RLC Thespians To Host Improv Comedy Night Join the Rend Lake College Thespians for a night of hilarity during the annual Improv Comedy Night. The event is scheduled for 7 p.m. Thursday, Jan. 25 in the RLC Theatre. The free event mirrors the popular television show “Whose Line Is It Anyway?” with games performed by the RLC Thespians, as well as audience members. Tracey Webb, Thespian Troupe sponsor and theatre director, said audience members are invited to join the Thespians on stage for a night of family-friendly fun.
This year, the Comedy Night will feature several improvisation games, such as “Comedy Cube” for four performers to improvise two separate scenes at the same time, “Stage Directions” where actors are given random physical objects to include in a scene, and the popular “Freeze” where performers can pause the improvisation of a scene or change its direction. “The audience is encouraged to participate and get up on stage with the students,” said Webb. “Itʼs the same format as the past shows with a new group of
talented students performing. Weʼre looking forward to seeing the public fill the Theatre for another fun night.” The Thespian Troupe began in 2002 as a club for students to practice their comedic skills. They work on these skills throughout the semester at meetings, as well as at local events, schools, nursing homes, and hospitals. The show next week should last approximately one hour. The Jefferson County Chamber of Commerce cohosted the official 2018 Business Summit & State of the City Address with the City of Mt. Vernon Wednesday, January 17, 2018 at 11:30 a.m. at the DoubleTree by Hilton located at 222 Potomac Blvd, Mt. Vernon. Honorable Mayor John Lewis’ first State of the City Address provided an update on the City’s ongoing priorities such as sales tax and the overall fiscal health. During the Business Summit the Mayor further discussed some challenges that require innovative solutions. The Summit allowed attendees the opportunity to make their voices heard regarding current City issues.

The 7th Annual Mt. Vernon Fall Fest will be held September 28 – 30. This year’s theme, “Illinois Proud,” will focus on the state’s bicentennial. 2018 is Illinois’ 200th birthday and Mt. Vernon’s Fall Fest will participate as an official bicentennial event for the state. Illinois officially became a state on Dec. 3, 1818, and events are being held throughout the year, in cities across the state, to celebrate. The Illinois bicentennial is an opportunity to recognize the widespread impact Illinois’ residents have made and celebrate the state’s rich history and culture. The “Illinois Proud” theme will permeate
throughout the entire three-day festival. A celebrated, 100+ entry parade, that features a Marching Band Expo awarding $4,000 in prizes to help fund regional middle and high school bands, returns to Fall Fest 2018 on Saturday, September 29. This year, participants will build floats, decorate trailers, trucks and automobiles, gather families and friends, and even develop impressive marching band routines all to the theme “Illinois Proud” to celebrate the state we live in! Other — Those with an average annual monetary value of produce sold during the previous threeyear period over $500,000 must complete training by Jan. 26, 2018. After attending the entire course, participants will be eligible to receive a certificate from the Association of Food and Drug Officials (AFDO) that verifies they have completed the training course. To receive an AFDO certificate, a participant must be present for the entire training and submit the appropriate pa-
perwork to their trainer at the end of the course. The training course costs $110 per person and includes registration, handouts, lunch, and an Association of Food and Drug Officials (AFDO) certificate of completion. Certificates are required for individuals looking to meet the conditions of the FSMA Produce Rule. PSA grower training manuals will be paid for by a USDA National Institute of Food and Agriculture, Food Safety Outreach Grant through Southern Illinois University. Registration can be completed at http://go.illinois. edu/PSACarbondale2018. Registration closes on Jan. 18, 2018. There are a limited number of seats available for this training. Special Casseroles Better-Than-Old-Fashioned Tuna-Noodle Casserole is a personal favorite of mine, for good reason. I love it, but it also brings back fond memories of my youth. There was nothing better after a long swim in the afternoon than Mom serving tuna casserole. This dish is filling and good for you, and alongside a salad it is a complete meal. Last, but very good is a dish from the Basque province of Spain where the people are passionate about food, and many believe that Basque cuisine is among the most dynamic in the world. Try the recipe for Basque Chicken-and-Rice Casserole below and judge for yourself.
Better-Than-Old-Fashioned Tuna-Noodle Casserole 10 oz. flat egg noodles 3 T. butter 2 T. all-purpose flour 2 cups milk 3/4 tsp. salt or to taste 1/8 tsp. white pepper 1/2 cup fresh bread crumbs
1/4 to 1/2 tsp. Tabasco or other liquid hot pepper sauce 1 (7 oz.) can tuna, drained and broken into chunks 1 (4 oz.) can green chilies, drained and chopped 1 tsp. lemon juice 1/4 cup thinly sliced scallions, including some green tops
Cook noodles in large pot of rapidly boiling water to which about 2 tsp. of salt have been added until al dente, about 8 minutes. Drain. Meanwhile, melt 2 T. butter in medium saucepan. Sprinkle on flour and cook over medium heat, stirring with whisk or wooden spoon, for 2 minutes. Stir in milk, raise heat to medium-high, and bring to simmer, whisking almost constantly. Simmer 1 minute. Season with salt, pepper, and Tabasco. Combine drained noodles, sauce, tuna, and green chilies. Stir in lemon juice and 3 T. scallions and toss gently but thoroughly to combine. Transfer to lightly buttered 1½-quart baking dish. Preheat oven to 375°F. Melt remaining 1 T. butter in small skillet. Add bread crumbs and remaining 1 T. scallions and toss to combine. Sprinkle this mixture evenly over top of casserole. (Recipe may be made ahead up to this point and held for up to 8 hours.) Bake, uncovered, in center of preheated oven until lightly browned on top and heated through, about 20 to 25 minutes. Yield: 4 servings.
