On Nov. 7, 2017, Roy "Doc" Halladay became the living embodiment of that sentiment through his death. Halladay was a great pitcher. Baseball is a funny sport in that hitters get all the accolades, but true fans and those in the business of the sport know that pitchers are what make the game work. Fans may cheer for the home-run hitter, but it's the pitcher who puts the ball in play, and it's the pitcher who sends that hitter back to the bench with a few killer curves and fastballs that most people in the upper decks can't even see nor comprehend. Halladay was just such a guy. Seven times he was in the top five for the Cy Young award; twice he left with the iron.

RED CROSS OFFERS 3 WAYS TO MAKE SAVING LIVES EASIER THAN EVER The holidays are known for the giving spirit and a hectic pace. This holiday season, the American Red Cross is sharing three ways to give the gift of life in less time. At this time of year many regular blood and platelet donors delay giving due to busy schedules — but the need for blood remains. To help donors fit in a donation, the Red Cross offers three easy ways to make helping save lives faster and more convenient: • RapidPassÂŽ — Donors can complete their pre-donation reading and health history questions online to save about 15 minutes at their donation. In September, RapidPass became available on mobile devices, giving donors the ability to complete their RapidPass from a smartphone, tablet or computer. • Blood Donor App — Through the Red Cross Blood Donor App, users can find local blood drives and donation centers, schedule an appointment, receive appointment reminders and keep track of total blood donations — all from the palm of their hand. • Online appointment scheduling — Donors can conveniently schedule an appointment and find tips for a successful blood or platelet donation at redcrossblood.org. “The Red Cross is thankful for the generosity of donors who help keep hospital shelves stocked with lifesaving blood products, but we know that the holiday activities that we cherish most can make it difficult for many regular donors to find a moment to donate this time of year,â€? said Joe Zydlo, external communications manager, MissouriIllinois Blood Services

SANDOVAL FFA CHAPTER WELCOMES FFA SANDOVAL FFA MEMBERS ATTEND OFFICIALS, COMPLETES GOAL CARDS 90TH NATIONAL FFA CONVENTION The Sandoval FFA Chapter recently welcomed the State FFA President and the Section 21 Officer team into their school. During the visit members learned more about the various opportunities that are in the FFA. Teamwork was a large focus of the classroom visit. Students had to try and move cups to another location but were not allowed to physically touch the cups. At the end of the visit, the presenters asked the students to think about their very own short term, intermediate and long term goals. Students reflected on their goals by writing them on a goal card that they were able to keep to serve as a reminder. FFA makes a positive difference in the lives of students by developing their potential for premiere leadership, personal growth, and career success through agricultural education.

ILLINOIS PLAYS KICK THE CAN

BY ILLINOIS STATE SENATOR KYLE MCCARTER 2017 is coming to a close and once again, the state’s poor fiscal health and weak economy are issues left unresolved. Legislative work during the spring session, special summer session days and the fall veto session did little, if anything, to address the systemic problems facing Illinois. I call it “kicking the can down the road.” Finances and the Economy As I detailed in last week’s column, Illinois ranks at the bottom when comparing the 50 states for fiscal health. We rank 49 for fiscal health in a study by the Pew Charitable Trusts. Pew looked at state fiscal years from 2002 through 2016. Only New Jersey ranks worse at 50. The report compared state spending with state revenue or income, and indicated states like Illinois suffer from “chronic shortfalls.” According to the analysis, the shortfalls are, “one indication of a more serious structural deficit in which revenue will continue to fall short of spending absent policy changes.” During this week, a new report from Georgetown University was released. It’s also a cause for concern. According to the Georgetown University Center on Education and the Workforce, Illinois was among five states that suffered the most significant blue-collar job losses during the period from

