elcome to Sedro-Woolley, where happiness and a healthy environment are the primary reason people love to call it home. The area is so full of many gorgeous places that both locals and tourists alike love to visit all of the attractions. The town is steeped in hometown charm, a vital center of recreation, and a great place to do business; we invite you to stay and explore what makes us unique— besides the name. Downtown Sedro-Woolley offers artwork carved as tribute to its logging past, each year new chainsaw carvings are added to the streetscape. The city is working on a revitalization of downtown with many buildings receiving facelifts as growth is anticipated. When local owners invest in buildings one can truly see the pride that goes into creating a distinct impression. Significant growth in jobs and the economy are anticipated thanks to the Janicki BioEnergy project known as the Omniprocessor, funded for development by the Bill Gates Foundation. Peter Janicki designed and has started production on a machine that will change the world by processing human waste into clean energy and clean water. Exceeding the goals set by the Gates Foundation. (See janickibioenergy.com) Hammer Heritage Square, near the center of town, is the place to be for many events such as Blast from the Past; and the home of Sedro-Woolley Farmer’s Market, open on Wednesdays from May to October. The events in town are generally family oriented: from Woodfest during the Tulip Festival which focuses on student woodworking & technology projects; the Easter Egg Hunt, Kids’ Fishing Derby in May; and Blast from the Past in June with its classic hula hoop, jump rope,

and eating competitions, and for the second year we will have a Color Fun Run/Walk added to Blast from the Past. Don’t forget the Loggerodeo™ with its carnival and grand parade in July; Halloween parade and merchant trick or treating in October; and wonderful Christmas events in December. If you want your family to experience something genuine, Sedro-Woolley offers plenty for visitors and residents alike. For motor enthusiasts there are two car shows every year: one in June during Blast and one in September on Founder’s Day Weekend. Hitting Highway 20 or Highway 9 in any rig reminds you to enjoy the drive as you pass through the forests, mountains and small villages away from the hustle and bustle of the interstate. The town has several local parks and is surrounded by outdoor recreational opportunities from the North Cascades to the San Juan Islands, all just a short drive from the heart of Sedro-Woolley. At Riverfront Park on the Skagit River one can find plenty of picnic areas and restrooms, city maintained shelters that can be rented for reunions or other events, a dog park, boat launch and RV park. The Rotary club built an amphitheater a few years ago and has been holding free summer concerts in the park. You can also enjoy concerts at our lovely local winery, Eagle Haven on Sims Road, east of town during the summer months. In 2012 the Rotary Club also built a new state of the art skate park that now attracts skateboarders from all over the region and an annual competition in the fall. Letter from Julia Johnson, Mayor of Sedro-Woolley:

I

t continues to be a wonderful opportunity to serve as Mayor and work with a talented and conscientious City Council. Sedro-Woolley is experiencing new growth and development city-wide. Our downtown business district has welcomed new stores and restaurants, but we also celebrate those businesses that have spanned generations; Lemley’s Chapel, Stiles Law, and Janicki Logging, just to name a few, have served our community well and continue to do so. Sedro-Woolley is known for its festivals and events that occur throughout the year. From Woodfest to Blast from the Past, Loggerodeo, Founder’s Day and the Christmas Parade and Tree Lighting, Sedro-Woolley is a great place to live, and a wonderful city that enjoys sharing our heritage with visitors. We have maintained that hometown feel and community spirit, and that is probably experienced more during Loggerodeo than any other event. The 4th of July has been celebrated in Sedro-Woolley for 120 years, and Loggerodeo is the longest running celebration in the State of Washington. From the chainsaw carving, log show and carnival, to the parade and climactic fireworks, Loggerodeo provides something for everyone.

Thanks to our City Council, both past and present, there are a number of parks to enjoy in Sedro-Woolley. From spring to fall you will find families, friends, and class reunions hosting their events in one of our parks. In addition, we have a number of playing fields which get great use by little league, softball, pee-wee football, and soccer teams. This summer Sedro-Woolley will be hosting the State Little League Baseball Tournament. Starting July 21st there will be several Little League teams competing, and along with their families, spending time in our fair town. We are honored to have been selected to embrace this opportunity. As we celebrate our 120th birthday this year, we continue to emphasize our unique heritage and attributes. SedroWoolley is fearless and not afraid to move forward and test the waters and that can be seen in the development and innovation happening here in our town. There is much to be proud of and celebrate and we welcome all to join us. I am honored to have this opportunity to serve as SedroWoolley’s Mayor and I hope to see you around town or at one of our events.

