LETTER FROM THE BOARD CHAIR I feel fortunate to have seen the impact economic development has had on the people and businesses in Skagit County. As EDASC Board Chair and President of Skagit Valley College, I participate, first-hand, in a dynamic strategic plan and important public-private partnerships.

It is inclusive and designed to serve all members of our community. As we know, ALL must have the opportunity to fully participate —economically, socially, culturally—for each of us to truly prosper.

I have had the privilege to be involved in building a bridge between business and education. This includes the Value-Added Agriculture Innovation Partnership Zone that led to the development of the College’s Cardinal Craft Brew Program and the expansion of the College’s Culinary Arts Program, featuring Artisan Baking, as well as the focus on advanced manufacturing involving industry leaders, such as Hexcel and Janicki Industries, who worked with the College to expand our educational programs. It is clear to me that EDASC, our Ports, Cities, County, educational institutions and private businesses are committed to a forward-thinking, sustainable, collaborative economic development model.

This continues to be an exciting time for the Economic Development Alliance of Tom Keegan Skagit County: We have a vision, we are EDASC Board Chair seeing results, and we are doing this President, important work in concert with many, many Skagit Valley College others. Quite simply, we couldn’t do this work without the continued support and investment of our public and private partners.

EDASC’s Strategic Plan establishes and articulates a vision for the future of economic development in Skagit County. Under the leadership of John Sternlicht, the plan was developed collaboratively with broad representation from the community.

LETTER FROM THE CEO Thanks to our dedicated board, staff, investors, volunteers, and partners, EDASC stands at the forefront of economic progress and sustainable growth in Skagit County. Our business attraction, retention and expansion, and community capacity building programs grow and evolve constantly. EDASC anticipates and gets ahead of trends that involve entire sectors and individual businesses, and the community as a whole, to make sure Skagit County is well-equipped for the future. Successful economic development happens only through collaboration with public and private sectors, non-profits, and education, both K-12 and beyond. At EDASC we value working with private sector investors, our dedicated Chambers of Commerce, the cities and towns, and Skagit County. We are fortunate to have the Ports of Skagit and Anacortes as partners in economic development to work not only on supporting a beneficial business climate and infrastructure such as broadband, but also to work with existing and potential companies, making sure they are well-positioned for long-term viability. Value-added agriculture and maritime, two of our identified target sectors, provide significant opportunities for sustaining our economy into the future, and the Ports partner with EDASC daily in those efforts. Launching a destination marketing organization to bring more tourist dollars to Skagit County will fund some of those infrastructure projects and opportunities for our residents. In conjunction with the EDASC Foundation and in close coordination with Skagit Valley College and local non-profit advocates, EDASC works to address important issues that impact significant parts of the local economy. By getting involved in workforce, early learning, career-connected learning, and STEM 4 EDASC Skagit Business Guide / 2018

projects, EDASC helps address both the critical need for skilled workers and the opportunities our residents need to prosper and support their families for decades to come. Overcoming the challenge of housing affordability, while primarily addressed by other John Sternlicht organizations, benefits from the CEO, EDASC involvement of economic development and the business community both in identifying the ramifications and in finding solutions. Similarly, issues of equity, inclusion, and public health, benefit from EDASC’s input to highlight the impacts on the economy, the business community, and the workforce. Clearly, the most important aspect of EDASC is alliance. Working with all sectors and partners to improve the climate and opportunities for all in Skagit County requires a vibrant and forward-thinking alliance. Our staff works every day towards these goals, but we could not succeed without you. We are ever-grateful for the support, collaboration, and investment from our private and public sector partners represented in this 2018 Skagit Business Guide. John Sternlicht,

