likely be created where the beach communities opt to get contract fire services from neighboring fire districts, creating better economies of scale for them, but eventually causing the collapse of the PSFRD. The PSFRD chief is trying to convince voters that the tax is needed for two new fire stations and a rebuild of a third in Oakhurst, but the county will not help fund these projects unless it has already identified an area where additional service is needed due to weaker response times. The PSFRD's chief and fire commission are playing a dangerous game of chicken with the voters. If this over-reaching referendum passes, member cities may seek better options and the district may be the one getting burned.

he Pinellas Suncoast Fire and Rescue District, PSFRD, has a deceptive and potentially divisive tax referendum on the November ballot. The referendum contains the words "reduce" and "reduced" when in fact it causes a new ad valorem tax to be added to the existing $260 flat tax. The PSFRD is comprised of Belleair Beach, Belleair Shore, Indian Rocks Beach, Indian Shores and an unincorporated section of the county in Seminole's Oakhurst area. This fire district is gambling that uneducated voters will choose YES, not realizing they are voting for a significant tax increase that will affect all property owners. The referendum also takes away the voter's current right to decide future ad valorem tax increases and gives it to the fire commissioners. The new tax would start at .5 mill and could be raised up to two mills after the first year. It would hit newer residents, businesses, and waterfront property owners the hardest. A residential property with a $500,000 taxable value would see a whopping $1,000 added to their current $260 flat tax if the fire commission approves the two mil rate. cover Future of Treasure Island development rests with voters TREASURE ISLAND – Come Nov. 8, voters in the city of Treasure Island will have the opportunity to forge the path for the city’s future development practices. According to city officials, their decision will impact the city’s ability to compete for tourist dollars over the next generation. “First and foremost, our goal is to maintain the city’s charm and control growth responsibly,” said City Manager Reid Silverboard. “At the same time, we want to be able to encourage development that attracts and supports a new generation of tourists. The decisions we have in November will dictate how successful we can be in meeting those goals.” Treasure Island residents will vote on three proposed charter amendments and six referendums regarding proposed changes to the city’s land development regulations. Three of the referendum questions regard changes to maximum height and density building regulations within the newly created Planned Development Zoning District. The new zoning classification would only be available to properties located on the west side of Gulf Boulevard between 104th and 119th avenues, excluding Gulf Front Park and St. Petersburg Municipal Beach, and on properties on both sides of Gulf Boulevard north of 127th Avenue, excluding Kingfish Park. If voters approve the referendums, properties that are successful in rezoning to Planned Development could have a building as tall as seven stories within 84 feet above required flood elevation – an increase of 24 feet from the current height restriction of five stories within 60 feet above required flood elevation. For com-
parison, the Treasure Sands condominium is 14 stories high – twice what the new maximum would be.
“This change will not turn our beachfront into a wall of towering skyscrapers,” said Mayor Bob Minning. “People are afraid that approving these referendums will turn Treasure Island into Clearwater Beach, and that’s just not the case. We’re talking about a height change that is significantly shorter than the average school bus and equivalent to eight yards on a 100-yard football field.” The referendum questions also address increasing the maximum number of tourist units allowed per acre for properties classified as Resort Facilities or Commercial General. If the referendum questions are approved, a property that is rezoned to Planned Development could have 75 tourist units per acre in the Resort Facilities category, or up to 60 tourist units per acre in the Commercial General category. City officials say the Planned Development Zoning District and the proposed changes to the land development regulations are necessary to encourage redevelopment in a key section of the city.

news Patel’s hotel almost ready for its close-up By Jason Coffman CLEARWATER BEACH - Over 10 years after buying the property at 110 Coronado Dr., Tampa philanthropist Dr. Kiran Patel’s massive hotel project is preparing to open its doors. The $175 million development still has up to 400 construction workers on site every day, preparing the property for its anticipated Jan. 22 opening. The 750,000 square-foot Wyndham Grand Clearwater Beach Resort will be the largest development ever in Clearwater Beach. It features two 15-story towers separated by two 3,000 square feet presidential suites, each boasting two stories with full kitchens, private elevators and huge balconies with views of the Gulf of Mexico. The resort will also feature a nearly 11,000 square-foot ballroom and 22,000 square feet of meeting space, looking to appeal to corporate travelers who might instead need to go to Tampa for large meeting spaces.

