Many of them drove Bavarian-styled cars, and you could tell they followed the maintenance guidelines. We easily outnumbered the maniacal person yelling at our kids by a factor of hundreds, but we did nothing. "Are you seeing this?" I remember asking one parent. He had a cowboy hat on. Seemed like a stand-up guy. Without even looking at me, he nodded. "Yup." "I don't understand this. When do we foment an uprising? We have nice rims on our cars ... we don't need to take this." BUDGET IMPASSE TAKES TOLL ON PRISON EDUCATION PROGRAM
REGIONAL SUPERINTENDENT RON DANIELS HOSTS TEAM QUEST
A successful state program providing educational opportunities for the state’s prison population is dying on the vine due to the ongoing budget impasse, but it doesn’t have to be that way according to State Sen. Kyle McCarter. “It’s really an unnecessary loss on multiple levels,” said McCarter (R-Lebanon). “Our community colleges are not receiving state payments for prison education programs the state wants. As a result, the colleges can no longer afford to fund the programs on their own and they are being dropped. Inmates who want to turn their lives around are being hurt and so is our society at large. Inmates who are released without that educational experience and acquired skills are more likely to go back to crime. That means more jail time and fewer productive citizens.” The educational/vocational program is funded by the Illinois Department of Corrections (DOC), but the Department has not made payments since the budget impasse began July 1, 2015. As of this date, Richland Community College in Decatur and Danville Area College have ended their vocational/educational program for inmates. Lakeland Community College in Mattoon provides services, but on Monday, Jan. 25, the Kaskaskia College Board of Trustees voted to extend the 28-year old inmate educational program with the Centralia Correctional Center only for another 30 days. In a recent letter to Sen. McCarter, George M. Evans, Dean of Career and Technical Education at Kaskaskia College wrote that the program provides inmates with a vocational

During the Team Quest events, students from public and private schools demonstrate their ability to work as a team. During the competition, teams are asked to solve problems in many subject areas. Team Quest includes activities in music, the arts, geography, language arts, science, incorporating creativity, imagination, and engineering into the events. Twenty-nine teams competed in the third and fourth grade division. Forty teams competed in the fifth and sixth grade division. Forty-five teams competed in the seventh and eighth grade division and fifteen teams competed at the high school level. A total of 516 students participated in the annual event. First Place in the third and fourth grade division was Nashville #49: Tanner Brooks, Evan Eberhart, Brady Stein and Brance Luessenheide. First Place in the fifth and sixth grade division was Woodlawn #209: Carter Hayse, Eli Fauss, Megan Sweeten, Briley Kirgan. First Place in the seventh and eighth grade division was Immanuel Lutheran Okawville: Delaney Toensing, Tricia Rennegarb e, Ethan Bening, Caleb Unverfehrt. skill that makes them employable and that saves taxpayers millions of dollars annually. According to Dean Evans, the data collected by the college shows: • Of the 193 inmates who have completed a program of study at the Centralia Correctional Center and have since been released, only 35 have returned to the Illinois Department of Corrections. This is a recidivism rate of 18.13%. This rate is 33% lower than the IDOC state average of 51%. • When comparing the cost of incarceration versus the significantly decreased recidivism rate, the State of Illinois saved $3,480,010. • This significant reduction supports the Governor's goal of reducing the State’s prison population by 25% by the year 2025, as stated by the Illinois State Commission of Criminal Justice and Sentencing Reform on July 1, 2015. According to a report prepared by Kaskaskia, Lakeland, Richland and Danville Area colleges, more than 10,200 degrees and certificates were conferred on inmates from 23 correctional facilities associated with the statefunded program over the past five years. The report states: • Nearly 2,000 inmates complete an educational program on an annual basis. Generally these inmates are months from release and are gaining a skill set that will lead to employment following release, in fields demanded by the marketplace. • When comparing the cost of incarceration versus the significantly decreased recidivism rate, the State of Illinois saves over $46 million per year by providing educational opportunities to inmates.