CEO

John Sternlicht, attorney and certified economic developer, was selected as the third leader of EDASC and the EDASC Foundation in its 43-year history. He brings to the organization senior executive expertise in law, economic development, community relations, public policy, finance, and government relations with a domestic and international focus. John has over 20 years high-level experience negotiating and executing multi-billion-dollar business locations and expansions involving public and private sector financing, higher education, infrastructure, and legislative initiatives. John currently serves on the Board of Directors of the International Economic Development Council, and speaks nationally and abroad on various topics in economic development, including: the design, protection and assessment of incentives; economic development practices in the United States; the process of negotiation; building public consensus; strategic planning; commercialization; and innovation. John, a graduate of the Georgetown University School of Foreign Service and the University of North Carolina School of Law, also studied journalism and communications at the Université de Fribourg. He became a Certified Economic Developer in 2001 and was named a Fellow Member of the IEDC in 2017, a designation recognizing career service and innovation in the profession. Sean Connell,

Director of Business Development and Global Competitiveness

Sean Connell is responsible for business and investment attraction, with a focus on the advanced manufacturing sector, and state, national, and international-level outreach and marketing. Prior to joining EDASC, Sean was Director of Trade and Economic Development for Snohomish County, Washington. He previously served as Director for Japan and Korea at the U.S. Chamber of Commerce and Executive Director of the U.S.-Korea Business Council, where he led policy initiatives including a broad-based business coalition that led a successful campaign for Congressional approval of the U.S.-Korea Free Trade Agreement. Active in national initiatives on U.S.-Asia economic relations, Sean is a Senior Fellow at the Maureen and Mike Mansfield Foundation in Washington, DC, and was an International Affairs Fellow in Japan with the Council on Foreign Relations and Visiting Fellow at the East-West Center. Sean serves on the Executive Board and as Skagit District Chairman of the Mount Baker Council, Boy Scouts of America, and chairs the government affairs committee of the Washington State China Relations Council. He holds a bachelor’s degree with high honors from Wesleyan University and a master’s degree in international affairs from the George Washington University. Additional languages spoken: Japanese

Andrew Miller,

Director of Business Retention and Expansion Andrew Miller, who focuses on growing and keeping local businesses here and healthy, is a proud Skagit County native. He returned to the Skagit Valley to raise his family after managing global teams at Expedia, Weyerhaeuser, and Amazon and a distinguished military career leading intelligence, counter-terrorism, homeland security, and cyber operations efforts at regional, national, and international levels. A nationallyrecognized subject matter expert in strategy and leadership, Andrew is also an adjunct professor at the Karen Morris Leadership Institute at Western Washington University. Andrew’s academic credentials include a Juris Doctor from the Seattle University School of Law, a Master of Business Administration from Pacific Lutheran University, a Master in Organizational Leadership from Gonzaga University, and a Master in Strategic Studies (homeland defense) from the Naval Postgraduate School. He is also a graduate of the National Defense University Joint Staff College and the Air Command and Staff College.

An avid outdoorsman and Eagle Scout, Andrew enjoys mountaineering, backpacking, and rock climbing and is an early morning run regular on the trails at the Port of Skagit. Andrew serves on the board of directors at Viva Farms and as an Assistant Scoutmaster and Skagit District Committee member for the Mount Baker Council of the Boy Scouts of America. EDASC STAFF Audra Ramerman,

Director of Finance and Administration

“I think that the most important thing in my choice to come to EDASC from the private sector was that I see this as an opportunity to make a difference in my local community.” Audra joined EDASC from VT Volant, a division of ST Aerospace and a Burlington, Washington-based manufacturer and refurbisher of aircraft interiors. There she served as Senior Finance Manager and Controller. Before that, Audra performed in managerial roles in finance, IT, strategic planning, budgeting, and market research for OutBack Power Technologies, Samson Rope Technologies, and US Marine/ Bayliner. She earned her BS in Environmental Science from WWU and her MBA from Columbia College of Missouri, the latter while working full-time at Bayliner. Audra is an experienced professional driven to investigate and analyze questions to find unexpected answers, driving critical business decisions and developing strategic direction. In her time outside work, Audra is the Volunteer Race Director for Community Action of Skagit’s Have a Heart 5k.

