MESSAGE FROM THE CHAIR

Your Chamber membership — it’s invaluable You know that being a Chamber member provides networking and educational opportunities. But perhaps more importantly, being a Chamber member symbolizes a business’s investment in our community’s future. When you’re a Chamber member, you are connected with more than 2,200 other businesses and organizations representing thousands of employees. While our level of activity with the Chamber may vary, we share one thing in common — we value the advancements being made in the Sioux Falls area and we want to be a part of continuing the progress.

PAUL BRUFLAT 2015-16 Chair of the Board

The Chamber of Commerce is the hub that brings people together...

My company, CNA Surety, is one of the founding members of the Sioux Falls Area Chamber of Commerce. For nearly 110 years, we’ve supported the Chamber. We’ve seen the value in investing in our community to help grow the economy and improve our quality of life. As a result, our business is better and our employees enjoy a wonderful place to live and work — which also makes our business better. As my year as Chair of the Board comes to a close, I want to share an observation: deciding whether or not to belong to an organization isn’t about money — it’s about value. Our Chamber leadership and staff work to provide value to our members every day. As we annually review the Chamber budget and program of work, we thoroughly evaluate our events, volunteer and networking opportunities and ways in which we communicate to our members about issues that affect them. Value can be defined in many ways. Some Chamber activities and opportunities provide a direct return on investment to members. Other activities are in place to educate members and advocate on their behalf, which can often be a priceless benefit. This issue of Chamber News, for example, shares the Chamber’s positions on half of the 10 issues that will appear on the November ballot. Other work done by the Chamber puts long-term plans into place. The greatest example of this is our long-running partnership with the Sioux Falls Development Foundation in Forward Sioux Falls. We completed our 2021 campaign this spring and have set lofty goals over the next five years to continue to make the Sioux Falls area an even better place to live, work and start or expand a business. I was grateful to be part of the process that brought business competitors together for the greater good of the community and I’m excited about the momentum carrying us forward. The Chamber of Commerce is the hub that brings people together to tackle community challenges and opportunities. Perhaps one of the greatest resources of the Chamber is our President/CEO Evan Nolte. Evan will be retiring at the end of 2016. Together, Evan and his staff have built one of the most effective chambers of commerce in the entire nation! We have been actively working with our Search Committee to find the right person to continue leading our community to a strong future. I’m looking forward to celebrating our organization, our community — and Evan — at the 110th Annual Meeting on Oct. 18 and invite you to attend. As we celebrate, let us remember our work must continue. I see great things ahead for our Chamber and our region. Thank you for the opportunity to serve as the Chair of the Board.

THE FUTURE LOOKS BRIGHT

FOR MANUFACTURING BY AMY SMOLIK

Sioux Falls Area Chamber of Commerce

The Sioux Falls area is home to a unique group of businesses that produce everything from wind energy components to globally-renowned packages to water towers. In fact, more than 200 manufacturing firms call the Sioux Falls metro area home, providing more than 13,000 jobs. These jobs represent nearly 10 percent of all jobs in the fourcounty metro area and more than 31 percent of all manufacturing jobs in South Dakota. Sioux Falls area manufacturing firms generate $2 billion in annual sales.

Because manufacturers play a vital role in the state’s overall economic health, the South Dakota Governor’s Office of Economic Development, along with local partners and companies across the state, is celebrating the fourth annual South Dakota National Manufacturing Week Oct. 3-7. For the second year in a row, the Chamber’s Young Professionals Network is offering tours of local manufacturing companies as part of Manufacturing Week. In 2015, Bell, Incorporated was one of three companies that YPN members were able to tour.

