Premium hotel slated for Parkside Drive

By Sandra Clark Auction Land Partnership and Kana Hotel Group want to build a 7-story Embassy Suites at 9621 Parkside Drive, on land now occupied by Phoenix Conversions. General Partner Jim Turner secured two variances from the county Board of Zoning and Appeals last week and was well received by the board. The land lies in Knox County, outside both the town of Farragut and the city of Knoxville. “I want to be sure that you know this is not a done deal,” Turner said afterwards. “We’ve secured the variances, but we’ve got a long way to go.” Turner said the property currently produces $13,200 in annual real estate taxes, but his development would generate $188,000 and another half million in hotel/ motel taxes. The variances dealt with the minimum lot area required per room (1,051 square feet per room rather than 1,800) and the size of parking spaces (162 square feet per space rather than 200). “We have the land (to build without the variances), but it’s environmentally better to do less,” Turner said. The land is currently 92 percent blacktop and building; after the development, it will be less than 80 percent impervious surface. He said the hotel itself will occupy only 24 percent of the land. Green space will be created in the back (along the interstate) and within the hotel. It will include a covered swimming pool. Turner got his variances without objection.

Hurry up and wait By Natalie Lester Farragut staff and volunteers are continually working to make the town business friendly. Knox County officials crave new businesses, jobs and opportunities. Yet a road project that could boost both economies has taken two years to get off the ground, and construction hasn’t even started. In a recent tour of the Public Market, real estate investor John Turley complained the county and town were “sitting on their hands” with the Outlet Drive and Snyder Road connection. Design work on the project began in February 2009 and, according to Knox County Engineering and Public Works Deputy Director Jim Snowden, it is currently in the right of way acquisition stage. Sam Furrow, who has owned 27 acres of the undeveloped property on Outlet Drive for seven years, is ready to see construction underway. “I’m anxious,” he said, “and every day that goes by I’m losing money I’ve invested, and the town and county are losing possible sales tax dollars. The zoning of my property allows a lot of different opportunities, and I assume it will host some sort of retail operation, but we’ll never know that until the road is there.”

According to Snowden, construction would begin in September at the earliest. “We have to nail down right of ways, relocate the utilities and finish the design,” he said. The right of way acquisition is split between the town and county, but Knox County will oversee the construction. “They (Farragut) don’t have the money allocated for construction,” he said. “I’m sure they would love to help us, and it is in their transportation plan, but they just don’t have the funds to help. So, the county will assist them in that.” Despite the complaints, Snowden said the project has moved fairly quickly. “It hasn’t taken a tremendous amount of time, but all projects were shelved with the new administration so they could re-evaluate the priorities,” he said. In the worst case scenario, Snowden expects the construction will be finished in September 2013. Furrow and other property owners will then be able to pursue the business opportunities everyone wants. For now, it’s a waiting game.