1991 through 2015. The Georgetown University study was actually about the number and availability of good paying jobs for those people with less than a bachelor’s degree. While nearly half of the 50 states added jobs in this sector, I l l i n oi s , Ne w Yor k , Pennsylvania, California, and Ohio suffered the most blue-collar job losses. The apparent link between the state’s fiscal health and job decline is not surprising. If a state’s fiscal house is on shaky ground, it hampers the economic climate for business expansion and job creation. Overspending, high taxes and burdensome regulations feed the fiscal problems and are negatives when it comes to recruiting new business and industry or creating economic growth. Burdensome government makes Illinois less attractive for business expansion and entrepreneurs and makes us less competitive with states that are f i s c a l ly re sp ons ibl e. Additionally, if our state economy is not growing at a sufficient rate, Illinois won’t receive the natural tax revenue growth needed to pay for priorities such as education, and programs and services for our most vulnerable citizens. It also leads to an inability of state government to pay its bills on time, ultimately government can’t get out of debt. Illinois needs reform. Illinois’ road to recovery, opportunity and prosper-

ity must include economic reforms to improve our business/jobs climate, and public policy reforms for more efficient and accountable government. That means ending the failed policies of the past. This is why I have advocated for reforms since coming to the Illinois Senate in 2009. Since 2015, when voters decided they wanted politically-shared government, there has been an ongoing philosophical battle in Springfield. On one side are supporters of reform. On the other side, proponents of business as usual. Unfortunately, the latter group continues to dominate. As 2017 comes to a close, we can conclude that once again, the Legislature failed to address the systemic problems facing Illinois. Our fiscal problems and poor economy remain. Illinois’ Overdue Bills Shrink Last month, I reported on the state’s use of selling government bonds to pay off old debts. The bonds are a way of borrowing, allowing Illinois to use the proceeds of the sale like a loan. The bonds were used to reduce the backlog of overdue bills from a high of over $16 billion a couple of weeks ago to just under $10 billion as of the date of this report, according to the Illinois Comptroller. While the reduction is an important change, the remaining amount is still unacceptably high. In addition to the

bonds eventually needing paid. Among the recent bills being paid with the bonding maneuver are those owed to vendors that provide Medicaid services to the state. Hospitals, doctors, nursing homes and other healthcare providers have seen time delays from many months to more than a year between providing care and being paid. That’s operating government on the backs of providers. There is both a benefit and a detriment to the bonding plan. Money obtained through the bonds must be paid back, but the interest rate is far below what Illinois pays in interest penalties on the overdue bills. That’s the benefit. The detriment is that there is no definitive plan to pay back the bonds. Additionally, borrowing by bonding, without any adjustment to the spending habits that helped bring about our fiscal crisis, ultimately won’t solve our problems. Continuing this failed policy means government is delaying its’ “day of r e c k o n i n g .” I n t h e “Taxpayer Bargain” balanced budget plan I introduced earlier this year I included a plan for bonding, but it was tied to reforms to save more than $500 million annually in late charges. It would also require a cap on government spending so we can begin getting Illinois out of debt. Continued on page 6

The bill creates a natural disaster tax credit that eligible, affected property owners may apply to their 2017 Illinois income taxes. Qualif ied proper ties include a taxpayer’s principle residence or land owned by a small business, but not a rental or leasing business. The allowable income tax credit will be the lesser of $750 or the deduction allowed under the Internal Revenue Code for each taxpayer who owns qualified property in a county declared a state disaster area. The bill provides that township assessors shall

issue eligibility certificates for appropriately requesting property owners, and that assessors shall certify to the Illinois Department of Revenue listings of flood-damaged properties. According to the Illinois Emergency Management Agency, the July flood damage had a fiscal impact to the state estimated at $4.6 million. The other counties affected by the legislation are Cook, Lake, Kane, McHenr y, Alexander, Jackson, Marshall, Union, Woodford, Carroll, Henry, Jo Daviess, Lee, Ogle, Rock Island, Stephenson and Whiteside — all of which were declared state disaster areas last summer.

IDNR REMINDS HUNTERS TO MAKE SAFETY A PRIORITY The Illinois Firearm Deer Season opened with the first weekend of firearm hunting on Nov. 17-19, and hunters in Illinois are being reminded to make safety their top priority throughout all of Illinois’ busiest hunting seasons. “This is prime time for hunting in Illinois, and the best way to enjoy an autumn or winter day in the field, in a blind, or in a tree stand is to make sure you’re hunting

safely,” said Illinois Department of Natural Resources (IDNR) D i r e c t o r Wa y n e Rosenthal. The IDNR Office of Law Enforcement, which administers the Illinois Hunter Safety Education Program, reports there were 29 hunting incidents last year during all seasons, and 23 of those i n c i d e nt s i nv o l v e d hunters falling from elevated tree stands, or falling while climbing