Annette Pankey,

Office Manager

Annette Pankey joined EDASC in June 2015, bringing with her over 15 years of executive administrative experience in government, corporate and not-for-profit arenas. As Office Manager of EDASC, she ensures the daily operations of EDASC run smoothly, while providing administrative support to the CEO and both the EDASC and EDASC Foundation Boards of Directors. Before moving to Skagit County, Annette held positions in Baltimore, Maryland, including staff assistant in workforce operations for the Mayor’s Office of Employment Development. With her experience in workforce development, Annette saw the opportunity to work for EDASC as a natural progression in understanding the connection between workforce and business development, and is pleased to be a part of EDASC’s efforts to create a vibrant and sustainable economy and community in Skagit County. Annette also has worked as the Operations Meeting Specialist for the Annie E. Casey Foundation, and Communications Associate at the YMCA of Central Maryland. She was a teacher in the Baltimore City Public School system and a television syndicator for a sports entertainment group. She has a diverse background in public relations, marketing, and event planning and holds a bachelor’s degree in Communication Arts from the College of Notre Dame of Maryland in Baltimore. Annette and her wife live in Anacortes and enjoy golfing, camping and fishing.

Sunny Siers,

Program Support Coordinator

Sunny Siers joined EDASC in 2017 as Program Support Coordinator, providing administrative support for EDASC’s investor relations, events, and the EDASC Foundation’s Leadership Skagit program. Previously, Sunny was executive assistant to the general manager at OutBack Power Technologies, a renewable power electronics company in Arlington, Washington. Prior to that, Sunny held administrative and executive support positions at Intermec Technologies, US Marine/Bayliner and Pacific International Engineering. With experience in a variety of industries including engineering, finance and marketing, Sunny brings event planning, data management and top notch organizational skills to EDASC. Born and raised in Seattle, Sunny appreciates the Pacific Northwest and its diversity. A former winery tour guide, river rafting guide and animal shelter volunteer, she likes to explore and try new things. Sunny and her husband enjoy boating, camping, four-wheeling and socializing with friends.

Richard Sentinella,

Communications and Research Coordinator

Richard Sentinella has returned to Skagit County to join EDASC in 2017 as Communications and Research Coordinator. Before joining EDASC, he spent his last few years at the Vienna University of Economics and Business (Wirtschaftsuniversität Wien) in Austria, where he recently completed a Master of Science in Socio-Ecological Economics and Policy. He has worked as a teaching and program assistant at the Wirtschaftsuniversität Wien Department of Socioeconomics and the Institute EDASC Skagit Business Guide / 2018 7


EDASC STAFF for Ecological Economics and interned at the World Affairs Council of Oregon and AFS Intercultural Programs USA. A graduate of Anacortes High School, Richard completed his Bachelor of Business Administration in Economics and German Studies at the University of Portland. After traveling to Russia in high school with the Anacortes Sister Cities Association and the National Security Language Initiative for Youth, Richard has made it a point to volunteer with AFS Intercultural Programs and American Councils for International Education to help students find ways to study abroad and support them through their experiences. He enjoys learning and practicing languages, hiking, and exploring Washington State and Skagit County. Additional Languages Spoken: German, French, Russian

Cindy Brooks,

Small Business Development Center Certified Business Advisor

Cindy is a lifelong resident of the Pacific Northwest. She joined the SBDC network in 2017 bringing 25 years of experience in the health and wellness industry, and entrepreneurship. She is interested in the relationship between local business ecosystems and community resilience. Cindy serves Skagit, Island and San Juan Counties in her business advisor role. Cindy has experience starting, growing and managing small service-based businesses, new product development and product launch. Cindy has an MBA in Sustainable Systems from Presidio Graduate School. As a student, Cindy instigated an Organizational Change Fellowship at Seattle Children’s Hospital to research and propose an anchor mission, creating a framework through which to address community health upstream. She has volunteered with The Regenerative Business Summit, The Center for Inclusive Entrepreneurship, Social Venture Partners and Element 8 Angel Investors.