What Makes Sedro-Woolley Unique? City of Sedro-Woolley

L

ocated on the banks of the beautiful Skagit River in the Skagit Valley, the City of Sedro-Woolley is the gateway to the North Cascades recreation area; attracting 750,000 visitors annually. The city is nestled between the scenic Cascade Loop drive to the east and Puget Sounds’ San Juan Islands to the west. Murals and Wood Carvings

T

ourists come to see the beautiful wood carvings and murals spread through the downtown area of the city, mostly along Metcalf Street. The carvings come from the annual chainsaw carving competition - part of the Loggerodeo™ festivities. Many of the painted murals were inspired by world-famous photographer Darius Kinsey, who had a photo-studio in Sedro-Woolley in the late 1890s. He was known for his emphasis on Western scenery, logging and railroads.

Community Demographic and Economic Profile

I

n terms of population, Sedro-Woolley is one of the fastest growing cities

in Skagit County. Between 1990 and 2010, the population of Sedro-Woolley increased from 6,031 to 10,540, an increase of 74.7 percent (US Census Data). The Washington State Office of Financial Management estimated the April 1, 2015 population at 10,700, an increase of 77.4 The value of owner-occupied housing units in 2010-2014 was $185,000 and the median household income during those same years was $44,014.

Transportation

S

edro-Woolley is served by the Skagit Regional Airport in Burlington (owned and operated by the Port of Skagit, it offers corporate, business and recreational flying services), the Burlington Northern Santa Fe and Union Pacific freight rail lines, Amtrak passenger rail service and a regional transit system. The city is also a half hour drive to the Bellingham International Airport and a one and a half hour drive to the Sea-Tac International Airport.

Education, Employment and Business Sedro-Woolley School District

T

he Sedro-Woolley School district is very proud to be ranked first in the county with a high school graduation rate averaging 90 percent over the last several years. Sixth-grade reading and math achievement levels continue to exceed state wide assessment trends. Middle school students have improved their reading, math and science scores and high school students continue to meet and exceed state standards. The district is considered a leader of educational programming and services for its students; over the past five years five SedroWoolley schools were recognized as Schools of Distinction and Washington Achievement Schools.

 Under the ongoing leadership of Superintendant Phil Brockman, the Sedro-Woolley school district has taken several steps to honor the mission that every student graduates with the knowledge and skills for future learning and success. One of the measures taken

was the implementation of school technology with all elementary schools now having one-to-one computing.

 Sedro-Woolley used the $30,000 STEM (science, technology, engineering and math) Network grant awarded in December, 2015 to establish the Sedro-Woolley STEM Network.

The STEM Network has been used to create systems where educators, employers and community leaders work together to match science, technology, engineering and math education to career opportunities in Sedro-Woolley. Because of its success, the program was expanded to all Skagit County school districts with

Education, Employment and Business a $200,000 grant from Washington STEM and the Sedro-Woolley school district has further expanded its school / business partnerships.

 While the district has a strong focus on STEM there is also support for reading, writing, social studies, collegepreparation, the arts, physical education and co-curricular clubs and activities. The success of the Art Docent program at participating elementary schools in spring of 2016 supported a decision to add 25 minutes to the elementary school day and formally bring art, music and library instructional media specialists back to all of the elementary schools at the start of the 2016 school year. SedroWoolley High School transitioned to an eight period alternating day schedule and added additional rigorous “college in the high school” courses for pre-engineering and broadcasting with a focus on “career connected learning.” The Sedro-Woolley School District expanded the Highly Capable Program for students with

advanced abilities in the 2016/2017 school year.

 All of these initiatives and student achievements wouldn’t be possible without great educators and administrators. The district employs a highly qualified and dedicated staff with over 70 percent of teachers holding masters degrees and many holding national board certifications. Coming from the Seattle School District, Phil Brockman has served as the SedroWoolley school superintendent since summer, 2013.

