Last week we learned that something we suspected might be true is, in fact, probably true: Roger Federer is the greatest champion that tennis, and maybe all of sports, will ever know. The Federer story is very hard to dispute. Here's a kid who came out of Switzerland as a — get this — hothead, and calmed it down to the low burn of just winning the most majors in tennis history. Actually, reading off his list of accomplishments is quite easy because he's literally rewritten the record books. He's won 19 Grand Slam

singles titles. He has been the top-ranked player for 302 weeks, 237 consecutive — both records. He has a habit of winning tournaments without dropping a set. He bookends careers. Remember Lleyton Hewitt and Pete Sampras? Federer ended their reigns. Remember Andy Roddick? Ditto. Now he's 35 and he's still running the table, beating guys like Rafa Nadal with stunning acumen. Even Deadspin writes nice things about him. One of its recent columns pointed out how Federer endorses products that are way, way out of most people's pay grade — Rolex, Mercedes-Benz,

SHIMKUS ANNOUNCES CONGRESSIONAL APP CHALLENGE Last week Congressman John Shimkus (R, Illinois-15) announced the C o n g r e s s i o n a l Ap p Challenge. Officially launched by t h e U. S . Ho u s e o f Representatives in 2015, this nationwide effort allows students to compete against their peers by creating and an application or “app,” for mobile, tablet, or computer devices. The C o n g r e s s i o n a l Ap p Challenge is designed to promote innovation and engagement in coding and computer science. “I encourage all students to explore STEM education

Submissions will be judged on the following criteria: quality of the idea, including creativity and originality; implementation of the idea, including user experience and design; and demonstrated excellence of coding and programming skills.

CAVALETTO: SEND SB1 TO THE GOVERNOR NOW On day two of four scheduled Special Session days, State Representative John Cavaletto (R-Salem) urged Senate President John Cullerton to send SB 1, the revamped school funding formula bill, to the Governor’s desk. The Senate has been holding on to the bill for more than 6 weeks, something Cavaletto says is a purposeful manipulation of the democratic process. “The Chicago politicians that run the House and Senate are putting pressure on school districts and families and trying to create a crisis of schools not opening on time to score political points,” Cavaletto said. “They are using school kids as pawns in a high stakes political blame game.” Cavaletto says the Senate

is holding on to the school funding bill instead of sending it to the Governor because the Governor has pledged to take out a provision in the bill that allows Chicago to move to the front of the line to receive money to bailout Chicago public schools’ underfunded pensions. “SB 1 as it currently is written would prioritize paying Chicago pension debts over increasing funds for schools in southern Illinois. That isn’t fair. That money should be going to classrooms in southern Illinois,” Cavaletto said. “Governor Rauner has promised he will fix SB 1 using his veto power. We want to make sure that all districts in Illinois receive equitable and adequate funding. That’s what the Governor’s amendatory

veto will accomplish and I fully support him.” After two press conferences on Wednesday where Governor Rauner singled out Chicago Democrat Senate President John Cullerton for holding back the school funding bill, Cullerton said he plans to send SB 1 to the Governor on Monday, July 31, which is also the final day of 4 planned Special Sessions. “This is a completely avoidable crisis that the Senate President and Speaker Madigan are causing,” Cavaletto said. “Why are they waiting? People are tired of this. I’m tired of this. Our children don’t deserve to be treated this way. I’m calling on Senate Democrats to do what’s right and send SB 1 to Governor Rauner so he can fix it now.”

Southern Summer Picnic Menu Southerners always leap at the opportunity to have a picnic during the hot summer months. Even though most of the summer is gone, August is the perfect month to celebrate summer, and then the next thing you know, it'll be Labor Day!

Picnic Fried Chicken 1¼ cups all-purpose flour 1 tsp. salt 1/2 tsp. black pepper

Take The Shopper’s Weekly Wherever You Go.

1 cup buttermilk 1 (2½ to 3 lb.) broiler fryer, cut up Vegetable oil for frying

Combine flour, salt, and pepper in a large bowl, stirring well. Pour buttermilk into a deep bowl; dip each piece of chicken in buttermilk and dredge in flour mixture, coating well. Heat 1 inch of vegetable oil in a large cast-iron or electric skillet to 350°F. Place chicken in hot oil and cook until browned, turning to brown both sides. Reduce heat until temperature of oil is lowered to 275°, cover chicken and cook 20 minutes. Uncover and cook an additional 5 minutes. Drain on paper towels. Yield: 4 servings.

Potato Salad

Find the Shopper’s Weekly online & on social media like Facebook & Twitter.