“I assumed that Sioux Falls had manufacturing, but was surprised at how much and the type of products that are manufactured here,” said YPN member Braden Bills, PrairieGold Venture Partners. “For example, I never would have guessed that paper boxes are manufactured here for large clients, such as McDonalds, the U.S. Postal Service, etc.” Like other YPN members who took part in the tours, Bills’ perception that Sioux Falls is only a “banking and healthcare” city was changed. For employers like Bell, Incorporated, tours of their facility can help serve as a recruiting and education tool about their company and the manufacturing industry as a whole. The company celebrated its 100th year in business in 2015. It started as a small local provider of packaging to Sioux Falls stores and businesses. In 1976, when Bell was purchased by current owner Mark Graham, there were only two employees. Graham rapidly grew the business by expanding its capabilities and reach and working hard to gain more national accounts. Now under second generation leadership under President/CEO Ben Graham, Bell is one of the top 10 largest independently owned folding carton companies in the country, said Chief Operating Officer Ben Arndt. Today the company employs more than 250 people in Sioux Falls and more than 50 people in Columbus, Ohio. A sales and design staff is located in Chicago but Sioux Falls is the headquarters. The Sioux Falls Metropolitan Statistical Area (MSA) has a 73.6 percent labor participation rate of MSA residents ages 16 and older who are employed. As of July 2016, the Sioux Falls MSA also had the lowest unemployment rate in the U.S.

COVER STORY

Like businesses across many industries, not just manufacturing, Bell struggles with workforce. “I would say that workforce is one of our primary challenges in Sioux Falls, but it has been that way for quite some time,” Arndt said. “We continue to focus on being an employer of choice and we have great word-of-mouth and referrals from current employees to help us fill open positions.” Long-term projections from the South Dakota Labor Market Information Center show the industry will grow in the next decade. An estimated 42,319 people worked in manufacturing in South Dakota in 2014; by 2024, that number is expected to grow by 7 percent. Bell, Incorporated has doubled in size in the last 10 years, Arndt said, and is in an industry with flat growth rates. Bell is the largest supplier of paperboard envelopes in the world and the company is gaining market share in all the packaging segments in which they compete, including packaged food and quick-serve restaurants (“fast food”).

“In our competitive industry, if you’re not innovating and investing in the latest technologies to improve quality and drive down costs and lead times for customers, you simply won’t last,” Arndt said. “Continuous improvement is a constant area of focus and we strive to have a culture that highly values being better today than we were yesterday. Over the next several years, you’ll see manufacturers like Bell integrating more automation into their processes — this will lead to some trade-off in the reduction of positions involved primarily in manual/repetitive tasks, but an increased need for engineers, maintenance technicians and machine operators.” Bell views their employees as the most valuable assets, Arndt said. They invest in employees with training and opportunities for growth. “We want to show that manufacturing offers many rewarding career paths and take pride in the fact that several of our senior managers started out here working on production lines. Our employees also enjoy the fact that they get

to see the products that they’ve manufactured at Bell on store shelves and in their homes every day — from food packaging to U.S. Postal Service overnight letter envelopes to McDonalds Happy Meal boxes and french fry scoops,” he said. Sioux Falls’ location provides access to a hard-working and high-quality talent pool, Arndt said. Being in close proximity to most major packaged food manufacturing and Sioux Falls’ central location benefits their customers with distribution centers across the country, he said. The advantage of being located at the crossroads of two interstates helped boost the formation of Foundation Park, South Dakota’s first megasite. It’s located at the crossroads of I-90 and I-29 and features more than 820 acres with class 1 rail frontage. It is zoned I-2. The Park is currently under development and is owned and managed by the Sioux Falls Development Foundation. As a non-profit development corporation, the Sioux Falls Development Foundation provides a variety of professional services including industry and business-specific location assistance, as well as information on available industrial park land, buildings and sites. The Foundation owns and operates the eight Sioux Empire Development Parks and Foundation Park. The first industrial park in Sioux Falls was established in 1970. Today the developments represent more than 2,100 acres and are zoned I-1 or I-2. The SFDF also owns the commercial development

Campus Crossing near the junction of I-90 and Marion Road. Sioux Falls’ location also played a role in bringing Marmen Energy to Sioux Falls. “By coming to Sioux Falls we moved closer to the wind energy market and we are well-located by two interstate highways. The people are also a main reason why we chose Sioux Falls. The Minnehaha County economic development team was really good with us and the workers have great work ethics. We are glad we made this choice,” said Yannick Laroche, Production Manager at Marmen Energy. Located in Brandon, Marmen opened its plant dedicated to the fabrication of wind towers in 2013. Today the plant employs 280 people. It was founded in 1972 and is a familyowned Canadian business. “Finding workers is not always easy when it comes to skilled trades as there are few candidates and we keep growing our number of employees. But we manage to find the right workers by offering training, among other things,” Laroche said. “We are still growing and we are looking for more talented people to help us grow. There are many positions available such as supervisors, heavy lift truck operators, blasters and more. The future is bright — we are booked for the coming year and we do not expect the wind market to go down anytime soon.”

participating in 2015. Tours are her favorite part of YPN, she said.

