Clearwater Police cracking down on pedestrian safety issues By Jason Coffman
U
nless you’ve been living under a rock, you know that the state of Florida has the dubious distinction of being very unfriendly to biyclists and pedestrians, with one of the highest fatality rates in the country for those two groups. And Pinellas County has one of the highest number of bicycle and pedestrian accidents in the state, with over 50 percent of the traffic fatalities in the county involving bicyclists, pedestrians or motorcyclists. With pedestrian fatalities at a 10-year high, the Clearwater Police Department recently began phase two of its pedestrian and bicyclist safety campaign. Clearwater Police officers will now be handing out written warnings to those who violate laws related to pedestrians and bicyclists. Since the program began on Dec. 3, officers have been focusing on educating violators. The warning segment of the program comes
before officers begin handing out citations during the enforcement phase. The safety initiative is a collaboration between the police department, the Florida Department of Transportation and the Center for Urban Transportation Research at the University of South Florida. Clearwater Police received a $50,000 grant that allows officers to work extra-duty shifts that focus on pedestrian and bicyclist safety. Officers will focus on the behaviors of pedestrians, bicyclists and drivers during the campaign, with the goal being to make the streets of Clearwater safer. Some of the areas they will focus on are the roundabout at Clearwater Beach, Coronado Drive, South Fort Harrison Avenue, Belcher and Sunset Point roads, South Missouri Avenue and multiple locations along Gulf-toBay Boulevard.

Grand Prix takes to the street By Sue Warren

he streets of downtown St. Petersburg will once again play host to the Firestone Grand Prix of St. Petersburg, March 9-11. The St. Pete race will serve as the season-opener for this year’s Verizon IndyCar Series season. Race promoters recently announced that Helio Castroneves will serve as grand marshal for the race weekend. Castroneves won the 1.8-mile waterfront street circuit race in 2006, 2007 and 2012. “The Firestone Grand Prix of St. Petersburg has always been one of my favorite events,” Castroneves said. “The fences are great to climb! I am honored to be grand marshal this year. I will miss competing in the race, but I look forward to seeing all of the fans and taking part in all of the activities during the weekend.” The St. Petersburg race course con-

BELLEAIR - Belleair commissioners were recently informed by Finance Director Stefan Massol that the Town will be receiving reimbursment of up to 90 percent of the $600,000 that was spent on cleanup in the aftermath of Hurricane Irma last September. According to Massol, $350,000 was

W
ith the recent announcement by Rays’ owner Stuart Sternberg that the team would like to relocate its stadium to a 14-acre site in Ybor City, St. Petersburg officials wasted no time in making a few announcements of their own. Although the move is in no way a done deal, particularly due to a proposed $800 million price tag to build a new stadium, St. Petersburg Mayor Rick Kriseman recently called a press conference to announce that the city is moving forward with phase two of a
redevelopment plan for the 86-acre site where Tropicana Field currently sits. The city has touted this redevelopment as a “once-in-a-generation chance to create new opportunities for growth, economic development, and an enhanced community.” And indeed, developers are chomping at the bit to get their hands on project of this scale. The plan could include a hotel and conference center, office complexes, retail space and possibly condos. According to city officials, the most important guiding principal of the plan is to provide jobs, entertainment, housing
and family-oriented places that will promote economic opportunities for every neighborhood in the area. This includes making it easy to get around by expanding transportation options to reduce traffic and increase access to downtown. If a new stadium is built in Tampa, Rays ownership said the franchise could possibly pony up $150 million towards its construction. The team and the city would have to reach an agreement on how to divvy up the rest of the funding. The proposed move has mainly been
prompted as a reaction to the team’s infamously low attendance records in recent years. According to ESPN, attendance to Rays’ home games at Tropicana Field last year was the lowest of all MLB teams, averaging under 16,000 per game. In comparison, attendance at Yankees’ home games averaged just shy of 40,000, and Boston was right at 36,000. Kriseman remains skeptical that Hillsborough County will be in a position to welcome the Rays to Tampa and has said he will not hold a grudge if the Rays decide to stay in St. Petersburg.

