REPUBLIC SERVICES TO COMMENCE WITH LEAF VACUUMING FOR FALL OF 2017 Republic Services will start the leaf vacuuming service for City residents of Centralia as of Monday, October 16, 2017. The vacuuming service will last for a period of 8 weeks ending on December 8, 2017. The service will follow routes as established in August 2012 (see website at www.cityofcentralia.org for map). The usual landscape waste and limbs will continue to be collected every week in approved paper bags. The following are simple rules that we ask each resident to follow to make the process as smooth as possible: 1. Please rake your leaves to within four (4) feet of the curb but DO NOT place leaves on the street or in the gutter as they will clog the

storm drains. This is typically the area between the sidewalk and the curb. 2. Please do not place leaves behind or near obstacles such as mailboxes, trees, hedges, fences, etc. If there are any obstacles preventing your leaves from being picked up, they will not be picked up. 3. Please avoid parking vehicles in front of piles of leaves on the day that they are to be collected. The vacuum trucks require a minimum of forty five (45) feet of curb access to safely operate. If a vehicle blocks access to the leaves, they will not be picked up. 4. Please do not mix trash, yard waste such as limbs, weeds, grass or any other material with the leaves. Yard waste mixed with leaves causes safety

concerns and equipment malfunction. These items should be placed in approved paper bags for weekly collection or bundled properly. Leaf collection will begin at 6:00 a.m. and will end by 6:30 p.m., Monday through Friday. Leaves must be ready for vacuum by 6:00 a.m. on your scheduled day. If your leaves are not picked up on the regularly scheduled day (due to severe weather, equipment malfunction or a holiday) they will be picked up the following day or as soon as possible. A few weeks ago I wrote about Hurricane Harvey's devastating effect on Texas and Louisiana. The same holds true for Hurricane Irma. I said the problems that people would face would last long after the hurricanes dissipated. I recommended that we could help through the Red Cross and Salvation Army. But I received a letter this week from Mr. and Mrs. Ralph Swarthout of Dix, Illinois, who recommended another organization that always steps up when needed, and that is International Disaster E m e rge n c y S e r v i c e (IDES), and I couldn't agree more. Thanks for the suggestion. On to their question, "What can we do to help get term limits in Springfield and Washington?" My answer is, eventually people have to start voting these lawmakers out. A prime example is Illinois State Speaker of the House Michael Madigan. But the problem is whomever goes against him, their district isn't going to get help; therefore, their constituents become disenchanted and they aren't re-elected. It's all a vicious catch-22. I truly believe having no term limits in place is one of our biggest problems, and I wish I had a better answer. On to healthcare. Last week Bernie Sanders pushed again for a single payer plan to replace Obamacare. He asked, "Why are we the only

major country in the world to not cover all its citizens?" My question to Sanders is, "Why are we the only major country in the world to cover illegal immigrants?" Could that be part of the problem? If I interviewed him I would certainly ask that question. And no, the liberal media hasn't asked and nor will they! On to DACA and the Dreamers, which consist of approximately 800,000 to a million people. These are people that were brought to the U.S. as small children. I believe Trump is trying to figure out a way to give them legal status but cut it off there. The problem is, if there isn't a cutoff, the problem will c ont i nu e, a lt hou g h Donald Trump has said, " T h e re w i l l b e no amnesty." So what's Trump doing? In reality, he's giving Congress another chance. As Rich Lowry, editor of The National Review said, "The president goes out of his way to minimize disruption for current DACA recipients. The administration will stop accepting new applications for the program but will continue to consider two-year renewals for recipients whose status is expiring between now and March 5, 2018." That's a six-month window for Congress's own solution before anyone's status is changed.