Diana Morelli-Klima,

Director of Latino Business Retention and Expansion

Diana Morelli-Klima earned her Ph.D. in Romance Languages, Literature and Linguistics from the University of Washington. From 2004 through 2012, and again from 2015 to the present, she has served as Director of the EDASC Latino Business Retention and Expansion program, the only program of its kind to have found long-term success in Washington. The success of this program has been documented in her article in the International Economic Development Journal, “Mindsets that Build Bridges across Cultures and Champion Latino Small Businesses.” With years of experience in education, business and entrepreneurial assistance, she feels we are well-prepared to meet the needs of our talented, underserved population—to the ultimate benefit of our entire community. Kate Bennett,

Director of Leadership Skagit, EDASC Foundation

In her position as the Director of Leadership Skagit, Kate Bennett is responsible for the program’s ongoing development, delivery and direction. Prior to joining the EDASC Foundation as the director of its community leadership program, Kate served in executive positions with the American Red Cross, the Leukemia and Lymphoma Society of Washington and Alaska and the Island Hospital Foundation. For most of her thirty-plus year career in non-profit management, Kate served with the American Red Cross in Washington State and Hawaii. As Chief Executive Officer of the American Red Cross for the state of Hawaii and the American Territories of the Pacific, she was responsible for the management, delivery and funding of Red Cross health, safety and disaster services throughout Hawaii, American Samoa, Guam and the Northern Mariana Islands. The National American Red Cross twice honored Kate as a recipient of its highest honor, the Tiffany Award for Management. Kate taught “Ethical Decision Making” and “Frontline Leadership” nationally for the American Red Cross and was responsible for coaching new Red Cross executives in the organization’s Star Track program. Kate is in her first term as a trustee of Skagit Valley College, having been appointed by Governor Inslee. She also serves as SVC’s representative on the statewide Awards Committee of the Washington Association of Community and Technical Colleges. A selfprofessed leadership junkie, Kate is passionate about “engaging and encouraging” community leadership and was recognized as the 2014 SWAN Woman of the Year for her role in mentoring others. 8 EDASC Skagit Business Guide / 2018

Partnerships Enhance Local Agriculture Economy Governor Inslee visits the Craft Brew Academy, operated by Skagit Valley College and located at the Port of Skagit.

Skagit County has many advantages that present opportunities in preserving our natural heritage and developing a diverse and sustainable economy. Local soils are among the best in the world and our climate is similar to Scotland, England, and Germany where farmers have been growing grain for bread since 700 BC. The ability to grow these grains for bread and beer is one of the explanations for the success of Western civilization in Europe. How can we get local product to have value-added changes here? Wheat, barley, and similar grass crops are currently part of the necessary rotation of crops needed to replenish the Skagit Valley soils. These grains are traditionally harvested and sold as feed for livestock or as commodity grain products. With the reduction in the

Sometimes the entire crop has been plowed under because the cost of harvesting exceeds the market value of the grain. In October 2013, the Washington State Department of Commerce designated Skagit Valley as an Innovation Partnership Zone (IPZ), focused on value-added agriculture. The purpose of the IPZ is to facilitate partnerships to enhance the local agricultural industry, promoting innovative approaches that combine research and technology resulting in new jobs and a robust economy centered on the valley’s rich agricultural resources and heritage. Today, businesses such as Washington State University’s Bread Lab, Skagit Valley Malting, Gielow Pickles, Northwest Mills and Specialty Grains, Chuckanut Brewery, Flyers Restaurant and Brewhouse, Garden Path Brewery, King Arthur Flour, and many more contribute to the value-added agriculture sector at the Port of Skagit. These partnerships enhance our local community, add significant value to crops, and present new business opportunities in the value-added agribusiness cluster. EDASC Skagit Business Guide / 2018 9

Where Skagit Comes Together As Skagit County’s leading organization dedicated exclusively to advancing economic development, EDASC offers a diverse range of services supporting businesses and communities within the county, as well as people, businesses, and organizations from around the world interested in investing and building partnerships here. EDASC serves as a convener and facilitator for issues that affect Skagit County and the surrounding region, particularly as they impact the economy and the ability to retain and attract businesses and workers. It offers a neutral, common ground where Skagit County, its cities and towns, ports, tribes, educational institutions, state and federal government, the private sector, and non-government and community organizations can come together in developing mutually beneficial initiatives and solutions that will support sustainable, inclusive, and equitable economic development and growth in Skagit County and northwestern Washington.