“The hard facts tell taxpayers Kaskaskia College and other community colleges operate a successful program and the inmates k now it to o,” s ai d McCarter. “In the past five years, the number of inmates taking advantage of the program and the number of credit hours they completed consistently increased. That’s a testament to the program and the real-life difference it is making.” Sen. McCarter said he’d like to see the Governor consider the educational program to be a necessary operational expense as he has done with other critical parts of the state budget. “There’s always talk in Springfield about prioritizing spending within the budget. I agree and it’s common sense that if we’re going to do this, we should connect funding with results and value,” said McCarter. “It’s clear by the facts — the objective criteria — regarding inmate participation, graduation and completion of degrees and certificates, and a reduction in recidivism, that this program works and these colleges deliver real benefit to government, to inmates and to taxpayers.” McCarter said objective criteria and performance-based results is a sensible and responsible way to fund other priorities and other parts of the higher education budget, such as the Monetary Award Program (MAP). MAP is a financial grant program that helps students with tuition costs. Currently, many Illinois colleges and universities are self-funding MAP because of the ongoing budget impasse. Questions are also being raised about how long MAP can be maintained without direct state funding.

Grilled Chicken with Raspberry Glaze Cooking spray 3/4 cup all-fruit seedless red raspberry spread 2 T. honey mustard (lowest sodium available) 1/4 tsp. cayenne
4 boneless, skinless chicken breast halves (about 4 oz. each), all visible fat discarded, pounded to 1/2"thickness 6 oz. fresh raspberries (about 1⅓ cups)

Lightly spray grill rack with cooking spray. Preheat grill on medium high. In small bowl, stir together raspberry spread, honey mustard and cayenne. Spoon 1/4 cup of mixture into another small bowl and set aside. Lightly brush both sides of each chicken breast with remaining raspberry spread mixture. Grill chicken 8 to 10 minutes on each side, or until no longer pink in center. Meanwhile, add fresh raspberries to reserved raspberry spread mixture, stirring gently to coat. Serve spooned over chicken. Makes 4 (3 oz.) servings.

1 cup whole-wheat flour 1/2 tsp. baking soda 1 cup low-fat buttermilk 1 large egg white 1/2 tsp. vanilla extract 1 tsp. canola or corn oil

In small saucepan, stir together apples, 3 T. apple juice, brown sugar and 1/2 tsp. cinnamon. Cook, covered, over medium heat 10 minutes, or until apples are tender. Remove from heat. Let stand, covered, while preparing pancakes. Meanwhile, preheat oven to 200°F. In medium bowl, stir together flour, baking soda, and remaining 1/2 tsp. cinnamon. In small bowl, stir together buttermilk and remaining 2 T. apple juice. Pour buttermilk mixture, egg white and vanilla into flour mixture. Stir just until blended (no flour remains visible). Heat a large nonstick griddle or skillet over medium-high heat until a drop of water dripped on griddle sizzles. Pour oil onto griddle. Using a heatproof pastry brush, spread oil over surface. Using 1/4-cup measure, pour batter for 4 pancakes onto hot griddle. Cook pancakes for about 1 minute, or until tops begin to bubble and bottoms are golden brown. Turn over. Cook about 1 minute, or until bottoms are golden brown. Transfer pancakes to heatproof plate, cover with aluminum foil, and keep warm in oven. Repeat until all batter has been used. Serve pancakes topped with apple mixture. Makes 4 servings (2 pancakes, 3½-4" in diameter and 1/4 cup apple mixture per serving).

Hillary felt the Bern. Last Thursday night's debate started as another love fest but quickly changed. What I really loved was when Hillary Clinton was talking about free college that she doesn't agree with and p ointe d out D ona ld Trump's kids. What a hypocrite! How about Chelsea, whose mommy and daddy set her up after college with a $600,000 a year job? Really, Hillary! On the Affordable Care Act (ACA), Bernie Sanders pointed out that there are 29 million people who don't have health insurance today because of the ACA, after Hillary's count of 18 million people who now have it. And yes, the ACA eliminated pre-existing conditions, but no one explained the increase in cost that no middle class person can afford. Is anyone really buying into her? Yes, they are! As for Bernie and his 1% bull, it's unfortunate that in this country it's become a sin to succeed, and I'm here to tell you anyone who's running a business today just got what I said. Small businesses are the backbone of this country. As for large corporations, you need to look at those companies. There is a reason they are leaving the country. Just take the State of Illinois. The federal government is not — I repeat, not — business friendly. I agreed with Bernie when he said to Hillary, “Let's walk the walk and not the talk, bringing up her super pac connections. Not that I'm for Bernie, but indeed, he had a valid point! And he made it quite clear.