And frankly, as Rich also said, this is basic civics. Congress writes the laws. I think the bottom line is Trump is using DACA to get what he wants, that being the wall. It's a bargaining chip. Read his book, Art of the Deal, Chapter 2. Now on to another pressing problem: North Korea. Each president since Bush has recognized there is a serious threat. However, this administration could be different, with my mind going back to the Bay of Pigs. Is this administration considering military options against North Korea? Anything we do is to sacrifice South Korea, a grave concern of mine. I would hate to sit in Trump's seat on this one. He's damned if he does and damned if he doesn't. But the reality is, in time a decision will have to be made! In closing, let me assure you my household personally boycotted the 69th Emmy awards. I chose not to spend the evening watching an antiTrump rally. Welcome to the shallow world of Hollywood. Until next week. Making Your Mark for the Kingdom Mark Twain was one of the most colorful and gifted writers of the 19th century. A former riverboat pilot, he took his pen name, Mark Twain from the way boatmen would mark the depth of the river to avoid the shallows rife with sandbars and rocks. Mark Twain made his mark on American literature. Believers in Christ are called to make their mark for the kingdom of God. To make your mark apply these teachings of Jesus from the Gospel of Mark chapter 11 to your daily life. THE PRACTICE OF PRAISE. Jesus fulfilled prophecy when he sent two of his disciples into a village to borrow a donkey for Jesus to ride into Jerusalem in what is referred to as the Triumphal Entry. (Mark 11:1-10; Zechariah 9:9) When the throng of people saw Jesus riding into Jerusalem, they hailed him as king and strew their cloaks and palm branches before him as they shouted, “Hosanna to the Son of God.” As Jesus went into the temple,

even children began crying out in praise to him. The Jewish leaders became indignant and told Jesus to forbid them. Jesus said, “Yes, have you never read, ‘out of the mouth of babes and nursing infants you have p e r f e c t e d p r a i s e .’” (Matthew 21:16; Psalm 8:2) Praising people make their mark for the kingdom of God. Praise gives glory to God, enables you to practice his presence, keeps you filled with the Holy Spirit and is a spiritual weapon against the enemy. (Psalm 100; 149; Ephesians 5:18-19) THE POWER OF FAITH. Men and women of faith make their mark for the kingdom of God. Before Jesus went into the temple he saw a fig tree. Expecting to eat some of its fruit, he saw that it was bare of figs and declared, “’Let no fruit grow on you ever again.’ Immediately the tree withered away.” (Mark 11:18-19) When the disciples saw what happened to the tree, they were amazed. But Jesus wanted to teach them a vital truth, “’Assuredly I say to you, if you have faith and do not doubt,

you will not only do what was done to the fig tree. But also if you say to this mountain, ‘Be removed and be cast into the sea’, it will be done. And whatsoever things you ask in prayer, believing you will receive.’” (Mark 11:22; Hebrews 11) Do you want to make your mark for the Kingdom of God? Have faith in God. (Mark 11:22) THE PRIVILEGE OF PRAYER. Jesus went into the temple and saw the money changers and merchants who were taking advantage of the worshippers. He made a whip, overturned the tables, and drove the scoundrels out. He taught them saying, “Is it not written, ‘My house shall be called a house of prayer for all nations. But you have made it a den of thieves.’” (Matthew 11:1517) The kingdom of God advances through the prayers of believers. The old hymn “What a Friend” says, “What a privilege it is to carry, everything to God in prayer.” Scripture teaches us the power of praying in the Spirit. (Ephesians 6:18; Romans 8:16-17; Jude 20) My six year old granddaughter will lay hands on people at church or anyplace and pray the prayer of faith for them. She is making her mark for the kingdom. But don’t forget this truth that I saw today on Facebook, “The purpose of prayer is not just to receive what you asked for, but to strengthen your relation-

ship with God.” When Jesus taught on prayer, he almost always included the necessity of forgiving others. “And whenever you stand praying, if you have anything against anyone, forgive him, that your Father in heaven may also forgive you your trespasses. But if you do not forgive neither will your Father in heaven forgive your trespasses.” (Mark 11:26) It is a privilege to be involved in the work of God and advancement of his kingdom through prayer. Daily practice these teachings from our Lord Jesus and you will make your mark for t he kingdom of God.

The Kaskaskia College Children’s Learning Center is announcing that it has been approved to accept 15 month old children. The Center is available to the community and is licensed by the Illinois Department of Children and Family Services and accepts all IDHS programs. The Center has also earned the Bronze Circle of Quality from ExcelRate Illinois. The Center now accepts children ages 15 months to 6 years of age during the

fall and spring semesters and children ages 15 months to 12 years of age during the summer. The Center offers a theme-based curriculum providing activities that promote language, science, math, reading, physical, social, and musical skills. Activities include play and exploration. The dedicated staff will work with children in the development of social, cognitive, language, physical, and emotional development.