Information Clearing House EDASC serves as an information clearinghouse for Skagit County on economic development and related topics. It offers tailored research, strategies, business referral services, and statistical data for market research and analysis through its statewide network of partnerships and resources.

Business Retention and Expansion (BRE) EDASC’s BRE program works to identify, analyze, propose, and implement programs and practices that facilitate the expansion and retention of existing businesses and encourage entrepreneurial initiatives across and within existing business clusters and ecosystems. At its core, the EDASC BRE program is a planning-to-action initiative that continually reaches out to existing businesses to understand their needs, directly engage in problem solving, and increase their awareness of resources to help resolve issues and take advantage of opportunities to thrive and expand.

Business Attraction EDASC is the first point of contact for businesses and site selectors exploring opportunities to invest and establish operations in Skagit County. EDASC can assist in identifying potential locations, navigating the permitting and regulatory processes, and researching and facilitating connections related to workforce resources, infrastructure, access to capital, incentives, customers and suppliers, and other support services. EDASC works in close partnership with Skagit County, our cities, towns, and ports, regional partners, and the Washington State Department of Commerce in these activities.

EDASC PROGRAMS Small Business Development Center (SBDC) EDASC partners with the Washington SBDC to provide in-depth, no-cost, confidential and customized business advising, management training, and market research for Skagit County small business owners. SBDC certified business advisors offer one-on-one technical assistance and group advising. Core services revolve around assisting clients with making better informed business decisions to grow and sustain their businesses. Business advisors are knowledgeable professionals who have extensive experience owning, managing, or guiding businesses in a wide variety of industries. The Skagit County SBDC is co-located with EDASC, and serves Skagit, Island, and San Juan Counties. SBDC is a partnership between the U.S. Small Business Administration (SBA), Washington State University, and other Washington higher education institutions and economic development organizations, funded in part through a cooperative agreement with the SBA.

Service Corps of Retired Executives (SCORE) SCORE is a non-profit association dedicated to helping small businesses get off the ground, grow, and achieve their goals through education and mentorship. SCORE works in partnership with the Washington SBDC, and provides volunteer mentors, business tools, and workshops. For more information, visit www.score.org.

EDASC Foundation The EDASC Foundation develops, implements and operates innovative skills development and education programs in cooperation with the institutions of higher education, private business and other interested parties. The EDASC Foundation is the governing entity for Leadership Skagit, and also provides leadership in building coalitions on issues of equity and inclusion, early leaning, STEM, and other programs and other programs in the community to strengthen our future workforce and social fabric.

Professional Development EDASC offers professional development training and mentorship through the NextExec program for existing and emerging leaders in a wide array of industries. Leadership Skagit brings together individuals from Conway to Burlington, Concrete to Anacortes, to ensure that current and emerging leaders have the training and contacts necessary to step up as professionals in their field and into community leadership positions.

Committed to putting their know-how and skills to work, each participant is a member of a small team, dedicated to create and complete a service project. They have one goal: provide lasting benefit to the community. Within the team, they practice leadership skill development including communication, teamwork, conflict resolution, and motivating groups to achieve a goal. Leadership Skagit teams have completed more than 75 projects throughout the county in partnership with agencies such as Friendship House, Community Action and the Children’s Museum.

Learning about Skagit County The curriculum combines leadership skill development with in-depth information on topics important to the future of our region. Class members tour business facilities, get up close and personal with agriculture, non-profit services, tribes, school systems and innovative small businesses to study the critical issues that impact families, infrastructure and economic development. Participants examine the issues facing Skagit County, the resources available to address these issues, and the opportunities for leadership involvement. This results in increased civic engagement and a deep understanding of our community challenges and potential.

