GOP SENATORS UNVEIL ʻTAXPAYER BARGAINʼ In an attempt to end Illinois’ longest-ever budget stalemate, Republican State Senators Kyle McCarter and Dan McConchie unveiled a multi-point ‘Taxpayer Bargain’ plan for a balanced state budget Tuesday, April 4. The Fiscal Year 2018 plan includes a mix of traditional money management principles and new ideas. “Today, we are putting forth a bargain for the taxpayers that does not punish them for what legislatures in the past have done, but rather rewards them with a balanced budget that provides real spending reductions, modernizes Illinois’ public pension systems, improves the way Illinois government does business, and creates an environment for job creation,” said State Sen. Kyle McCarter (R-Lebanon). “This ‘Taxpayer Bargain’ includes a no-nonsense spending cap and accomplishes its goals with no new taxes and no tax increases.” Sen. McCarter said the balance budget prioritizes spending and requires the state to live within its means. “Illinois didn’t get into this problem overnight and we won’t get out of it overnight,” said McCarter. “There are spending reductions of 10 percent at state agencies. Universities will be asked to reduce spending by 5 percent and retailers will see a reduction in the discount rate for sales tax collections from 1.75 percent to one percent. Funding for elementary and secondary education will be protected as will Medicaid services for the most vulnerable and scheduled pension payments.” McCarter said the plan requires leadership and fiscal responsibility – • Executive Branch must manage/Contains some of the Governor’s own ideas/Sen. Christine Radogno’s Senate Bill 2063 - Unbalanced Budget Response Act. • Governor must negotiate changes to employee group health care and AFSCME contract wages. • Imposes real spending cap, which is tied to legislative salaries. If the General Assembly violates the spending cap they lose their pay for that fiscal year. • Borrow $7 billion and reform Prompt Pay Act – Pay off past due bills and reform Prompt Payment Act to Federal level. Could realize savings of $500 million by eliminate late charges. • Borrowing must include a spending cap guideline set at CoGFA’s projected revenue. Any revenue increase over projected revenue is distributed as follows: 25% to education 25% for roads & bridges, 10% towards pension legacy costs and 40% to payoff unpaid bills. The ‘Taxpayer Bargain’ budget includes modernizing the state’s public pension systems, estimated to be $130 billion underfunded, the worst underfunded public pensions of any state.

• Ends pensions for legislators before reforming pensions for other state employees. • Keeps promises to current retirees and employees, and protect taxpayers going forward. • Moves new state employees to a modern, hybrid pension plan. (President Cullerton’s legislation). • Public pension cost shift to schools, universities and local governments in exchange for financial relief from unfunded state mandates. • K-12 Pension Cost Shift – 5 year phase-in ($200 million/ year - $1 billion after 5 years). • Refinancing current pension bonds – interest savings ($600 million) goes to paying off old bills. While Medicaid spending for the most vulnerable is protected, the budget plan includes basic common sense reforms – • Smart Card Pilot Program • Prosecution of vendor fraud and 3rd party vendor verification • Drug Screening for recipients • Ending taxpayer support for those with a criminal warrant • LINK Card photo • Up g r a d e Me d i c ai d Redetermination Project – Check recipient status every 3 months instead of currently 6 months • Managed Care Changes The multi-point plan is a wakeup call for government, according to State Sen. Dan McConchie (R-Hawthorn Woods). “For years, taxpayers across the state have been asking us to get our financial mess in order,” said Sen. McConchie.“It is time we start listening to them and start living within our means. Even though making spending cuts will be difficult and painful, it is necessary if we want to move toward a path of prosperity. This budget proposal is the first, that I am aware of, that reins in government spending, and is something we need to approach on a bipartisan basis. Taxpayers are demanding fiscal responsibility and it’s about time we give that to them.” Sen. McConchie said the plan includes reforming how Illinois does business – • R e du c e t h e L o c a l Government Distributive Fund (money to local governments) by about 4% in exchange for financial relief from unfunded state mandates, government consolidation and limited “home rule.” • Making sense of rules for purchasing goods and services – changing procurement • Overtime rule changes Increased hiring in Corrections to reduce overtime costs • Reorganizing state government agencies – Historic Preservation into Natural Resources Sen. McConchie adds that the ‘Taxpayer Bargain’ budget also addresses Illinois’ slow-torecover business/jobs climate by

providing certainty and predictability about rules, regulations and taxation expected of employers. • Workers’ Compensation Reforms – As currently being negotiated • New funding formula for schools • Permanent Property Tax Freeze on Education only and shift education funding from the property tax to state government. – Sunshine provision requiring copy of property tax bill to mortgagee • Local government mandate relief Sen. McCarter said Illinois is at a crossroads, with two paths before it: further economic decline or renewal and recovery. “Illinois government must

live within its means just like Illinois families and businesses do,” said McCarter. “If Illinois families can’t afford to overspend year after year then state government can’t afford it. If Illinois families are tightening their belts in order to be responsible, we should expect no less from state government. Today, we are spending the wealth of future generations. What legacy do we want to leave our children and grandchildren? Prosperity or poverty? Blessing or burden?” There are 17 separate pieces of legislation that make up the “Taxpayer Bargain” budget plan. Some legislation is already working its way through the legislative process. The remaining measures will be introduced in the coming days.

