Downtown Largo development plans keep expanding By Sue Warren

lthough it’s still early days, Largo can expect to see its downtown corridor redevelopment expand eastward in the not-too-distant

The future mixed-use proposal is part of the city’s long-term plan to redevelop what has become known as downtown Largo. Arlis Construction purchased the two-
spaces on the second floor, and six floors of condominium units or apartments. The preliminary plans also called for a multistory parking structure with an outdoor public plaza and open seating. It is not yet known if the project will move forward with those original plans.
CLEARWATER - The city of Clearwater is currently accepting applications for artists who would like to participate in the inaugural Bay to Beach Music & Arts Festival at Coachman Park April 27-29. Booth space is free for the event. Artists must present high quality, original work (no resell items) and Clearwater locals are preferred. The city is looking for a variety of artwork and crafts, including sculptures,

Barley Mow set to close April 1 LARGO - Barley Mow Brewing Co., the tavern located at 518 West Bay Dr. in downtown Largo, will close its doors for good on April 1. The closure has been inevitable ever since plans to build West Bay Lofts on the 500 and 600 blocks of West Bay were announced in 2015. The brewing company was opened in 2011. Gateway takes center stage

n unprecedented partnership effort recently launched to transform transportation and development in Pinellas County's economic center, the Gateway/Mid-County Area. The Gateway Master Plan is a collaborative effort led by Forward Pinellas, the countywide land use and transportation planning agency, along with funding partners Pinellas County, the City of St. Petersburg, the City of Largo, the City of Pinellas Park and the Florida Department of Transportation. Over the next 18 months, the study team will explore issues such as regional transportation connections, improving local road networks to relieve highway congestion, accommodating all modes of transportation including bicycles and pedestrians, transit center feasibility and associated transit-oriented development, industrial redevelopment, affordable housing and resiliency. In terms that matter to residents' daily lives, the master plan is about creating a livable area that continues to attract ample jobs and includes multiple options get to work and other destinations safely and conveniently. The $1 million innovative partnership between these local governments, Forward Pinellas and FDOT ensures that this won't be a plan that sits on a shelf. It also coincides with the construction of the Gateway Expressway toll road, Tampa Bay Next interstate modernization projects and the Regional Transit Feasibility Plan, all of which have possible impacts on the Gateway area. "A master plan is a holistic approach to an area-wide plan," said Whit Blanton, Executive Director of Forward Pinellas. "It is a physical plan. We look at the big picture as well as at the street level and parcels. But it's also a policy plan that focuses on what we need to invest, whose responsibility that investment is, and how we can implement the recommendations of the plan." The Gateway/Mid-County area - defined generally for the purposes of this study as the area bounded by Belleair Road to the north, Starkey Road to the west, Gandy Boulevard/70th Avenue to the South, and Tampa Bay to the east - is home to many of the county's businesses, including the Carillon Business Park, Bay Vista and Icot Center, as well as possible sites for industrial redevelopment. According to Pinellas County Economic Development's comprehensive workforce assessment, only 8 percent of employees who work in the general Gateway area live within a 10-minute drive, making it an essential area for transportation improvements and connections for future regional transit. "The Gateway/Mid-County area of Pinellas is a key employment center that is crucial to both our local and regional economic development efforts," shared Mike
Meidel, Director of Pinellas County Economic Development. "Partnership and collaboration will allow the Steering Committee to balance land use and transportation needs to develop a working plan to spur sustainable development, investment and job creation in Pinellas." Economic development is an important consideration at the local level for cities, as well. "For the City of Largo, we committed to participate in the Gateway Master Plan partnership because it will identify opportunities to revitalize areas that may be falling below their potential," said Carol Stricklin, Largo's Community Development Director. "This process will help us plan for incentivizing redevelopment in the future to foster economic development." "This plan is so important to the City of St. Petersburg's economic future," said Alan DeLisle, St. Petersburg's City Development Administrator. "The Gateway District contains 60,000 jobs and is the major connecting hub to our regional stakeholders. It is where commerce, residential, retail, tourism and transportation all come together. This plan is necessary to make sure that we keep growing jobs in St. Petersburg, enhancing mobility and improving our quality of life." The benefits of having a comprehensive master plan were clear to the government partners that signed on to the effort, as well as the Florida Department of Transportation, which matched the local government contributions to the study. "Partnerships like this one are important to the Department because first, they show a commitment from local governments to the big picture of land use and economic development as a complement to what FDOT can do for transportation," said Ed McKinney, Planning and Environmental Administrator for FDOT District 7. "This partnership will help us create transportation connections for the entire system, with local and state roads." Second, McKinney said, the Gateway Master Plan will coordinate with the department's efforts and improvements in the area, including the simultaneously occurring development of a concept for a regional intermodal center. That study is looking at the Gateway area to identify a hub location where all types of transportation modes and technology can converge. "The Gateway Master Plan will build on the identified intermodal center to make regional transit possible," he said. In conjunction with the development of a transportation hub, Pinellas Suncoast Transit Authority recently announced plans for an express bus service from the Gateway area to downtown St. Petersburg and service to Tampa International Airport. Both new routes are slated to start in June.

