Area Students Receive January Legacy Of Excellence Awards By Cathy Stuehmeier A brand new program was started in January to reward some well-deserving Centralia and surrounding area grade school students. The program, called Legacy of Excellence, was established by a local funeral home, Sutherland Garnier Funeral Home & Cremation Center. It was designed to reward students that have impacted another student's life or who are deserving of such recognition in another way, including bringing up their grades. The goal of this worthwhile program is to have a positive effect on the students chosen. Students that are awarded the certificate of excellence are

offered a choice of places to have lunch in Centralia, away from school, with parental and school consent. The student will be chosen by the school picking a classroom and two students out of the class that they feel are deserving. The students are then picked up for lunch by the staff of Sutherland Garnier and a faculty member from the school. They are then taken to lunch by limousine and presented with the Legacy of Excellence Award. The Legacy of Excellence began in January and will run through the school year. The program will involve 14 schools in Centralia and surrounding areas.

When asked how the idea came about, John Sutherland — who is a funeral director at Sutherland Garnier — told us he got the idea from his second grade teacher, Kelly Capps, who taught and still teaches at Central City School. She took Mr. Sutherland and another student to lunch for being good all-around students; it had a positive impact on Mr. Sutherland, and he felt he wanted to pass it along. The two schools chosen this month were Centralia Jr. High and Lincoln School. The chosen students from each school are pictured above.

St. Theresa School Geographic Bee Winners Healthcare Foundation Gives

Brayden Lueking, a 7th grader at St. Theresa, won the school-level competition of the National Geographic Bee on January 11. Students answered oral and written questions on geography. The 10 finalists in the Bee were: 4th graders Morgan Kurwicki and Granger Motch; 5th graders

Oliver Morton and Micah Sanderson; 6th graders Olivia Ashby and Sarah McKowen; 7th graders Brayden Lueking and Ryan Wuebbels; 8th graders Max Morton and Grant Purcell. Brayden Lueking (7th grader) won first place, Sarah McKowen (6th grader) won

second place and Grant Purcell (8th grader) won third place. Schools around the United States and in five U.S. territories participate. Brayden will take a written test; up to 100 of the top scorers on that test in each state will then be eligible to compete in their state Bee.

The Healthcare Foundation Board of Directors approved a gift of $50,000 to St. Joseph’s Hospital in Breese for medical transportation use. An announcement will be made at the 30th Annual Healthcare Foundation Ball on February 3. “To our knowledge, it is the first donation of its kind from the Healthcare Foundation,” says Marcus Holland, president of the Healthcare Foundation board of directors. The $50,000 gift is given through an endowment known as the Horn Fund. According to the parameters set up by the Horn family, their endowment may be used for travel expenses for individuals and their families to receive medical treatments. The people benefitting from the Horn Fund must live in Marion or Clinton counties. “In the past few years, we have struggled to grow as an organization. We have been stuck doing the same thing, even though the healthcare industry is changing dramatically. The

needs of the people are different now than they were just a few years ago,” says Holland. St. Joseph’s Hospital is dedicated to find a solution to help patients who need medical treatment and do not have means to travel to and from the hospital or their medical provider. A committee will be formed in partnership with the Healthcare Foundation and St. Joseph's Hospital to ensure the gift will make the most impact for families. “A gift like this can help hundreds of people and it is a gift that is sustainable over several years. We feel it is the best way to help as many people as possible,” says Holland. On February 3, their 30th Annual Healthcare Foundation Ball will take place at the Centralia Elks. Tickets are $75 per person and may be purchased contacting chairperson Christy Kuder at 618-322-2955.

This annual fundraising event is to raise funds for families in need of financial medical assistance, not just medical travel expenses. “We have a really fun night out planned! The theme is ‘Masquerade Ball’. There will be a best decorated mask contest as well as the annual chocolate and dessert contest. We will have dinner, auction, and dancing with music provided by The Presswoods,” says Christy Kuder, board member. The purpose of the Healthcare Foundation is to financially help families and individuals who live in Clinton, Marion, Washington, and Jefferson counties. With help from hospitals, pharmacies, and healthcare workers, patients are re fe r re d to t h e Healthcare Foundation for assistance with medical equipment, prescriptions, and general healthcare costs.

Basque Chicken-and-Rice Casserole

1 (2½ to 3- lb.) frying chicken, cut into 8 pieces 1/4 tsp. coarsely ground black pepper 1/8 tsp. cayenne pepper 3 T. olive oil 6 oz. smoked ham, cut 1/2" thick 1 medium onion, chopped 1 medium red or yellow bell pepper, chopped 1 large clove garlic, minced 1 cup raw long-grain white rice

1/2 cup white wine 1½ cups good-quality canned or homemade chicken stock 1/2 cup frozen green peas, thawed 1/4 cup pitted and sliced excellent-quality black olives 2 T. minced flat-leaf parsley 2 or 3 dashes Tabasco Salt

