Suburban Sprawl Slows to a Crawl

EASIER TO COME BY TODAY? Question: Is it easier to get a mortgage today? I hear all kinds of scary stories and would simply like a straight answer.
Answer: You’ve come to the right place. Let’s look at some numbers. Interest rates for much of the year have been around 4 percent. That compares with an average of 4.17 percent in 2014, 3.98 percent in 2013 and 3.66 percent in 2012. Plainly, today’s rates are not as good as 2012, but consider two points: First, rates in 2012 reached their lowest levels in 65 years. While rates today are higher, they are not insanely higher. Second, 4 percent is less than half the 8.6 percent rate paid by most mortgage borrowers during the past 40 years. You certainly need good credit to get a mortgage. According to Ellie Mae, in June the typical FICO score for a successful loan application was 727. That compares with 746 in June 2012. So, generally, there has been movement toward lower credit requirements. In June, the closing rate for all loans was 64.2 percent, according to Ellie Mae. In June 2012 the closing rate was 46.2 percent. The closing rates show a huge difference, the odds of a successful loan application are vastly better

today than in 2012 when mortgage rates reached remarkable lows but many people could not get such financing. It’s important to say that loans are easier to get this year for some people but not for everyone. You have to look at such issues as your credit score, the amount down and the type of financing you seek: FHA, VA, conventional, portfolio, or a “non-QM” loan like a jumbo mortgage. You also have to shop around. Some lenders “layer” mortgage requirements. For instance, you can get an FHA loan with 3.5 percent down and a 585 credit score from some lenders, while others might want 620 or 640. Why? Fear of liability when lending to borrowers with weak credit. Also, let’s imagine that you have a loan application that does not go through. You have the documentation and paperwork in hand, so why not try with another lender? After all, if two-thirds of all loan applications are now successful and your application does not pass muster the first time around, maybe you need to work with a different lender who will see your situation in a better light. Lastly, and for what it’s worth, on a personal basis it just seems a lot easier to deal with lenders. I recently modified a mortgage, expecting endless arguments, and it just didn’t happen. Instead, I spoke with people who were helpful and in the end got the terms I wanted. The lesson, I think, is that it pays to test the waters.
HOUSING MARKET IMPROVES WITH PROXIMITY TO CITY
W
hat does a driver’s license have to do with home prices? Experts think they might be a clue to a mystery, namely why home prices in outlying suburbs have remained depressed, while values in suburbs closer to city centers have largely rebounded from the steep declines sparked by the financial crisis last decade. Closer-in locations typically enjoy price recovery first, but outlying suburbs are taking longer than expected. “In my 26 years in the business, the price discount available to someone who is willing to commute has never been greater,” writes John Burns, in an article posted on the website of his real estate consulting company.

Today, only 78 percent of 20- to 24-year-olds drive, compared to 93 percent in 1978. “I think the delay in getting a driver’s license is consistent with many of the trends in delaying other young adult milestones: graduating college, getting a first job, getting married, having a child, buying a home,” explains Chris Porter, chief demographer at John Burns’ consulting company. Meeting those milestones meant new households started buying homes – and those within their price range were usually in farther flung suburbs. “There is no denying a buyer gets more for their dollar the further out from the city they travel,” agrees Joe Castillo, broker/owner, ERA Mi Casa, Chicago.
But it’s not just procrastination that’s impeding the price recovery. Following the recession, there’s been a shift in lifestyle choice, with more opting to live near cities and job centers, notes Porter. This trend won’t last, because young adults will reach the milestones, albeit “at a later age than their parents or grandparents,” Porter predicts. Moreover, because outerring home prices are so depressed, today’s buyers may enjoy more pronounced price appreciation in the future. During the housing boom early last decade, builders quipped that buyers could “drive until they qualify.” Today, home buying bargain hunters may have to get a car and license first. November 20, 2015

In many cases, builders team up with mortgage companies, and there can be advantages for both buyers and builders from the partnership, Sozio says. The lender can ensure that a project receives FHA approval, for example, or a buyer could receive guidance to lock in an interest rate on a loan to be issued several months later when the home is expected to be completed, to avoid borrowing at what the rate may be then, Sozio adds. Still, “buyers are under no obligation to use the partnering lender,” he says. Patience and Profits In the boom years, buyers often rushed to be the first to purchase in a subdivision to lock in what they considered low prices; the last units in a subdivision typically sell for more. But when the housing bubble burst, property values depreciated and the last, newly constructed units in the subdivision often sold for low prices that competed with home-sellers in the subdivision who were trying to move out. Home prices have been up in 2015, with the median price increasing 8.2% in the second quarter to $229,400. Subdivision homeowners may be able to breathe a bit easier knowing they can eventually sell their units for a profit without having to compete with low-priced new construction in the same subdivision. But while experts can predict price trends, they “are uncertain for all homes, existing and new,” says Ken WIlson, past president for the Appraisal Institute. 9
