18. Identifying Affordable Market Rental Vacancies and Landlord Procurement Within Saint John’s CA System, the community effectively identifies affordable market rental vacancies. Fresh Start Services for Women Inc., one of the community Access Points, the agency which operates a formalized Homelessness Prevention Program, creates a monthly list of all market rental vacancies and willing landlords. The available rental list is provided to all individuals in need of housing to divert people from the homeless serving system and to make affordable housing options accessible. The Affordable Housing Specialist is responsible for landlord engagement for BNL purposes including procuring willing landlord partners who are open to applying a Provincial rental subsidy to their rental units. Subsidized units are secured and brought forward to the BNL table to be matched to the appropriate supports and resources (Matching and Referral). The Affordable Housing Specialist then sends the priority list to the designated Housing Program, they determine a match and proceed with a housing offer. It is part of the Affordable Housing Specialist’s role to participate in ongoing landlord engagement and consistently seek out opportunities for affordable housing placements for BNL clients. This is done through ongoing relationship building with landlords and mediating potential issues that arise between a landlord and a tenant by referring the landlord to the tenant’s support network (inclusive of BNL Housing Programs) and offering financial support where required.