Hillary pointed out her life's work. Anyone who knows her life's work would appreciate her, with her real track record, starting with people like supporter George Soros. Next week we'll go into “Who is George Soros?” Bernie did put her in her place by pointing out contributions that were favored by her. He also pointed out a $5 billion government fine paid by Goldman Sachs, a supporter of Hillary. They paid a fine but no one goes to jail and has a record. But if a kid gets picked up for marijuana, it can ruin that kid's life. This is part of Hillary Clinton's M.O. Hillary Clinton pointed out the Dodd Frank bill as a good thing which she supported. This bill nearly broke the housing market. And one of the biggest issues I have is the woman card. This kind of issue only comes from weak, weak women. I don't need to stand behind the “I'm a woman” card. And when it comes to foreign policy, she said look at my record. Well, I have, and no thank you! In the end, Bernie is weak and Hillary is corrupt. You can say what you want about the GOP Presidential slate, but frankly, I'll take any of them over these two Democratic candidates! What a sad state of affairs. However, keep in mind the young people of this country are for Bernie, and I get that. I believe his heart is in the right place, he's honest and he truly cares. Hi l lar y C linton is corrupt, and in my opinion, her whole life has been based on greed. So with that
said, I'll leave it there! On a positive note, Hillary at least got back to the podium before the break was over. A final note on the Iowa Caucuses: Cruz, in my opinion, isn't any better than Hillary. Talk about dirty pool. Ben Carson had left Iowa early on caucus night and Cruz Camp staffers told caucus voters that Carson must be dropping out of the campaign because he left early, and don't waste a vote. "Vote Cruz." One final thought on the debate: Of course it ended in a love fest, with Clinton saying vote with your heart. I would recommend you vote with your head. Sanders closed with, “Our government belongs to all of us and not a few wealthy contributors. On national polls, Bernie and Hillary are running neck and neck. Hillary — only by the flip of a coin — won Iowa in typical Clinton fashion. The latest on the issue: The De Moines Register is calling for an audit. Leaving you with one final thought: If Clinton is elected President, she'll appoint Barack Obama to the Supreme Court, a man that's violated the U.S. Constitution numerous times. immediate family was when my two teenage brothers and a teenage cousin were killed in a car accident by a drunk driver. Why do people drink? A few years ago I asked a cousin that question. “Because it makes me happy,” he replied. But does it really? Drinking is a counterfeit of the real, true joy and peace that only Christ can give. God’s Word reveals the source of deep, abiding joy. “Be you therefore followers of God, as dear children, and walk in love, as Christ hath loved us and has given himself for us an offering and a sacrifice to God for a sweet-smelling savor . . . And be not drunk with wine, wherein is excess, but be filled with the Spir it.” (Ephesi ans 5:1-20) To have a victorious, joy filled life, apply these two commands to your life. BE NOT DRUNK. (Ephesians 5:18) Ex-alcoholic and pastor Jaimie Morgan wrote an article entitled, “50 Reasons Why I Don’t Drink”. (www.charismamag. com/life/culture) Here are some reasons I don’t drink: 1) I can’t be sober minded as the scriptures commands if I’m not sober; 2) Alcohol has an assignment – destruction (John 10:10) – I have experienced it personally in my life and the lives of many that I have ministered to; 3) Alcohol is a depressant; 4) Anything that depresses should be avoided; 5) I don’t want my children or anyone else to stumble by following my example; 6) Alcohol skews my judgement and leaves me worse not better; 7) Alcohol is addictive; 8) Alcohol kills brain cells and is a counterfeit that provides a false peace; 9) The Bible says that drunkards will not enter the kingdom of God (I Corinthians 6:9-10); 10) Being drunk starts with one drink; 11) Alcohol equals broken lives,
health, marriages, and dreams; 12) What about drinking in moderation? What about pornography in moderation? What lying in moderation? What about adultery in moderation? 13) “I don’t get drunk – I only have one or two drinks” – If it didn’t affect you anyway – you would drink soda; 14) Alcohol fills my mind with impure thoughts and lowers my resolve to resist temptation; 15) I should never look to a glass or bottle for relaxation or joy which can only really be found in Jesus Christ. BE FILLED WITH THE SPIRIT. (Ephesians 5:18-20) This is the real thing! On the day of Pentecost 120 believers worshipping God, were filled with the Holy Spirit. The crowd thought they were drunk. Peter stood and told them they were not, but that the outpouring of the Spirit was a fulfillment of Joel’s prophecy. (Acts 2:1-4, 12-18) I call it a drink at Joel’s place. Jesus said, “If any man thirst, let him come unto me and drink. He that believeth on Me, as the scripture hath said, out of his belly shall flow rivers of living water.” (John 7:37-38) Drinking of the Holy spirit brings true satisfaction and lasting joy. I don’t drink alcohol because Jesus gives rivers of living water. How can you have your soul thirst quenched? Believe on Jesus. (John 3:16) Ask God for the gift of the Holy Spirit. VALENTINE'S DAY FACTS AND SUPERSTITIONS Every February 14th people around the world exchange gifts, chocolates and romantic greetings for a day set aside for lovers. Many traditions are followed, all in the name of St. Valentine. Still, people may not understand why such customs are upheld. Much of the history of Valentine's Day and St. Valentine himself is shrouded in mystery, and much of what's widely accepted is inaccurate. To set the record straight, here