 On Feb. 13, Sedro-Woolley School

District voters approved the proposed Educational and Program levy measure. The replacement EPO Levy will help the school district cover the funding shortfall from the state. Local levy dollars help pay for mandated reduced class sizes, nurses, counseling services, custodians, art and music classes at the elementary schools, special education, classroom supplies and materials, extracurricular activities and transportation costs. The levy is a four-year measure and funds will be collected starting in 2019. The district will only collect the amount allowed under the state’s new funding formula; this information is expected to be released in the fall. The EPO Levy represents about 19 percent of SedroWoolley School District’s operating budget.

 Also on the ballot was a $79.5 million bond that would have paid for a new Evergreen Elementary School to be built as well as fixing a multitude of issues at every school in the district.

Education, Employment and Business New classrooms would have been added to accommodate for growth across the district. Other items on the to-do list included such things as new roofs, windows, boilers, HVAC systems and ADA upgrades. Janicki Fields was set to receive a new bathroom and extended play space and there was also money to be set aside to purchase land for a future building site. The bond failed to gain the 60 percent vote needed to pass. “These are all needs that aren’t going away,” Brockman said. “The committee really helped us focus on the community’s priorities and that’s what we presented to voters.” The district is re-evaluating the bond request and will be re-convening a citizens’ committee to discuss next steps.

School information

The Sedro-Woolley School District is 395 square miles, has approximately 4,200 students being served at 11 sites: Good Beginnings pre-school, seven elementary schools, one middle school, one high school, and one alternative small learning community high school. There are also several co-operative pre-schools. The district strict serves the communities of Sedro-Woolley, Lyman, Samish, Hamilton, Big Lake and Clear Lake. 

All kindergarten supplies, except for a backpack, will be provided in the 20182019 school year. If they can’t supply a backpack, the parent or guardian should let their school’s principal know so the district can work with local partners for help. The school district is evaluating providing supplies for first to 12th grade as well. he Port of Skagit has taken the community lead in cultivating the value-added agriculture opportunities available to Skagit County. n any beautiful – or rainy – Wednesday afternoon from late May until mid-October, the Sedro-Woolley Farmers Market may be found in Hammer Heritage Square in downtown SedroWoolley. Founded in 2001 by a group of local farmers, businesspeople and citizens led by then-Sedro-Woolley Chamber of Commerce Director Ken Cornett, the Sedro-Woolley Farmers Market quickly developed a loyal following as a lively and vibrant part of the community. Originally held outside the Feed Barn near the Iron Skillet restaurant, the Sedro-Woolley Farmers Market moved to Hammer Heritage Square in historic downtown Sedro-Woolley in 2006 where it has found a permanent home around (and sometimes inside) the gazebo. The Sedro-Woolley Farmers Market is open from 3 p.m. -7 p.m. every Wednesday May 23 through October 17, 2018. Purchase farm fresh eggs, handcrafted jewelry, garden-cut flowers,

tasty kettle corn, organic beef and pork, local produce and many other offerings. The market also features live music, cooking demonstrations using Farmers Market produce, children’s programs and gardening advice. Parks and Recreation he Sedro-Woolley Public Works Operations Division takes great pride in maintaining the city’s park system, Union Cemetery and other open spaces. The department provides maintenance and custodial services for the Municipal Building, Community Center, Senior Center, Public Library, Police and Fire facilities along with much of the roadside mowing within city limits and the maintenance of the beautiful flower baskets displayed around the city. Highway 20. It is a small “pocket park” dedicated by the Sedro-Woolley Lions Club. It is mainly used as a picnic area for tourists who are crossing over the North Cascade Pass. Water, picnic tables and barbecue pits are available but there are no restrooms. The Harry Osborne Park and Caboose is located south-east of the intersection of Cook Road and Highway 20. This park welcomes visitors and residents to SedroWoolley with the “Welcome to SedroWoolley” sign and an old steam train that was used by area loggers in the mountains surrounding the city. The park is named for longtime Sedro-Woolley resident Harry Osborne.

