the USFS, and Mason County are working together on measures to reduce dust while this work is being completed. Permanent work on this road is scheduled to begin in 2018. “This is great news for folks in Mason County,” said Kilmer. “We now have a path forward for residents and visitors to make it easier for people to get home or to enjoy their favorite hike. With this award we can work toward addressing this problem and make the road safer while ensuring that we reduce impacts on Lake Cushman and the surrounding environment.”

Cascadia Rising Emergency Drills by Mason PUD 3

Did you catch sight of a lot of military vehicles in the Shelton area in June? No worries, it was a drill. Cascadia Rising was a full-scale emergency response drill at the Port of Shelton’s Sanderson Field the first week of June. Remember the 2001 Nisqually earthquake? 6.8 on the Richter scale, lots of damage and a lot of scared people. In an exercise this week called “Cascadia Rising,” Mason County, along with folks from all around Washington State tested how well we’d do if an even stronger quake (think 9.0!) hit the Pacific Northwest. In June, emergency response personnel were in the area doing readiness and scenario drills to ensure there’s a good plan in place in the event of a large-scale emergency.

In their scenario, Fire Departments, law enforcement, health care, and utilities like PUD3 would be working together to save lives, restore service, and open roads. The senario presented a tsunami with waves up to 40 feet tall pummeling the coast. The coastal population were forced to flee inland. Centrally located and built on bedrock, Sanderson Field can serve as a regional command Cascadia Rising Army National Guard trucks stand ready during the drill at center, teeming with activity Port of Shelton’s Sanderson Field. New Life for Vance Creek Bridge? Vance Creek Bridge is one of the most spectacular sites in Mason County. It is also off limits – for good reason. Green Diamond Resource Company, which owns the bridge, is taking steps to ensure safety in the short term and is interested in partnering to create a tourist destination in the long term. Originally built as part of a logging railroad network to connect Olympic foothills forests with Simpson manufacturing in downtown Shelton, Vance Creek Bridge last saw rail traffic in 1985 when Simpson’s Camp Govey closed. Later, the rails were removed from the route. Today, the bridge’s steel structure is sound but the bridge deck is rotting and the lack of a railing creates extremely unsafe conditions. Unfortunately, in the past few years, the site has become a sensation on social media,

sending millennials and others flocking to the bridge despite countless “no trespassing” signs, blocked trails and the threat of fines for criminal trespassing. In response, Green Diamond this month will aggressively fence the approach to the bridge but also plans to create a viewpoint from which the structure can be safely viewed. Long term, the company is working to find a public partner to manage the area for tourism. “It’s a beautiful location close to a

Vance Creek bridge 1940s photo: Peter Replinger | Simpson US Forest Service road and with proper safety structures, Vance Creek Bridge could be a popular attraction instead of an attractive nuisance,” said Patti Case, public affairs/regulatory manager for Green Diamond. The Vance Creek Bridge was built in 1929 by Simpson

Logging Company to haul logs from forest to manufacturing facilities. The bridge stands 346 feet in height over Vance Creek, a tributary to the Skokomish River. The main span is 422 feet long and was the second tallest railway trestle bridge in America.

Curves ahead.
