Largo triangle property slated for a makeover By Sue Warren

A

fter months of deliberation and three discarded design concepts, Largo city commissioners recently green-lighted a final design presented to them by Hunter Booth of Booth Design Group for a beautification project for a plaza that’s part of the city’s West Bay Drive Community Redevelopment District.

Largo’s downtown area. The city has budgeted $500,000 for the redevelopment plan, although Booth says he expects the costs will range from $378,000 to $414,000 when the work is done next year. The West Bay Drive Redevelopment District contains Largo’s historic downtown. Major goals of the plan to redevelop this area include: a walkable

Clearwater looking for families to host Japanese students CLEARWATER - The city of Clearwater is looking for homestay families Oct. 20-29 to host middle school students traveling from Nagano, Japan, who are participating in the Clearwater Sister Cities program. The opportunity allows you to bring another part of the world to your family, while getting the opportunity to learn the culture of the students staying with you. Responsibilities of the host family include transportation to and from Tampa International Airport, providing meals, transportation to and from school and sharing family time. Homestay families are expected to provide a healthy environment where students practice speaking a new language and learn local culture. St. Pete moving forward with Tropicana redevelopment plans Funding allotment from the county will give a helping hand. By Jason Coffman

W

ith it looking more and more likely that the Tampa Bay Rays will relocate their stadium from Tropicana Field in downtown St. Petersburg to a 14-acre site in Ybor City, the Pinellas Board of County Commissioners recently approved a measure to allow the city of St. Petersburg to use $115 million in tax dollars to help fund the redevelopment of the property surrounding Tropicana Field. The tax dollars were made available due to a 2005 agreement between the city of St. Petersburg and the county called the Intown Tax Increment Financing District. St. Pete Mayor Rick Kriseman had to make a request to file an amendment to the agreement, asking for the funds. The county commis-

sion approved the request in a 5-1 vote, with Commissioner Dave Eggers casting the dissenting vote. Much of the funding, $75 million, will be used to improve utilities and infrastructure west of Eighth Street. The goal is to make this area ready for businesses and other developers to move in and start construction on new projects. The remaining $40 million will be used east of Eighth Street, in an area that includes the waterfront, to implement public transportation infrastructure, repair seawalls and the preservation of historic sites. The city has touted the redevelopment of the 86-acres around the Trop as a “once-in-a-generation chance to create new opportunities for growth,

economic development, and an enhanced community.” And indeed, developers are chomping at the bit to get their hands on a project of this scale. The long-term plan, one that would be years in the making, could include a hotel and conference center, office complexes, retail space, possibly condos, and according to Kriseman, 3.2 million-square-feet of affordable housing. According to city officials, the most important guiding principal of the plan is to provide jobs, entertainment, housing and family-oriented places that will promote economic opportunities for every neighborhood in the area. This includes making it easy to get around by expanding transportation options to reduce traffic and increase access to downtown. With all this planning going on about the Trop, it’s important to note the Rays haven’t actually announced their decision to move to Tampa. According to Rays principal owner Stuart Sternberg, the team should have a “good idea” by the end of the year if a move is possible.

The 39th annual Clearwater Jazz Holiday aims to outdo itself.

T

his isn’t your grandaddy’s kind of jazz. After an inauspicious beginning, using the back of a flatbed truck as a stage, the Clearwater Jazz Holiday festival has grown over the past 38 years into the current fourday extravaganza that will take over Coachman Park and downtown Clearwater Oct. 18-21, drawing over 30,000 visitors from all over the country and beyond. According to Steve Weinberger, Clearwater Jazz Holiday CEO, the lineup of this year’s performers includes a

number of complimentary musicians who meld both classic and contemporary musical styles in an array of genres, including straight-ahead and smooth jazz, swing, blues, jamband, rock, folk, Americana, funk and Zydeco. The world-famous acts headlining this year’s event include George Thorogood and the Destroyers (Oct. 18), Morris Day & The Time (Oct. 19), The Doobie Brothers (Oct. 20) and JJ Grey & Mofro (Oct. 21). Friday night will also see a debut performance by the “Queen of Percussion,” Sheila E., who worked