Parks Riverfront Park is located on the south side of town at 1001 River Road. The park has many amenities including a river boat launch with restrooms and a picnic table, an amphitheater, covered picnic areas, the Rotary shelter, small and large shelters with barbeque pits, an RV park, more than 50 picnic tables (many with barbeque pits), little kids’ playground and an older kids’ playground with a zipline feature and four restrooms. Sponsored by the City of SedroWoolley, the annual Easter Egg Hunt takes place the day before Easter at Riverfront Park. The 2019 event will be held on Saturday, April 20 at 1 p.m. All kids 12 and under are welcome to participate; the grassy area is divided into sections by age group to make it fun for everyone. Memorial Park is located in the 700 Block of Pacific Street and houses the Central Skagit Sedro-Woolley Library, the senior center and the community center. Memorial Park was dedicated in the 1950s to honor Sedro-Woolley’s veterans of the Spanish American War. It includes a playground, restroom, and open space. The city is currently working on plans to rebuild Memorial Park to include a splash park, new covered picnic areas, a new playground and other amenities. Hammer Heritage Square Hammer Heritage Square is located in downtown Sedro-Woolley on the northwest corner of Ferry and Metcalf streets. Dedicated in 2005, the square was a joint effort by the city, several service clubs and community members. It includes a gazebo, clock tower, public restrooms, a waterfall and mural. It serves as a town square, the home of the city’s farmer’s market and memorial area for Sedro-Woolley residents past and present; inscribed bricks line the walkway. Bark Park is located across from Riverfront Park and is an area dedicated to leash-free exercise for dogs. Bingham Park underwent a major renovation in 2013 and 2014 and is located at 340 Bingham Park Loop. The park was originally dedicated in 1912 and donated to the City of Sedro-Woolley by the Bingham family, who were Sedro-Woolley pioneers. It features a playground, restroom, picnic shelter, potable water, five full RV hookups and a barbeque

Parks and Recreation Outdoor Sports Metcalf Park located at 225 Metcalf Street just north of the Sedro-Woolley Municipal Building is the location of the Tesarik Little League Field (once the Babe Ruth style Metcalf Ballfield). The field has plenty of bleachers for spectators and future plans for increased amenities, including lights. Also located at Metcalf Park is the Sedro-Woolley Community Skate Park. Formally opened on October 13, 2012, the Sedro-Woolley Skate Park attracts skaters from all over the region. It is located next to Tesarik Field and the basketball court between Metcalf and Munro Streets. Local youth participated in the planning phase of the project before construction began in July, 2012. The park was built as a safe recreation space for youth with the support of the Sedro-Woolley Rotary Club and then president and retired Police Chief, Doug Wood. The Rotary Club raised $200,000 in funding and members donated their time, labor, equipment and supplies to get the park built on schedule and within budget. Other large contributors were the McIntyre Foundation and the City of Sedro-Woolley but there were many other businesses, foundations and individuals who made donations.

There is an annual Skate Park Competition, held the second Saturday in September – September 8, 2018. The Regional competition is at the SedroWoolley Skate Park after preliminary competitions are held at neighboring city parks. Local high-school students compete and a professional skating team comes to exhibit and judge tricks and form. Sedro-Woolley Museum

ummer 2018 marks 26 years for the Sedro-Woolley museum. The museum is a cherished resource for both SedroWoolley residents and international visitors. Because of broad local support, most items on display were donated by members of the community and the museum is operated by an all-volunteer staff. In October, 2016 Patty Boettcher took over as president while long-time museum President Carolyn Freeman assumed the roles of executive director and treasurer. Patty was a loyal museum volunteer for more than ten years before joining the board in 2013 which led to her transition to president. The Sedro-Woolley Museum celebrates the city’s frontier history, boasting several set exhibits including a re-creation of a frontier town with a barn and a main street with post office, jail, newspaper office and dental office. There are displays with old machines and equipment, logging exhibits, a tribute to community military members and pictures of the infamous bank robbery of 1914. A new permanent exhibit called The River and the Road is scheduled to open May, 2018. It will feature pictures of the towns and highpoints that follow the North Cascades Highway between Sedro-