into or out of tree stands. Hunters using tree stands are reminded to use a Fall Arrest System (FAS) safety harness. Nationally, more than 80 percent of reported tree stand incidents involve hunters who were not using a fall restraint system. As additional precautions for hunting from elevated stands, hunters should check the harness, straps, ladder and other equipment to make sure

they are in good working order. Hunters are also advised to always be aware of weather conditions that could make stands and steps slippery, and to have a mobile phone within reach to call for help, if needed. Hunters can review tree stand safety online at http://www.huntercourse. com/treestandsafety/ Safety educators and IDNR Conser vation Police also remind everyone hunting with a

firearm to: • Treat every firearm as if it is loaded, and never assume a firearm is unloaded; • Always point a firearm in a safe direction; • Be sure of the target, and make sure there are no other hunters, homes, buildings, vehicles or other animals beyond the target; • Keep their finger out of the trigger guard and off the trigger until they are ready to shoot. Legal hunting hours on those days are one-half hour before sunrise to one-half hour after sunset. Fall is hunting season throughout the U.S. and a great time to remind anyone who loves autumn recreation—hunters, anglers, hikers, mountain bikers, birders or campers—how to enjoy and safely share the great outdoors. Hunting Safety Tips for Non-Hunters If you feel uneasy about outdoor recreation during hunting season, follow these common sense rules so you can continue to enjoy the outdoors. • Identify hunting seasons and lands open to hunting and plan your recreation activities accordingly. • Wear bright clothing, like fluorescent red, orange or green, to make yourself more visible. Avoid earth-tones. • Don’t forget to protect your dog. Tie a swath of brightlycolored fabric or a bandana around your dog’s neck or purchase a hunter blaze orange dog vest. • Make noise. Whistle, sing or carry on a conversation as you walk to alert hunters to your presence. • Be courteous. Once a hunter is aware of your presence, don’t make unnecessary noise that disturbs wildlife. • Make yourself known. If you hear shooting, raise your voice and let hunters know you are in the vicinity. • If you don’t feel comfortable outdoors this time of year, choose an area where hunting is not allowed, like most (but not all) national or state parks (check ahead to be sure). Hunting Safety Tips for Hunters In addition to the steps above, the most important step hunters can take is completing a state-certified hunter education course. Hunter education courses have dramatically decreased huntingrelated injuries since 1949, when New York introduced the first mandatory course. Review and follow the four basic rules of firearm safety. The most common hunting incidents result from hunter judgment mistakes. To avoid hunting incidents, every hunter should review

IDNR WARNS LANDOWNERS TO CHECK THE VALUE OF THEIR TREES Illinois forest landowners stand to be paid recordhigh prices for their mature forest trees and logs on farm and forest holdings, thanks to outstanding market prices for hardwood logs and lumber. The Illinois Department of Natural Resources (IDNR) Division of Forest Resources is urging forest landowners to consult with a professional forester before agreeing to sell. “Many landowners don’t realize the full market value of their forest trees and because of it, they are often paid only 10 to 30 cents on the dollar. Some of them are never paid at all,” said Paul Deizman, IDNR F o r e s t I n v e n t o r y, Utilization and Marketing manager. “Though most timber buyers, logging companies, and other forest operators doing business in Illinois are legitimate, some unscrupulous operators may try to take advantage of landowners, especially during times of high timber prices. Bad deals are often initiated directly with unsuspecting landowners at their front door, by mail, or by attractive advertising.” IDNR foresters want forest landowners to do some homework and exercise caution before agreeing to any timber offer. The IDNR maintains a “Call Before You Cut” toll-free hotline through which landowners can discuss timber and forest management with IDNR Division of Forest Resources personnel, who are available to offer the best advice on how to proceed when selling timber. The hotline number is 1-888-244-1706. “That advice can help forest landowners protect the forest resource and ensure that they realize the actual, and often significant, market value of their timber,” Deizman said.

Morning Quick Bread: A Tradition Cool, crisp mornings bring back sweet memories of my grandmother's house. She loved to bake and cook and was an expert at both. I think it was just one way she expressed love while taking care of us. No wonder my mother and I both are most comfortable in the kitchen. Even though friends and family gathering for morning coffee and coffee cake may be a thing of the past, this tradition is well worth revisiting in our fast-paced world, even if just on the weekends Baked goodies, hot from the oven, evoke a coziness that can be enjoyed by all. Why not start your own tradition.