8 large red potatoes, peeled and cubed 2 hard-cooked eggs, chopped 1/2 cup chopped celery 1/3 cup sweet pickle relish 1/4 cup chopped green onions 1 (2 oz.) jar diced pimiento, drained

1/2 cup mayonnaise 1/2 cup sour cream 1 tsp. prepared mustard 1/2 tsp. salt 1/4 tsp. black pepper

Cook potatoes in boiling salted water to cover for 20 minutes, or until tender. Drain and cool slightly. Combine potatoes, eggs, celery, pickle relish, onions, and pimiento in a large bowl, tossing gently. Combine mayonnaise, sour cream, mustard, salt, and pepper, stirring well; add to vegetable mixture, tossing gently. Yield: 6 to 8 servings.

Deviled Eggs 6 hard-cooked eggs 1/4 cup mayonnaise 2 T. chopped sweet pickles 1 T. chopped green olives 1 tsp. cider vinegar

1 tsp. prepared mustard 1/4 tsp. salt 1/8 tsp. black pepper Paprika

Slice eggs in half lengthwise, and carefully remove yolks. Mash yolks with mayonnaise in a bowl. Add remaining ingredients except paprika and stir well. Spoon yolk mixture into egg whites. Sprinkle stuffed eggs with paprika. Yield: 6 servings.

Lemon Angel Food Cake 12 egg whites 1¼ tsp. cream of tartar Pinch of salt 1½ cups sugar

1 cup sifted cake flour 1 tsp. lemon extract 1/2 tsp. vanilla extract

Preheat oven to 350° F. Beat egg whites with an electric mixer on high speed until foamy. Add cream of tartar and salt; beat until soft peaks form. Add sugar, 2 T. at a time, beating until stiff peaks form. Sprinkle flour over egg-white mixture, 1/4 cup at a time, folding in carefully each time. Fold in flavorings. Pour batter into an ungreased 10" tube pan, spreading evenly. Bake for 35 to 45 minutes, or until cake springs back when lightly touched. Remove cake from oven and immediately invert pan; let cool at least 1 hour. Remove cake from pan. Yield: one 10" cake.

letters to the editor

Dear President Trump: As a retired Vietnam veteran and recognizing you as our Commander-in-Chief, I ask you to consider fulfilling your number one job as our President, the security and protection of our country. Dictator Kim Jong of North Korea is a threat to our country, and he is getting stronger in developing his nuclear and ballistic missile war weapons. I have no doubts that Kim Jong will attack our mainland. As Commander-in-Chief, you have just two options in dealing with North Korea: (1) Allow Kim to develop his nuclear and ICBM missile programs and attack our country; and/or (2) Attack and destroy North Korean weapons. D i c t ator Ki m Jong reminds me of Hitler prior to and during World War II. He was allowed to attack other countries and almost killed off the German Jewish population. We should not allow North Korea to continue to develop their war weapons and wait until they attack us. As President, I strongly ask you to inform dictator Kim Jong that on August 20, 2017 you will attack and d e s t roy h i s w e ap on s program, and also alert and direct our military forces for war. I hope you will attack and attack Kim Jong into submission. Mr. President, you stated that former President Obama was weak! Well, Mr. President, what have you done to check and combat North Korea's nuclear and ICBM missile programs since you have been in office? Face the facts, President

Trump. Kim Jong hasn't changed his military development programs, and you can talk and warn him until the cows come home, but until you take military action against Dictator Kim Jong, he won't change. Do something, President Trump! Let's get Kim Jong. Vernell Burris Vietnam Veteran _________________ Send your letters to the editor to: Shopper’s WeeklySpeak Out, P.O. Box 1223,

General John Kelly was sworn in as White House Chief of Staff on Monday, July 31. Kelly is known as a whip-cracking, retired general, not afraid to stand his ground, with three tours of duty in Iraq behind him. The goal is to bring order to a chaotic West Wing. He went to work immediately by ousting the newly appointed communications d i r e c t o r, A n t h o n y Scaramucci, after a disgusting rant which there was no excuse for (New Yorker or not). After that, the hammer came down with Sarah

Huckabee Sanders, the new White House press secretary, announcing from here on out all senior staffers including the President's son-in-law, Jared Kushner, will report to Kelly instead of President Trump. Also on his first day, he met with some members of Congress, getting to know staffers, and he started putting new procedures in place. I have to agree with Senator Lindsey Graham (R-SC) when he said on NBC's Today Show that the marines have landed at the White House, and in my

opinion, it's about time. It leads me to believe the leaking will stop or else, and General John Kelly will take control! One can only hope. In Venezuela, a group of armed men on Sunday reportedly attacked a military base and made off with some weapons. How sad a country fell under this kind of devastation under socialism; hopefully, the United States can learn something from this tragedy. On to our friend, Editor of the National Review and well known talk show contributor Rich Lowry.