“Maguire has a great story and we believe we are a wellkept secret of Sioux Falls and add value to our community,” said company President Gene Jones, Jr.

“The Maguire Iron tour is right up my alley. How many people wonder what it takes to build a water tower and what does it look like inside?” Steever said. “I’ve had the opportunity to design, be on site and inside a new water tower construction project and tour several others. They are pretty fascinating. Water towers are part of a town’s identity and people take pride in them. Maguire Iron is a well-known name in the water tower industry and I’m excited to tour their facility.”

Echoing challenges faced by others, Jones said finding skilled labor is difficult but he believes the future looks bright for their industry. Maguire Iron has been in the Jones family since 1958 when Gene Jones, Sr. purchased it from Ed Maguire. Maguire started the company in 1915. They have 130 employees. BUSINESS ADVOCACY

Chamber Board adopts positions on ballot issues Your Chamber has a very thorough process for identifying and vetting issues before the Board of Directors is asked to weigh-in with respect to adopting a position. In the instance of ballot issues, we do not have to worry about identifying them because with 10 appearing on the November ballot we could not ignore them.

MARK LEE

Sioux Falls Area Chamber of Commerce

... our process is designed to be objective, thorough and thoughtful.

We begin with a brief statement of fact — South Dakota allows a wide range of issues to go to the ballot and has a low threshold for getting issues on the ballot. In 24 states, there is no access to the ballot for initiated or referred laws or constitutional amendments. Of the 26 states that allow some access only 11 states allow access for the same breadth of laws and constitutional amendments as South Dakota. Finally, the signature threshold we have is among the lowest in the country. In short, we provide broad access to the ballot and typically require fewer signatures. This is a combination that can easily result in elections containing a number of ballot issues just as we have this year. The Chamber’s Issues Management Council (IMC) embarked on an extensive project this summer to analyze the 10 measures, develop issue briefs and advise the Board of Directors. Each issue, before going to the Board, was subject to considerable research, writing, analysis, discussion and debate by the Issues Management Council. For a number of the issues IMC also heard presentations from proponents and opponents. In fact, IMC added an extra meeting in August just to deal with ballot issues. After IMC concluded the research phase, it turned to the recommendations phase where the Council considers each issue and whether the Chamber should be advised to take a position on the issue. Those recommendations are forwarded to the Executive Committee of the Board of Directors. The Executive Committee reviews IMC recommendations plus added information from our ballot issues survey before forwarding a recommendation to the full Board. Our survey includes some specifically selected Chamber volunteers and leaders plus about 250 randomly selected names from our membership database. Our response rate is just over 20 percent. At the July meeting, the Board endorsed a “Yes” vote on Constitutional Amendment R – Technical Institute Governance. We have long history of supporting this change and it was easy to move forward quickly. At their Aug. 17 meeting, the Chamber Board considered taking positions on an additional four of the 10 ballot issues on the November general election ballot. The Board will consider the final five topics during their September meeting. As you consider how you will vote, we encourage you to go to the Chamber website (siouxfallschamber.com) where you can find issue briefs on all of the ballot issues. We also respectfully ask you to consider supporting the Chamber’s positions as they are outlined below and as they emerge over the next month.

BOARD POSITIONS AS OF AUG. 17: Amendment R —Technical Institute Governance: The Chamber encourages a ‘Yes’ vote to change our constitution to reflect the need to ensure continued local governance of our state’s technical institutes and give them an ability to elevate their voice at the state level. Amendment S — Victim’s Rights: While very sympathetic of victims’ rights and their importance, the Chamber encourages a ‘No’ vote on this proposed amendment. Victims’ rights are vitally important but already covered in state statute and the Board believes that is the proper place. Lawmaking is never perfect, and amending our constitution leaves little opportunity to adjust the provisions as needed over time. Finally, great concern was expressed about the staffing and financial impacts of this amendment on our states’ attorneys and county budgets.