extensively with Prince, especially on his Purple Rain album, and had several hits of her own, including “The Glamorous Life” and “A Love Bizarre.” General admission / lawn seating tickets start at $20 per day if purchased in advance or they will be $30 on the day of the show. Reserved seating prices start at $50 per day and will also increase if purchased on the day of the show. In Brief Latvala plans to file “Jordan’s Law” next year LARGO - Florida House of Representative member Chris Latvala recently announced his plans to file a new bill during the 2019 Florida Legislative Session called “Jordan’s Law.” The bill will be named after a 2year-old Largo boy named Jordan Belliveau whose 21-yearold mother admitted to killing him in a “moment of frustration” and dumping his body in a wooded area. The main goal of the bill will be require child protective agencies to reform their procedures regarding children being returned to potentially dangerous homes. Jordan had been placed with a loving foster family that wanted to adopt him, but his mother regained custody four months prior to his death, despite multiple agency investivations into the situation. Tax talk is the buzz around every town BELLEAIR - Town of Belleair commissioners recently approved a tax rate of 6.5 mills, up from last year’s rate of 5.9 mills. According to according to Town Manager J.P. Murphy, the tax increase is neccessitated by the cost of ongoing infrastructure improvements, and it’s also a proactive attempt to protect the town’s coffers if voters approve Amendment 1 in the November election, which will grant an additional $25,000 homestead exemption for some homeowners, thus reducing the amount of property tax that can be collected in the future. The city of Clearwater is also raising their tax rate, for the first time since 2009. The new tax rate will be 5.95 mills, an increase of 15.5 percent over the previous rate that hasn’t been touched in nine years. Clearwater officials blame the need for many capital improvements for the tax increase, to the tune of nearly

$80 million worth of projects on tap over the next 10 years. Meanwhile, over in Seminole, taxes will stay the same. Again. The millage rate in Seminole is 2.4793 and it seems like it has been forever. According to Seminole Finance Director Allison Broihier, “Since 1995, the city has either reduced, rolled back or maintained its millage rate.” Good on ya, Seminole! St. Petersburg brainstorming ideas for affordable housing ST. PETERSBURG - In their latest attempt to figure out a way to bring affordable housing to St. Pete, the city council’s Budget, Finance and Taxation Committee recently agreed to fund a study to determine the feasibilty and impacts of a possible “linkage” fee for new real estate developments. The fee would be imposed on developers of new construction in the city; the money derived from the fees would then go to build and preserve affordable housing options. So that’s the good news (unless you’re a developer, lol). The bad news is, the study alone could cost in the neighborhood of $100,000. Yikes. However, the city has already set aside $250,000 in the 2019 budget to discuss the scarcity of affordable housing, so it’s likely the funds could come from this stash. Seminole City Center: Can’t stop, won’t stop SEMINOLE - In news that many of you will find joyful, the Outback Steakhouse that is currently under construction in the Seminole City Center next to Pollo Tropical is expected to be completed in about five months. Woot woot! The Wooden Rooster, a St. Petersburg hot-spot for house-made crepes and the like, as well as handcrafted coffee beverages, craft beers and wines, recently announced that it, too, will be opening a second location in the Seminole City Center. Breakfast Station: The best of both worlds

I

t seems like I am always trying to find a great place to go for breakfast. Or lunch, for that matter. JD’s Restaurant & Lounge in Indian Rocks Beach has long been a family favorite, but let’s be honest, sometimes it’s a struggle to get there before they stop serving breakfast at 11:00 a.m. Hey, I don’t judge you, you don’t judge me. Deal? I guess I should back up a little and explain my whole breakfast vs. lunch dilemma. In short, I can never figure out what I’m in the mood for. Breakfast. Lunch. Sweet. Salty. You get the drill. I don’t think I’m alone here. So imagine my delight--yes, delight!--when I learned that Breakfast Station, in Seminole’s Oakhurst Plaza, serves breakfast AND lunch from 7:00 a.m. to 3:00 p.m. Every. Single. Day. Are these guys smart or what? Breakfast Station has been there for a couple of years now, but I am ashamed to admit that I had no idea! It’s not the first time I’ve been late to the party, but Breakfast Station has obviously built up a stable of local