companies, corruption and the end of the rule of law — it's been a master class in how to destroy an economy. The result is a sharp, y e ar s l on g re c e s s i on , runaway inflation and unsustainable debt. The suffering of ordinary people is staggering, while the thieves and k i l lers w ho are Chavezista officials have made off with hundreds of billions of dollars. At this rate there will be nothing left to steal. Any government in a democratic country that failed this spectacularly would have been relegated to the dustbin of history long ago. Maduro is getting around this problem by ending Venezuela's democracy. The Chavezistas slipped up a year or two by allowing real elections for the country's National Assembly, which were swept by the opposition. They then undertook a war against the assembly, stripping it of its powers and culminating in a rigged vote last week to elect a constituent assembly to rewrite the constitution. The goal of Maduro's alleged constitutional reforms is to no longer have a constitution worthy of the name. Denied the ordinary means of dissent via the press and elections, the opposition has taken to the streets. Already more than 100 people have been killed in clashes over the past

several months. Worse is yet to come. Lacking legitimacy and representing only a fraction of the populace, the Maduro regime will rely on the final backstop of violent suppression. There is no easy remedy to Venezuela's agony. If mediation were the solution, the country never would have gotten to this pass. End less negot i at ions between the government and the opposition have gone nowhere. The U.S. needs to use every economic and diplomatic lever to undermine the regime and build an international coalition against it. We should impose more sanctions on specific officials and on the state-run oil company; we should advertise what we know about the details of how Chavezistas park their illgotten gains abroad; we should nudge our allies to further isolate the Venezuelan government by pulling ambassadors and breaking diplomatic relations. The hope is that with enough pressure, the regime will crack, and high-level officials will break with Maduro, weakening his position and making a negotiated restoration of democratic rule possible. In the meantime, the Bolivarian Revolution is proceeding according to its sick logic — and there will be blood.

Venezuela is a woeful reminder that no country is so rich that it can't be driven into the ground by revolutionary socialism. People are now literally starving — about threequarters of the population lost weight last year — in what once was the fourthrichest country in the world on a per capita basis. A country that has more oil reserves than Saudi Arabia is suffering shortages of basic supplies. Venezuela now totters on the brink of bankruptcy and civil war, in the national catastrophe known as the Bolivarian Revolution. The phrase is the coinage of the late Venezuelan strongman Hugo Chavez, succeeded by current Venezuelan strongman Nicolas Maduro, who has instituted an ongoing selfcoup to make his country a one-party state. The Chavezistas have worked from the typical communist playbook of romanticizing the masses while immiserating them. Runaway spending, price controls, nationalization of

SOUTH CENTRAL TRANSIT CONTINUES TO GROW South Central Transit has experienced exciting times since 2006. Ridership has increased by 178% — this equates to more rides to and from work, school, medical appointments, shopping and social activities. In 2006, average trips provided per month were 17,700; today SCT provides an average of 49,500 trips per month. In 2006 the majority of riders were seniors; today, adult riders have surpassed the seniors by twice the number. This is due, in part, to the deviated shuttles that SCT has implemented over the past few years. Since 2011 Intercity shuttles have been put in place that have allowed clients to travel within and between counties in SCT’s service district (Marion, Jefferson, Clinton, Washington, Franklin and Perry). The inter-city deviated shuttle routes allow the riders in the communities that they serve more options for employment as the shuttles were created to include stops that coincide with the shift changes of many large employers in SCT’s service district. SCT continues to adapt to the needs of the public and to the change in rider profile. In 2014, SCT implemented Intra-city deviated shuttles within the cities of

Centralia and Mt. Vernon. This service consists of many designated bus stops throughout each city that can be accessed without calling the scheduling department. By using these shuttles, a rider can jump on a bus and travel to just about any destination within the city. Both Centralia and Mt. Vernon have transfer stations that allow the rider to change buses, depending on the destination they wish to reach. Centralia’s transfer station is located at 100 N. Locust St. and Mt. Vernon’s is located at Times Square Mall. The buses meet at the transfer stations every hour from 7:30 a.m. to 6:30 p.m. Monday through Friday. Public transportation has a direct economic impact on the local economy as it provides affordable access to job opportunities as well as provides shopping opportunities to many consumers who, without transportation, would be home bound. SCT hears testimonies daily from riders who state that they would not be able to work if it were not for SCT or would be unable to travel to medical appointments or buy groceries if not for the services that SCT provides.

