Home of the Future A look at the trends that will drive the 2018 market

M

eteorologists with some certainty can call for rain a few days away; real estate professionals can look out that far – in fact, up to a year – to predict if you’ll have a roof over your head. Yet research and experience isn’t always enough, and experts forecasting the weather, or the housing industry, both can be wrong. Meanwhile, here’s how housing prognosticators are viewing 2018. Brad Inman, online entrepreneur who also compiles Inman real estate news for Realtors and brokers, warns he was right about the soaring housing market in his picks in late 2016 for 2017 “but otherwise this year did not unfold exactly as I had anticipated.” Still, he undertook 10 predictions in December for 2018. Among them: “EBay, Google and Facebook will all expand their real estate business through acquisitions and investment. The real estate opportunity is irresistible.” Inman also threw in a bonus forecast. “The economy and the housing market will grow like crazy,” the Australian businessman says. “Job creation is at record levels; unemployment is at a 17-year low; wages are feeling upward pressure and companies are investing at a fast and furious pace. A backdrop of political uncertainty will not slow down the global economic thoroughbred that is galloping at a full run,” he says. 4

“Left in the dust will be housing affordability in many major metro markets, which will further galvanize local political activism and polarize more communities,” he says. “Fasten your seatbelt, 2018 will be a fun and scary but prosperous ride,” Inman figures. Elsewhere, Housing Wire in late November offered up “six housing predictions to know for 2018.” Relying on a realtor.com forecast, the online site notes that, “existing home sales will increase slightly (and) new home sales will see the most significant increase, fighting against the low levels of affordable housing inventory.” Other experts agree, according to Housing Wire. “Home sales are expected to increase slightly in 2018 as new home sales take over the market,” the site says, alluding to secondary market housing financier Freddie Mac’s outlook for September. Housing Wire quotes Javier Vivas, realtor.com director of economic research, as noting, “Inventory increases will be felt in higher priced segments after home buying season, which limits their impact on total sales for the year. As we head into 2019 and beyond, we expect to see these inventory increases take hold and provide relief for first-time home buyers and drive sales growth,” he says. The realtor.com predictions for 2018 include: 1. Home prices – They’re expected to rise 3.2 percent in 2018, a slower rate of increase which

“will allow for home sales to pick up next year.” 2. Mortgage rates – Home loan interest rates are expected to average 4.6 percent throughout the year, but reach 5 percent for the 30-year fixedrate mortgage by the end of the year. The Mortgage Bankers Association predicted similar rising rates over the next few years. 3. Existing home sales – They’re forecast to increase 2.5 percent “as the trend in low inventory begins to reverse course.” 4. Housing Starts – New home sales will increase even more than existing home deals, “meaning housing starts will also rise.” They’re predicted to rise 3 percent overall and 7 percent for single-family homes. 5. New Home Sales – They will rise at the same rate as housing starts, 7 percent year-over-year in 2018. 6. Homeownership Rate – The rate will level off at 63.9 percent “after having hit bottom in the second quarter of 2016.” The federal Department of Housing and Urban Development provides yearly real estate forecasts of the country’s more than 300 metro areas. Home sales are “currently balanced” with a 1.3 percent residential vacancy rate, according to HUD. Transactions increased 1 percent to 20,200 homes, and the average home price inched up 4 percent to $314,300 during the 12 months ending in May. January 12, 2018

‘Down’ Hurdle Question:

I can buy a car with little or even nothing down but to buy a house I need 20 percent up front. This makes no sense, especially since a home is such a larger financial commitment. How do I get around the down payment hurdle?

Answer:

Buyers that believe the 20 percent myth miss the opportunity to buy now, a time when mortgages are near historic lows. Qualified purchasers can buy today through the VA (0 down), the FHA, (3.5 percent) and with such 3-percent programs as Freddie Mac’s Home Possible Advantage and Fannie Mae’s HomeReady. Equally important, the definition of a “down payment” is somewhat fuzzy. You might need 3.5 percent down for FHA financing but maybe family and friends can help out with a gift. Also, there are more than 2,000 down payment assistance

programs across the country according to DownPaymentResource.com, a site where you can search by location for programs in your area. Such assistance programs can be used to reduce or even eliminate down payment costs. It’s worth looking into down payment assistance programs because they’re widely available. While some programs are restricted on the basis of income, location (buying only within certain areas) or status (programs only for first-time borrowers as an example) many are open to buyers in general. Weirdly, sellers often buy into the 20-percent down myth and, as a result, reduce competition for their properties. They sometimes see offers with more down as somehow stronger than offers with little up front when in fact it makes no difference to them. For example: Smith buys the Johnson house for $200,000 with 20 percent ($40,000) down and gets $160,000 in financing. Jones buys the Vacaro house for $200,000 with 3.5 percent ($7,000) down and obtains a $193,000 mortgage. At closing both Johnson and Vacaro get $200,000 from their buyers. Both are paying $200,000. Neither offer is “stronger” than the other.

Where a big down payment becomes important is when one looks at the cost of mortgage insurance. Buy with less than 20 percent down and lenders will want some form of mortgage insurance to protect them against loss – protection in the form of an FHA-backed mortgage, VA financing or a conforming loan backed with private mortgage insurance. There is a cost to such coverage and the result is a higher monthly ownership expense for buyers with little down. The VA has an upfront mortgage insurance cost (called a “funding fee”) but no annual fee. The FHA has both up-front and annual mortgage insurance premiums (MIPs) while fee arrangements for private insurance programs vary. For details speak with loan officers and ask about the total monthly cost for any loan you are considering.

ax reform has upended a long-time homeowner practice: Deducting the full amount of property tax paid annually when filing federal income taxes. Even before the new tax law, which limits the deduction for all state and local taxes, including property taxes, to $10,000, seniors on a fixed income often struggled to remain in their home in the face of high property taxes. That’s why, as of the end of 2017, 24 states had “property tax-deferral” programs in place to help seniors, notes Abby Walters of the Boston College Center for Retirement Research. The new tax law will likely increase the need for these programs, particularly for seniors in high tax areas, she notes. These deferral plans typically allow eligible [some programs are open only to those with lower incomes], seniors to defer all or a portion of their January 12, 2018

Property tax relief to help seniors stay home property taxes each year, Walters explains. “The locality would place a lien on the home and the unpaid balance accrues with a simple interest charge.” For instance, a senior who defers $5,000 annually for six years would owe $30,000 plus all interest charges when he leaves the home. “Often, the balance is paid by the proceeds of the sale of

the home,” Walters says. In some of the 24 states, deferral programs are available statewide, while in others each locality must adopt the program. The 24 states are Arizona, California, Colorado, Florida, Georgia, Idaho, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Hampshire, North Caroline, Oregon, Rhode Island, South Dakota, Tennessee, Texas, Utah, Virginia, Washington, Wisconsin and Wyoming. More states may join this roster, Walters says. Besides tax deferral plans, many states offer a deduction on the assessed value of a home to certain owners, like seniors and veterans. “If seniors are struggling to pay their property taxes, they should contact their local Board of Assessors to lean about possible relief options,” Walters says. 9