devotees, one of which I am now happy to call myself. When I first walked through the door at Breakfast Station, it felt like I was transported back to the days of yore, when my grandpa used to take me out to eat at his favorite diner on Saturday mornings. I could tell right away that Breakfast Station is the sort of place where customers quickly become friends, and my dining companion and I were no exception. We were greeted right away by our server, Eileen, who would prove to be exceptional at her craft. Talk about on the ball! She made some fantastic recommendations from the menu, and thank God she did, because one of her recommendations was the Cinnamon Swirl pancakes. I am not even kidding, they were delicious! When you go to

My date and I shared the pancakes and the sounds coming from our table were practically R-rated. Just kidding, but they were so, so good. Now that I have devoted half of this dining feature to a pancake (so good!), let me move on to the rest of our meal. Our trip to Breakfast Station was, ironically, supposed to be for lunch, so we also ordered the Sante Fe salad (a garden salad

with tomato, fresh spinach, cucumbers, peppers, onions, egg and grilled chicken breast, all for just $7.59). It was tasty and fresh, and I think it is worth mentioning the homemade “caboose crispers” that come with all the salads. They were definitely yummy and a really nice addition. We also ordered Jim’s BLT, Breakfast Station’s take on the simple yet classic bacon, lettuce and tomato sandwich, for only $6.99. It was delish, super fresh, and served with hot french fries. At this point, I really couldn’t have asked for anything more, except maybe a bed for my nappy time. Breakfast Station features an array of breakfast and lunch items, including what I will be ordering on my next visit, the stuffed french toast, as well as burgers, wraps, quesadillas and various daily specials. I get the feeling you really can’t go wrong here. Our overall experience at Breakfast Station was superb, from the excellent service and atmosphere to the affordable prices. Living in Indian Rocks Beach, I sometimes get a little sticker shock when we dine out locally, but that’s definitely not the case at Breakfast Station. Now go check it out for yourselves and tell them the crazy people from Pinellas Scene said hi! Bon appetit!

If a house isn't selling quickly, either the agent promised more than they can deliver, or the seller is demanding

a price that the market will not pay. Many homes need updates but are priced as if the work has already been done. When a for-sale sign remains in front of a property for an extended period, the reason is usually price or condition. We have far more buyers than we have properties that match their needs. Any property in good condition and priced near market value sells quickly. Due to the shortage of properties listed for sale, we can scan new listings or price reductions in an hour or less per day. We do our best to match the buyers with a home that will suit their needs. Our most successful approach is to show a property to a buyer who has expressed no interest in it but has described many of the needs this property fulfills. We don't simply think of our-

hy do some properties sell in a few days while others seem to stay on the market forever? All too often, agents recommend a value based solely on the square footage price which similar sized homes have sold for. The priceper-square-foot only matters when properties of similar condition and updates are used. To start the evaluation process, you must determine who will be buying the property. Move-in-ready homes with updated or new features sell to upper middle-class buyers or well-todo buyers. Move-in-ready homes that are original but well maintained will go to first time home buyers or seniors, who had harvest gold baths in their first homes. Homes that require remodeling go to investors, which come in two vari-

eties. One group repairs to rent, which means less expensive but acceptable updates. The other group repairs to sell at a profit. This group does a total rehab on kitchens and baths and anything else necessary to attract a buyer. They seek to earn a profit and cover repairs and carrying costs, along with the cost to resell. Sellers set the list price, but most rely heavily on the agents to give them reliable guidance. If the agent is overly optimistic to gain the listing, everybody loses. Days on the market tell the world nobody else was willing to buy this property; therefore, you may have a hard time selling it in the future. When a house sits, the type of buyer can change, resulting in a much lower price than would have been possible if priced correctly from