are some facts about the holiday. • Valentine's Day is believed to have originated from a celebration in Rome during the fifth century. This celebration p aid t r ibute to St. Valentine, a Catholic priest. Other historians surmise it was a way to "Christianize" the pagan holiday of Lupercalia, which was a fertility festival. Included in the traditions were boys and girls drawing names from a box
and exchanging gifts. • The Catholic Church acknowledges at least three different saints named Valentine or Valentinus. • All of the stories surrounding St. Valentine — whether they are disputed or not — paint him as a sympathetic and heroic individual. • Valentine's Day greetings have been popular from the Middle Ages onward, though they have been usually verbal in
nature. • The oldest known written valentine still in existence today was a poem written in 1415 by Charles, Duke of Orleans, to his wife while he was imprisoned in the Tower of London following his capture at the Battle of Agincourt. • Valentine's Day is celebrated in the United States, Canada, Mexico, the United Kingdom, France, and Australia. • Valentine's Day and
Mother's Day are the most popular holidays to give flowers. • According to Hallmark, women purchase 85 percent of all valentines. • According to the Greeting Card Association, an estimated one billion Valentine's Day cards are sent each year, making Valentine's Day the second largest card-sending holiday of the year behind Christmas. • Candy was among the
earliest Valentine's Day gifts and remains a popular gift today. • Some tales suggest that the type of bird a girl watches on Valentine's Day predicts her future husband. According to data from Leatherhead Food Research, Switzerland consumes more chocolate per capita than any country in the world. Dark chocolate provides the greatest number of health benefits, as it contains flavonols, which stimulate the brain and support the circulatory system. • Fashion: Designers and chocolatiers worldwide collaborate to make sweet outfits at Le Salon du Chocolat's fashion shows. • Special effects: Before the days of computer-simulated special effects, moviemakers had to employ other methods to produce realistic results. Legend has it that Bosco brand chocolate syrup was used as blood in the famed shower scene in the classic horror movie "Psycho." Bosco was used because it showed up great in black and white. • Skin care: Cocoa butter, a component of chocolate,
has long been used to moisturize and soothe dry skin. Many spas now incorporate organic chocolate into their healing and beauty therapies. • Perfume: Chocolate produces more than 400 distinct smells and has been used to make perfume more fragrant. • Mood enhancement: Chocolate may help to improve mood, as it is a mild stimulant and can affect serotonin levels, which govern those feel-good feelings, in the brain. • Postage: In 2013, Belgium's post office sold limited-edition stamps that were varnished with 40 percent of a cocoa product. The stamps smelled and tasted like chocolate. Chocolate has been tempting taste buds for thousands of years. It's also been used in some very unique ways, e ven if, come Valentine's Day, the majority of people would be content just to eat it.
HEARTS AND LOVE ARE INTERTWINED Hearts and Valentine's Day are forever intertwined. One of the most recognizable symbols of love is the modest heart, and hearts adorn candy boxes and cookies while paper hearts are pinned to doors or windows as a symbol of Valentine's Day. Young valentines may share candy hearts printed with silly sentiments. A symbolic heart bears no resemblance to an anatomical heart, and yet it is used to represent the deepest feelings of affection a person can share. Some may wonder just how the emotions of love became tied up in the shape of a heart, even though it's widely known that the brain, and not the heart, governs affections. In ancient times, people believed that the heart was the center of all human emotions. Since the heart is prominently located in the center of the chest and the middle of the body, it became the cornerstone of human feelings. Love is considered to be one of the most profound and strongest human emotions, therefore it was reasoned that the feeling must
emanate from the heart. Surprisingly, the heart has not always been the only organ associated with love. During the Middle Ages, the heart was deemed a useless organ. Followers of the Greek physician Galen theorized that the liver actually was the seat of the soul and love. The first depictions of a symbolic heart date back to the 11th century, when the heart was drawn to resemble a pinecone held upside down with the point facing upward. The scalloped heart that is more familiar today first arose in the early 14th century. Around the same time, the heart was depicted with the
point facing downward and the indentation at the base. Naturally, as time passed and more was learned about human anatomy, it became obvious that the brain was the seat of all emotion and thought processes. However, as the brain was something intangible in a living body in ancient times, and the beating heart could be much more readily monitored – with a pulse rate speeding up when a person is excited or aroused – it's easy to see how the link between the heart and love has endured. Although the human heart is not bright red like symbolic hearts, that was the color chosen. Red has long been associated with passion, so it made sense to depict the heart in a bright red hue. Many other theories have been offered regarding the symbolic heart and its representation of love. While there's no definitive correlation between love and hearts, the heart has become an accepted symbol of the emotion and the season of romance.