30  Chamber News | SEPTEMBER 2016

BUSINESS ADVOCACY

Amendment V — Nonpartisan Elections: The Chamber is adopting a ‘Neutral’ position on this topic. The Board believes that our membership will be divided on the issue and that the proposal for nonpartisan elections does not necessarily impact business in a way that prompted taking a position. Initiated Measure 22 — Ethics Commission, Campaign Financing and Publicly Funded Campaigns: The Chamber endorses a ‘No’ vote on this measure. IM 22 contains such a wide variety of changes to political activity laws that it causes concern. Establishing an Ethics Commission without defining a budget or staffing level is not good policy and could lead to unfettered budget growth. The fact that $12 million in general funds would be used to finance political campaigns and the Ethics Commission was not well-received as it would be taking funds from other state programs. Even more problematic is the fact that the funding outlined would mean that less than 25 percent of the state’s residents would receive the democracy credits as promised. That is not a well-designed program per se, but could also leave the state open to legal action if citizens sought to enforce their legal right to receive and use the promised credits. Finally, though proponents use recent scandals as an argument for this measure, neither IMC nor the Board believed the existence of an Ethics Commission would have had any impact on deterring the bad actors in those cases. Initiated Measure 23 — Allow Organizations to Charge Fees: The Chamber endorses a ‘No’ vote on this measure. IM 23 would permit unions to charge fees for services to non-union members. The measure puts no caps on how much can be charged nor does it define what organizations or what services are eligible under the measure. In short, we believe this is a poorly written measure and an attempted end-run around South Dakota’s 70-year tradition of being a right-towork state.

CONCLUSION Your Chamber is a leader amongst Chambers and other organizations in South Dakota with respect to its advocacy process and efforts. We take that responsibility seriously as we believe that good public policy at all levels of government does not happen by accident, but rather through intentional efforts by interested groups like your Chamber. We also know that all our members will not always agree on every position we take. We respect differences of opinion and we want all our members to know that our process is designed to be objective, thorough and thoughtful.

BALLOT ISSUE SUMMARY Find issue briefs on each of the ballot issues at siouxfallschamber.com under the Advocacy tab. The Chamber Board of Directors will review the remaining issues at its September Board meeting. Amendment R: Technical Institute Governance The Chamber encourages a ‘Yes’ vote.

Amendment S: Victim’s Rights The Chamber encourages a ‘No’ vote on this proposed amendment.

Amendment V: Nonpartisan Elections The Chamber is adopting a ‘Neutral’ position on this topic.

Initiated Measure 22: Ethics Commission, Campaign Financing and Publicly Funded Campaigns The Chamber endorses a ‘No’ vote on this measure.

The next day, the Chamber is also offering a breakout session for members to further explore the generations in a smaller, more interactive setting. This workshop is designed for anyone — from HR professionals to frontline employees. Learning how to better work with co-workers and customers can benefit all employees. You do not need to attend the Oct. 18 Annual Meeting to attend the Oct. 19 Workforce Workshop. The workshop is $70 per person; the first 100 reserved table orders will receive one complimentary ticket to the next day’s workshop. Randell Beck, Avera McKennan Hospital & University Health Center, is chairing the event. The 110th Annual Meeting will be held at the Sioux Falls Convention Center. CHAMBER PARTNER

Strategic planning process to lead school district’s actions With one year and a couple of months under my belt as Superintendent of the Sioux Falls Public Schools, it feels good to no longer be “the new kid on the block!” Don’t get me wrong — I still have much to learn. But I pledge to always do my part to educate the community, motivate our staff, and accentuate the positive academic gains and personal achievements being realized by our students.

DR. BRIAN MAHER Sioux Falls School District

Now, the real work begins as we put the plan into action.