The Little Theater Players will present a musical entitled “The Last Five Years� at 8 p.m. on April 21, 22, 23 and 24, 2017 at the Centralia Cultural Society. The show stars Abbi Lambert of Centralia and Jonathon Beavers of Carlyle and is directed by Rob Jackson of Centralia. Kelly Hawkins of Nashville is the assistant director. The play follows the lives of a man and a woman over the course of five years. The woman relives the relationship backwards, from end to beginning, while the man reminisces from start to finish. They meet only once, in the middle of the show, during their wedding. Writer Jason Robert Brown has won awards for the music and lyrics, and the musical has been performed in theaters all over the world. This is an original production through special arrangements with Act 1 International. Cost of tickets is $15. Reservations may be made by calling 532-2951, or tickets may be purchased at the door. Lessons from Gethsemane It was in a garden that Adam yielded to temptation and his sin of disobedience brought death upon all creation. It was in a garden called Gethsemane that Jesus, the last Adam, gained the victory over the power of sin for all mankind. After the Last Supper and before the events of the cross, Jesus led his disciples to the Garden of Gethsemane to pray. Gethsemane means, “place of the olive press”. Ironically, but not coincidentally, this was where Jesus’ soul was pressed beyond measure. Observe some of the lessons we can learn from Gethsemane. (Matthew 26:36-46) PRAYER WAS THE LIFE OF JESUS. Jesus’ prayer life was an example and pattern for us. Jesus taught that intimacy with God and power over sin, come through prayer. Jesus still lives to make intercession for us. (Hebrews 7:25) PRESSED BEYOND MEASURE, JESUS PRAYED. Jesus told his disciples to watch and pray. “Then he said to them, “’My soul is overwhelmed with sorrow to the point of death. Stay here and keep watch with me.’ Going a little farther, he fell with his face to the ground and prayed,

‘My Father, if it is possible, may this cup be taken from me. Yet not as I will, but as you will.’” (Matthew 26:3839 NIV) Luke, the physician, tells us this, “And being in anguish, he prayed more earnestly, and his sweat was like drops of blood falling to the ground.” (Luke 22:4344 NIV) Gethsemane, the place of the olive press, was where Jesus’ soul was overwhelmed to the point of death. It was He, the Son of God and the Son of Man, coming face to face with sin. It was not death on the cross Jesus agonized over, but His struggle as the Son of Man. On the Mt of Temptation, the devil tempted Jesus to prove He was the Son of God. In Gethsemane, the devil’s assault was against the Son of Man, to fulfill His destiny as the Savior of the world. Gethsemane and Calvary are the gateway to life for us. Think about what it cost Jesus to make it possible for us to become sons and daughters of God. “He who knew no sin, became sin for us.” (II Corinthians 5:21) Because of what Jesus went through every person have been provided with the way of access into the very presence of God. PRAYER RECEIVES THE WORK OF PRESSURE AND STRESS IN OUR LIVES. A beautiful

pearl is made when an irritant causes an oyster to overlay it with many secretions over time. A diamond is made when a lump of coal or carbon is put under extreme pressure. Follow Jesus’ example and pray, surrendering to the Father’s will and God will form something beautiful and invaluable in your life. Jesus prayed the same prayer three times, “My Father, if it is possible, may this cup be taken from me. Yet, not as I will, but as you will.” (Matthew 26:39) Jesus surrendered to the Father’s will. He was willing to drink the cup of suffering. In the Lord’s Prayer, He taught us to pray, “Thy will be done. On earth as it is in heaven.” (Matthew 6:10) P R AY E R G I V E S POWER OVER TEMPTATION. When Jesus returned from his prayer vigil, he found the disciples sleeping. He said, “Couldn’t you men keep watch with me for one hour? Watch and pray so that you will not fall into temptation. The spirit is willing, but the flesh is weak.” (Matthew 26:41) Temptation is inevitable, but a life of prayer gives strength to overcome. A life in God’s presence is a life well lived. Jesus was betrayed for 30 pieces of silver. In his hour of testing, none stood with Him. What about you? Jesus drank the cup of suffering so that all the world could have salvation and access to the holy presence of God. Can we not watch and pray with Jesus?