Pinellas high schools hoping for later start times By Jason Coffman
A
fter years of debate, Pinellas County School District officials are inching closer to finding a feasible way to adjust high school start times countywide. Currently, high schools in Pinellas start at 7:05 a.m. There is numerous research available that shows this kind of early start time is detrimental to teenagers who can require up to nine hours of sleep and most of them just aren’t getting even close to that. Students who get more sleep usually do better academically and socially, so the latest proposal calls for start times of around 7:20 a.m. or 7:30 a.m. Even this slight difference will benefit students greatly, as they generally won’t be arriving to school while it’s still dark outside. Michael Grego is in favor of the plan, but there are still plenty of logistics to figure out, generally as they relate to bussing students of all ages to their schools. Since most parents of elementary and middle school-age children seem to be fairly happy with those start times, the school district is looking into how to proceed with the least amount of impact on them. According to Clint Herbic, associate superintendent in charge of Operational Services for the district, start times for elementary and middle schools could be adjusted by 5 or 10 minutes so all the pieces of the puzzle could fit together. Another alternative could be to limit some of the transportation options that are currently in place for the county’s extensive School Choice Program.

Nurse aide arrested for stealing, pawning $17,000 ring
Pinellas Park police need help finding woman’s murderer
BELLEAIR - According to the Belleair Police Department, a nurse aide who worked at Able Palms Home & Health Care Services, was recently arrested for allegedly stealing a platinum and diamond ring valued at $17,750 from a patient at the facility and pawning it for $400. Lauren Dito, Lauren Dito 26, is also accused of stealing a pair of diamond earrings valued at $1325 and pawning them for $200. The victim's husband noticed the items were missing and realized that Dito was a new addition to the regular crew of five attendants who normally provided care to the couple. Dito was charged with dealing in stolen property and has since bonded out of jail.
PINELLAS PARK - Detectives with the Pinellas Park Police Department are looking for information regarding the recent shooting death of 59-yearold Caroline Morton-Hicks of St. Petersburg. On the night of Feb. 12, MortonHicks, a trombone player, had attended a practice session with the Pinellas Park Civic Orchestra at the Pinellas Park Performing Arts Center. After leaving the session around 9:55 p.m., witnesses reported hearing an altercation between Morton-Hicks and another person in the parking lot between the Performing Arts Center and Pinellas Park City Hall. According to police, Morton-Hicks ran from the parking lot but was gunned down in the 5100 block of 78th Avenue by an unidentified person. She was pronounced dead at the scene. Sea Hags Bar & Grill Can’t get to the beach? Sea Hags will bring the beach to you
W
e all know what a gem Sea Hags in St. Pete Beach is, and if you don’t know this, then I feel sorry for you. The waterfront restaurant has been a favorite spot for locals for years, but you know what? Sometimes you just don’t want to deal with the hassle of driving to the beach and fighting the traffic to enjoy fresh, local seafood. Am I right? Well, I’ve got good news for you. Make that great news. After months of planning and anticipation, Sea Hags’ second restaurant, located in the Twin Oaks Shopping Center near the prime intersection of Park and Seminole boulevards, is now open. I must admit, when I first pulled into the parking lot, I wasn’t sure which side the entrance was on. The giant Sea Hags logo on the front of the building should have been my first clue, but I think I was just too dazzled by the metamorphosis of the location that had previously been vacant for over nine years. When you go there, and I’m telling you, you have to go there, you go through the gate and up the ramp, and I swear, it’s like you’ve landed in the Keys. Or some other fantastic
beach community of your choosing. Right away, I noticed the new tiki bar outside, complete with jovial patrons enjoying happy hour on this fine Florida afternoon, as well as plenty of outdoor seating on the patio to boot. So far, so good! Upon entering the restaurant, I was very impressed with what I saw. And let me tell you something, folks. I am not easily impressed. The main dining area is spacious yet inviting. I know. How is that even possible? It’s obvious that a lot of time and thought went into the transformation of this restaurant from the defunct Roadhouse Grill of yesteryear to its current beachy vibe. I dig it.