With nearly 24,000 students in Kindergarten through 12th grade, our focus has been — and will continue to be — providing the highest quality education so “each student can succeed in a changing world.” These are not just words in our mission statement. They are words that ring in our ears each time we implement new programs, discuss challenges and work to find solutions to make your public schools responsive to the needs of today’s students. One year ago, with support from the Sioux Falls School Board, the District embarked on an ambitious strategic planning process to lead our actions for the next five years and beyond. Parents, staff members and a variety of high-level stakeholders were invited to attend small and large group community engagement sessions with the goal of identifying critical educational needs for the future. Through a comprehensive and collaborative process, four priority areas emerged: Student Outcomes, School Climate & Culture, District Staff, and Community Engagement. Beneath those headings, the Steering Committee developed measurable goals with a focus of assisting struggling readers, improving access to specialized programs, increasing attendance and, ultimately, our graduation rate. There are strategies to monitor the success of our English Language Learners; create a more culturally diverse workforce; and to expand pathways for student success. Now, the real work begins as we put the plan into action. The Implementation Committee is busy dissecting data and researching strategies for overall improvement. “What if ” questions are being asked. Networking with the top public schools in the country is taking place. The team is diving deep into proven practices that result in higher academic achievement. But, this work is not our work alone. There are plenty of opportunities for members of the Sioux Falls business community to participate in the months and years ahead. The public schools already enjoy many unique partnerships with business owners who wish to help us build a better workforce. More opportunities have not yet been discovered. But with your help, they can become a reality. Visitors to our great city often discover what we sometimes forget. Sioux Falls is a diamond in the rough; a gem like no other. We are this because we realize a strong economic climate cannot happen without strong public schools. The Sioux Falls School District’s commitment is to grow college and career-ready graduates with the highest critical thinking skills, experience in collaborative working groups, and a belief that they can successfully reach both traditional and entrepreneurial aspirations right here in this great city we call home. We would love to count each and every Chamber member as partners in progress as we move toward reaching our ambitious goals! Dr. Brian Maher is the Superintendent of the Sioux Falls School District.

MEMBER VOICE

We remember and NEVER forget On a beautiful fall morning 15 years ago I was walking to class at the Helena College of Technology where I studied Fire and Rescue. I had always dreamed of becoming a firefighter and was anxious to complete my training. As the events of that day unfolded my call to duty and service as a firefighter became even stronger. Americans all remember where we were and exactly what we were doing on that fateful Tuesday morning. The date was Sept. 11, 2001. On that day 2,996 innocent people including 343 firefighters and 72 law enforcement officers were killed in the terrorist attacks. It was the deadliest incident for firefighters and law enforcement in the history of the U.S. We were in shock, numb and searching for answers. GARETT DULANEY Sioux Falls Firefighters Benevolent Foundation

... we came together to honor, grieve and support each other however we could.

As a nation, state and community we came together to honor, grieve and support each other however we could. We donated blood, volunteered and were kinder, gentler and nicer to each other. Every day citizens rose up to fight back against the terrorists, answering their call to duty by helping at Ground Zero at the World Trade Center in search and rescue efforts. Later, we learned about the everyday heroes who sacrificed their lives by attacking the terrorists on an airplane, diverting an additional plan to crash in Washington, D.C. They and so many others died in service to their country, doing what they could in the hour of need. The support for the fire service from the Sioux Falls community during that time was truly humbling. Families, individuals and businesses stopped by the fire stations to show their support and asked how they could help. At that time the Sioux Falls Firefighters Benevolent Foundation did not exist. Because of the overwhelming community support during that time the Benevolent Foundation was created shortly after 9/11. Firefighters meet people during their most difficult times and because of the Benevolent Foundation and your support we are able to help people at their direct point of need. When a family experiences a loss due to a fire related incident, we can help. We partner and work closely with other local non-profit charities to expand our reach and resources, helping more and more individuals who need us. We give back to the community. Last year the Sioux Falls Firefighters Association created an event for the community to come together and honor and remember the heroes who lost their lives on 9/11 as well as the everyday heroes in our lives. Now in its second year, Step Up for Heroes will take place on Saturday, Sept. 17 at Howard Wood Field. Participants will climb the equivalent of 110 flights of stairs, the same number in the World Trade Center buildings, to replicate the journey firefighters and first responders took on Sept. 11. Community members, firefighters, law enforcement and members of the military, of all fitness levels, participate in this event. Please consider joining us this year as “We Climb to Remember and Never Forget.” Learn more at siouxfallsfirefighters.com. Thank you once again for your support of the Sioux Falls Firefighters Benevolent Foundation. For additional information about our organization, visit sffirefightersbenevolent.com. Garett Dulaney is a Captain on Sioux Falls Fire Rescue. He also serves as President of the Sioux Falls Firefighters Benevolent Foundation.