And instead of taking Fig to the vet to treat his eye problem with a stronger medication, she waited four months and then dumped him back on you. I'm pretty upset at this, and I know you are, too, because the victim here is Fig. He lost one home already, and now he's losing a second home, and he's sick. He may wind up in a shelter. I'm not sure how this might play out legally, but we're dealing with a living being here, and Fig's welfare is at stake. So, take the high road and be Fig's hero. If there is any way you can take him in for a few

Last week was a very heavy news week: • Susan Rice at it again • Neil Gorsuch confirmed • Trump turning the heads of the world First up, President Donald Trump's change of heart. The U.S. took a very measured step in the right direction, and Nikki Haley, United States Ambassador to the United Nations, said last Sunday of the attacks on Syria, "We are prepared to do more." She continued to say, "The current administration does not see peace and stability in Syria with Syrian President Bashar alAssad still in power." As for my own opinion, I'd have to say with 100% certainty that Iran is influencing Syria and Russia is covering up for Assad. Haley also noted that the Trump administration's number one priority is still to defeat ISIS, but there can be, as she put it, "multiple priorities." The main thing that came out of these attacks against the Assad regime for chemical weapon attacks on innocent men, women and children — his own people — was that it is "no more" acceptable and will not be tolerated. So with all that said, Putin of Russia said the U.S. was in violation of international law. In my opinion, Assad was in violation of international law, and looking back since World War I using chemical weapons has been the deciding factor. Someone needs to tell Putin of Russia, and certainly Iran and North Korea, that Barack Obama is no longer in charge. The day of crossing red lines is over. Who do I blame in looking

back? It all started with Libya; thereafter Syria spun out of control, thanks to Hillary Clinton and Barack Obama. Even my diehard friends who were avid Obama and Clinton supporters admit what happened in Libya started this spiral! It's unfortunate we have had for the last eight years a President that did nothing but draw red lines that no one in the world was concerned about crossing. So who's with us and who's against us? In my opinion, Trump's first foreign policy decision will carry lessons far beyond Syria's President al-Assad or Russia. As for the rest of the world, I'm sure they are taking a deep breath, saying Thank God, America is back. Even prominent Democrats are with the current administration on this move! On to Susan Rice, former U.S. National Security Advisor from 2013 to 2017 and U.S. Ambassador to the United Nations from 2009 to 2013. She's the one and only that got on a number of Sunday morning talk shows and spun the lies of Barack Obama and Hillary Clinton over the terrorist attack on the outpost in Libya that killed four including U.S. Ambassador Chris Stephens. The administration claimed it was a protest over a video when they knew the truth and knowingly lied to the American people. Now, bless her heart, this Ex-Obama advisor is back in the political cross hairs over surveillance. Ms. Rice has become an intricate part in the controversy over Russians meddling in last year's

