Pinellas agrees to pony up for Blue Jays’ stadium upgrades By Sue Warren
T
he Pinellas County Board of County Commissioners recently unanimously approved an agreement to partner with the city of Dunedin and the Toronto Blue Jays to support improvements to the team’s spring training facilities. Prospective upgrades to the Blue Jays’ Dunedin complex include increasing the seating capacity of the stadium to about 8,500, adding more food and beverage options and a new HD video board and expanding the stadium parking. “We have the opportunity to perpetuate a partnership that we’ve had for decades that brings great value to our community,” said Commission Chairman Kenneth T. Welch. “It’s a positive step for Pinellas County.” Studies show the club and the thousands of fans it draws to Pinellas County each year have a $92 million
annual economic impact. In addition to increased visitation, the county will receive additional marketing rights during spring training and during the regular season in Toronto. The approximately $81 million project includes a contribution by the county not to exceed $41.7 million. The county contribution is funded through Tourist Development Tax revenue. This agreement aligns with the county’s strategic goal to foster continual economic growth and vitality. The Blue Jays have headquartered in Dunedin for spring training since their inception as a Major League Baseball franchise in 1977. They are the only franchise to have never changed spring training facilities.

Seminole hurricane seminar planned for this month SEMINOLE - The City of Seminole will be hosting an informational hurricane preparedness seminar featuring

Seminole road projects in full swing SEMINOLE - If your kids go to pretty much any school in Seminole, you know the long-awaited road construction projects in the area are in full swing. The goals of the assorted projects all pretty much boil down to the same thing: to make these particular streets more safe for pedestrians and bicyclists. Improvements will be made at the intersection of 102nd Avenue North and Antilles Drive to remove the median and widen the shoulders. The project planned for 131st Street North and 86th Avenue North will add a 10-foot sidewalk and other pedestrian enhancements.

Clearwater revving up downtown redevelopment plans By Jason Coffman

n an effort to jumpstart the Imagine Clearwater redevelopment plans, the Clearwater City Council has agreed to start a search for temporary digs for the 45 employees who currently work at city hall. The plan is to then demolish the building, located at 112 S. Osceola Ave., so the property can be marketed and sold to a developer sooner, rather than later. Imagine Clearwater is a $55 million redevelopment plan for the downtown Clearwater waterfront district whose vision includes plans for more green space, complete with a garden, bike trails, cafes and more, all overlooking the Intracoastal. The plan, which was unveiled in February 2017, overwhelmingly passed at the polls with almost 76 percent of the vote. It involves a comprehensive
area, with a rooftop event space overlooking the water and a new groundfloor restaurant. An ambitious aspect of the proposal involves the demolition of the cityowned Harborview Centre. The plans recommend that this area be revamped to include a water pad and a pavilion, as well as cafes and shops, and possibly a hotel or housing units. Downtown planners envision the area to be a people-friendly urban core with more housing options, retail stores and cafes and restaurants, like what downtown St. Petersburg has accomplished in recent years. The demolition and redevelopment of city hall was supposed to be one of the final pieces of the Imagine Clearwter puzzle, something that wouldn’t start for at least three years. overhaul of the downtown bluff area, including Coachman Park, where many outdoor activites and concerts are currently held. The plan for the park would be to transition it from an event venue to a more traditional park, with walking trails, a garden and a playground area. The concerts and other events that are currently held at Coachman Park would instead be held at a new adjacent space called “The Green.” The Main Library would also be tweaked to draw more people to the
However, with other plans still in the early stages, city officials felt this is a way to get the project moving forward. A city-wide referendum will be required before anything can be built on the site, but that doesn’t prevent the city from entertaining proposals. Mayor George Cretekos was the lone dissenting vote on the city hall matter. He would have opted to stay put and follow the original vision of the plan. The overall completion of the Imagine Clearwater plan will take several years.

R
ealizing that they may have leapt before they looked, Seminole City Council members recently unanimously agreed to do a 180 on their previous unanimous vote to ban the sale of kava and kratom within city limits. Here’s the breakdown: council members, perhaps prematurely, had previously voted to ban the sale of kava and kratom in the city and an ordinance was drafted by city attorney Jay Daigneault. However, after the first reading of the ordinance, and upon doing a little research and hearing the testimony of
many proponents of the substances, the council decided to abandon the ordinance before its second reading. Council member Roger Edelman admitted that his view changed drastically after the first reading, saying that he was not able to find a doctor out there who thought the sale or use of kava or kratom should be banned. So, there you go. There are several businesses that sell the products in Seminole and they will be able to legally continue to do so for the foreseeable future. But what exactly are kava and kratom? What’s all the hubbub?
Kava and kratom are nothing new. And they’re not even new to Pinellas County. St. Petersburg has been a leader in the kava craze for over a decade, with at least eight kava bars currently in operation. Kava is a small shrub native to the islands in the South Pacific. The root and stems are made into a bitter tasting, non-alcoholic beverage that has been used socially and ceremonially for hundreds of years in Hawaii, Fiji and Tonga. One researcher called it “nature’s Xanax,” with users touting its relaxation and anti-anxiety benefits.
Kratom is also consumed like a tea, but it is often considered more controversial than kava. It is successful as a non-opioid pain reliever, but there currently is no regulation for the substance, so it would be nearly impossible to tell what the correct dosage would be from person to person. Users are warned never to mix kava and kratom together and never to mix either one with alcohol or other drugs. And, oh yeah. Play it safe and don’t drive. For many in the industry, the biggest concern seems to be keeping up with the demand.

ell, we’re not really sure how we should feel about this, but the Travel Channel recently included St. Petersburg in a list of six of the “world's most interesting underdog cities” and as one of the “most underrated vacation destinations.” According to the Travel Channel website, “With 35 miles of white-sand beaches, St. Petersburg is the most blissedout vacation spot you didn’t think to book...sunny 361 days of the year here (yes, really), but there’s plenty else to do
besides work on your tan. Check out any of the 30 craft breweries in town, artcentric museums and emerging food scene, or opt for out-there activities like nighttime paddle boarding on glow-inthe-dark boards and swimming with horses.” St. Petersburg was also recognized as offering “the best of both worlds - city culture and beach culture - with the bonus of ideal year-round temperatures.” So there you go! It’s not always about Clearwater Beach.

Home prices on the rise PINELLAS COUNTY - Amid a general slowing of sales and a shortage of inventory, the price of homes for sale in Pinellas County in March was up by 8.7 percent, bringing the median price to $250,000. uring the first quarter, our market has remained strong, with high demand, rising prices, and low inventory. Over the past year, sales in our market show the following pattern: • Closed sales were down 9.9% • Active listings are down 10.5% • Median sales price was up 10.7% • Percent of homes purchased for cash was down 7% • New listings are up 3.5% • New pending sales down 4.1%
What does this mean? New construction listed for sale is up, but overall, inventory is down. New construction is running into some resistance as the number of listings is going up faster than sales, and we are seeing price reductions. However, overall sales are down 9.9% due to the number of available listings being down 10.5%, which translates into more buyers than sellers, explaining the 10.7% increase in sales price. Cash sales are down 7%, which means a higher percentage of homes are financed. Appraisers must use sold properties to establish value for the lender. When prices are increasing almost 1% a month, the contract price is often higher than the appraiser can justify. The bank won't lend
unless the seller's price comes down, the buyer puts up more money or a combination of the two. For the remainder of this year, home prices will increase as fast as appraisers can justify it. I'm estimating 5-6% for houses that are financed. Cash buyers are often willing to pay a little more, so 6-8% is possible. This is a conservative forecast, unless some unexpected event in the world causes investments to come to a standstill.