Connecting with a network of leaders The Class of 2018 is connected to an extensive network of Leadership Skagit alumni. Demonstrating that community leadership is alive and thriving in Skagit County, graduates serve as leaders across a broad spectrum. From the boards of the Skagit Valley YMCA, Habitat for Humanity, and, of course, EDASC to elected offices such as county commissioner, city councilmember, county sheriff, county auditor, hospital commissioner, and school board member, Leadership Skagit grads bring a broad perspective to their work. Leadership Skagit alumni continue to seek public office, including a dozen candidates for public office in 2017 alone. Without a doubt, these motivated leaders are fulfilling the program’s mission to provide new avenues for lasting benefit and stewardship to our county and communities. BUSINESS RETENTION & EXPANSION AND NEW BUSINESS ATTRACTION 2017 Accomplishments • Actively worked with 60 Skagit-based companies with growth plans including strategic planning, marketing, exporting, site expansion, and trouble-shooting. • Extended success of Skagit Economic Sectors program to include identifying 3-5 specific goals and action plans for each of the 13 clusters. Collaborated with key influencers and stakeholders in over 75 group and action team meetings throughout the year.

Economic Sectors Program

• Continued building a business attraction pipeline for Skagit County, with focus on manufacturing and value-added agriculture, including through proactive submission of project proposals and introduction of Skagit County’s economy, businesses, and investment opportunities to international audiences. • Managed 12 active site selection and project proposals with companies considering locating aerospace, agriculture processing, and advanced manufacturing facilities in Washington State. • Coordinated visits by Governor, Lieutenant Governor, and Washington State Department of Commerce officials to increase their awareness of Skagit County’s economy and businesses, investment opportunities, and competitive advantages in the advanced manufacturing, value-added agriculture, and marine industries. • Extensively promoted Skagit County’s economy, businesses, and investment opportunities to domestic and international audiences, including through participation in the world’s largest composites industry trade show; hosting visiting business delegations from Europe and Asia; and forging connections with business and regional government counterparts in Canada, France, Japan, Korea, and China. • Facilitated overwhelming local hotelier support for Skagit County Tourism Promotion Area petition. • Collaborated with the Port of Skagit and Skagit County, as well as all Skagit localities and the Skagit PUD, to develop the County-wide Fiber Plan, which is in the first stages of implementation. • Worked with the Skagit Valley Value-Added Agriculture Innovation Partnership Zone to develop new avenues of sustainable profitability in agriculture through new ventures and expanded markets, focusing on value-added agriculture. 20 EDASC Skagit Business Guide / 2018 Economic Development Alliance of Skagit County


SMALL BUSINESS DEVELOPMENT & ADVISING AND COMMUNITY LEADERSHIP 2017 Accomplishments • Served 76 clients through the Small Business Development & Latino Business Advising programs, providing 572 hours of meetings for confidential small business planning, financial counseling, development services, research, and support. • In order to foster new enterprises and create new employment, EDASC’s SBDC Advisor and Latino Business Specialist helped small businesses plan over $3 million in capital infusion, and assisted more than 14 start-ups in 2017.

Birds of Winter Festival

• Launched the first-ever Skagit Valley Birds of Winter Festival. • Championed inaugural business forum on Early Learning, Skagit STEM screening of “Most Likely to Succeed” featuring panel discussion with all 7 superintendents, and a Community Conversation on workforce housing. • Engaged 1,500+ participants in four annual signature EDASC events. • Launched new events e-newsletter and “Skagit Insight” publication featuring current events and useful information for Investors and community members.

EDASC Foundation • EDASC and the EDASC Foundation, in collaboration with Skagit STEM and the Latino Educational Training Institute, applied for a National Science Foundation grant for the Latino Leadership Initiative to expand leadership opportunities throughout the community. Latino Leadership Initiative • Through the Foundation, EDASC reinvigorated the NextExec Program as a 12-month management curriculum with a 2017 cohort of 20 participants from across industries and communities in Skagit County.

