any of the students headed for college this fall won’t be leaving home totally behind: The value of their family home will be helping pay tuition bills. Given the low interest rate environment and “depending on the situation,” home equity lines of credit or loans are popular, says Deborah Fox, of Fox College Funding, a San Diego advisory firm. Only homeowners with a certain level of equity, which is calculated by taking the current appraised value of a home and subtracting the principal amount of any mortgage on the property, qualify for equity borrowing, notes Keith Gumbinger of HSH.com. The average rate for lines of

credit was 5.54 percent in June, and the average for equity loans, which provide a lump sum with a fixed rate of repayment over a number of years, usually ten, was 6.08 percent. Equity borrowing is an option to consider against the federally backed Parent PLUS loan or private education loans, explains Mark Kantrowitz, publisher of Cappex. com. PLUS loans are available to all parents that don’t have serious dents in their credit, and currently carry a fixed rate of 6.31 percent, as well as an origination fee of 4.25 percent. Private loans can carry lower rates than PLUS loans depending
on parents’ credit, says Kantrowitz, who recommends visiting www. privatestudentloans.guru for information. Deciding how to borrow can be an education in itself, says Fox, because parents must consider the impact any borrowing may have on their overall finances. Borrowing against equity, for example, could reduce their income taxes because
interest is usually deductible. But drawing down equity could hamper the ability to move in the short term. “They should first make sure that their student has maxed out on Stafford loans,” she says, referring to the federal loans carrying a 3.76 percent rate, available to students in limited amounts.

Grocery Stores and Home Values Question:
We live in an older, established, residential neighborhood with very little new home construction. However, a major grocery chain is now building a half-size version of their big store here. Some neighbors say home values will increase while others worry about traffic and falling values. How can we expect the store to impact our neighborhood?
Answer:
When chain retailers build a store, they’re making an investment that will hopefully produce a positive income stream for decades so you can be sure that a lot of research went into their site selection. You have to see this as a good evaluation of your neighborhood because the population density and income were regarded as strong enough to justify a major investment. In 2015, RealtyTrac looked at what happened to home values near two leading food retailers, Whole

Foods and Trader Joe’s. It found that “homeowners near a Trader Joe’s have experienced better home value appreciation since their purchase, but also pay higher property taxes on average.” “Homeowners, near a Trader Joe’s,” said the company, “have seen an average 40 percent increase in home value since they purchased, compared to 34 percent appreciation for homeowners near a Whole Foods.” It’s not just grocery stores. A 2015 study by Zillow found that “between 1997 and 2014, homes within a quarter-mile of a Starbucks increased in value by 96 percent, on average, compared with 65 percent for all U.S. homes.” These studies are not so much about eating as they are about convenience, bringing together residential real estate along with commercial and retail elements within a small space. If you have an older suburban neighborhood that has sprouted a grocery store consider yourself ahead – local homes are likely to be more salable in part because your area is now more competitive with newly emerging town centers and redeveloped downtown areas. A 2010 study by Montgomery County, Pennsylvania provides a description of the neighborhood elements buyers now want. The big items include what might

be called “walkability” – a large central plaza or park, mixed-use properties (residential, retail, recreation and commercial in one area), “unobtrusive” parking, and “appropriately-scaled” height. If you look at planned communities such as Greenbelt and Columbia in Maryland as well as Reston in Virginia, you can see how they combine diverse elements while preserving large green spaces. The result is very attractive residential areas as well as solid home values: It’s worth noting that Reston and Columbia are located in two of the three most affluent counties in the country. Traffic from a grocery store is unlikely to be a problem. Supermarkets are used throughout the day and this tends to hold down peak time traffic issues. However, while traffic is unlikely to be a serious concern, higher home values mean higher property taxes and that’s a legitimate worry, especially for those with fixed incomes.

Buyers and homeowners face hurdles despite a strong real estate recovery
H
ome values and selling prices are up. Mortgage interest rates remain low, and demand for housing remains high. More formerly underwater owners have climbed above the surface. Sounds like ideal conditions for a healthy and vibrant real estate sector, right? In the past, the answer would be an unequivocal yes. But in the present, the robust housing rebound currently underway comes with caveats, especially for prospective homebuyers – or so suggests The State of the Nation’s Housing report, recently released by the Harvard Joint Center for Housing Studies. According to the report, numerous challenges continue to hinder the housing recovery, despite strong demand for rental properties, increased construction of single-home residences and growth in incomes. These challenges include a rise in income inequality over the past 10 years (between 2005 and 2015, households earning less than $25,000 represented almost 45 percent of the net growth in U.S. households), stricter mortgage lending August 12, 2016
practices and a tightening supply of homes for sale or rent. The report further indicated that 11.4 million households forked over more than 50 percent of their incomes for rent in 2014, and 13.7 million people lived in neighborhoods of concentrated poverty between 2000 and 2014. “We are in a new housing crisis in which there is a serious lack of housing that the middle class can afford,” says Kevin Finkel, executive vice president of Resource Real Estate in Philadelphia. “While there are plenty working Americans who want to rent, affordable apartments are increasingly hard to find. Almost all new multifamily construction is taking place in the luxury market, and no one seems to be building new middle-class rental housing. And the American workforce has experienced years of stagnant wages and can’t easily qualify for mortgages, and millennials are burdened with student debt, which impacts their ability to qualify for mortgages.” John Agostinelli, a Bostonbased real estate broker, says one of the biggest problems is that home price appreciation continues
to outpace growth in wages, which places more burden on mortgage payments. “We are finding that it is more difficult for first-time buyers, as the inventory is very low in most markets and sellers are often receiving multiple offers,” Agostinelli says. “In addition, millennial preferences are shifting back to urban areas, where prices are typically higher. And we have an increasing population and household formation with a shortfall in new construction. Restrictive zoning laws need to be addressed, as they limit the number of units that are allowed to be constructed.” The bad news is that homeownership will continue to face the headwinds created by a backlog of homes in foreclosure, tight credit, weak income growth and impaired credit histories, according to Colby Sambrotto, president of USRealty. com. The good news is that, “as these pressures ease, there is every reason to expect homeownership rates to show some increase,” Sambrotto adds. ers need to purchase within their means. “Assess your assets and income, and stick to the 30 percent rule – do not spend more than 30 percent of your income on housing,” says George Donohue, president of New York Cityheadquartered IPG Real Estate. “Also, contact a great real estate professional who can assist you in finding the best house within your budget and negotiate down the price so it is more suitable.” Additionally, “first time buyers should learn how to manage a personal budget and get educated about the total costs of owning a home and the risks involved, including maintenance costs utilities, real estate taxes, the potential for job loss and emergency savings,” Christopher Michaud, broker with Acceptance Group in Westford, Massachusetts. Agostinelli agrees. “Since existing debt makes it more difficult to purchase a home, serious consideration must be given to delayed gratification, saving prior to purchases, limiting debt and establishing good credit.” 9