Got arthritis pain? How about headaches or back pain? Bad knees? Sports injuries? Stem cell therapy might be for you.
T
here’s been a lot of talk out there about the benefits of stem cell therapy, also known as regenerative medicine. But what is stem cell therapy? What are stem cells, for that matter? How do they work? According to the U.S. Food & Drug Administration (F.D.A.), there are two basic kinds of stem cells that are currently useful in the field of regenerative medicine: multipotent and pluripotent
stem cells. Multipotent stem cells are generally taken from adults and can divide and develop into many different cell types. Pluripotent stem cells are the embryotic stem cells that can develop into any type of cell in the body. Both types could divide to replenish cells damaged by injury, illness or normal wear. When stem cells divide, the new cells can either remain stem cells or develop into a new type of cell with a more specific function.

“These concepts are no longer the stuff of science fiction,” said Scott Gottlieb, the commissioner of the F.D.A., “but rather, real-life science where cells and tissues can be engineered to grow healthy, functional organs to replace diseased ones; where new genes can be introduced into the body to combat disease; and where adult stem cells can generate replacements for cells that are lost to injury or illness.” In stem cell treatments, stem cells are injected directly where they are needed in the body, and the cells are then able to reprogram themselves to grow into the healthy cells that are lacking in that area. The treatments are minimally invasive with usually no down time. While regenerative therapy can be highly effective at pain relief, the beauty of it all is that the procedures are also capable of actually repairing damage to the body’s tissues to facilitate long-term results for patients. This is particularly beneficial to those who experience chronic pain from conditions such as arthritis and joint pain or athletic injuries. In addition to repairing cells, regenerative therapy could also be used to pre-
vent a disease or condition from occurring in the first place. According to Largo physician Dr. Susanti Chowdhury, M.D., an experienced practitioner of various regenerative medicine treatments, current studies are also researching how stem cells may be used to prevent or cure diseases and injuries such as Parkinson’s disease, type 1 diabetes, heart disease, spinal cord injury, muscular dystrophy, Alzheimer’s disease, strokes, burns, osteoarthritis and vision and hearing loss. The Mayo Clinic has even called stem cell therapy “the next chapter of organ transplantation” in that it “uses cells instead of donor organs, which are limited in supply.” “My colleagues and I hope our scientific findings will be helpful in the field of regenerative medicine, including the ability to repair or even replace organs and tissues more safely and effectively than traditional means,” said F.D.A. scientist Steven Bauer, Ph.D. “Although there are many scientific hurdles to overcome before the use of stem cells reaches its full potential, I think this medicine will eventually have the capacity to do that.”

Plans for St. Peterburg’s 400 Central may be firming up By Jason Coffman

owntown St. Petersburg’s building boom shows no sign of slowing, and that might finally hold true for the 400 block of Central Avenue, former home of the Pheil Hotel. After literally years, preliminary redevelopment plans for the 2.5-acre vacant lot at 400 Central Ave., St. Petersburg, were recently unveiled by the developers, Red Apple Group. Although it’s very early in the planning process, the proposal for the site feature a 610-foot, 52-story tower complete with a hotel, a restaurant, condos and over 23,000 square feet of retail space on the ground floor and another 13,000 square feet of retail space on the second floor. If the proposal is build in its current form, the tower would be the third tallest building in Florida.

FWC: Craig Butz responsible for fatal water crash CLEARWATER - A recently released report from the Florida Fish and Wildlife Conservation Commission (FWC) has placed the blame on a September crash in Clearwater Harbor between a Sea-Doo personal watercraft and a boat on the operator of the Sea-Doo, Pepin Academy Principal Craig Butz. Butz died in the accident and his 4-year-old daughter was seriously injured. According to the report, Butz drove the borrowed Sea-Doo into the side of a boat operated by local attorney Tom Carey; Butz and his daughter were both ejected from the Sea-Doo and likely collided with the side of the boat. The report cites operator inexperience and inattention, along with a blood alcohol content of .156.