Woolley and Winthrop as well as displays of the fishing and ferries that happen on these rivers. Volunteers are finishing up work on a new exhibit about Skagit Steel & Iron Works; with a planned opening in July, 2018. The museum continues its process of converting the library into a research library; all books and newspapers will be catalogued so that information about Sedro-Woolley’s history can be accessed more easily. The gift shop sells books from local authors, local artwork on consignment, plus dolls, toys and books donated by community members. There are good deals to be found such as quilting books for $10. The museum’s annual membership drive is in January but people are welcome to join in person or online throughout the year. There is also a model railroad setup all year that runs fully on special occasions. The annual model railroad open house in February attracts local railroad enthusiasts.

The community picnic is a SedroWoolley Museum fundraiser, held at Riverfront Park from 10:30 a.m. to 2:30 p.m. Lunch can be purchased for $5 and includes a hot dog, chips, cookie and a drink (pop or water). Loggerodeo™ - June 29-July 4, 2018 be a stand-out crowd pleaser year after year. Fourteen award winning carvers from around the world will go head to head to be crowned the “best of the best.” Working with beautiful six to eight foot cedar logs, the competitors will begin the log carving competition on Saturday, June 30 with quick carves and auctions running daily through July 4. Folks will have a chance to see carvings made from start to finished product and then bid on their favorites at the daily auctions. A portion of the auction proceeds goes to fund and support the Loggerodeo™ that sponsors this fun, exciting event.

Firefighter Competition The Firefighter Competition, presented by the Sedro-Woolley Volunteer Firefighter Association, is back for 2018! New event organizers are SedroWoolley volunteer firefighters Bobby Castilleja and Cody Moore. This classic Loggerodeo™ event will take place at the old Marketplace grocery store parking lot; one block west of the wood carving competition on 100 State Street. The show will be on Saturday, June 30 from 9 a.m. to 3 p.m. Trials are added and mixed every year to keep the show fresh and exciting. Greg Bisbey Logging Exhibition

Local world champions compete in this fast-paced, adrenaline pumping logging show! The Greg Bisbey Logging Exhibition is the longest running during the Loggerodeo™ celebration competition in the U.S.; it’s been going for more than 30 years! There will be one show this year: after the Grand Parade on July 4 at 2 p.m. The show will be in the vacant lot on the corner of Walley and Warner streets, across from Wood’s Logging Supply. Loggers will utilize the log rolling pond, built for the show in 2014. Thank you to the Sedro-Woolley Masonic Lodge for the use of their lot! The competitors include Sedro-Woolley High School students and professional loggers who showcase a “day Fireworks Show in the woods.” Both vintage and modern tools are used in the 45 minute display. Loggerodeo™ - June 29-July 4, 2018 the Skagit Rein Riders Drill Team and the Skagit County Mounted Shooters. The show takes place at the rodeo grounds on Polte Road. Featured events include grand entry, stick pony races, steer wrestling, tiedown roping, breakaway roping, bareback riding, ranch saddle bronc riding, bull riding and more. Sedro-Woolley Chamber Events 5 p.m.: The tree lighting ceremony takes place in the town center on Metcalf and Woodworth streets. The Cascade Middle School choir forms a circle around the tree and sings “Welcome Christmas” from Dr. Seuss’ “How the Grinch Stole Christmas!” The tree stays up until New Year. There will be a drawing ahead of time to decide which child gets to flick the ceremonial switch to turn on the tree lights. Visit local merchants the week before the lighting to enter the drawing. Once the tree is lit, the Santa Parade begins. The parade lines up by Lemley Chapel with a well-lit fire engine leading the way. The line-up features 30 to 40 entries including high-school and middleschool bands and wraps up with Santa. The bands play all Christmas music and every person, float or vehicle must be lit

up in lights! Dr. Seuss themed costumes are encouraged. The parade line-up walks down Metcalf, turns right on Ferry, right on Murdock, right on State, then left on Third and back to Lemley Chapel. Bring hand-warmers and dress for the cold. There will be cash prizes for parade winners. Right after the parade kids can meet Santa at Eagles Hall on 1000 Metcalf Street. Hot beverages will be available.