Sprinkle chicken with black and cayenne peppers. Heat oil in large skillet and saute chicken over medium heat until golden brown on all sides, about 8 minutes. Remove chicken from skillet. Add ham, onion, and bell pepper to skillet and cook, stirring, over medium-low heat until vegetables begin to soften and ham begins to brown, about 3 to 5 minutes. Add garlic and rice and cook about 1 minute until rice is coated with oil and begins to look translucent. Stir in wine and stock. Replace chicken in pan and bring liquid to boil. Cover pan, lower heat, and simmer until most of liquid is absorbed, about 20 minutes. Add peas and olives to skillet. Stir gently to distribute. Cover pan and simmer until peas are cooked, about 2 minutes. Stir in parsley, Tabasco, and salt to taste. (No salt may be needed since ham and chicken stock can be quite salty.) Medicaid Work Requirements For Able-Bodied, Childless Adults Make Sense By Dan McCaleb

Helping people when they're down is admirable. Helping people who are down learn how to help themselves is both admirable and far more sustainable, financially, in the long term. That's why the Trump administration's decision last week to allow U.S. states to develop work-requirement programs for healthy, childless Medicaid recipients is a smart one. Under the new guidelines, individuals with disabilities and small children, women who are pregnant, and the elderly would be exempt from the work requirements. Those most in need, then, are not affected.

Kentucky was the first U.S. state to become eligible to impose the mandatory work requirement. Illinois should get in line to become one of the next. Medicaid is a taxpayerfunded health insurance program that was created in the 1960s to provide coverage for the most at-risk Americans, including those in extreme poverty and people with disabilities who are unable to work. But when Obamacare was enacted in 2010, it expanded Medicaid eligibility to all lower-income Americans in states that opted in. That allowed healthy, childless individuals for whom Medicaid was

not initially intended to sign up for the welfare program. In 2013, Illinois opted in to full Medicaid expansion. Since then, the state's Medicaid rolls have exploded. More than one in every four Illinoisans now are covered by taxpayerfunded Medicaid. And, as can be expected, the costs have soared as well. During fiscal year 2016, combined federal and state spending for Medicaid in Illinois exceeded $19 billion, an increase of 44 percent since 2012. Illinois' share is more than $5 billion, and that's only going to increase as Congress shifts more of the

expansion costs to state governments. A U.S. Senate committee is investigating the rising costs of Medicaid in Illinois and seven other U.S. states that opted into to the expansion. In a letter to Gov. Bruce Rauner this past fall, the committee's chairman, Sen. Ron Johnson, R-Wisconsin, said Illinois' Medicaid expansion costs are exceeding initial estimates by 90 percent, nearly double. "Costs per enrollee are also surging in Illinois, going from $1,867 in 2014 to $5,854 in 2015 — a 214 percent single-year increase," Johnson wrote. "I am seeking to better understand these rising costs and higher-than-expected enrollment, especially in states where costs or enrollment are increasing especially quickly." Illinois is in no condition to continue absorbing these out-of-control costs. A work requirement would incentivize many healthy Illinoisans who enrolled in Medicaid through Obamacare to look for work. Some percentage of them would find it and move to privately funded

insurance, saving taxpayer money. Rauner said last week that he supports work rules for able-bodied Medicaid recipients. But he also said there aren't enough good jobs in Illinois to support it. “We don’t have jobs available for everyone, and that’s got to be our priority – because you can force people to work but if there’s not a work opportunity, that’s not going to succeed,” Rauner said in touting reforms to tax and regulatory policies that have stifled Illinois' jobs creators. Rauner is correct about Illinois' lagging jobs situation, but that shouldn't prevent the state from adopting Medicaid work requirements. Un d e r Ke nt u c k y ' s model, healthy adults who want to receive health care benefits would need to complete 80 hours of what that state calls "community engagement" each month to remain eligible. Community engagement can mean actually working in a job, but it also includes continuing education, community service and job training. And, to be clear,

t h e re q u i re m e nt i n Kentucky is 80 hours a month – not 40 hours a week, as most full-time jobs require. Illinois can form its own requirements to best fit the state. Other federal welfare programs, such as the Supplemental Nutrition Assistance Program (otherwise known as food stamps), allow for work requirements, although the federal government makes it too easy for states to apply for and receive waivers. Illinois successfully sought a waiver for its SNAP program in 2018. Work requirements offer good motivation for childless, able-bodied individuals to learn new skills, enhance their future earning power and become productive members of their communities. DEAR TIM: I've heard anecdotes from several readers about accidental chocolate consumption.

Most of them say their pets didn't have a problem with it. But then, I'm not a veterinarian, and it's a good bet that vets see quite a few sick pets that got into a chocolate stash, particularly around the holidays. I recently read an article about mass-produced U.S. chocolate having less cocoa content than chocolates made elsewhere. The Food & Drug Administration requires milk chocolate to contain no less than 10 percent chocolate liquor. Compare that to the U.K.,

where milk chocolate must contain at least 25 percent cocoa solids. The size and weight of your pet also must be taken into account. Bigger dogs may process toxic foods more easily than small dogs. So, cheap Halloween candy consumed by a large dog may not have a noticeably negative effect. However, it's still a gamble.