elections. At the heart of the issue is her request for the identities of Americans caught up in electronic surveillance of foreigners who were affiliated with Mr. Trump. Ms. Rice went public in her own defense on television, neither confirming nor disputing that she made such a request but arguing that any requests she might have made were proper and necessary, not part of political espionage against the Trump campaign. She also said she "sometimes asked for names of Americans" in order to understand the context of what she was being told. In other words, she lied again. And literally on MSNBC, in an interview with Andrea Mitchell, she admits surveillance on Trump. And in lie #3, she said on a Post comment on Syria in January 2017, "Chemical weapons were removed successfully from Syria." It's apparent to me Ms. Rice has a problem with truth. On to Neil Gorsuch. After weeks of turmoil, as I predicted, Neil Gorsuch was confirmed as the Supreme Court's youngest justice, filling the seat of Antonin Scalia. Justice Gorsuch won support of 51 chamber Republicans and 3 moderate Democrats. Until next week. Have a Blessed and Happy Easter! Child abuse has many forms. In the past child sexual abuse scandals have sent shockwaves through communities across the country. But child abuse is not just sexual in nature. Physical and emotional abuse as well as neglect are also recognized forms of child abuse, and it's up to adults to identify the symptoms so they can help protect defenseless youngsters. Prevent Child Abuse America, an organization dedicated to providing awareness and education about child abuse, notes that the first step in helping abused children is learning to recognize the symptoms of abuse. Child abuse is more often found in combination than alone. For instance, a physically abused child is often a victim of emotional abuse as well, while a sexually abused child commonly suffers from neglect. According to Prevent Child Abuse of America, the following are some of the symptoms both abused children and their parents might exhibit if the relationship is abusive. Though none are necessarily indicative of an abusive relationship, when these signs appear repeatedly or in combination, adults, be it teachers, relatives or anyone who suspects abuse, should examine the situation more closely. What child and parent might do: • rarely touch or look at each other; • state their dislike of one another; • consider their relationship entirely negative. Each type of child abuse comes with its own unique symptoms, and it's up to adults, whether teachers, relatives or someone in a position to notice recurring symptoms of abuse, to act before an abusive situation escalates. Every 60 seconds an animal is abused. Even though there are people in the world working on preventatives for animal cruelty all year, April is a special month for ASPCA (American Society for the Prevention of Cruelty to Animals) because it is Prevention of Cruelty To Animals Month. Supporters celebrate this month by raising awareness about important issues dealing with animals. The ASPCA hopes the communities can join in and help them by getting involved. A person can do this in many ways. They can start a fund raising campaign page. Create a personal ASPCA fundraising page as an important event in your life and share it with family and friends, e.g. birthday, memory of pet that has passed, etc. Do a run drive like a 5K and the money raised will help animals in need nationwide. The Humane Society has a website where you can get free packets to do this. The packets include posters, postcards brochures, etc. If you suspect dog fighting in your neighborhood, tell your local law enforcement to contact The Humane Society of the United States. It has a standard reward now doubled to $5,000.00. A couple of ways to spot these violent acts are: • Numerous pit bull types being kept in one location, especially multiple dogs chained and unsocialized; and • Dogs who have scars on their face, legs, and back area. Another form of animal cruelty is called puppy mills. Puppy Mills are an establishment where the people breed puppies for sale, typically on an incentive basis, in a condition regarded as inhumane. The profit is of more importance than the care given. Here are 10 signs from the website iheartdogs.com to see if a puppy that you may be interested in has come from a puppy mill: 1. Out of state. You really should stay away from pet stores when puppy buying. Be worried if they are coming from out of state, especially midwestern states. 2. If a breeder cannot let you meet the parents, you should walk away. Not meeting the parents would be like buying a car without knowing the make of the car. For all you know those people did not even breed the puppy. Buy ing and selling him/her could be secondhand for unknown reasons. 3. Let's meet. If you call a breeder and they say "lets meet" when you ask to visit their kennel, be wary. Unless there is an extreme circumstance, there should be no reason you cannot see where the puppy was born. 4. Reputable breeders. Breeders focus on one breed, maybe two. When you call and they say they have a waiting list on litters they have and a waiting list on the unborn, more than likely you are looking at a puppy mill. If the breeder has 30 puppies, it's definitely a puppy mill. 6. Vaccinations. Puppy mills do not like to spend money. That being said, more than likely the parents may not be vaccinated (always ask). Puppies have probably not been not vaccinated or there are so many they've been done twice. 7. Beware of breeders making promises. If you have a certain mix and they promise that the dog will have a certain type of quality of one breed or the other, steer clear. 8. Cleanliness. Puppy mill puppies will likely have a smell like a kennel and they have poor coat quality. 9. Breeders should care enough about what happens to a puppy that she / he should have a contract protecting you both. 10. Too young. There is a certain age you are allowed to take a puppy from his/her mother. If the breeder lets you take them before time, more than likely it's because they

do not want to have that extra expense. Neglect is one other form of abuse. It is the failure to provide basic care required for an animal to thrive. According to the Animal Legal Defense Fund, at first glance cases may seem less egregious than a single brutal act of violent abuse, but severe neglect can mean extended periods of extreme suffering resulting in permanent injury or even death. The Animal Legal Defense Fund maintains a database of criminal cases in the U.S. It was reported to their organization 30% of cases that they tracked was animal neglect, often associated with human neglect. This could mean the elderly, or young children, or other dependents. Neglect could also include handling animals on a large scale as the puppy mills mentioned earlier, or hoarding animals. We as a community need to put a stop to the cruelty of animals. They cannot speak for themselves. We are responsible for those who are unable to defend themselves. April may be set aside for the awareness of animal cruelty, but we as human beings should always be the voice of those that cannot be heard.

Inspired Easter Brunch

Bring on the colors of spring with a special Easter dinner that takes an inspired approach to traditional favorites. The menu includes fresh asparagus with Hollandaise sauce, leg of lamb, noodle bake, elegant deviled eggs and daffodil shortcake. 3 lbs. asparagus 1/2 tsp. salt

Fresh Asparagus With Hollandaise Sauce Hollandaise Sauce (below) Pimiento strips (optional)

Snap off tough ends from asparagus stalks. Scrub asparagus; if stalks are thick, scrape bottom section with vegetable scraper. Bring 2 cups water to boil in deep saucepan. Stand asparagus upright in boiling water. Cover (you may have to use an inverted saucepan) and steam just until tender, about 12 minutes. Drain carefully and keep warm, covered with kitchen towel. Prepare Hollandaise Sauce. Arrange asparagus on salad plates for first course. Spoon sauce over spears. Garnish each serving with crossed strips of pimiento. Makes 6 to 8 servings.