MEMBER VOICE

United Way campaign: Our community is stronger together We’ve proven time and time again across the Sioux Empire that when we join together, we can do so much more than we could ever do by ourselves. Great examples of this are easy to find in buildings like the Washington Pavilion or Denny Sanford PREMIER Center, community volunteer efforts like the River Greenway Clean Up or Volunteer Sioux Falls, infrastructure projects like the Lewis & Clark Waterway. One of our strongest examples of benefitting the greater good through a joint effort got its start back in 1929. That year, local businesses banded together for a sole charitable effort that benefitted seven local non-profit organizations. JAY HUIZENGA KELOLAND TV

The team effort behind Sioux Empire United Way enables it to be extremely effective and efficient.

That charitable effort remains today as Sioux Empire United Way. United Way is a true community effort that includes the cooperation and support of 700 businesses, combined with the volunteer efforts of nearly 1,000 individuals, raising funds from 27,000 people across four counties. That large of an effort is needed to support the 87 different, local programs that will benefit from this year’s campaign. Sioux Empire United Way-funded agencies and programs impact the lives of kids, families, older adults and people with disabilities. Studies show that one out of every three people receives help from a Sioux Empire United Way funded agency. What does the impact of this large effort look like? This year, for example, we’ll be expanding the availability of free dental services to low-income or uninsured youth by increasing funding to Delta Dental’s Mobile Dental Program at the Sioux Falls School District, as well as funding the one-day dental event Sioux Empire Smiles. Did you know 23 percent of South Dakota third graders have untreated tooth decay? These two programs together will provide much-needed oral health care to more than 300 youth in our community. The team effort behind Sioux Empire United Way enables it to be extremely effective and efficient, with more than 90 cents of every dollar going directly to the 87 funded programs. That’s possible because volunteers lead every facet of the organization, from Board governance, to allocating funds, to leading campaigns within companies, and processing pledges. Sioux Empire United Way has a paid staff of 10 people, compared to nearly 1,000 volunteers. Many things in our community have evolved and changed through the years. There are some things that remain — one of them being teamwork. If you want to learn more about Sioux Empire United Way’s team effort, I invite you to join us at the 2017 Sioux Empire United Way Kickoff on Sept. 14 from 4:30-6:30 p.m. at The District. We’ll highlight our funded programs, thank our corporate supporters and celebrate our volunteers as they take on the task of meeting this year’s fundraising goal. Together we can do more good as a team than we could ever do alone. Thank you for being a part of the team effort for Sioux Empire United Way. Thank you for donating a difference. Jay Huizenga is the Vice-President and General Manager of KELOLAND TV and the 2017 Volunteer Campaign Chair for the Sioux Empire United Way.

FROM THE ARCHIVES

As a membership organization with a history spanning more than a century, the Sioux Falls Area Chamber of Commerce has influenced progress across the community in a number of ways throughout the decades.

Operation Thank You: 26 years of saying thanks Operation Thank You, sponsored by the Diplomat Committee, is the Chamber’s annual one-day event where volunteers visit with Chamber members, hand-deliver materials and say “thank you” on behalf of the Sioux Falls Area Chamber of Commerce. On Sept. 29, approximately 300 people will gather in the morning to pick up materials and receive their list of members to visit. Throughout the day they will call on businesses to deliver Chamber and Sioux Falls materials and will close out the day with a wrap-up celebration. Pictured are Chamber volunteers and staff at the set-up for the 2002 Operation Thank You. For more information about participating or being a sponsor in 2016, contact Valerie Willson: vwillson@siouxfalls.com or (605) 373-2010.