Banana Nut Bread

For a special treat, top a toasted slice with cream cheese, chopped nuts and a drizzle of honey. 2/3 c. unsalted butter 1/2 c. honey 2 large eggs, beaten 1-1/2 c. mashed ripe banana (about 3 large) 2-3/4 c. whole wheat pastry flour

1 tsp. baking powder 1 tsp. baking soda 1/2 tsp. salt 1/2 c. plain nonfat yogurt 1 c. chopped walnuts

Preheat oven to 350°F. Butter large loaf pan and set aside. In large bowl, cream together butter and honey. Stir in egg and bananas. In separate bowl sift together flour, baking powder, baking soda and salt. Add dry ingredients alternately with yogurt to creamed mixture, blending well after each addition. Stir in nuts. Spoon batter into buttered loaf pan. Bake 45 to 35 minutes until toothpick inserted in center comes out clean. Allow to cool about 1 hour before removing from pan. Cool before slicing. Yield 12 servings.

Scones come together quickly. Combine dry ingredients together the night before as an added time saver. Eat the baked scones the same day or freeze them.

2 c. unbleached flour 1 T. baking powder 1/4 tsp. salt 1 c. buttermilk

Preheat oven to 350°F. Lightly oil baking sheet and set aside. In medium bowl, sift together flour, baking powder and salt, set aside. Place buttermilk, honey and Marsala in large bowl. Whisk together until well blended. Add half the flour mixture and stir until incorporated. You will have a somewhat lumpy batter at this point. Add melted butter a little at a time, beating after each addition, creating a smooth batter. Stir in remaining flour mixture and cranberries until just incorporated. Dough will be stiff and slightly sticky. Turn out onto floured work surface. Turn and knead dough several times, then divide into thirds. Form each third into a uniform thick circle. Cut each circle into quarters and place remaining wedges on baking sheet. Bake 20 to 25 minutes until lightly browned. Yield: 12 scones.

Add buttermilk and eggs, mixing well to blend. Add dry ingredients along with blueberries and stir to just moisten. Spoon batter into prepared baking pan and bake for 40-45 minutes or until toothpick inserted into center comes out clean. Cool on rack for 10 minutes, then turn out onto serving plate. Make topping by combining butter, honey, buttermilk and cinnamon in small saucepan. Heat over high to the candy point, a boil that you cannot stir down. Cook for 1 minute, then add nuts. Boil for a minute or two, then pour over cake. Cool completely before serving. Yield: 16 servings. Wall Clock With Automata Sometimes identifying and dating an antique seems easy, but it fools you. An unusual wall clock was offered at a recent auction. It was labeled "Friesland wall clock with automata, 1800." Friesland is a section of Holland where people have been making clocks since the 1600s. Automata, of course, are the moving figures — in this case, boats — that are included below the clock dial for decoration and amusement. There was a moving scene with a woman milking a cow, a fisherman with a fish and three ships with sails. The clock also struck at an

hour and half-hour. The clock case has windows that show the moving pendulum. Add to that the decoration of the case and dial, paintediron Roman numerals, pierced brass hands and mahogany marquetry trim on the wooden case and hood. It had many characteristics of an early 1800s Dutch clock. It was the oldest and the most expensive of many Friesland wall clocks in the sale. Bidders also were sure it was an early clock, and the winning bid was $3,444. *** Q: I have a small cut-glass bottle that has a glass stopper and a silver cap. A Thankful Leper Disease and sickness has pervaded mankind since the fall of Adam and Eve by their disobedience to God’s directive. One of the signs of the end times, according to the Word of God, will be pestilences. In His mercy, God has always provided divine healing. We see instances of it in the Old and New Testament. Why aren’t more people experiencing God’s divine healing today? Scripture tells us that healing is “the children’s bread”, but some missing ingredients can make the bread fall flat. I know from experience, for one time I decided to make biscuits from scratch and left out an ingredient. The biscuits turned out flat and tasteless. One-day Jesus healed 10 lepers. Surprisingly only one returned to thank him and glorify God. If you need healing or a miracle, look to the example of the thankful leper — add these ingredients to your life. (Luke 17:11-19) BE DESPERATE FOR MERCY. In ancient times it was a walking death sentence to be a leper. Somehow these 10 lepers heard about Jesus the miracle worker. A ray of hope filled their hearts. They sought Jesus out. Some friends recently cleaned out their crowded