• Leadership Skagit, a program of the EDASC Foundation, is now approaching 500 graduates since 2004 and has qualified participants to receive 17 college level credits in leadership for the 9-month program. Leadership Skagit alumni continue to seek public office and to serve our communities, including a dozen candidates for election or re-election to public office this year alone.

SKAGIT COUNTY EMPLOYMENT PROFILE by Anneliese Vance-Sherman, Regional Labor Economist WA Employment Security Department | October 2017

F

rom 2015 to 2016, Skagit County businesses added 1,100 jobs, or 2.2 percent, with growth observed in all major sectors except for manufacturing which remained unchanged. Growth over the past few years has been spread across most sectors and has been steady.

Skagit County’s civilian labor force averaged 58,138 in 2016. Of that, 54,193 resident civilians were employed and 3,945 were estimated to be unemployed and actively seeking work. The average unemployment rate in 2016 was 6.8 percent. Since reaching peak unemployment levels in 2010, the unemployment rate has generally been declining slowly. The dropping unemployment rate accelerated in the early months of 2017, bringing it down to 4.9 percent as of August 2017. Skagit County was home to an average of 49,100 non-farm jobs in 2016, up 1,100 or 2.2 percent from the level observed in 2015. Washington state as a whole saw the addition of 96,400 jobs from 2015 to 2016, an increase of 3.1 percent. • Goods-producers supplied an average of 9,500 jobs in 2016, up 1.7 percent from 2015. • Manufacturing employment in Skagit County fell by 900 or 15.5 percent from peak employment in 2007 to the lowest observed levels in 2010. From 2010 to 2014, 1,000 manufacturing jobs were created. From there, 100 jobs were shed in 2015. Manufacturing as a whole reached pre-recession employment levels in 2014. • Skagit County’s manufacturing base is diverse. The three largest manufacturing industries in terms of employment are food manufacturing, machinery manufacturing and wood product manufacturing. Petroleum and coal products manufacturing has also historically been one of the largest employers in the region. Manufacturing is one industry that has played an instrumental role in Skagit County’s recovery. • Construction employment tumbled from 2007 to 2011, shedding 1,600 or about 36 percent of all jobs over that time period. From 2011 to 2016, construction industry employers have collectively created about 1,000 new jobs. Construction industry employment expanded by more than 5 percent from 2015 to 2016. Recovery is evident, but this industry has yet to recover the number of jobs lost to the recession. • Private service-providing employment averaged 28,200 in 2016. From 2015 to 2016, private-sector service-providers added 600 jobs, growing by 2.2 percent. Over the course of the employment recession, private sector service-providers collectively lost 1,500 jobs or 5.5 percent. By 2016, the tally of private service jobs exceeded the pre-recession peak by 900. Employment gains were observed in all of Skagit County’s other major private serviceproviding industries over the past year. • Government employment in Skagit County is concentrated in local government and includes public K-12 education in addition to county, local and tribal government functions. Northwest Pipeline transports nearly 90 percent of the natural gas consumed in the state of Washington. Our three largest customers in Washington are Puget Sound Energy, Avista Corporation and Cascade Natural Gas.

illiams Northwest Pipeline is a major transporter of natural gas that heats homes and is used to generate electricity. In fact, Northwest Pipeline transports nearly 90 percent of the natural gas consumed in the state of Washington. The Northwest Pipeline system has changed significantly since its beginnings nearly 60 years ago. Like the Western states it serves, Northwest’s transmission system has expanded to meet the demands of growth. Today the pipeline is a primary artery for the transmission of natural gas to the Pacific Northwest and Intermountain Region.

What began as a 1,500-mile pipeline is now a 4,000-mile bi-directional transmission system crossing the states of Washington, Oregon, Idaho, Wyoming, Utah and Colorado. Northwest’s bi-directional system provides access to British Columbia, Alberta, Rocky Mountain and San Juan Basin gas supplies. Northwest Pipeline has 1,309 miles of natural gas transmission pipeline in the state of Washington with 13 compressor stations.