Potato Soup

Ask and you shall receive. Who hasn't heard that one? And so it is with Southern Cooking. So here it goes: The request for a good potato soup recipe has been filled! Try one of the recipes below and enjoy!

If you want something different, this house has personality! Country Potato Soup Potato soup is a classic farm dish and is made in many different ways: without meat, or with bacon, ham, or sausage. This one is rich and creamy, and flavored with bacon. I find it an immensely comforting soup. Makes 4 to 6 servings. 8 slices lean bacon 1/4 cup chopped celery 1/2 cup chopped onion 2 medium potatoes, peeled and cut in 1-inch cubes (about 3 cups) 2½ cups water 1 bay leaf 1/2 tsp. salt

1/4 tsp. grated nutmeg, rounded 1/4 tsp. dried marjoram, rounded (optional) 1/4 tsp. celery salt 1/4 tsp. black pepper 1 cup milk 1 T. Worcestershire sauce 2 T. finely minced fresh parsley

Chop bacon coarsely. In deep soup kettle, saute bacon, celery, and onion over medium heat until onion is golden, about 5 minutes. Add potatoes, water, and seasonings; bring to boil over high heat. Reduce heat and simmer, covered, for 15 minutes or until potatoes are tender. Mash potatoes slightly — about one-quarter of the cubes should still be whole. Remove bay leaf. Add milk, Worcestershire sauce, and parsley, and bring again to boil. Serve hot.

Plain Potato Soup This is a good solid potato soup as well as a base for Clam Chowder or Corn Chowder. The ingredient amounts will depend on your appetite or your crowd size. White potatoes, cut into bite sizes Whole milk Salt

Pepper Celery Butter (about 2 T.)

Cover potatoes with enough water to cook down until potatoes are soft. Add celery, salt, pepper and butter. Cover with milk. You can substitute celery salt for celery. Simmer until smooth and creamy. Note: Instead of water, you can use chicken broth for extra flavoring.

Salt Pepper 2½ cups milk, plus more if needed

Peel and chop potatoes. Discard tops and bottoms of green onions. Mince remaining pieces. Add potatoes and onions to medium saucepan and cover with water. Boil on high until potatoes are well cooked. Remove and drain water. Add milk and mash until smooth, leaving a few chunks for a hearty texture. Add more milk a dash at a time. Season to taste and return pot to stove, stirring frequently, for 2 or 3 minutes. Serve with additional green onion for garnish. ELMWOOD SPEAKS The City of Centralia in cooperation with the Cemetery and Parks Preservation Commission and the Centralia Cultural S ociety presented Elmwood Speaks, a historic tour of Elmwood Cemetery directed by Karen Crouse. The event ran Thursday, Sept. 14 through Sunday, Sept. 17. It was the seventh year of the tour with it selling completely out. Actors portrayed the ghosts of former residents as they told their stories of living in early Centralia. Pictured right are: (above) the first Mayor of Centralia, Matthew C. BRYANT COTTAGE STATE HISTORIC SITE ADDED TO NATIONAL REGISTER OF HISTORIC PLACES Bryant Cottage State Historic Site is now listed on the National Register of Historic Places, which recognizes historic places worthy of preservation. The site is recognized both as a well-maintained “hall and parlor”type middle class home of the 1850s, and as the site of a historic meeting b e t w e e n Ab r a h a m Lincoln and Stephen Douglas. “The listing is the result of years of work,” said Benjamin Pollard, site manager for the Bryant Cottage State Historic Site. “Now retired site superintendent Marilyn Ayers began pushing for a nomination years ago. The process started to pick up two years ago when Daniel Bacon, an intern in the Illinois State

Historic Preservation Office, started nomination research. Intern Kara Pecoraro completed the nomination and presented it to the Illinois Historic Sites Advisory Council in June 2017. It was unanimously recommended to the National Register. After a review by the Keeper of the National Register within t he Nat iona l Park Service, Bryant Cottage was approved and listed on September 5, 2017.” Br yant Cottage becomes only the sixth place from Piatt County, Illinois listed on the register. It joins the Robert Allerton Estate, Monticello Courthouse Square Historic District, Nor th State Street Historic District, South Charter Street Historic District, and Voorhies