Basque Chicken-and-Rice Casserole 1 (2½ to 3- lb.) frying chicken, cut into 8 pieces 1/4 tsp. coarsely ground black pepper 1/8 tsp. cayenne pepper 3 T. olive oil 6 oz. smoked ham, cut 1/2" thick 1 medium onion, chopped 1 medium red or yellow bell pepper, chopped 1 large clove garlic, minced 1 cup raw long-grain white rice
1/2 cup white wine 1½ cups good-quality canned or homemade chicken stock 1/2 cup frozen green peas, thawed 1/4 cup pitted and sliced excellent-quality black olives 2 T. minced flat-leaf parsley 2 or 3 dashes Tabasco Salt
Sprinkle chicken with black and cayenne peppers. Heat oil in large skillet and saute chicken over medium heat until golden brown on all sides, about 8 minutes. Remove chicken from skillet. Add ham, onion, and bell pepper to skillet and cook, stirring, over medium-low heat until vegetables begin to soften and ham begins to brown, about 3 to 5 minutes. Add garlic and rice and cook about 1 minute until rice is coated with oil and begins to look translucent. Stir in wine and stock. Replace chicken in pan and bring liquid to boil. Cover pan, lower heat, and simmer until most of liquid is absorbed, about 20 minutes. Add peas and olives to skillet. Stir gently to distribute. Cover pan and simmer until peas are cooked, about 2 minutes. Stir in parsley, Tabasco, and salt to taste. (No salt may be needed since ham and chicken stock can be quite salty.) Serve directly from skillet. Yield: 4 to 6 servings. *** Until next week, Au Revoir! —Elizabeth Fenton
Most humans are wired for newness. Creative people especially love a new thing. Whatever new thing excites you could reveal things about your life, talents, and calling in life. An artist loves a new canvas, a writer loves a new page or a new idea, a researcher or explorer loves a new discovery. There is even a scent one can buy to hang in your car called “new car.” Where does this desire for newness come from? I believe the positive aspects for newness come from God. After all, mankind was made in the image of God. (Genesis 9:6) God is the creator and He is still creating. The universe is still expanding. One day God will make a new heaven and earth. “He who was seated on the throne said, ‘I am making everything new!’” (Revelation 21:5) Isaiah prophesied God’s message to Israel, who had forsaken God and had been conquered and led into captivity. “This is what the Lord says — your Redeemer, the Holy One of Israel, . . . ‘I am the Lord, your Holy One, Israel’s Creator, your King.’ This is what the Lord says, He who made a way through the sea . . . ‘Forget the former things; do not dwell on the past. See, I am doing a new thing! Now it springs up; do you not perceive it? I am making a way in the wilderness
and streams in the wasteland.’” (Isaiah 43:14-19) Like the nation of Israel, in order to come into the new thing God wants to do in our life, you must forget the past and perceive the new thing. To perceive is to “attain an awareness of, to realize, and understand.” (Philippians 3:12-14) God is saying to someone, “Your time is up. You’re being set free. All your dreams are about to come true.” Forget the past and perceive the new thing God is doing in your life by experiencing these aspects of newness. HIS MERCIES ARE NEW EVERY MORNING. Experience afresh each morning God’s mercy and compassion. ‘Through the Lord’s mercies we are not consumed. Because his compassions fail not. They are new every morning. Great is your faithfulness.” (Lamentations 3:22-23) No matter what you have done, you can draw from God’s great mercy. (I John 1:9) A.W. Tozer wrote, in his book God Still Speaks, “The voice of God is a friendly voice. No one need fear to listen to it unless he has already made up his mind to resist it. The blood of Jesus has covered not only the human race but all creation as well. HIS NEW BIRTH. Jesus told Nicodemus that he could not even see the kingdom of God unless he was born again. “Most assuredly, I say to you,
unless one is born again, he c an not s e e t he kingdom of God.” (John 3:3) Jesus taught about the new birth from above, by the regenerating work of the Holy Spirit. When one repents of their sins and puts faith in Christ’s work on the cross, the Spirit begins a new thing in the child of God’s life. (John 1:12; II Corinthians 5:17; Isaiah 62:2; Revelation 2:17) HIS NEW WINE. Jesus said you do not put new wine in old wineskins unless they burst. To contain the new wine of the Spirit you must become a new wineskin and allow the Spirit to fill you afresh and do a new thing in and through your life. (Isaiah 43:25-26; 65:8; Joel 3:18; Acts 2:13) HIS NEW MANNA. The Israelites in the wilderness had to go out each morning and gather a fresh supply of manna. They could not live on yesterday’s supply. Jesus likened that manna to himself and the living Word of God. (Matthew 4:4; John 6:48) Listen to the voice of God and receive a fresh Word each morning. HIS NEW SONG. Man was made to worship God and give him glory. God gives his children a new song even in the darkest hour. “He put a new song in my mouth, a hymn of praise to our God.” (Psalm 40:3; 42:8; Isaiah 42:10) As we praise and worship God, he begins to do new things in our life. Healthcare Foundation Gives Significant Donation To St. Joseph’s Hospital The Healthcare Foundation Board of Directors approved a gift of $50,000 to St. Joseph’s Hospital in Breese for medical transportation use. An announcement will be made at the 30th Annual Healthcare Foundation Ball on February 3. “To our knowledge, it is the first donation of its kind from the Healthcare Foundation,” says Marcus Holland, president of the Healthcare Foundation board of directors. The $50,000 gift is given through an endowment known as the Horn Fund. According to the parameters set up by the Horn family, their endowment may be used for travel expenses for individuals and their families to receive medical treatments. The people benefitting from the Horn Fund must live in Marion or Clinton counties. “In the past few years, we have struggled to grow as an organization. We have been stuck doing the same thing, even though the healthcare industry is changing dramatically. The