The increased ridership over the years has naturally created a growth in employment opportunities at SCT as well. The number of employees has increased by 112% since 2006, which

equates to 75 additional employees hired over the past eleven years. SCT has helped to stimulate the economy by adding four facilities since 2006: an office and garage

i n We s t F r a n k f o r t , DuQuoin, Breese and Salem. An additional maintenance garage was also added to the Breese facility in 2015. SCT is partially funded by the Downstate Operating As s i s t a n c e P ro g r a m

(DOAP) that is administered by the Illinois Department of Transportation. This program was established to provide operating funds to assist in the operation of public transit systems stateContinued on page 14

and claws PAWS A Page Dedicated To Our Four-Footed Fuzzy Children.

What's the Best Dog for Small Apartment? DEAR PAW’S CORNER: My apartment building doesn't allow dogs or cats, but I just found out from a neighbor (who was walking her cat outside) that the management does allow "therapy" pets or companion animals, with a doctor's letter. What kind of dog is best for a small apartment, though? Sign me — Not a Cat Person DEAR NOT A CAT PERSON: There are a number of dog breeds you might consider for a companion pet, and I'm glad you're taking the size of your apartment into consideration. Once you have the doctor's letter and management approval, take

some extra time — plenty of it — to consider what kind of companion animal you would like to make part of your family. A search online for small- and medium-sized breeds will give you a good overview of the different traits of each breed. Basenjis, for example, don't bark — which is great if you don't want to annoy your neighbors — but also are energetic and playful. Pomeranians and Chihuahuas can be big barkers and even somewhat aggressive. Bulldogs are impressive, but can suffer from specific health problems. Then of course, you can (and I hope you will) look at adopting a dog from your local shelter, whether purebred or a mutt. Dogs take quite a bit more attention and training than cats, of course. While they can make great companion pets, they will need daily walking and behavior training. Because they'll likely spend more

wide. Currently, DOAP pays up to 65% of eligible expenses and each eligible participant receives an annual appropriation. With the State’s current financial crisis SCT has struggled this year to maintain services at their current level due to payments being delayed. SCT is required to match the DOAP funding by providing the remaining 35% deficit from contractual services with other nonprofit or governmental

Wednesday, August 9, 2017 agencies. In 2006 SCT averaged $389,000 in local match; today, SCT retains nearly $1.5 million in local match. SCT has been very fortunate that so many non-profit agencies have entrusted SCT to provide transportation services for them. For these reasons SCT has been able to continue operating when IDOT payments have been so delayed. SCT has received over $7 million dollars in state and federal capital grant money over the last ten years, which has provided them the opportunity to upgrade technology in

order to better serve the community and the riders. The SCT website, www. southcentraltransit.org, has recently been upgraded and now includes the deviated shuttle route schedules summarized by county. You will also find rider and employee testimonials and all the current happenings at SCT. SCT is proud to be an asset to the communities that it serves. The Managing Director and her staff have worked diligently over the years to make SCT the safe and affordable public transportation provider that it has become.

ARIES (March 21 to April 19) A strong social whirl brings a new round of good times to fun-loving Rams and Ewes. Cupid also is busy aiming arrows at single Lambs hoping for a heart-to-heart encounter. TAURUS (April 20 to May 20) A romantic incident could take a more serious turn if the Divine Bovine considers meeting Cupid’s challenge. Meanwhile, a professional opportunity also is about to turn up. GEMINI (May 21 to June 20) A bit of hardheaded realism could be just what the Twins need at this emotionally challenged time. Face the facts as they are, not as you want them to be. Good luck. CANCER (June 21 to July 22) Many opportunities open up. But you need to be aware of their actual pros and cons. Check them all out and make your choice from those that offer more of what you seek. LEO (July 23 to August 22) A more stable situation begins, allowing you to feel more secure about making important decisions. Meanwhile, be sure to meet your project deadline so you can move on to other things. VIRGO (August 23 to September 22) Congratulations. A new personal relationship thrives as you learn how to make room in your busy life for this wonderfully warm and exciting emotional experience. Ask yourself if you need it. If yes, get more information. If no, respectfully decline the request. SAGITTARIUS (November 22 to December 21) Good times dominate your aspect. So why not have a party to celebrate a loved one’s success? And do invite that special person you want to know better. CAPRICORN (December 22 to January 19) The shy side of the Sea Goat soon gives way to your more assertive self. This should help you when it comes time to speak up for yourself and your achievements. AQUARIUS (January 20 to February 18) A new period of stability will help you deal with some recently reworked plans. Once you get your current task done, you can devote more time to personal matters.