and cluttered garage and had a pile of things to be hauled off. They say that one man’s junk is another man’s treasure. I saw some big wooden letters painted red. I asked if I could have them and they gave them to me. They spell out HOPE. Inside the “O” there’s the figures of Mary, Joseph, and the baby Jesus. I set them up on my lawn for Christmas to remind those passing by that Christ came to give hope to mankind. The 10 lepers cried out in desperation for hope and mercy. Many do not experience healing because they are not desperate enough to seek God’s mercy. But “his mercies are new every morning.” BE OBEDIENT TO THE LORD’S COMMAND. Jesus commanded the 10 lepers to go show themselves to the priests. According to the law, they had to get a “Certificate of Health” to leave their quarantine. Disobedience brought death, obedience brings life. “If you are willing and obedient, you shall eat the good of the land.” (Isaiah 1:19, 16-10) In the Old Testament a Syrian general suffered from leprosy. A Jewish slave girl testified to his family of God’s healing power and how God had used the prophet Elisha. When he

A: Tear collecting is referenced in the Old Testament of the Bible, in ancient Roman and Greek writings, and in Victorian poems and novels, but whether tear collecting was fact or legend is unclear. In the mid-1800s, when Victorian mourning customs became popular, it is said vials were used to collect tears wept for the departed loved one. Later, the tears were sprinkled on the grave to signify the end of official mourning. Another version of the custom claims mourning would last until the tears evaporated. It's difficult to imagine how a crying person could coax their tears into such a small bottle, but it makes a very romantic sought the prophet out, he was told to go dip in the muddy Jordan seven times. At first his pride prevented him to do so. But out of desperation, he relented and obeyed. After the seventh dip he was healed of his leprosy. (II Kings 5) Don’t let obedience be the missing ingredient in your life. THANKSGIVING AND PRAISE SUPERCHARGES THE PRESENCE AND POWER OF GOD. All 10 lepers were healed, but only one returned, to gives thanks and as Jesus pointed out he was a Samaritan. “Jesus answered and said, ‘Were there not 10 cleansed? But where are the nine? Were there not any found who returned to give glory to God, except this foreigner?’” (Luke 17:15-17) The nine were Jewish, surely, they would be grateful to God. God is no respecter of persons. By his mercy, press in to him. Give him glory and thanks for his wonderful works. Where God is, miracles happen for those who glorify him. FA I T H B R O U G H T HEALING TO A THANKFUL LEPER. “And he said to him, ‘Arise, go your way. Your faith has made you well.’” (Luke 17:19) The Son of God revealed the secret ingredient to divine healing and wholeness. Faith is the victory. (I John 5:4) Whether you need healing of disease or from the leprosy of sin and bondage; Jesus is the answer. Run to Jesus. With thanksgiving mix these ingredients with faith. Should Pets in Cars be Restrained? DEAR PAW’S CORNER: What do you think of the law in the U.K. that fines drivers up to $6,580 for having their pets unrestrained in the car? Isn't that the perfect example of government overreach? — Chuck G., El Paso, Texas DEAR CHUCK: That is a hefty fine, but I understand why the law is on the books. While some dogs are comfortable sitting unrestrained in a back seat or passenger seat, so they can put their head out the window (you never see an unhappy dog doing that, ever), many pets have a hard time sitting comfort-

ably as the car moves about. Unrestrained, dogs may slide around, fall onto the floor and otherwise be stressed by the ride. Some may get really agitated and clamber around in the car, distracting you. I know from experience how difficult it is to keep a car on the road when a cat panics, climbs up the fabric of the back of the driver's seat, and sinks both front claws into your shoulder. And of course, if there's an accident and your pet is unrestrained, serious injury can result. Your pet will crash into objects inside the car, or be thrown completely out of the car. The U.K. isn't alone in enacting legislation to restrain pets in moving cars. Nine U.S. states have laws on the books as of June 2017, Orvis.com reports. Each law has different requirements and penalties, but all agree that an unrestrained pet can contribute to distracted driving or an obstructed view. Regardless of your state's