Hollandaise Sauce

1/2 cup (1 stick) butter, chilled 3 egg yolks

1 T. lemon juice Pinch of salt

Place chilled butter in cold heavy 6" saucepan. Add egg yolks, lemon juice and salt. Stir over low heat until butter melts and combines with yolks and juice. Stir another minute until sauce thickens.

1 cup finely chopped fresh parsley 1 tsp. thyme 3/4 cup butter, melted Fresh parsley sprigs

Ask your butcher to trim the fell (the thin outer covering) from lamb leg. Rub lamb with garlic and season with salt and pepper. Sprinkle with lemon juice. (The juice will season the lamb and lessen the cooking aroma.) Combine bread crumbs, chopped parsley and thyme with melted butter and set aside until 30 minutes before roast is done. Roast lamb uncovered in preheated 325° oven, allowing 25 minutes per pound for rare, 30 minutes for medium, 34 minutes for well done. Remove lamb from oven about 30 minutes before it is done and press parsley-crumb mixture firmly on top and sides of leg, covering completely. Return lamb to oven and roast 30 minutes longer, until coating turns golden. Garnish with parsley sprigs. 6 to 8 servings.

Noodle Bake

1 pkg. (16 oz.) egg noodles 1 cup milk 3/4 cup grated cheese (Gruyere, Cheddar, Swiss) 1/4 tsp. salt 4 eggs Pinch of pepper Cook noodles according to package directions; drain well. Toss noodles lightly with grated cheese, reserving 2 T. for topping. Place noodles in buttered casserole. Beat eggs lightly; add milk, salt and pepper and pour over noodles. Sprinkle top with reserved cheese. Bake uncovered in preheated 325° oven 45 minutes or until thickened. 6 to 8 servings. 8 hard-boiled eggs 1/4 cup mayonnaise 2 T. sour cream

Elegant Deviled Eggs

1 T. prepared mustard 1 jar (about 2 oz.) red caviar

Remove shells from eggs and cut eggs lengthwise in half. Carefully remove yolks and mash with mayonnaise, sour cream and mustard. Pile mixture into egg whites and garnish with red caviar. 8 servings. 6 eggs, separated 1/2 tsp. cream of tartar 1/2 tsp. vanilla 1½ cups granulated sugar 1¼ cups flour 1/4 tsp. salt 1 tsp. baking powder

Daffodil Shortcake

1/4 cup cold water 2 tsp. lemon juice 1 tsp. grated lemon peel 1 cup heavy cream 1 T. confectioners' sugar 1 quart fresh strawberries, washed and hulled

Beat egg whites until foamy. Add cream of tartar and beat until soft, moist peaks form. Add vanilla. Fold in 3/4 cup granulated sugar, about 2 T. at a time. Sift 1/2 cup flour with 1/8 tsp. salt. Fold into egg whites, sifting in about 1/4 cup at a time. Beat egg yolks about 3 minutes. Gradually beat in remaining 3/4 cup granulated sugar. Sift remaining 3/4 cup flour with baking powder and remaining 1/8 tsp. salt. Beat flour into yolk mixture alternately with cold water, lemon juice and peel. Alternating white and yellow mixtures, spoon the 2 batters into ungreased 10-inch tube pan. Bake in preheated 325° oven about 50 minutes. Invert pan, slipping center tube over soda bottle so cake does not rest directly on a surface. Cool completely, then remove from pan. Just before serving, beat heavy cream with confectioners' sugar until stiff peaks form. The pattern is Eggshell Georgian and manufactured by Homer Laughlin. — Barbara, Sonoma, California A: During the late 1930s, Homer Laughlin China Company produced Eggshell lines of dinnerware. The Eggshell wares were different from all of the previous designs in that the pieces were much lighter in weight due to the new precision machines and tools that had been installed by the company at its main plant in Ohio. The Eggshell Georgian is the second

pattern issued in this series. Advertisements in trade journals promoting the new china were published as early as October of 1935. For a complete history of this pattern and others manufactured by Homer Laughlin, I highly recommend The Collector's Encyclopedia of Homer Laughlin by Joanne Jasper (Collector Books). I found several copies available at amazon.com for $18.96, used copies $12.50.