My dining companion and I were quickly escorted to a cozy, nautical booth and then were almost immediately greeted by our server, Star. I’m sure all of the servers at Sea Hags are exemplary, as owner Dave Mize and his right-hand man, general manager Ben Hachey, wouldn’t have it any other way, but Star was particularly pleasant and on the ball. Two thumbs up from us. After chatting with Ben and Star for a few minutes, we got down to brass tacks: what to eat. For an appetizer, we opted for the hand-cut onion rings that Ben recommended, and now I know why. Maybe you’re thinking, “Onion rings? That’s weird.” But they were really good! Delicious, in fact. We’re not talking Burger King onion rings here, trust me. When it came down to choosing entrees, I never realized it could be such a difficult decision. Seriously, Sea Hags has such a great selection of menu items, including gourmet burgers, salads, pork chops, smothered chicken, tuna tacos, shrimp skewers, crab
cakes, seafood buckets, and the fish we all know and love: fresh, locally caught grouper. After much discussion, we finally locked in our choices. I settled on the eight-ounce filet mignon. I feel like there’s a saying that you’re not supposed to order steak at a seafood restaurant, but this filet did not disappoint. I ordered it blackened, something you usually don’t see as an option for beef, and it was D. E. Lish. Sea Hags’ special blackening seasoning lent a crispy texture on the outside of the tenderloin that went very nicely with the absolutely tender cut of meat. Mmm, mmm, good! I devoured every last bite. My companion went with the Ahi tuna, which is crusted with sesame seeds and then seared and garnished with cucumber wasabi and sesame ginger dressing. She said it was amazing and even asked for extra sauce, because it was so good. I finally had to tell her to cut it out when she started licking her plate. Just kidding. She didn’t actually lick her plate, although she probably wanted to. Sea Hags in St. Pete Beach has had a long reputation of extremely good food, and now those of us on the mainland can also enjoy it any time we want. Well, any time after 3:00 p.m. Monday through Friday or 11:00 a.m. on weekends, because that’s when they open. Do yourself a favor and check out the new Sea Hags Bar & Grill and tell them the crazy people from Pinellas Scene sent you. You can thank us later.

he major factors pushing up home prices are rents, interest rates and a population explosion. Interest rates near alltime lows are obvious. Having 1,000 people a day move to Florida is also known to most people. But, rental rates, why? Many of you have read or heard of Robert Kiyosaki's Rich Dad, Poor Dad, describing how one dad bought property and saw his wealth and income grow, allowing him to afford a comfortable retirement versus the other dad who invested his savings in CDs and tax certificates. The point was that wealth can be created with rental housing by paying down the loan using someone else's money, earning rental income and appreciation.

n real estate, a normal inventory level is a six-month supply. At this level, there is an equal number of buyers and sellers, which leads to a real estate market where prices rise and fall in line with inflation. Above a seven-month supply is a strong buyer's market and below a five-month supply is a strong seller's market. Today we have a four-month supply of Gulf front houses priced below $1.5 million. Intracoastal properties go to $1M before exceeding a four-month supply. Homes not on the water top four months at $750K. Gulf front condos don't exceed a four-month supply until we reach $750K;
Intracoastal condos between $500-750K is at a 5.2-month supply. All other condos reach a buyer's market at $500k. When I look for any indicators to slow demand, allowing supply to catch up, I can't find any. Interest rates on a 30 year mortgage are at 3.95%. The new tax laws will bring a ton of money back to the U.S. which will be invested here. The jobless rate is below 4%. This all indicates wages will be rising as business expansion adds jobs. Income taxes for individuals is declining under the new law, so people will have more money to spend. The only negative is the amount of new construction coming on the market in

price points where there is already an oversupply of condos, but if I can believe the builders, they are selling out in most cases before completion. There is almost no new construction on houses until the buyer places the property under contract.