The largest of which, at 8,250 square feet, was slated to be a Beach Zone swimwear and surf shop. The property was previously home to Tapas Garden restaurant and an unused service station.

PETE BEACH - According to the most recent report from the Florida Fish and Wildlife Conservation Commission (FWC), a large bloom of the red tide organism, Karenia brevis, persists in a high concentration in the Gulf waters off of South Pinellas County. Fish kills affecting multiple species, as well as respiratory irritation, have been reported in some areas. The Karenia brevis organism produces a toxin that can contaminate some shellfish and affects the central nervous systems of fish, marine mammals and birds. In high enough concentrations, this can result in fish kills and even marine mammal death. When the toxin becomes airborne, usually by breaking waves near the

inally, there is a beer brewing company on the beach. And it's the real deal to boot. Unfortunately, the owner was not there when I stopped by so I could fire off a million questions at him, so instead the bartender, Charity, got the recoil. She was not only on her A game with her service, but, damn, does she know her stuff on the beers they brew and the whole process. Mastry's Brewing Co. is located in a beautifully converted former garage station, complete with exposed beer vats for the customers to see. Owner Matt Dahm went above and beyond in creating a haven for beer drinkers. As amazing as the atmosphere is, it still did not hold a light to the superb beer they brew. I mean, that stuff is good. I asked for a sampler, which included the following:
1) Over the Ho "Rye" son: Clean with a hint of spice. It was freaking awesome. 2) Hefeweizen: A traditional Bavarianstyle hefe, unfiltered with a distinct banana aroma and a little clove character. realestate Raise your existing house or build new, that is the question By Tom Smith
F
rom all the calls I get inquiring about conforming to the FEMA elevation standards now, the first question is always, "Wouldn't it make more sense to just raise my existing home rather than build a new home?" That, of course, would be a personal preference with many pros and cons. I'll outline what my beliefs are, to help you make up your mind in case you decide to eliminate that annual rise in flood insurance rates that is confronting all homes below the flood plain. As a contractor, I have performed both raising homes, as well as new construction, for over 45 years, so my comments come from experience, not just opinion. The cons almost always seem to win out when weighing the idea of elevating an existing home. Some of the things to consider: EXPENSE:
Raising the home and constructing a piling system is not inexpensive. I've seen quotes from $80,000 to $140,000. In addition, most elect to close in the raised portion, so that cost becomes more expensive than new construction for the same square footage. BUILDING CODES: Almost all building departments will require that the home be brought up to the new Florida Building Code. Electrical, Plumbing, A/C, Energy Codes, Insulation and structural components will have to be upgraded. Most times, remodeling is actually more expensive than building new. INSURANCE RATES: It is getting much more difficult to even get insurance on older homes today. Although your flood insurance will be lower with a raised home, elevating a home does not necessarily
lower all other homeowners insurance. New homes built under the new Florida Building Code do not have this problem. INSULATION/ENERGY SAVING: It is very difficult to add insulation to existing walls. I advise my new home customers to construct with reinforced concrete walls for the elevated garage portion and 2" x 6" exterior walls for the living area above to achieve an R-19 Value. This meets the 150MPH wind codes, and is cost effective both for construction and future utility bills. Many homes built before 1970 have absolutely no insulation.
NEW, NEW, NEW: You can put lipstick on a pig, but…. the truth is, cosmetic improvements are just that. Homes that are 50 to 60 years old are generally functionally obsolete in layout and design. Without gutting the entire home down to the studs (which defeats the purpose of raising a home to save money), you still have the old electric wiring, plumbing and 8-foot ceilings. Most families want to enjoy that new "Florida Look." I could go on, but that highlights the main factors to weigh when considering raising a home. It's hard for me to explain that a new home is sometimes actually less expensive, but when all is said and done, that generally is the reality. And that new home not only has all the bells and whistles of today, but the increase in value is generally much greater with a new home constructed with all of the new Florida Building Codes.