According to the Retail Advertising and Marketing Association's Valentine's Day Consumer Intentions and Actions Survey, 34.6 percent of respondents indicated that dining out would be part of their Valentine's Day agenda. A romantic dinner is an ideal capper for a day geared around love and affection. But Valentine's Day is a busy night for many restaurants, so it pays to heed the following advice to ensure this special night is memorable for all the right reasons. • Make reservations well in advance. Dining out is especially popular on Valentine's Day, so call several weeks in advance to
secure your spot. Also, do not underestimate the draw of all types of restaurants on Valentine's Day. People who were not able to get a table at their first choices may trickle into chain restaurants or smaller establishments in search of an easy meal. If you think your lesser-known haunt will not be packed, think again. Always play it safe by making a reservation early. • Expect some crowding. Restaurants tend to add extra tables on Valentine's Day, when they expect an influx of customers. Dining rooms may be more packed than usual, and you may not have a choice of where you will be seated. Even a reservation does not guarantee you won't have to wait for a table. Be patient upon arriving at the restaurant, and consider wait time when
factoring in childcare. • Be flexible with the menu. Price-fixed menus are commonplace on nights when there will be a large turnover of customers in a short amount of time. Symptoms of heart disease in your blood vessels (atherosclerotic disease)
Cardiovascular disease is caused by narrowed, blocked or stiffened blood vessels that prevent your heart, brain or other parts of your body from receiving enough blood. Cardio-
vascular disease symptoms may be different for men and women. For instance, men are more likely to have chest pain; women are more likely to have symptoms such as shortness of breath, nausea and extreme fatigue. Symptoms can include: • Chest pain (angina) • Shortness of breath • Pain, numbness, weakness or coldness in your legs or arms if the blood vessels in those parts of your body are narrowed • Pain in the neck, jaw, throat, upper abdomen or back You might not be diagnosed with cardiovascular disease until you have a heart attack, angina, stroke or heart failure. It's important to watch for cardiovascular symptoms and discuss concerns with your doctor. Cardiovascular
disease can sometimes be found early with regular exams.
Heart disease symptoms caused by abnormal heartbeats (heart arrhythmias):
A heart arrhythmia is an abnormal heartbeat. Your heart may beat too quickly, too slowly or irregularly. Heart arrhythmia symptoms can include: • Fluttering in your chest • Racing heartbeat (tachycardia) • Slow heartbeat (bradycardia) • Chest pain or discomfort • Shortness of breath • Lightheadedness • Dizziness • Fainting (syncope) or near fainting
Serious congenital heart defects — defects you're born with — usually become evident soon after birth. Heart defect symptoms in children could include: • Pale gray or blue skin color (cyanosis) • Swelling in the legs, abdomen or areas around the eyes • In an infant, shortness of breath during feedings, leading to poor weight gain Less serious congenital heart defects are often not diagnosed until later in childhood or during adulthood. Signs and symptoms of congenital heart defects that usually aren't immediately lifethreatening include: • Easily getting short of breath during exercise or activity • Easily tiring during exercise or activity • Swelling in the hands, ankles or feet Heart disease symptoms caused by weak heart muscle (dilated cardiomyopathy): Cardiomyopathy is the thickening and stiffening of heart muscle. In early stages of cardiomyopathy, you may have no symptoms. As the condition worsens, symptoms may include: • Breathlessness with exertion or at rest • Swelling of the legs, ankles and feet • Fatigue • Irregular heartbeats that feel rapid, pounding or fluttering • Dizziness, lightheadedness and fainting Heart disease symptoms caused by heart infections. For fish, which tend to react badly when their environment changes, tank tappers can really cause problems. Because they’re constantly being startled and s c are d, t he i r immune systems w e a ke n an d t h e y become vulnerable to diseases they can normally fight off. Some fish have been reported to try and escape from a tank they’re constantly being scared in by jumping out of it. That doesn’t usually work out well for the fish.