needs of the people are different now than they were just a few years ago,” says Holland. St. Joseph’s Hospital is dedicated to find a solution to help patients who need medical treatment and do not have means to travel to and from the hospital or their medical provider. A committee will be formed in partnership with the Healthcare Foundation and St. Joseph's Hospital to ensure the gift will make the most impact for families. “A gift like this can help hundreds of people and it is a gift that is sustainable over several years. We feel it is the best way to help as many people as possible,” says Holland. On February 3, their 30th Annual Healthcare Foundation Ball will take place at the Centralia Elks. Tickets are $75 per person and may be purchased contacting chairperson Christy Kuder at 618-322-2955. This annual fundraising event is to raise funds for families in need of financial medical assistance, not just medical travel expenses.
“We have a really fun night out planned! The theme is ‘Masquerade Ball’. There will be a best decorated mask contest as well as the annual chocolate and dessert contest. We will have dinner, auction, and dancing with music provided by The Presswoods,” says Christy Kuder, board member. The purpose of the Healthcare Foundation is to financially help families and individuals who live in Clinton, Marion, Washington, and Jefferson counties. With help from
hospitals, pharmacies, and healthcare workers, patients are referred to the Healthcare Foundation for assistance with medical equipment, prescriptions, and general healthcare costs. “Healthcare can be expensive and emotional, especially when it is your family, your parents, or your kids. Time-off from work, additional travel expenses, and prescriptions or treatments costs can be very detrimental to families,” says Holland.

Companion animal overpopulation is a problem that continues to tax the resources of communities throughout North America. Each year, millions of animals are euthanized in animal shelters because there are simply not enough people to adopt them. One of the easiest ways to prevent pet overpopulation is to spay and neuter animals. Cats can reproduce at very fast rates. According to the Cat Rescue, Adoption & Foster Team of Central Oregon, two uncontrolled breeding cats can create the following situation if they have two litters a year at a survival rate of 2.8 kittens per litter: 12 cats in the first year, 66 cats in the second year, and 2,201 cats in the third year. Cats reach puberty between 4 and 12 months of age. Female cats reproduce
between January and September, and might come back into "heat" every 14 to 21 days until they have bred or daylight decreases considerably. Cats can give birth 60 days after they have bred. Spaying or neutering is the responsibility of all pet owners. But for some owners, the cost of spaying or neutering can be a deterrent. Several municipalities, humane societies and SPCAs now offer low-cost spay/neuter programs or clinics to address this issue.

Medicaid Work Requirements For Able-Bodied, Childless Adults Make Sense By Dan McCaleb
Helping people when they're down is admirable. Helping people who are down learn how to help themselves is both admirable and far more sustainable, financially, in the long term. That's why the Trump administration's decision last week to allow U.S. states to develop work-requirement programs for healthy, childless Medicaid recipients is a smart one. Under the new
guidelines, individuals with disabilities and small children, women who are pregnant, and the elderly would be exempt from the work requirements. Those most in need, then, are not affected. Kentucky was the first U.S. state to become eligible to impose the mandatory work requirement. Illinois should get in line to become one of the next.

Shimkus Kicks Off Annual Valentines For Heroes Program C o n g r e s s m a n Jo h n Shimkus (R, Illinois-15) is once again asking constituents to participate in his annual “Valentines for Heroes” program. The congressman’s district offices will collect valentines for distribution throughout the region to veterans and those currently serving in the military. “Thousands of valentines have come into my offices every year since we began Valentines for Heroes,” Shimkus said. “Elementary and middle school classes, church youth groups, homeschoolers, senior citizens and constituents from every part of the district have been overwhelmingly generous and supportive of our military men and women, past and present.” This year, valentines will be accepted at Shimkus’ offices until February 9 and will then be distributed to local VA and military facilities before Valentine’s Day.