Pier 60 Sugar Sand Festival CLEARWATER BEACH - The annual Pier 60 Sugar Sand Festival will transform America’s best beach into a museum of sand sculptures April 13 to 22. Ten world-class sculptors will work around the clock sculpting elaborate sand sculptures from Clearwater Beach’s famous sugar sand. The works of art will be on display in the Sugar Sand Walk Exhibit for 10 days in a 21,000-square-foot tent. The festival will feature a variety of free activities, including concerts on the beach, sand sculpting clinics, speed sand demonstrations, a children’s play area, extended Sunsets at Pier 60 hours, fireworks, amusements and entertainment. Last year’s festival drew 30,000 visitors to the ticketed sand sculpture exhibit, while more than 100,000 participants took advantage of the free activities during the festival. Groupers IRB: Indian Rocks Beach restaurant has everyone talking
A
s one Yelp reviewer put it, "Run, don't walk, to Groupers. Inexpensive, yummy food with cheap beers. $1.75 drafts and $3 wines everyday. The peel and eat shrimp are awesome." This Yelp reviewer could not be more on point. I hate that phrase but, oh God, she is so right. Indian Rocks Beach’s Groupers, which opened less than a year ago, has everyone talking. It could very well be one of the most desirable restaurants, not just in Pinellas County, but in the entire Tampa Bay area. Pretty damn good for a little Florida cracker joint that serves awesome seafood and amazing BBQ. As the Yelper said, Groupers has quickly made a name for itself with delicious Cajun steamed shrimp--an entire pound for only $10.50, with spicy cocktail sauce and melted butter. OMG, people, you have to order it. I am serious, you have to. Groupers’ Grouper Rueben is out of this world, and their grouper sandwich and grouper tacos are only $7.50 and are absolutely amazing. Yes, I’ve had them all.
As far as Groupers’ BBQ, their smoked ribs, chicken, salmon and mahi sandwich are all to die for, just take your pick. Each one costs between $7 to $9 and change. This no-frills joint, where customers talk to one another and quickly become friends, is like nothing you’ve experienced. It's the toast of Indian Rocks Beach and beyond. "We come here at least two to three times a week. You just can't get this food or prices anywhere else," a local customer told me. The beer and wine prices at Groupers are also crazy. As in crazy good. Bud Light, Yuengling, Miller Lite and Shock Top drafts, yes, Shock Top, are o n l y $1.75. St e l l a a n d Reef

Donkey, a very popular IPA brewed in Tampa, are only $2.75. The Italian wine is also on tap. Yes, I said on tap, and it is only $3.00 for a 9-ounce cup. Groupers offers raw, steamed and grilled oysters on Wednesday nights. On Sundays, they also serve up a new crawfish boil. Here is the deal, folks: I can lead you to cheap beer and wine
prices but I can't force you to drink, and if you don't get your butts to Groupers and try some of their amazing seafood and BBQ, there is nothing else I can do for you. Read the reviews on Google and Yelp. Groupers is the real deal. This hidden jewel is tucked away in the corner of a business center. If you sneeze, you will pass it by, so just Google it and you will find it. By the way, Groupers is only open at night, so don't go rushing over there for lunch. They open at 5:00 p.m. every day.

hey say history starts the day you are born. I remember 17 percent mortgages and paid as high as 10 percent, but the millennials are accustomed to rates in the 3+ percent range. Currently, rates on a 30-year are over 4.5 percent, with as many as five rates hikes expected by the end of next year, causing rates to rise above 5.5 percent. I'm hearing a lot of talk about another housing bubble. Last time, 17 percent of all sales were speculation. That's not true today. Last time, prices were increasing much faster than inflation, which is true today. Interest
from $599k to $499k. I found this shocking and decided to run the numbers before next quarter's Report. Nothing is out of line at this point, but it's too early to tell. My forecast is pretty simple. Barring an unforeseen tragedy, sales of higher priced properties will continue to take longer to find a buyer, because most of these properties are bought as 2nd or 3rd homes. Buyers will continue to buy at or below the median price until after the next couple of rate hikes. From that point, there will still be buyers, but the market will settle down and prices will increase at a slower pace.

n real estate, a normal inventory level is a six-month supply. At this level, there is an equal number of buyers and sellers, which leads to a real estate market where prices rise and fall in line with inflation. Above a seven-month supply is a strong buyer's market and below a five-month supply is a strong seller's market. Today we have a four-month supply of Gulf front houses priced below $1.5 million. Intracoastal properties go to $1M before exceeding a four-month supply. Homes not on the water top four months at $750K. Gulf front condos don't exceed a four-month supply until we reach $750K;
Intracoastal condos between $500-750K is at a 5.2-month supply. All other condos reach a buyer's market at $500k. When I look for any indicators to slow demand, allowing supply to catch up, I can't find any. Interest rates on a 30 year mortgage are at 3.95%. The new tax laws will bring a ton of money back to the U.S. which will be invested here. The jobless rate is below 4%. This all indicates wages will be rising as business expansion adds jobs. Income taxes for individuals is declining under the new law, so people will have more money to spend. The only negative is the amount of new construction coming on the market in

price points where there is already an oversupply of condos, but if I can believe the builders, they are selling out in most cases before completion. There is almost no new construction on houses until the buyer places the property under contract.