Castle. Bryant Cottage State Historic Site – managed by the Illinois Department of Natural Resources – is located at 146 E. Wilson Ave. in Bement, Illinois. Bryant Cottage was built in 1856. According to Bryant family tradition, on the evening of July 29, 1858, Stephen A. Douglas and Abraham Lincoln conferred in the parlor of the house to plan the famous Lincoln-Douglas Debates. Alternative Treatments: Do They Work for Pets? DEAR PAW’S CORNER: Recently, a friend recommended that I give my Lhasa Apso, "Cherie," acupuncture treatments to cure her anxiety. I told her I've never heard of dogs getting acupuncture! My friend then told me that there are other treatments for dogs, like massage, homeopathy and more. Do these things really work? — Curious in San Angelo, Texas DEAR CURIOUS: Almost any alternative therapy available to humans today is available to pets as well (especially dogs and cats) in many areas of the U.S. That includes acupuncture, massage, chiropractic and

even energy healing arts like Reiki. Acupuncture has a few scientific studies behind it, and while the jury is still out on how well it can reduce dogs' anxiety, studies have found that acupuncture can help relieve pain. A 2006 study published by the Journal of Ve t e r i n a r y Int e r n a l Medicine found "encouraging data" worth pursuing in future studies, saying there was no reason to recommend or reject acupuncture as an effective treatment for animals. Just as with humans, massage can help relax muscles and relieve the chronic pain of arthritis, and chiropractic also has been shown to be helpful. A 2016 study by the Canadian Veterinar y Medical Association combined acupuncture with massage, for example, and noted that after treatment, "significant improvement was seen in the dogs' ability to walk, trot, jump and rise from a lying position." CAVALETTO WILL NOT SEEK RE-ELECTION AS STATE REPRESENTATIVE State Representative John Cavaletto (R-Salem) has announced that he will not seek re-election in the upcoming November 2018 election. The five-term Republican legislator is a retired educator and Illinois High S chool Association Athletic Directors Hall of Fame member. He was first sworn in as 107th District State Representative in January 2009. “I have been honored to serve the people of southern Illinois during this trying time in our State’s histor y,” Cavaletto said. “I’ve spent my time in Springfield fighting for conservative values. I’ve been a consistent supporter of prolife issues and I’ve worked hard to defend our 2nd Amendment rights. Conservative principles are constantly under attack in Springfield and I am very proud of my record of standing up for southern Illinois values.” Cavaletto says he first campaigned on the need for job growth and economic development. He argues some progress has been made, but more must be done to develop our natural resources and other opportunities in southern Illinois. “I come from a family of southern Illinois coal miners,” Cavaletto said. “I’ve always said we have to do more to grow jobs for our people down here, especially when it comes

to coal. From the very first time I ran in 2002, all the way up to now, I’ve said we need more good paying jobs in southern Illinois so our kids can raise their families here when they finish their education. Otherwise, we’ll never grow.” John Cavaletto was raised in Sesser, Illinois. He and his wife Connie were high school sweethearts and they worked together at summer camps for children with disabilities both at Giant City State Park and Little Grassy Lake Campground. He earned his Bachelor’s and Master’s Degrees from SIU and spent 38 years as a teacher, coach, and principal at Breese Mater Dei and Salem Community High School, where he retired in 2001. As State Representative, he served four years on the House Elementar y and S e c o n d a r y E d u c at i o n Committee. He was also a pr i or me mb e r of t he Agriculture and Conservation Committee and earned the Illinois Farm Bureau’s “Friend of Agriculture” award in his first four terms in office. Cavaletto currently serves on the House Fire and Emergency Services Committee and was previously named “Legislator of the Year” by the Illinois Association of Fire Protection Districts. “My time in the Illinois House has been a humbling

and rewarding experience,” Cavaletto added. “Two of the laws that I’m proud of are the one to reduce the number of days from 18 down to 9 to trigger the truancy process to try to save kids from flunking out of school and the legislation to allow IDES to cross check unemployment recipients to cut back on the fraud from people in prison and out of state. At the end of my term, I hope to spend more time at home with my wife and my family, and stay involved with the Route 50 Coalition to upgrade the transportation in our area for economic growth. I want to say a very sincere ‘Thank You’ to the people of southern Illinois for the trust and faith they have placed in me during my years as their State Representative.”
